How do I buy?
DOS is a two-stage further competition framework
Prepare draft requirements and get approval to buy what they need
Publish requirements and answer supplier questions
Shortlist based on the evidence and invite shortlisted suppliers to the further competition
Evaluate using the assessment methods
Award to the chosen supplier
Outcomes - 2 weeks openSpecialists - 1 or 2 weeks open
Shortlisting - 1 week(depending on availability of evaluators)
Request for proposal - 1 week as a minimum (depending on complexity of requirements)
Debrief / Award - 2 weeks approx

95% of suitable opportunities require 'experience of working with government' - how do we get past this as a new supplier?
Having already delivered projects for public entities is often a requirement. Makes it impossible for suppliers who recently joined DOS
Every opportunity wants previous gov experience. This causes SMEs difficulties in getting first contracts
Agree on barrier to entry for new companies, most require prior experience so you can’t get on the ladder
Top tips on drafting requirements● Read the Call-Off Contract and guidance material
● If requirements unclear use PTME (Pre-Tender Market Engagement)
● Plan timetable with stakeholders and evaluation panel
● Ensure Digital Marketplace (DMp) buyer account is accessible
● Define the problem - don’t attempt to spec the solution
● Invest time on your essential and nice-to-have skills and experience
● Do not use discriminatory criteria

● Consider if additional T&C’s are required
● Define any rules around Travel and Subsistence payments
● Detail any requirements for security clearance
● Be aware of any public holidays when publishing requirements
● Answer all supplier clarification questions you receive in a timely manner

Supporting buyer’s digital requirements
● Quality Assurance and Testing for IT Systems 2 (RM6148)
● Digital Training and Support (RM3765)○ Options for renewal currently being investigated
What is Quality Assurance and Testing 2?
● This agreement is for the provision of independent quality assurance testing (QAT), including testing environments, specialists, automation and services, such as consultancy.
● QAT is required for new digital systems and services to ensure they are fit for public launch. Services offered will cover common QAT scenarios and services, such as specialists and consultancy.
● The agreement was developed with the Home Office who use it for their internal, shared, managed QAT service. Home Office also support a number of other central government departments through the provision of their managed QAT service.
● This framework can be used by the whole of the UK Public Sector and their associated bodies & agencies.
This DPS went live 2 December 2019.

What is Digital Training and Support?
● This agreement allows public sector organisations to buy Assisted Digital support to make sure public services meet the Service Standard and support the Government Digital Inclusion Strategy
● It also offers Digital Inclusion services, such as research and analysis or a digital inclusion training course, to improve the digital inclusion of specific users or communities
● Customers can buy directly from a supplier for services up to £25,000. Between £25,000 and £50,000, quotes from at least 3 suppliers. Over £50,000, hold a mini-competition to select a supplier.
This framework is due to expire on 23 April 2020 and options for renewal are still being considered.
