CLOSER TO HOME
What is a Disaster?
A disaster is the result of a vast ecological
breakdown in the relation between humans and
their environment, a serious and sudden event (or
slow, as in a drought) on such a scale that the
stricken community needs extraordinary efforts to
cope with it, often with outside help or international
aid (From Noji, Gunn
and Lechat)
Disasters, terrorism and other public health
emergencies all require rapid mobilization of
resources and experts across agencies and across
jurisdictional lines
Effects of climate change
• Last decade is one of the warmest on record UNMET Service 2009
• 2009 – 6th warmest year on record (since 1850) Copenhagen 2009
• Increased impact on seismic activity (which occurs independently generally)
• Rising sea levels – shrinking/melting glaciers/icebergs • Increased fires – e.g. Australian bush fires• Increased desertification• Extreme temperatures – Snow in Cheng Mai?! • Drought versus floods (both increasing)• 2015 is expected to be the WARMEST/HOTTEST YEAR ON RECORD• RECENT TECTONIC PLATE MOVEMENTS MEAN EARTHQUAKES WILL
INCREASE & OCCUR IN NEW PLACES/LOCATIONS • THINGS WILL GET WORSE

New scenario & paradigm shift
• The reality of the impact of increasing severity & frequency of natural disasters worldwide; has finally HIT HOME.
• The impact of climate change adaptation and its consequences
• The impact of poor mitigation planning previously
• The impact of unsustainable development policies & practice

There was recognition
• That for the first time in Malaysia’s history; a disaster had necessitated the activation and fulfilment of the entire disaster response cycle
• For the first time, the recovery phase was fully activated and was necessary. Most were unprepared
• That the total scale and amount of funding that will be needed for recovery and rebuilding far exceeds previous amounts and that government capacity will be stretched

PENDEKATAN RISIKO BENCANA MERCY MALAYSIA –
PENGURANGAN RISIOKO BENCANA KESELURUHAN “TOTAL
DISASTER RISK MANAGEMENT (TDRM)”
Kejayaan dalam pendekatan TDRM serta latihan yang
diberikan kepada komuniti setempat telah meletakkan
kepercyaan masyarakat terhadap keupayaan MERCY
Malaysia
Contoh projek yang dijalankan oleh MERCY Malaysia
berpandukan kepada pendekatan proses TDRM e.g.
Cyclone Nargis, Myanmar
oPeringkat kecemasan (emergency response) dan
pembangunan semula: Klinik bergerak
Sokongan psikologi
Agihan barangan keperluan asas kebersihan (hygiene kits)
Promosi berkaitan kesihatan dan kebersihan
oPeringkat mitigasi dan kesiapsiagaanPembinaan semula hospital – MERCY Malaysia bersama-sama
dengan pasukan sukarelawan teknikal membina 13 hospital / pusat
kesihatan bercirikan anti-taufan fan anti gegar (Cyclone Proof) di
daerah Dedaye dan daerah-daerah yang terjejas

THE PRIORITIES ARE THE CHALLENGES
• Preparedness
• Response mechanisms
• Disaster risk reduction
• Coordination
• Resource mobilisation
• Funding
• Information sharing & communication
• Effective collaboration & partnership
• Building resilient communities, organisations, institutions, individuals
Defining “Resilience”
“the potential of a particular configuration of a system to:
maintain its structure/function in the face of disturbance,
and the ability of the system to re-organize following
disturbance-driven change . . .
(Louis Lebel, 2001)
“the capacity to survive, adapt and recover from a
natural disaster.
(IFRC, 2004)
Different modes/types of resilience in humanitarian
assistance/community preparedness
• Individual resilience
• Family resilience
• Community resilience
• Institutional resilience
• Organisational resilience
• National resilience

Emergency Relief Operations
Several medical teams were
dispatched to conduct mobile
medical clinics and static clinics in
towns and remote villages.
Persistent high flood maters made
transportation a challenge

Coordination
• Must be empowering
• Enabling
• Facilitate
• Need to have all stakeholders involved
• Have to be regular but not overdone
• Must look at key areas
• No one size fits all
• DO NOT COORDINATE for the sake of coordinating

Preparedness Operations
Preparedness measures
and strategies are vital to
mitigate the impact of a
natural disaster such as a
flood. MERCY Malaysia is
implementing several
preparedness projects, such
as Community Based
Disaster Risk Management
and Hospital Disaster Risk
Reduction to increase the
communities resilience
against a natural disaster.
