INTRODUCTION

Background of SSC

The Government of India, in the Department of Personnel and Administrative Reforms vide its Resolution No. 46/1(S)/74-Estt.(B) dated the 4th November, 1975 constituted a Commission called the Subordinate Services Commission that was subsequently re-designated as Staff Selection Commission, effective from the 26th September, 1977 to make recruitment to various Class III (now Group “C”) (non-technical) posts in the various ministries/departments of the Govt. of India and in Subordinate Offices. The functions of the Staff Selection Commission have been expanded from time to time and now it carries out the recruitment for all Group “B” posts in the pay scale of ` 9300 to 34800 with a grade pay of ` 42000. The functions of the Staff Selection Commission were redefined by the Government of India, Ministry of Personnel, Public Grievances and Pensions vide its Resolution No.39018/1/98-Estt.(B) dated 21st May, 1999 (may be seen under the heading Resolution). The new constitution and functions of the Staff Selection Commission came into effect from 1st June 1999.

The Staff Selection Commission is an attached office of the Department of Personnel and Training and comprises of a Chairman, two Members and a Secretary-cum-Controller of Examinations who are appointed on such terms and conditions as may be prescribed by the Central Government from time to time. The Commission is provided with a supporting staff as considered necessary by the Central Government.

Headquarter of SSC

The Staff Selection Commission has its headquarter at New Delhi. All Examinations, as well as administrative matters, are submitted to the Chairman through two members. The Secretary functions under both the members. Besides, there are posts of one Director, one Deputy Secretary, two Joint Directors, nine Under Secretaries, four Deputy Directors, one Finance & Budget Officer, one Assistant Director (OL), 24 Section Officers and more than 183 supporting officers / staff working at the Headquarters for discharging the duties and responsibilities of the Commission.

Regional/Sub-Regional Offices of SSC

For smooth conduct of examinations through a large network of examination centres/sub-centres, situated in different parts of the country for the convenience of the candidates, the Commission has been provided with a regional set-up. At present, there are seven regional offices at Allahabad, Mumbai, Delhi, Kolkata, Guwahati, Chennai and Bangalore and two Sub-Regional Offices at Raipur and Chandigarh. Each regional office is headed by a Regional Director and each Sub-Regional office is headed by a Deputy Director.

FUNCTIONS OF SSC1. To make recruitment to

(i) All Group “B” posts in the various ministries/departments of the Govt. of India and their attached and subordinate offices, which are in the pay scales, wherein the maximum amount is `10,500 or below

(ii) All non-technical Group “C” posts in the various ministries/departments of the Govt. of India and their attached and subordinate offices, except those posts which are specifically exempted from the purview of the Staff Selection Commission.

2. To conduct examinations and/or interviews, whenever required for recruitment to the posts within its purview. The examinations would be held as far as possible, at different centres and successful candidates posted, to the extent possible, to their home State/Region.

3. In particular, to hold Open Competitive Examinations for recruitment to the posts of:

(i) Lower Division Clerks (LDC) in (A) various ministries/departments, attached and subordinate Offices

of the Government of India, including those participating in the Central Secretariat Clerical Service /Indian Foreign Service (IFS)

(B) Railway Board Secretariat Clerical Service and the Armed Forces Headquarters Clerical Service

(ii) Grade “C” and Grade ‘D” Stenographers of (A) the Central Secretariat Stenographers Service and equivalent

Grades of Indian Foreign Service (B) Railway Board Secretariat Stenographers Service/Armed Forces

Headquarters Stenographers Service and to the posts of Stenographers in other Departments, including attached and subordinate offices of the Government of India not participating in the aforesaid Services

(iii) Assistants in (A) various ministries/departments including attached and subordinate

offices of the Government of India, including the ones participating in the Central Secretariat Service/ IFS

(B) Railway Board Secretariat Service/Armed Forces Headquarters Civil Service

(iv) Inspectors of Central Excise in different Collectorates of Central Excise; Inspectors of Income-Tax in different charges of the Commissioners of Income-Tax; Preventive Officers and Examiners in different Custom Houses; Assistant Enforcement Officers in Directorate of Enforcement

(v) Sub-Inspectors in Central Bureau of Investigation(CBI) and Central Police Organisations (CPO)

Mission SSC6 (vi) Divisional Accountants, Auditors and Accountants under the Office

of Comptroller and Auditor General of India and other Accounts Departments and Upper Division Clerks in Attached and Subordinate Offices of the Government of India

(vii) Junior Engineer (Civil & Electrical) in CPWD, a Group ‘C’ non-gazetted, non-ministerial, General Central Services (Technical) post

(viii) Statistical Investigators, Grade IV of Subordinate Statistical Service (SSC), a Group ‘C’ non-gazetted, non-ministerial post in the Ministry of Statistics and Programme Implementation

(ix) Tax Assistant, a Group C non – gazetted Ministerial post in various Commissionerates of Central Board of Direct Taxes ( CBDT) and Central Board of Excise and Customs(CBEC);

(x) Section Officer (Commercial Audit), a Group “B” non-gazetted post in the Indian Audit and Accounts Department

(xi) Section Officer (Audit) , a Group B non-gazetted post in the Office of the Comptroller and Auditor General

4. The Commission also holds Departmental Examination for the promotion from:

(i) Group “D” to Lower Division Clerk Grade of the Central Secretariat Clerical Service and equivalent grades in Indian Foreign Service (B)/Railway Board Secretariat Clerical Service/Armed Force Hqrs. Clerical Service

(ii) Lower Divisional Clerks to Upper Divisional Clerks Grade of the Central Secretariat Clerical Service and equivalent Indian Foreign Service (B)/Railway Board Secretariat Clerical Service/Armed Forces Hqrs. Clerical Service

(iii) Stenographers Grade “D” to Stenographers Grade “C” of the Central Secretariat Stenographers Service and equivalent grades in Indian Foreign Service (B)/Railway Board Secretariat Stenographers Service/Armed Forces Hqrs. Stenographers Service.

5. The Commission conducts periodical Typewriting Tests in English and Hindi.

6. The Commission prepares schemes for recruitment to all Group “B” posts which are in the payscale of ` 9300 to 34800 with a grade pay of ` 42000 or below and Group “C” non-technical posts in the ministries/departments of the Govt. of India, including its attached and subordinate offices in consultation with the Departments concerned.

7. The Commission conducts examinations/selections for recruitment to all Group “B” posts which are in the payscales, wherein the maximum of which is `10, 500 or below and all Group “C” non-technical posts in the ministries/departments of the Govt. from time to time.

8. The Commission performs such other functions as may be entrusted to it by the Central Government from time to time.

A.Why Aspirants Prefer SSC Services?What are the career options that the candidates are looking for these days, after graduation or the 12th standard? They are looking for careers that offer job security with fixed salary, fixed working hours and guaranteed time-bound promotions. SSC is the gateway to these types of jobs. Let’s see how.1. SSC isn’t a hard nut to crack: SSC is easier to crack, when an aspirant

compares it with IAS, PCS, CAT and Banking.2 Better job security in Central government jobs: Job security is the main

and most important point in taking up a career option. Central Government jobs are stable, unlike many private sectors, where hire and fire work culture is seen. Thus, these jobs are secured and recession proof.

Unlike the private sector, wherein job performance is of utmost importance, a Central Government job gives an ample time for personal enrichment. For example, today you are young and can work very hard. 4. Lucrative salary structure: Pay Commissions regularly review the salary structure that is offered to the Central Government workforce. and at the same time, give yearly incentive and lucrative salary right from the beginning. Seniority is a crucial factor in Central Government promotion policy. Due importance is given to the time that one has spent in the job. Employees get fairly rewarded on the basis of how experienced they are.

B. SSC as Career Backup Plan for IAS/ PCS Aspirants

Why Backup Plan?

• For the reason of uncertainty involved in UPSC adventures, it is not a good idea to put all eggs in one basket.

• Aspirants are suggested that there are no cut and dry methods of “backup plans for UPSC”, so evaluate all the pros and cons, based on your personality and alternative-career ambitions.

• Those who are MBBS, CA, IITs etc. need not worry much about “backup”. But for the others who don’t have any career back-up plans, they are advised to think for those government jobs that can be easier to crack than IAS. For example, SSC, Railway, Banking, CDS etc.

Aforesaid are the reasons why majority of aspirants for government jobs take up Central Government jobs offered through the annual SSC-CGL/CHSL/MTS/SA/SI/LDC/JE/Stenographers, etc. exams. However, some of them who have secured a stable and lucrative career with Central Government Jobs aspire to reach the higher level of the Indian governmental machinery, i.e. the Civil Services. Preparing for IAS exams is a very rigorous task, involving not a few months but years of preparation along with complete dedication and commitment from the aspirants. With such a challenging task ahead, many of these IAS aspirants start asking themselves if it is possible to continue their SSC Jobs in continuum with the preparation for the IAS Exam.

Is it possible to prepare for IAS exam along with SSC Jobs?

If the IAS aspirants, who have become the Central Government employees, after clearing their SSC exams, are confused whether they will get time, atmosphere and cooperation for the preparation of IAS Exam, while still in service, there is

This was possible because of the cooperative and encouraging attitude of seniors, who inspired them to go for the big exam. The second and probably the most important advantage that SSC CGL employees have, is of being close to the government officers and civil servants, who have already cleared the big exam. Along with the guidance and tips for the exam, watching the daily working keeps the spark alive and fire burning to achieve their dream of becoming an IAS officer.
