Dear Friends,

Welcome to Lancaster, PA for the 133rd PennAg Annual Meeting & Spring Banquet!

As we enjoy the surroundings of beautiful Lancaster County, let us reflect upon this year’s annual meeting theme: “Discovering Opportunity through Challenge” reminds us of the ever-present opposition towards the agriculture industry and our ability to overcome that resistance. Various factors continue to challenge our industry, whether it be animal welfare, consolidation, urbanization, or activist agendas. Our goal for this annual meeting is to provide you with the facts and talking points necessary to confidently stand up for agriculture.

Throughout the day, you will hear from an illustrious group of speakers. I encourage you to take what you will learn home and apply it to your business, helping us to make Pennsylvania agriculture even stronger. Through the annual meeting, we seek to provide you with the armor necessary to move forward, while feeling proud about your role in producing a safe, affordable food supply for the growing population.

I would also like to personally thank each of our sponsors for their continued support of the PennAg Annual Meeting & Spring Banquet. Our members are the pulse of the association, and the loyalty of our sponsors makes it possible for our membership to convene. We truly appreciate and value your dedication throughout the years and look forward to your support for many years to come.

This event as a time to learn and enjoy the company of one another. I look forward to visiting with each of you throughout the day.

Best Wishes,

Richard R. Cole, PACMA, Inc.President of the PennAg Board of Directors

2010 Annual Business Meeting Minutes

Discovering Opportunity

Christian Herr, Executive Vice President

This past year, since the last PennAg Convention & Spring Banquet, has been one of the most challenging of my professional career. It has been filled with many changes that as an association, we have met head on. We believe the issues we address make us relevant to our membership.

The key to the success of PennAg Industries Association continues to be the people involved. The current Board of Directors has shown tremendous leadership. An ever-increasing number of members continue to become more involved in promoting PennAg and its positions on issues. The PennAg staff, much of it new, is outstanding, each day bringing new ideas to the table to serve our members more effectively. I believe this combination has our association well-positioned for the future.

Many accomplishments have occurred in 2010 that are a direct result of the hard work and dedication of the staff. Some are very noticeable, including: a substantial increase in membership, the increased interaction with the legislature and policymakers in Harrisburg, the enhancement of the Keystone Pork Expo and Poultry Progress Day, the addition of the Pennsylvania Soybean Board and the new association web site. Other accomplishments, maybe less noticeable to those outside the office, such as the addition of new membership and insurance computer systems, enhanced cash management, and new financial and budgeting programs, are just as important to the overall health and viability of the association.

PennAg has three new staff members, all who have embraced the idea that PennAg needs to be relevant to each and every member. I believe we have been successful thus far in reaching that goal. We all understand it will be an ongoing process and look to continue our efforts and build upon what has been accomplished in recent years.

The challenges facing agriculture and agribusiness will continue to become more complex, requiring us to be agile in our approach. The policymakers, who will determine many of the laws and regulations that will impact our industry, know less about the agriculture industry than ever before.

Opposition toward today’s agriculture will continue to be well-funded and aggressive. There’s no question about that. It is necessary for the future existence of agriculture to counter our opposition and work to be sure policymakers in Harrisburg and Washington D.C. hear the truth. A strong PennAg Industries Association will help make sure that happens.

We appreciate you joining us today as we discuss how we can work together as an industry to discover opportunity through challenge.

I want to thank every member of PennAg for their support and dedication to this important association. The entire staff looks forward to serving you and the needs of your business in the coming year.

The 2011 membership renewal has been slightly ahead of previous years. With approximately 92% of dues renewed, the Membership Committee is in the process of contacting those who have yet to renew to determine the next step. Thus far in 2011, the association boasts twelve new members. These members are a result of routine membership recruitment efforts, increased PennAg Council activity, and an increased focus on building membership.

For more than 130 years PennAg has been fortunate to retain a solid membership base despite the continuing consolidation of the industry. For the 2010 dues year, PennAg was able to add forty-five new members, which is an 8.5% increase in membership!

The Membership Committee continues to look for ways to keep the current membership involved and interested in association happenings. While understanding new members are the key to the growth of an organization, retaining members is just as important. The committee will work to decrease membership cancellations by keeping members informed and involved, while listening to comments and concerns.

In late 2010, PennAg staff proudly announced the implementation of a new membership database program and web site. The database and web site allow for registering for events online, credit card payment for events and dues and placement of up-to-date information. One key feature of the system is PennAg staff’s ability to make changes as necessary and not rely on an outside source to make updates/changes/corrections.

The annual Divots for Degrees Golf Outing was held on May 13 at Meadia Heights Golf Club, Lancaster, PA. A profit of $11,990.00 was raised through this event, which benefits the PennAg Scholarship Fund. In 2010, the association was able to provide thirty scholarships to children of PennAg members. Also, the 2010 Silent Auction, held during the PennAg Convention & Spring Banquet, raised more than $2,000 for the fund. A Silent Auction is set to be held once again this year.

The Membership Committee provides oversight on all matter that affect membership and member services provided by the association. If interested in serving on the committee, please contact Kelly Caldwell at [email protected] or 717-651-5920.

Since the last annual meeting on March 11, 2010, the Political Action Committee has continued those activities that were started over the last few years and were found to be successful in generating appropriate funds for the use of legislative activities.

Our PAC luncheon at the annual convention at the Lancaster County Convention Center (2010) netted $3,225 in contributions.

Once again, a sporting clays PAC fundraiser was held in September at Martz Game Farm, Dalmatia, PA. Doubling participation this year, more than sixty shooters came out for an after-noon of fun and fellowship, all while showing support for the PennAg PAC. The event was started as a way for non-golfing members to participate in an association outing, build camaraderie and discuss industry issues, all while supporting the Political Action Committee.

In February 2011, PennAg hosted a legislative ‘Day on the Hill’ event. Legislative visits were held at the Capitol Building throughout the day, focusing on issues including antibiotics in food production, the Chesapeake Bay and transportation. Four groups of members toured the halls of the Capitol telling their story and building relationships. To conclude the day, an evening dinner was held in downtown Harrisburg. The dinner served as a time to introduce a group of freshman legislators to PennAg and our organization, as well as to celebrate the industry and provide an opportunity for legislators and agribusiness leaders to informally discuss priorities for agriculture in the years ahead.

The balance in the PAC Fund account as of March 2011 is $18,562.32. Throughout 2010 and the first two months of 2011, PennAg has had the opportunity to support very important friends of agriculture in the legislature.

This committee is an important component of PennAg’s programs and services and we invite all members to participate in the events and to contribute to this effort. It is absolutely imperative for us to support legislators who, in turn, support agriculture and agribusiness. Democracy is not a spectator sport.

A PAC Luncheon will be held during this event as well as a 50/50 raffle at the Spring Banquet this evening. Please give generously to your PennAg PAC fund.

The PennAg Transportation Committee has identified the three top priorities: • Increase truck weight, permits and include fertilizer and manure in the list. • Over-width with vehicles of animal husbandry, manure tanks, sprayers and combines. • The issue of local ordinances with trailer widths of 96 inches versus 102 inches.

The Committee reviewed legislation for achieving the aforementioned goals, but there was no legislation passed in the 2010 session effectively addressing these issues.

At a recent Transportation Committee meeting, Tim Cotter, Division Administrator from U.S. Department of Transportation Federal Motor Carrier Safety Administration, gave an overview of Comprehensive Safety Analysis. Carriers were previously measured in four categories: Safety Management, Vehicle, Driver and Accident. Now carriers will be assessed by seven criteria, all safety based. The seven areas include: Unsafe Driving, Fatigued Driving, Driver Fitness, Controlled Substances, Vehicle Maintenance, Cargo Related and Crashes. Twenty-four months of data will used to score each carrier. Using this system, the lower the score, the better for the carrier.

Members of this industry represent and participate on various agency advisory boards and committees including the Pennsylvania Department of Agriculture (PDA) Fertilizer Advisory Committee; PDA Farm Safety and Occupational Health Advisory Board; PDA Pesticide Advisory Board, and Pennsylvania Department of Environmental Protection Ag Advisory Board. Additionally, long standing relationships with non-regulatory organizations such as the Penn State University Department of Crops and Soil Sciences, Cooperative Extension and Pennsylvania Agronomic Education Society allow for industry input and participation in a wide range of activities.

The administration of the Pennsylvania Certified Crop Advisers (CCA) program continues to be handled through PennAg. The program’s active Board continues to advocate the importance of a CCA to a crop producer and remains dedicated to discovering ways to enlist new CCAs, while maintaining value and benefits for established participants. The annual Keystone Crops and Soils Conference continues to be held in October providing CCAs and other crop production professionals with continuing education and resources. Each year the conference increases the involvement of public sector professionals including NRCS and Conservation District Staff.

Because of the local impact from national industry issues, communication with national industry associations such as the Fertilizer Institute and Agricultural Retailers Association remains critical for the purpose of information sharing and awareness.

Issues receiving attention and continue to be monitored include: • Chesapeake Bay – TMDL’s, reporting of non cost share best management practices, EPA & DEP interaction • Transportation – registration limitations and equipment restrictions per the Vehicle Code – Title 75

Horse Council Report

Executive CommitteeChair, Rita McMullen, PDM Insurance Agency

Vice Chair, George Strawbridge, Jr.

For more than 132 years, PennAg Industries Association has successfully represented agribusiness in the Commonwealth of Pennsylvania. We have progressively kept pace with issues and concerns of more than 550 businesses and farm enterprises and are now more relevant than ever.

Moving forward, we strive to be on the cutting edge of issues that impact agribusinesses and the farming community in Pennsylvania. We have been national leaders on issues including food safety, nutrient management, right to farm, and animal welfare matters. We have been honest and forth-right in our dealings with the legislature and policymakers in Harrisburg and Washington, D.C. In addition, PennAg has been willing to address complicated issues related to a clean environment, ethical treatment of animals and helping to feed a growing world population.

It is with that in mind that I report to you on our most recent addition to the PennAg Council family; horses. It may be Pennsylvania agriculture’s best kept secret, but the equine industry represents 18% of agribusiness sales in Pennsylvania, second only to the dairy industry. Annually, horses account for more than $10 billion for Pennsylvania’s economy. That is a lot of feed, hay, fence, trailers, trucks, tractors, barns, and tack, not to mention utilities and taxes paid by the thirty-eight thousand people involved in the horse industry who reside in every county and every legislative district in Pennsylvania.

The goal of the PennAg Horse Council is to keep PennAg members informed about the horse industry. The council has aggressively pursued ways to keep this industry strong and viable. It has hosted several legislative tours and solicited PennAg membership from many equine areas. The council has met with numerous legislators and policymakers to discuss issues.

In July, the PennAg Board of Directors officially approved the formation of the Horse Council. The council has nearly thirty active members from many segments of agriculture and agribusiness, as well as a number of new members from the horse breeding industry.

PennAg looks forward to working with you in the future to help you better understand the importance and challenges facing this important economic development, farmland preservation and the equine portion of the agriculture industry.

If you are not currently involved with the Horse Council but are interested in learning more about the council, please contact Chris Herr at [email protected] or 717-651-5920.

Following a successful 2010 Manure Expo hosted by Penn State University at the Ag Progress Days site in July, members of the PennAg Manure Haulers/Applicators Council (MHAC) met to determine the council’s direction for addressing proposed revisions to the Department of Environmental Protection’s (DEP) Manure Management Manual, which was created in the early 1970s and has received periodic revisions.

The result was the establishment of a “Call to Action” encouraging the submission of public comment to DEP by individual members. A template document was developed for members to use as a foundation of their comments, which expressed concerns and provided suggestions including: inclusion of Certified Manure Haulers/Brokers as farmer resource; constancy of setbacks; exclusion of definitions and unjustified requirements; liability; enforcement; and farmer education.

A comment response document continues to be developed by DEP and a revised Manual is expected to be released this summer.

The new legislative session will carry on the focus of transportation and PennDot regulatory issues facing the hauling and applicating industry. Through the PennAg Transportation Committee and legislative activities, the concerns of the industry will continue to be addressed and included in discussions and opportunities for solutions.

Lastly, representation on the Nutrient Management Advisory Board allows this agribusiness sector to remain involved in the discussions and developments of federal and state nutrient management regulations, TMDL milestones and requirements based on Chesapeake Bay directives.

The Poultry Council focuses on several key areas for the PA poultry industry: • Compliance with the National Egg Safety Rule • Maintaining poultry health and animal welfare education • Implementation of PHTQA a poultry handling and hauling program • Improving relationships in the live bird marketing process • Fundraising for PennAg & Penn State Poultry Science Students’ scholarships

It’s great to be a leader in egg safety! In the past year, PEQAP finally received the recognition and credibility it has deserved for the last nineteen years! PEQAP was used by the FDA when designing the Egg Safety Regulations.

The University of Pennsylvania is working to use the PCR method of testing to expedite turnaround in testing requirements.

Members of the Poultry Health Committee focused on the development of a certification program for live bird handlers and haulers. PHTQA, Poultry Handling and Transport Quality Assurance, has been developed and the project is now in the implementation and training stage! Thank you to everyone involved with this project.

The Live Bird Committee continues to work on ideas to improve the health, transportation, research and oversight of live bird marketing.

Egg promotions and educational activities are in full swing for 2011. We continue to work with teachers, students and consumers, through events including PA Farm Bureau’s Ag in the Classroom, Family & Consumer Science Teacher’s Annual Meeting, and individual classroom presentations. We’ve also partnered with the Altoona Curve and the Reading Phillies for promotions.

PCN coverage was a great value during the PA Farm Show as well as the educational exhibits in the poultry barn. On behalf of AEB, PennAg also returned to Good Taste! Pittsburgh last November.

The relationship between PennAg Industries Association and the Pennsylvania Pork Producers Council (PPPC) continues to successfully and effectively allow all segments of the industry to be represented and participate in activities promoting pork and the agribusinesses that support and serve producers. 2010 and the beginning of 2011 has allowed the swine industry to unite in areas of animal health, production management, commodity promotion and consumer education.

Members came together for the following events and continue to partner in these areas of interests:

• October is Pork Producers Month – On October 5, a proclamation from Governor Rendell and resolutions from the House and Senate declaring October as “Pork Month” and “Pork Producers Month” were presented during a celebration outside the Capitol Building in Harrisburg. More than 1,000 pork BBQ lunches were served to legislators and their staff at the event, which was

co-hosted by PennAg, the Pennsylvania Pork Producers Council, PA Dairymen’s Association, PA Co-Operative Potato Growers and State Horticultural Association of PA. The afternoon activity served as a reminder of the economic impact and importance of agriculture in Pennsylvania.

• PA Farm Show – The Sow and Litter display at the Farm Show continues to be a tremendously successful way for the swine industry to “open their doors” to the public and allow direct

interaction between the general public and those producing and supporting Pennsylvania pork. For audiences not able to visit the Farm Show in person, the Sow and Litter were highlighted on PCN thanks to an interview conducted by Dr. Kenneth Kephart.

• Keystone Pork Expo – For the first time, the annual Keystone Pork Expo was held in conjunction with Poultry Progress Day. On February 15, more than 800 pork and poultry producers and agri-business representatives gathered at Shady Maple in East Earl for a day of educational sessions, quality assurance training and a trade show with 55 exhibitors. The outstanding support of more than 60 sponsors and the overwhelming attendance makes it exciting to begin thinking about the 2012 event.

• Legislative and Regulatory Action – The PennAg Swine Council structure allows Pennsylvania’s swine industry to have a voice in Washington D.C. as well as Harrisburg, an activity not

permissible by law to be done by the PPPC and their checkoff dollars. This focus has led to legislative and regulatory “Calls to Action” on issues including: the GIPSA Rule, Non-Ambulatory

66

Animal Slaughter and the DEP Manure Management Manual revisions.

• Animal Welfare – In August 2010, PennAg co-hosted an Animal Welfare Forum with PVMA that was highlighted by presentations by Temple Grandin. In addition, the swine industry openly discussed the Willow Hill animal rights undercover video, thanks to a presentation by Eric Haman and Aaron Ott of Country View Family Farms. The presentation included a timeline of

the incident and encouraged attendees to learn from their experiences by focusing on employee relationships and training. Following the Forum, PennAg hosted a ‘veterinarians only’ tour to a hog nursery and broiler farm, allowing participants to see food animal production first-hand and interact with producers.

In November, 2010 PennAg partnered with the Federated Humane Societies of Pennsylvania during the investigation of a hog facility that had an incident resulting in a tremendous mortality issue. The case served as a reminder of the importance of proper management and was a

successful example of how the Pennsylvania Humane Society Police Officer program and industry can work together effectively and efficiently.

• PPPC Administration - PennAg Industries Association is beginning its third year in a three-year initial contract with the Pennsylvania Pork Producers Council for the purpose of providing the council a staff person (Amy Bradford) who has been serving as Executive Director and maintains the daily management of the council. The first two years have been productive and beneficial for both organizations. We look forward to being able to continue the work on behalf of the PPPC for years to come.

• PRRS Area Control – Working with the University of Pennsylvania New Bolton Center, stake-holders in the swine industry continue to develop and execute a regional Porcine Reproductive and Respiratory Syndrome (PRRS) control program. The Swine Health Committee has assisted in producer education by holding several meetings for the purpose of providing explanation of the program and soliciting support.

• Producer Involvement on Agency Boards - In addition to council representation by PennAg staff on committees and boards, Swine Council members Chris Hoffman is beginning his second year as the Swine Producer on the Nutrient Management Advisory and Tom Sollenberger has been reappointed as the Swine Commissioner on the Animal Health and Diagnostic Commission.

Distinguished Service Award Recipient - Non-Industry

The PennAg Industries Association Board of Directors is pleased to announce former Secretary of Agriculture Russell Redding as the 2011 Distinguished Service Award Recipient, Non-Industry Category. Redding has provided exemplary leadership and continues to work to benefit the agriculture industry. A true friend to agriculture, the association wishes to thank Mr. Redding and honor him for his commendable actions.

Governor Rendell nominated Redding to serve as the Commonwealth’s 24th Secretary of Agriculture in September 2009, and he was confirmed by the state Senate in December 2009.
