Austere Panadero as he welcomed all DILG-NAPOLCOM employees and guests to the launch of DILG’s Disaster Risk Reduction Management (DRRM) Exhibit last July 28, 2015 at the DILG-NAPOLCOM Center in Quezon City. The exhibit, which was organized by the Public Affairs and Communication Service (PACS), showcases the programs and projects being carried out by the Department on disaster risk reduction and management. The DILG plays a crucial role in disaster preparedness as the Secretary of the DILG is the Vice-Chairperson for Preparedness of the National Disaster Risk Reduction and Management Council (NDRRMC). In his message, Panadero encouraged all attendees to increase their level of awareness and understanding on disaster readiness so that they too can inform and educate others on the importance of being prepared for any kind of disaster. “Sabihin ninyo sa kapamilya ninyo, mga kaibigan at kapitbahay na kailangan nilang maging listo at handa sa bagyo, lindol at anumang uri ng kalamidad,” he stressed. Among the programs featured in the exhibit, which will run for one month, are: Operation Listo, the advocacy program of the Department on building the capacities of local government units in preparing for and responding to disasters, and the Harmonized Actions in Local Development Planning (HANDA) for Disaster Risk Reduction and Climate Change Adaptation DILG launches DRRM Exhibit which entails mainstreaming climate and disaster risks in local government plans, budget and institutional development. It also includes the Performance Challenge Fund (PCF), which promotes good local governance towards better service delivery, including during times of disasters, as well as the Seal of Good Local Governance (SGLG), which inspires LGUs to practice timely disaster preparedness plans related to DRRM. The exhibit also features the Bohol Earthquake Assistance (BEA), the Department’s rehabilitation efforts to aid Bohol quake victims; the Bottom-up Budgeting (BuB) Project responsible for the implementation of plans such as flood control, procurement of rescue equipment and other DRRM-related activities; and the Recovery Assistance on Yolanda (RAY), a recovery program similar to BEA, designed to facilitate the long-term recovery and return to normalcy of the Yolanda-affected areas in the Visayas region. Aside from Usec. Panadero, also in attendance during the opening of the exhibit were Directors Edgar Allan Tabell, Rolyn Zambales and Anna Liza Bonagua of Patrol 117, OPDS and BLGD, respectively. The DRRM exhibit is one of the activities of the DILG in observance of the National Disaster Consciousness Month. Earlier, the Department also conducted the DILG Simulation Exercise and Lectures for DILG and Napolcom officials and employees where experts from the Phivolcs and the MMDA were invited as speakers.
