What is a Disaster?

A disaster is the result of a vast ecological

breakdown in the relation between humans and

their environment, a serious and sudden event (or

slow, as in a drought) on such a scale that the

stricken community needs extraordinary efforts to

cope with it, often with outside help or international

aid (From Noji, Gunn

and Lechat)

Disasters, terrorism and other public health

emergencies all require rapid mobilization of

resources and experts across agencies and across

jurisdictional lines

Effects of climate change

• Last decade is one of the warmest on record UNMET Service 2009

• 2009 – 6th warmest year on record (since 1850) Copenhagen 2009

• Increased impact on seismic activity (which occurs independently generally)

• Rising sea levels – shrinking/melting glaciers/icebergs • Increased fires – e.g. Australian bush fires• Increased desertification• Extreme temperatures – Snow in Cheng Mai?! • Drought versus floods (both increasing)• 2015 is expected to be the WARMEST/HOTTEST YEAR ON RECORD• RECENT TECTONIC PLATE MOVEMENTS MEAN EARTHQUAKES WILL

INCREASE & OCCUR IN NEW PLACES/LOCATIONS • THINGS WILL GET WORSE

There was recognition

• That for the first time in Malaysia’s history; a disaster had necessitated the activation and fulfilment of the entire disaster response cycle

• For the first time, the recovery phase was fully activated and was necessary. Most were unprepared

• That the total scale and amount of funding that will be needed for recovery and rebuilding far exceeds previous amounts and that government capacity will be stretched
