1 2 3 4 5 Welcome to the 3rd issue of our GRB E-Zine. This draws attention to our Output 3: the development of a Sex- Disaggregated Databank. Integral to GRB is that the collection and use of data is a major tool in our ability to assess the impact of local authority services and plan appropriately for change. Of course being able to analyse the data from the point of view of different groups in our communities - by sex, age, mobility and so on - also will help deepen our understanding of the impact of services on different people: to allow understanding that ‘different people have different needs’ (the GRB tagline). To help promote data collection and use, the GRB project through the work of consultant Dr. Jacqueline Fernandez and research assistant Noraisah Yusop has researched the type of data presently being collected and used within the various departments of Penang’s municipal councils: viz. MPPP and MPSP respectively. OUR GRB PROJECT The GRB project operates as part of the Penang Women’s Development Corporation, a state-financed company under YB Lydia Ong, State Exco for Youth & Sports, Women, Family and Community Development. OUR FIVE OUTPUTS The GRB Project has set out 5 outputs to be implemented over a three year period. These are as follows: OUTPUT 1: Working with officers and departments in the local authorities, to create a supportive environment for GRB. OUTPUT 2: Undertaking community-based pilot projects on the island and mainland. OUTPUT 3: Helping assess and optimise the use of data in planning policy and budgets. OUTPUT 4: Providing training and capacity development to the range of our partners. Department heads and other officers were interviewed regarding the sort of data they collect and use at department level. At the same time, field survey data was collected relating to the use of selected municipal services, including gyms, swimming pools, markets, libraries, and hawker stalls.

The results have been compiled into two separate reports, one for MPSP and one for MPPP. These have been presented at two roundtables, where findings were discussed and recommendations for further initiatives made.

PROJEK BAJET RESPONSIF GENDER (BRG) KAMIProjek BRG beroperasi sebagai sebahagian daripada Perbadanan Pembangunan Wanita Pulau Pinang (PWDC), sebuah organisasi yang dibiayai kerajaan di bawah EXCO Negeri Belia dan Sukan, Pembangunan Wanita, Keluarga dan Komuniti, Yang Berhormat (YB) Lydia Ong.

LIMA OUTPUT KAMIProjek BRG telah menetapkan lima (5) output yang akan dilaksanakan dalam tempoh tiga tahun akan datang. Ianya adalah seperti berikut:

OUTPUT 1: Bekerja dengan pegawai-pegawai dan jabatan-jabatan di Pihak Berkuasa Tempatan bagi mewujudkan persekitaran yang menyokong bagi BRG.

OUTPUT 2: Menjalankan dua projek perintis berasaskan komuniti, bekerjasama dengan MPPP dan MPSP.

OUTPUT 3: Membantu menilai dan mengoptimumkan penggunaan data dalam perancangan dasar dan bajet.

OUTPUT 4: Menyediakan latihan dan membangunkan kapasiti untuk pelbagai rakan kongsi.

OUTPUT 5: Meningkatkan kesedaran dan penyertaan awam dalam proses bajet pihak berkuasa tempatan

Edisi kali ini akan membawa anda semua untuk meneliti tentang Output 3 bagi BRG iaitu membangunkan pangkalan Data mengikut pecahan jantina (Sex-disaggregated data).

Kami melihat pengumpulan dan penggunaan data sebagai alat utama dalam menilai keberkesanan perkhidmatan yang telah dilakukan oleh pihak kerajaan tempatan.

Oleh yang demikian, satu perubahan yang sewajarnya perlu dilakukan agar ia dapat dianalisa dengan baik daripada pelbagai sudut dari kelompok yang berbeza di dalam komuniti - Jantina, umur, mobiliti dan sebagainya. Ia juga akan dapat membantu kita untuk memahami dengan lebih mendalam tentang kesan perkhidmatan pada kelompok yang berbeza – Supaya lebih memahami tentang “Kelompok berlainan keperluan berbeza” yang menjadi slogan Projek Perintis BRG kami.

Untuk membantu pengumpulan dan penggunaan data, Projek Perintis BRG melalui hasil kerja konsultan, Dr Jacqueline Fernandez dan Pegawai Penyelidiknya, Noraisah Yusop, telah melakukan kajian tentang jenis

Kami mengalu-alukan perlantikanPengurus Projek BRG iaitu Dr Gan BeeChing.

pengumpulan data yang terdapat dan digunakan oleh jabatan-jabatan di Pihak Berkuasa Tempatan Pulau Pinang iaitu Majlis Perbandaran Pulau Pinang (MPPP) dan Majlis Perbandaran Seberang Perai (MPSP).

Ketua-ketua jabatan dan pegawai-pegawai telah ditemubual mengenai jenis data yang dikumpul serta penggunaannya di peringkat jabatan masing-masing.

Dalam masa yang sama, kaji selidik dilakukan untuk mengumpul data terhadap beberapa pengggunaan perkhidmatan majlis perbandaran termasuk dilakukan di gimnasium, kolam renang, pasar, perpustakaan dan gerai penjaja.

Segala keputusan dan hasil kajian telah dibuat kepada dua laporan, masing-masing adalah untuk MPPP dan juga MPSP. Hasil kajian juga telah dibentangkan di dalam Perbincangan Meja Bulat dan beberapa perkara dan cadangan telah dibincangkan dengan lebih mendalam supaya tindakan selanjutnya dapat dilakukan.
