DIKE TSG Workshop4 July 2013
EEA regular dataflows: WISE-SoE Reporting on Transitional, Coastal and Marine Waters
Constança Belchior - EEA
Objectives...paving way for Art 19.3
DIKE TSG Workshop:To reflect on the different elements needed for developing an appropriate data fact sheet, which describes the required information on observations and the data exchange mechanism(s)
This presentation:To present the EEA WISE SoE regular dataflow, the governance around it and its use, as well as reflections on this process
EEA regular dataflow: Eionet and the WISE SoE dataflow
The core objective of the EEA is to produce European, pan-European and regional thematic and integrated assessments.
Timely, nationally validated, high-quality data & expertise
Eionet
EEA regular dataflow: Eionet and the WISE SoE dataflow
With WFD (2008/09), EEA´s Eionet-Water annual dataflow WISE ‘State of the Environment’ (SoE) dataflow
WISE SoE information on the state of water resources in Europe - rivers, lakes, groundwater and transitional, coastal and marine waters – and on water quantity & emissions to water
Datasets used to produce indicators upon which EEA assessment reports are based.

Reflections on WISE SoE TCM reporting process and its use
• Heavy QA and validation by ETC/ICM - harmonised reporting specifications & tools but not enough to cope with diversity in countries (data governance, data availability, mismatch timelines, data definitions…)
• 2 data reporting pathways – Direct Eionet & RSC: additional complexity and challenge to the QA and validation (duplicates, traceability…)
• Data request revised every year – QA, policy developments, indicator methodology...
• Building a representative EU dataset – scaling up from national to EU & making regionally comparable indicator assessments
Impact data & indicator quality - time for corrections and improvements (Eionet & EEA) between publication and preparation of next data call
