1. How to Apply
Institutions /Faculty that are interested in support are invited to submit the proposal
(a short concept note) in English (maximum length of 3 to 4 A4 size pages)
including the following details within mentioned time limit:
1. Title of the project:
2. Domain (Branch and Sub-Branch Details):-
3. Objective(s) :
4. Main activities and beneficiaries :
5. Implementation location : Describe study area and implementation
suitability.
6. Timeline/main milestones: Make suitable Gantt Chart/ Timeline
7. Financial information: Total budget (with main line items) and requested
contribution from DTE
8. Other donors (confirmed or prospective) and self-financing share:
9. Name of the applying organization: Name of Institutes
10. Details of the Project, Principal Investigator and Other Investigators
(As per Annexure 1, 2 and 3): Attach Annexure 1,2 & 3.
If the proposal is in line with criteria set and priorities, will follow up and ask for
further information in due course time by the DTE monitoring committee (See
Annexure 14).
2. Selection Process
All projects proposals are first screened by the DTE executive team (See Annexure
14). Proposals having successfully passed this initial screening are formally
reviewed by the DTE committee. The Board takes into account the relevance of the
project and also assesses the projects’ efficiency and impact. Upon a positive
outcome, the DTE gets in touch with the successful applicant to work out grant
practicalities. All rights of sanctioning and project continuation is with DTE
executive team, no jurisdiction and conflict of interest can be raised as disputes.

3. Procurement of Equipment
a. The DTE, Gandhinagar would allow to procure equipment(s) for the conduct
of the study. There is upper ceiling (Maximum 80% of allotted grant) on the
amount for purchase of equipment (s). This would vary on the nature, scope
and need of the Project.
b. All equipment should be purchased according to the rules and procedures of
the Institutions where the project is to be carried out i.e. through GeM or as
per Government norms. If the equipment is not available on GeM then it can
be buyed as per government norms.
c. Equipment procured through the DTE grant should bear a label “DTE
funded”. The annexure 10 has to be submit for the conformance of
endorsement of institute to DTE.
d. On completion of the project a list of all equipment procured from the
project funds along with cost, date of purchase, and suggestion for
disposal/utilization of the items should be sent to DTE.
e. Each Individual Equipments costing less than Rs. 20,000 are generally
allowed to be retained by the Institute, while in case of those costing more
than Rs. 20000, DTE will take the final decision after reviewing the request /
suggestions from the PI.
4. Utilization of Fund in Characterization and Analysis
Utilization of fund must be done as per the guidelines of the DTE Gandhinagar
Mentioned in the Annexure 14. The monthly financial report must be submitted
to DTE. The yearly and Final Audited UC must be submitted as per the
guidelines of the DTE Gandhinagar Mentioned in the Annexure 14. The
Expenditure of this audit are to be made from the sanctioned fund.
5. Travel Grant
The grant can be utilized for travel of the PI, co-investigator or of research
fellow/associates working on the scheme for:

a. Attending seminars/symposia/conferences within the county provided the PI
himself or the Fellow/Associate, is presenting, a research paper based on the
project work (either oral or poster presentation).
b. Taking up field work/travel conneDTEd with the research work with
sanction of TA/DA as per entitlement
c. Visiting the DTE office for meetings related to the project.
d. Registration fee and travelling allowance for attending a training course
relevant to the project (mainly for project staff).
e. Travel grant cannot be used for foreign travel or related expenses for any
reason for the grant of 1 and 2 lac. For the grant of 25 lac he/she may use the
travel grant for foreign travel or related expenses.
f. The audit expenses of the research project after completion shall be
beard under the respective sanctioned grant.
6. Living Expenses (Only for foreign Collaboration)
This is allowed for the grant of 25 Lac. It may be provided in the following
Categories and maximum up to 10 percent of sanctioned amount -
1. Accommodation
2. Food
3. Utilities
4. Clothes and toiletries
7. Contingent and Recurring Expenses
For expenditure amount under contingency grant, the detail is as follows –
1. For grant of @25 lac, contingency grant is 1 lac
2. For grant of @2 lac, contingency grant is 20k
3. For grant of @1 lac, contingency grant is 10k
7.1 Utilizing the contingent grant
This guideline is meant for recurring as well as non-recurring expenditure under
the contingency grant. The contingent grant can be utilized for purposes like,
but not limited to:
a) Acquisition of books and documents of relevance to the research topic in
case these are not available in the library. These would be treated as the

property of the Institution’s library and after purchase and accession, may be
issued to the concerned Department/PI as per institutional rules.
b) Consumable items required for research work
c) Charges for specialized investigations for which facilities do not exist in the
host institute
d) Publication Charges/reprints/off-prints of research papers published as an
outcome of the research.
e) Data-entry charges
f) Printing of questionnaire/s
g) Computer utilities, charges for analysis of data (computer charges)
h) Typing of research reports
i) Expenses in connection with the preparation of the final report
j) Petrol, oil, lubricants (POL)
k) Communication charges
Note: Grant cannot be used for purchase of furniture items/office equipment
and civil Works.
8. Financial Monthly Report.
Every 4th
day of the Month the Financial Monthly Report (FMR) duly singed by
the PI and Head of the Institute is required to submit as prescribed format.
(format is given as annexure 4).
9. Half Yearly Progress Report
a. Half yearly Report is to be submitted by the PI in the prescribed format. The
Half yearly Progress Report should be submitted after about one month to
the completion of the half year end to enable its evaluation and decisions
regarding subsequent grant release. The subsequent Half yearly Report will
have to be submitted till the end of project period. Annexures 5, 6, 8, 9, 12
Needs to be submit in detail for Half-Yearly clearance of finance & Project..
b. The progress of the project would be evaluated by DTE monitoring
committee (The formulation details of DTE Monitoring committee are
depiDTEd in Annexure 14).

c. The scheme will not be renewed for the next half year unless the DTE
committee receives the progress report in time. Annexure 7 needs to be
submit for the reflecting the utilization till 31st March in financial year.
d. A delay in receipt of the report in time for consideration by the Committee
may lead to termination of the project.
e. The PI may be asked to present the progress at the meeting of the DTE
monitoring committee, if considered necessary.
f. The suggestion and views of the DTE committee and mid-course correction,
if any, would be conveyed to the PI from time to time for compliance and
effective conduct of the project.
10. Final Project Completion Report
a. At the completion of the project, the final report in the prescribed format
(Annexure 9, 10, 11) will have to be submitted.
b. The report should be submitted not later than three months of the date of
completion of the project.
c. 10% grant would be withheld for release until the receipt of final project
report.
11. Final settlement of the Accounts
The final settlement of the Accounts will be done at DTE only after the receipt of
the following:
a. Final audited statement of expenditure.
b. Final utilization certificate.
c. List of equipment procured from the project mentioning the cost, date of
purchase and suggestions for disposal of all items purchased under
equipment.
d. The unspent grant paid by DTE shall be refunded by the institution as and
when the investigator discontinues a scheme midway or does not follow the
detailed technical programme laid down and approved.
12. Overhead expenses
a. Will be restriDTEd to 5% of the total cost of the project.

b. Overhead expenditure will not be granted on equipment and travel
allowances.
13. Duration of schemes
Requests for project extension beyond approved duration would not be
entertained routinely.
However, if interesting/important leads are likely to emerge that need to be
followed up, then a valid justification for an extension should be submitted by
the PI three months before the expeDTEd completion of the project clearly
mentioning the period of extension with justification.
14. Change of PI
a. PIs are encouraged to have a co-investigator in the project.
b. In case the PI leaves the project an eligible co-investigator could be considered
as the PI subject to recommendation of the PI, the Head of the Institution and
the approval of DTE. Such a request should be sent well in advance.
c. In case the PI is shifting to any other institution, the co-investigator could be
made PI or the project could be transferred to the new Institutions with prior
approval from DTE.
d. The host institution has an important role to play in the above. The
institute/Principal Investigator will have to inform DTE of any changes and in
consultation with DTE takes steps to ensure successful continuation completion
of the project before relieving the principal investigator.
e. It is responsibility of PI to submit the endorsement letter from the institute
(Annexure 10) & Undertaking of project functioning after project selection
(Annexure 12).
15. Eligibility & Criteria
Regular faculty members in Government Engineering & Government Diploma
Institutes under DTE and presently serving in Government Engineering/
Governmental Polytechnic colleges in Gujarat state.
16. Intellectual Property Rights
All new intellectual property viz. patents, copyright, design, etc. generated as
part of the research supported by the DTE would belong to DTE. All raw data

(in all forms) should be made available/accessible to DTE at the completion of
the project along with submission of the final report.
17. Publication of Result/Presentation of Papers
The research papers and publications based on the result of the research project
should clearly acknowledge the assistance by the DTE along with ID number.
Copies/ reprints of the papers published should be forwarded to DTE as and
when published.
Research publications as papers in reputed conference/ Journals are supposed to
be made during and before the completion of the research project. The research
guidelines and project methodology may also be published as book with ISBN
number after the project completion and with the permission and
acknowledgement of DTE, Gandhinagar.
18. DTE Executive Team & DTE Monitoring Committee’s Authority
A committee has been formed at Directorate of Technical Education (DTE),
Gandhinagar which will look after the administrative procedure of research
grant and the details are depiDTEd in Annexure 14. The selection guidelines of
project application as mentioned above will be scrutinized by the committee
itself. The body will do audit every year on the utilization of the funds under
this head.
19. Expenditure related to DTE Executive Team & DTE Monitoring
Committee’s Authority
1. Expenditure related to meeting and fund incurred must be taken from the
sanctioned grant and must not exceed to one percent of the overall
sanctioned grant.
2. DTE Gandhinagar shall constitute one Executive committee and one
DTE monitoring committee which will lookafter the sanctioning and
continuation of the research projects. The committee shall review and
audit each project every year.

1. We accept the project with its sanctioned budget.
2. We certify that the equipment requested and approved in the project is neither
available nor accessible in our Institute.
3. We understand that our annual project accounts will have to be audited either by a
statutory auditor or a certified Chartered Accountant.
4. We undertake that the staff employed in the project will not be the responsibility of
DTE (we will forward separate undertaking to DTE from each project staff member).
5. We, also, undertake the responsibility to implement the project as per DTE guidelines
issued from the time to time.
6. We agree to submit the half yearly and final reports on time.

INFORMATION REGARDING DTE EXECUTIVE TEAM AND DTE
MONITORING COMMITTEE
The Project approval for scrutiny will be done by DTE Executive team and after sanctioning and
continuation after the extensive half yearly evaluation of the DTE Monitoring committee
depends solely on the recommendation of DTE monitoring committee, DTE Gandhinagar,
Gujarat.
The research projects may belong the different disciples of Engineering and Technology, also
they may belong to the certain sub-disciplenes as well. The DTE Monitoring committee will be
constituted by DTE, Gandhinagar Gujarat, based on the following guidelines.
1. DTE Executive Team will recommend the Sanctioning of project and grant.
2. DTE Monitoring committee will recommend the continuation of project after evaluating the
half yearly progress report. They have authority to comment on the satisfactory project progress
and also whether the project may be continued or not.
3. DTE Executive Team &Monitoring committee has right to cancel the project after finding
unsatisfactory progress of the research work.
4. No additional Budget except sanctioned will be given to the Grantee in case of additional
requirements of the project. DTE Monitoring committee may recommend the suggestions, scope
of improvement, weaknesses of the research project.
5. DTE Executive Team & Monitoring committee will evaluate and scrutinize the projects only
belong to the applicants (regular faculty members) of Government Engineering Colleges and
Government Polytechnics under the DTE, Gandhinagar and the Gujarat state only. Applications
of other applicants will get automatically rejeDTEd.
6. There will be no legal jurisdiction on DTE Executive Team & Monitoring Committee
Gandhinagar, Gujarat regarding the sanctioning and continuation of the project as per the terms
and conditions depiDTEd in description. No conflict of action and legal case can be done on the
functioning of DTE Executive Team & Monitoring committee.
7. DTE Executive team has right to constitute the DTE Monitoring committee members
belonging to the project disciplines.

8. The assessment criteria provide the basis for assessment of an application for the DTE
Executive team and DTE Monitoring Committee. It is the applicant’s responsibility to provide all
relevant information and documentation as required.
Please note that:
i. Applicants may be asked to provide additional information to clarify any issues raised
during the assessment process at any time based on the half yearly progress report; and
ii. DTE may also seek the applicant’s permission to obtain further advice from third
parties, if appropriate.
Technical Members in DTE Executive Team (Maximum 7 Members)

2. Joint Director (s), DTE Gandhinagar, Gujarat
3. Officer on Special Duty (OSD), Research & Development cell, DTE Gandhinagar
4. Two Members (Discipline Specific) as Nominated by the DTE after recommendation of Joint
Directors or Officer on Special Duty (OSD) Officer on Special Duty.
Technical Members in DTE Monitoring Committee for Research Projects
(Maximum 5 Members)
1. One of the Joint Director (s), DTE Gandhinagar, Gujarat or Officer on Special Duty (OSD),
Research & Development cell, DTE Gandhinagar
2. One Core committee Member belonging strictly to the Discipline of applicant as Nominated
by the DTE after recommendation of Joint Directors or Officer on Special Duty (OSD) Officer
on Special Duty.
3. Three Subject Experts as members belonging strictly to the sub disciplines of the research
project application for sanctioning and budgeting.
**Experts and Technical members will be paid as per Government policies.
