The Diocese has now been running the national churches Safeguarding training material for three years and as such is approaching the end of the first three year cycle. In recognition of this the Diocese Safeguarding team has now appointed a Diocese Safeguarding Training advisor (Julia Dixon), who joined the team in January 2019. Julia has been asked to look at the approach to safeguarding training within the Diocese and look at how this work can be made more efficient and clearly communicated to those requiring this service. This training strategy for the coming year is the outcome of this work. From the outset I would like to recognise on behalf of the safeguarding team the quality and usefulness of this document.
As well as outlining how we can put on as many training events as possible given limited resources, and clarifying who in what roles is required to undertake what training, there is an emphasis in this document as to how we can increase training resources in order to operate a less restricted service. For this reason this document contains a separate section on recruitment, training and retention for volunteer trainers to augment professional trainers in place. We would encourage those with an interest in safeguarding and training to read this section and consider if they may be interested in undertaking this role.
As with all Diocese safeguarding policies and strategies we are happy to receive feedback on this document in order to consider how to evolve our strategy moving beyond 2019. Such suggestions will be discussed via the Diocese Independent Safeguarding Scrutiny board that has remit for ratification of policy and guidance.
Myself and the team look forward to working with you all over the coming year in order to help build a safer church for all our brothers and sisters in Christ. It is our hope that by working together and increasing knowledge we can help relieve suffering and prevent harm as we build Gods Kingdom in our communities.

The House of Bishops policies and practice guidance require dioceses to offer consistent training in
safeguarding for clergy, and other diocesan officers including all those who hold the Bishop’s licence.
Although there is no statutory requirement for this training, there is an expectation in Government
Guidance that all staff, volunteers and office-holders know what to do should safeguarding situations
arise. There may also be issues of insurance and vicarious liability should the training opportunities not
have been made available to parishes by the Diocese, together with robust encouragement to access it.
The costs for this training are fully covered by the Diocese for diocesan officers and members of
congregations in the Diocese.
A healthy Christian community is one which ensures and nurtures the wellbeing of all. Safeguarding
needs therefore to be embedded in all aspects of the life and ministry of the Church, and safeguarding
training and development is seen in this context. It is essential that churches understand safeguarding as
a theological imperative, rooted in the nature and love of God, and outworking in basic commitments to
giving equal worth to all, practising reciprocal pastoral care, and treating those who are most vulnerable
with respect and dignity.
Content
Training will be focused on building healthy communities with a culture of safety, in which the wellbeing
of all is ensured and nurtured. Modules reflect the National Requirements across all dioceses for
ensuring healthy safeguarding practice, responding well to victims and survivors of abuse in the church
context. They emphasise the need to work in co-operation with the Diocesan Safeguarding Adviser and
with statutory agencies in all safeguarding matters. Training for all church roles will include safer
working practices which emphasise the importance of maintaining proper boundaries and a culture of
“respectful uncertainty”.
Although in the past, “safeguarding” was considered very much in the light of “Child Protection” it is
now seen to have a much wider remit, addressing the needs not only of children and young people, but
also of adults. In the church context, adult vulnerability may be identified through specific conditions,
such as

disability or ill health, or because of specific situations, for example because of the power imbalance
between a priest and people for whom he or she has a duty of care. Within the Church, all are
welcomed, including those who pose risk; and in most situations, church officers will be unaware of any
risks posed. The Church is therefore uniquely challenged to provide a safe environment for all who
attend, especially children and those who are vulnerable.
Training and Development Framework for the Core Modules
As one of the largest voluntary institutions in the United Kingdom the Church of England has a duty to
ensure that all those who work with vulnerable groups within their churches are trained at a level that is
both locally and nationally acceptable within the realms of safeguarding.

In addition to the core levels of training the National safeguarding team is releasing specialist levels of
training ranging from S1 to S5. These will all be delivered on a face to face basis and facilitated in the
North, South, East and West of the Diocese.

Modules 3-7 have not been released by the National Safeguarding Team and in the Lichfield Diocese the
priority for training over 2018-2019 will be the delivery of the core modules. An online module on
Modern Slavery is now available on the training portalhttps://safeguardingtraining.cofeportal.org/) ( for
anyone wishing to increase their knowledge and understanding about the subject.
Minimal Requirements
The Bishop of Lichfield through acceptance of this House of Bishops Practice Guidance, has set minimum
requirements for safeguarding training for ordained, licensed and other church officers. A “church
officer” is anyone appointed by or on behalf of the Church to a post or role, whether they are ordained
or lay, paid or unpaid.
Those requiring core training include:
• All those who hold the Bishop’s Licence, commission or permission to officiate (this includes
Deacons, as part of IME; new incumbents/stipendiary clergy new to the Diocese, as part of CMD; non-
Stipendiary Ministers; Readers; Commissioned Lay Pastoral Assistants, as part of training and post
licensing/commissioning; those applying for Bishop’s Permission to Officiate
• All Diocesan and Cathedral staff/volunteers
• Children and youth workers employed or volunteering within the Diocese or in parishes
• Parish Safeguarding Officers
• Churchwardens
PCC members also undertake C0 and C1 training as they are trustees of a charity which has legal
responsibility for the safeguarding of children and adults at risk.

The list also includes anyone else who has significant contact through their role in the Church with
children, young people or adults who may be vulnerable to abuse or exploitation, or who needs a DBS
check in order to carry out their role for the Diocese or a parish.
The C0 and C1 Modules are available on line, accessible via the safeguarding pages of the website. If
there are difficulties in accessing this training, the Parish Safeguarding Coordinators are requested to
contact the Safeguarding Team at St Mary’s House to discuss alternate ways of accessing the training.
Training Arrangements
Safeguarding training must be delivered by experienced and skilled trainers, who understand the
statutory requirements of safeguarding children and adults, and how these are carried out in the church
context.
C2 and C3 modules are designed for face to face participative learning, in groups up to 25, although final
numbers for any training session may be dependent on room size and the availability of other resources.
Participants need the opportunity to explore with the trainer and one another the complex challenges
which they face in their work with children and adults who may be vulnerable. Participants may also
have vulnerabilities due to having experienced abuse in the past, and trainers will need to take this into
consideration and make provision for any attendee who may become distressed.
Participants in training are also likely to need some opportunity to reflect on the relationship between
safeguarding issues and their beliefs as articulated in theological language if safeguarding learning is to
become thoroughly integrated with their behaviour, relationships and culture in the life of the church.
Core safeguarding training therefore needs to be face to face, with a co-worker available, so that a
response can be made to any immediate need. Every training session should include two people in a
leadership role: either two trainers, or one trainer and one experienced and skilled co-worker, in order
that the needs of participants can be fully addressed. In full day sessions, two trainers are generally
required to ensure there is a change of voice, pace and approach, especially as both delivering and
receiving safeguarding training can be emotionally draining – on the leadership and specialist courses
dealing with aspects of abuse a listener may be needed in addition to the two trainers.

Venues and locations for training
The training team has identified suitable venues, with thanks to our clergy, across the diocese in each of
the Archdeaconries. There are also opportunities to access training at in the Reeve Room at St Mary’s
House in Lichfield. The training programme for 2018-2019, gives details of all the training dates and
locations which have been planned for 2019. Attendance at all courses must be booked in advance, by
phoning St Mary’s House at Lichfield, 01543 306030. The Lichfield Diocese is hoping to establish an on-
line booking system via the safeguarding training pages of the website in the next few months.

Evaluation and Review
A record of attendance is kept by the Diocesan Safeguarding Team and all attendants are requested to
complete an evaluation of the training at the end of the course. The evaluations are monitored and
reviewed regularly to ensure that the training maintains the highest quality. 11
Certificates for C2 and C3 training are issued to participants after the training has been completed and
the attendance register has been returned to the diocese.
Training for trainers
The Lichfield Diocese Safeguarding Team are keen to recruit volunteer trainers to deliver the core
training modules C1 and C2 across the diocese. Although many people are able to access on line training
for C0 and C1, the team appreciates the challenges this involves for some of our parishes in remote
areas where connection to the internet is impossible, and where many of our more senior parishioners
have no means of accessing E learning. In such circumstances, arrangements may be made for delivery
of C1 in a face to face training session. The diocese is therefore looking to recruit a limited number of
trainers in each archdeaconry who will be trained to fulfil this role. If you are interested in exploring
this opportunity further, please refer to Appendix 2 of this strategy for further information about the
application process.

Recruitment of Volunteer Safeguarding Trainers across the Lichfield Diocese to deliver C1 and C2 modules.
Job Description : Volunteer Safeguarding Trainer ( C1 and C2 modules)
Accountable to:

Core tasks
To deliver Core safeguarding training modules C1 and C2 as required within a designated
Archdeaconry of the Diocese
Liaise with the training advisor for safeguarding regarding training dates and preparation of
materials
To print out the materials required for each training session (costs will be reimbursed by
Diocese)
To undertake to deliver a minimum of 3 training modules per year
To deliver the training materials as required according to guidance set out by the Diocese
Volunteer trainers must not under any circumstances change or substitute the training materials
Volunteers are required to arrive at the training venue no less than 30 minutes before the
training is due to commence
Volunteers will always work with a co trainer, this is mandatory
To complete a trainer’s evaluation form at the end of each session delivered and submit to the
diocesan safeguarding team
To undertake training and attend training for trainer sessions and review meetings as required
To give at least 4 weeks’ notice in the event of being unable to deliver training on a specific date
(with the expectation of illness /emergency)

Under no circumstances should volunteers deliver training accompanied by their children
Volunteer trainers must have a commitment to:
Treat individuals with respect
Recognise and respect their abilities and potential for development
Ensure their welfare and safety
The promotion of social justice, social responsibility and respect for others and
Confidentiality, never passing on personal information, except to the person to whom you are
responsible, unless there are safeguarding issues of concern (e.g. allegations of abuse)
Safeguarding issues of concern must always be reported to the Diocesan Safeguarding Adviser
Person specification
Able to demonstrate an ability to work with people who are /may be vulnerable
A willingness to develop their skills and training
Previous experience of delivering training is required, although not necessarily safeguarding
Be nonjudgmental and maintain clear personal and professional boundaries
Promote equality and diversity
Facilitate group discussions and activities ensuring that everyone’s contribution is valued
Ability to listen to others and signpost them to appropriate support routes

Each volunteer trainer will be given access to the appropriate training materials
Travel expenses at 45p/mile will be paid by the Lichfield Diocese on receipt of completed travel
forms
Photocopying /printing costs will be reimbursed after claims are submitted
As a volunteer working regularly with people who are/may be vulnerable, this post may be eligible for a
criminal record check which will be renewed at least every five years.
Application Process
1. Interested applications are invited to complete an application form (Appendix 3) and send to St
Mary’s House.
2. All applications will be considered by the safeguarding team and if short listing criteria are met
will be invited for an interview.
3. Successful candidates will undertake bespoke training to deliver the core modules C1 and C2.
4. Successful candidates will be required to observe a C2 training session before they commence
leading training sessions.
5. Volunteer led training sessions will be quality assured by the safeguarding Team annually.
