UDF MILLION SIGNATURE CAMPAIGN

A. INTRODUCTION

THE CONTENT OF THE SIGNATURE FORt·! CAN BE SUMMARISED AS FOLLOVJS:

1. REJECTION OF THE CONSTITUTION ACT.

2. REJECTION OF THE KOORNHCF LAWS.

3. SUPPORT FOR THE UNITED DEMOCRATIC FRONT.

4. COHMITHENTS TO TEE CREATION OF A NON - RACIAL DEMOCRATIC SOUTH AFRICA.

IN ADDITION TO THE ABOVE BASIC WORDING AN ORGANIZATION OR AREA HAY ADD ONE ADDITIONAL DENAND. THIS ADDITIONAL DEMAND 't-f.AKES IT POSSIBLE FOR THE CAl'1PAIGN TO BE LINKED TO LOCAL STRUGGLES.

B. AIM

THE AIM OF THE CAHPAIGN IS TO COLLECT AT LEAST ONE MILLION SIGNATURES CONTRYWIDE. IN THIS REGARD, A HINU!UM OF 300,000 SIGNATURES WOULD IIAVE TO BE COLLECTED IN THE TRANSVAAL REGION.

C. OBJECTIVES

THESE CAN BE CAREGORISED INTO EDUCATIVE, IDEOLOGICAL AND ORGANIZATIONAL OBJECTIVES.

1. EDUCATION AND AWARENESS

ALTHOUGH TEE CAMPAIGN TO EDUCATE PEOPLE ABOUT THE CONSTITUTION ACT, KOORNHOF LAWS AND THE UDF HAS STARTED IN 1983. THE SIGNATURE CAHPAIGN WOULD ENSURE THAT PEOPLE'S A1tlARENESS IS FURTHER ENRICHED. THIS IS BECAUSE THERE WOULD BE DIRECT CONTACT BET\-IEEN THE ACTIVIST AND THE PERSON SIGNING. THUS THE CAMPAIGN WOULD ENSURE THAT AT LEAST ONE MILLION PEOPLE l·lOULD BE SPOKEN TO DIRECTLY ABOUT THE ISSUES.

2. IDEOIJOGICAL

THE NUMBER OF SIGNATURES THAT ARE COLLECTED WOULD INDICATE CONCRETELY THE WIDESPREAD REJECTION OF BOTHA 1S PLANS. IT WOULD ALSO SHOW THAT THE UDF'S SUPPORT IS ACTIVE AND 1tliDESPREAD.

LOCAL ORGANIZATIONS AND THEIR STRUGGLES CAN BE STRENGTHENED BY INCORPORATING A LOCAL DEMJI..ND ON THE SIGNATURE FORH.

THIS CAMPAIGN ALSO HAKE:S IT POSSIBLE TO ENLIST THE ACTIVE INVOLVEHENT OF THE 1'/IDE RA.t'IGE OF SUPPORTATIVE INDIVIDUALS AND ORGANIZATIONS.

D. SUGGESTED APPROACHES

THE APPROACH USED BY DIFFERENT ORGANIZATIONS AND AREAS WOULD HAVE TO BE TAILORED TO THEI::< DIFFERING CONDITIONS. · HERE w'E MERELY PROVIDE BROAD GUIDLINES AND SUGGESTIONS.

1. TRAINING

THERE IS A NEED TO TRAIN VOLUNTEERS W'HO WOULD BE ASSISTING IN THE COLLECTION OF SIGNATURES. THE TRAINING SHOULD COVER THE FOLLOWING ASPECTS:

(a) ANALYSIS OF THE CONSTITUTION ACT.

(b) ANALYSIS OF THE KOORNHOF LAWS.

(c) THE NATURE, AIMS AND HISTORY OF THE UDF.

(d) THE MEANING OF THE MILLION SIGNATURE CAMPAIGN.

(e) PERSONNEL CONDUCT WHEN COLLECTING SIGNATURES.

2. HOUSE TO HOUSE VISITS

THE BEST WAY TO ACHIEVE THE ABOVE OBJECTIVES IS TO SPEAK TO PEOPLE DIRECTLY. THERE ARE lWHEROUS ~lAYS IN vr.t:IICE: PEOPLE CAN BE SPOKEN TO, HOWEVER, SPEAKING-TO PEOPLE IN THEIR HOUSES IS THE MOST EFFECTIVE WAY AND v/OULD YIELD THE BEST RESULTS.

THIS DOES NOT PRECLUDE COLLECTING SIGNATURES IN CHURCHES,AT SOCCER STADIA, SHOPPING CENTRES, PUBLIC }~ETINGS, ETC.

THE MILLION SIGNATURE CA}~AIGN WAS LAUNCHED AT A RALLY IN SOSHANGUVE ON THE 22ND JANUARY 1984. ALREADY A CERTAIN AMOUNT OF PUBLICITY IS BUILT INTO THE CANPAIGN, IT \'JILL BE VITAL TO MAINTAIN A CERTAL'I MOMENTUM DURING THE CAMPAIGN. THIS WILL REQUIRE AREA COHHITTEES TO vlORK OUT PH.l\.SES THROUGH WHICH THE CAMPAIGN SHOULD GO, EG. · INTENSIVE HOUSE TO HOUSE C~1PAIGN, CHURCH VISITS, CALLING PUBLIC MEETINGS, ETC.

4. AREA COHNITTEES

IT IS CLEAR THAT ALL THIS viiLL REQUIRE DISCIPLINED ORGA:riZATICN. TO THIS END THE TVL HAS SET UP A ICCIONAL CO-ORDINATING CONHITTEE, MANNED BY VOLTJNTEERS FROH VARIOUS AREAS. VARIOUS AREAS WILL HAVE TO SET UP THEIR 0\-'lN AREA COHHITTEES WHICH WILL LIASE CLOSELY Y.:ITH THE REGIONAL COHHITTEE. A HOST OF TASKS WILl HAVE TO BE PERFORHED BY THE AREA COMHITTEE ·E.G. ISSUING, KEEPING AND FOR\vARING CO:HPLETED FORHS TO THE REGIONAL COHMITTEE.

5. ORGANIZATION,C> NOT AFFILIATED TO THE UDF

NUMEROUS ORGANIZATIONS HAVE INDICATED THEIR PREPAREDNESS TO CO-OPERATE WITH THE UDF IN ITS C~tMPAIGNS ALTHOUGH FOR ONE REASON OR THE OTHER THEY CAN NOT AFFILIATE TO THE UDF. THIS IS ONE CANPAIGN DURING WHICH THESE ORGANIZATIONS SHOULD BE APPROACHED AND ROPED INTO OlJR CANPAIGN.

IN THIS REGARD VERY CLOSE' CO-OPERATION BETWEEN AREA COMMITTEES AND THE REGIONAL OFFICE WILL HAVE TO BE MAINTAINED. AREA COMHITTEES SHOULD CREATIVELY THINK OF HOW TO INVOLVE ORGANIZATIONS OTHER THAN THOSE HENTIONED ABOVE. THE SECRETARIES SHOULD BE CONSULTED IN THIS REGARD.

6. CONDUCT OF ACTIVISTS

ACTIVISTS INVOLVED IN THE MILLION SIGNATURE CAMPAIGN, SHOULD AT ALL TIMES CARRY TF~ IHAGE OF THE UDF. THIS IS IHPORTANT BECAUSE ON EACH ACTIVISTS COLLECTING SIGNATURES IS A REPRESENTATIVE OF THE UDF.

I DPSC STATEHENT ON THE 'DISCREPANCY' IN DETENTION STATISTICS

Minister Le Grange has stated that there have been 434 detentions this year,

and implies that the DPSC has inflated its statistics to arrive at a figure of

1006 up to the end of October. llow~ver, he conveniently omits detentions in

the so-called homelands for which we recorded a total of 515. (Ciskei 107,

Transkei 406 and 1 each in Venda and Bophuthatswana.)

lie probably also excludes short term detentions by the Security Police of 48

hours or less, as for example under the Criminal Procedures Act, under which

Paris Malatji was being held when he died at the hands of a Security Police­

man. We recorded 151 such detentions.

If the Minister had include~ homeland and short term detentions, he would

have arrived at a fi1ure of 1100, or 94 more than ours. so in fact our

figures are understated by that numter, which is not surprising in view of the

veil of secr~cy that hangs over 1etentions.

We suggest that the Minister publishes the names on his list, as we do, so

that we can comparP..

CIRCULAR TO ALL AFFILIATES

1. To date, four months after its launch, this campaign has yielded ~

approximate 250 000 signatures of which 42 000 were collected in the

Transvaal. The NEC at its last meeting has called on all regions to

intensify the coo.mpaign until the weekend of the 18/19 Ano~st 1984

during which the anniversary of the Front would be celebrated.

2. It has been brought to the ntoice of the REC that a number of completed

signature forms have not yet been submitted to the office. Org~isations

are requested to submit these forms to the office regularly both for

8~ekeeping, ~d for the purpose of updating the total number of sign­

atures collected.

B. UDF Banners:

1. A number of UDF banners have been lo~ed to organisations. Many of these

have not been returned. If you or your organisation is in possession

of one, please return it to the UDF office immediately as these are re­

quired urgently, by other affiliates. As the production of banners is

a very costly affair, kindly give this matter your urgent attention.

C. General:

1. The next meeting of the general council will be held on Saturday 30/6/84

at 2pm. The venue would be Khotso House.

CIRCULAR TO ALL AFFILIATES

1. To date, four months after its launch, this campaign has yielded ~

approximate 250 000 signatures of which 42 000 were collected in the

Transvaal. The NEC at its last meeting has called on all regions to

intensify the campaign until the weekend of the 18/19 Ano~st 1984 during which the anniversary of the Front would be celeorated.

2. It has been brought to the ntoice of the REC that a number of completed

signature forms have not yet been submitted to the office. Org~isations

are requested to submit these forms to the office regularly both for

~atekeeping, and for the purpose of updating the total number of sign­

atures collected.

E. UDF Banners:

1. A number of UDF banners have been loaned to organisations. Many of these

have not been returned. If you 0r your organisation is in possession

of one, please return it to the UDF office immediately as these are re­

quired urgently, by other affiliates. As the production of banners is

a very costly affair, kindly give this matter your urgent attention.

C. General:

1. The next meeting of the general council will be held on Saturday 30/6/84

at 2pm. The venue would be Khotso House.
