115 Integrated Education Centers forDisabled @ 5 in each district 2 for VisuallyHandicapped and 3 for Hearing Handicappedhave been sanctioned in the entire state aresanctioned under school educationdepartment.
Inclusive Education for Children with SpecialNeeds is one of the important interventions
under SSA. To achieve education for all these children shall also be included in regularschool as a zero rejection policy to achievethe ultimate goal of Universalisation ofElementary Education.

ACCESSIBILITY Government have issued orders vide
G.O.Ms.No.30, WD CW & DW Dept., dated17.06.2002 directing all the Departments ofGovernment and important agencies toprovide barrier free environment for easyaccess of the disabled by implementing
C.P.W.D. guidelines.
As per the PWD Act, 1995, it is proposed toamend building Bye laws in Andhra PradeshTown Planning Rules. These Byelaws shall beapplicable to all buildings, recreation areasand facilities used by public including shoppingmalls, cinema theatres, parks, Hotels etc., andalso bus and railway stations.

ACCESSIBILITY
Proposals have been submitted to Governmentfor provision of Barrier Free Environment inpublic utility buildings / places andamendments to Building Bye Laws Lr.No.
C1/8723/23005 dt.15.03.2008, 11.09.2008and 19.11.2008.
A Core Expert Committee meeting was held on
15.5.2008 at Hyderabad - to examine thetechnical details of the changes proposed bythe State Commissioner in the buildings ofpublic utility for the providing of barrier freeenvironment.

CERTIFICATES THROUGH SADAREM
The Govt. of India had enacted the Persons withDisabilities (Equal Opportunities, Protection of Rightand Full Participation) Act, 1995 and the Act came
into force in Andhra Pradesh on 7.2.1996. Keeping inview the Act, 1995 with Rules notified by Govt. ofA.P. and Govt. of India guidelines on evaluation ofvarious disabilities and procedure for certificationissued in 2001 and 2002 and superseding the existing
rules, Govt. of A.P. have issued comprehensiveguidelines for evaluation of various disabilities andprocedure for certification vide G.O.Ms.No.31dt.1.12.2009.

PROCEDURE FOR CONDUCT OF ASSESSMENTCAMPS FOR ISSUE OF DISABILITYCERTIFICATES THROUGH SADAREM
All the persons with disabilities shall be assessedafresh regarding percentage of disability and theexisting certificates shall be replaced by re-assessingthe PWDs by the concerned District Medical Board as
per the new guidelines. For this purpose, the DistrictCollector in consultation with the Superintendent,District Headquarters Hospitals and Superintendentof Teaching Hospitals are authorized to constituterequired Medical Boards within the district. The oldcertificates shall become invalid after completion ofthe re-assessment and issue of certificates afresh.

PROCEDURE FOR CONDUCT OF ASSESSMENTCAMPS FOR ISSUE OF DISABILITYCERTIFICATES THROUGH SADAREM
Government of A.P. issued orders on assessment ofdegree of disability through software and guidelines forassessment vide G.O.Ms.No.371, P.R. & R.D. (RD.II) Dept.dated 2.12.2009.
The Rural Development Department in closecollaboration with Departments of Disabled WelfareDepartment, Medical & Health, NIMH have evolved ascientific computed aided disability assessmentstrategy with the help of HMRI.
This software is called as SADAREM (Software forAssessment of Disabled for Access, Rehabilitation &Empowerment).

PROCEDURE FOR CONDUCT OF ASSESSMENTCAMPS FOR ISSUE OF DISABILITYCERTIFICATES THROUGH SADAREM
The features of the software are:
Scientific assessment of degree of the disability is doneon the basis of methods and formulae prescribed in theGazette 2001 issued by the Ministry of Social Justice andEmpowerment, Govt. of India.
Generation of a computer based Disability Certificate withunique ID along with Identity Card.
Assessment of needs and maintaining the centralized database. Software will also generate all the details includingthe support services that the disabled persons are
entitled based on the need assessment and a record of theservices provided from time to time.
The database thus generated can be hosted in the PublicDomain to enable service providers to reach out to thedisabled persons.

The following are the guidelines for effectiveimplementation of the software:-
The SADAREM software should be installed
in all the hospitals where the disabled personsare to be assessed and issued the certificates& ID cards under the supervision of MedicalBoards. However the maintenance ofsoftware and database management shall bethe responsibility of PD-DRDAs inpartnership with HMRI.
All the certificates issued previously by theMedical Boards shall be invalidated onreassessment and fresh certificates issuedalong with ID cards using the above software.

All the Bus passes, Railway concessionand other entitlements will be givenbased on the certificates & ID cards
issued by the above software only.
District Collector may constitute acommittee to organize the camps and
issue the certificates & ID cards to allthe eligible disabled persons and also usethe same software in future for issuingof the certificate & ID cards.
