The SNP further specifies that when effluent from the Sewage Treatment Facilities is directed to Lac de Gras additional analysis is required, including Oil and Grease. Treated sewage effluent is discharged into the Processed Kimberlite Containment (PKC) Facility. Water is currently being transferred from the PKC to the North Inlet. Effluent samples from both 1645-18 and 1645-18B were collected on the morning of August 14, 2013. Analytical results were received and uploaded into Diavik’s database on August 30, 2013. The database checks and validates analytical data against Water License Effluent Quality Criteria (EQC’s) (Part H Item 6). Oil and Grease in effluent from Plant 1 (1645-18) was recorded at 16 mg/L exceeding the EQC of 5 mg/L. Effluent from Plant 2 (1645-18B) did not have detectible concentrations of Oil and Grease. Immediate Response 1. Diavik has requested that the analytical laboratory recheck the results and determine if potential QA/QC issues may have been present during analysis – Ongoing. 2. Diavik has requested that analytical testing from samples collected at 1645-18 and 1645- 18B on August 26 be expedited by the laboratory – Ongoing. 3. NIWTP staff inspected and checked all gearboxes and motors in the plant for oil leaks. None were discovered – Complete. 4. NIWTP records were checked for maintenance prior to the event. No issues were discovered – Complete. 5. Data sheets were checked to ensure correct QA/QC procedures were followed during sample collection. No issues were discovered - Complete. Effluent from both 1645-18 and 1645-18B has been analyzed for Oil and Grease over the past year (see Figure 1). Recent trends have shown that if Oil and Grease is detected in the effluent from one plant, then it is also detected in effluent from the other Plant. This was not the case on August 14 (<1 mg/L – 1645-18B). Effluent from both Plants was sampled again on August 19. Oil and Grease was not detected in effluent from either Plant (Figure 1)

Figure 1: NIWTP Effluent Oil and Grease Concentrations, May 2012 – August 2013

Diavik conducted sampling of the effluent mixing zone at 1645-19 on the afternoon of August 14, 2013. On August 14 the Diavik Airport reported winds at less than 5 knots throughout the day. During sampling events the water at 1645-19 was calm. No hydrocarbon sheen or other anomalies were noted by field staff during sampling activities. Future Actions

1. Influent (1645-13) and Effluent (1645-18 and 1645-18B) from the NIWTP will be sampled for Oil and Grease every two days commencing September 1, 2013 until September 15, 2013. Analytical data will be analyzed to determine if further testing requirements are necessary.

2. The North Inlet influent area will be visually inspected each day until September 15, 2013. Closure Diavik is awaiting results from the analytical laboratory on Items 1 and 2 listed under the Immediate Response section above. These results, along with the additional Oil and Grease results will be forwarded to the Inspector and WLWB as they become available. If you have questions regarding the above please contact the undersigned. Yours sincerely

Used to evaluate the variance in the measurement.Matrix Spike: A sample to which a known amount of the analyte of interest has been added. Used to evaluate sample matrix interference.Spiked Blank: A blank matrix sample to which a known amount of the analyte, usually from a second source, has been added. Used to evaluate method accuracy.Method Blank: A blank matrix containing all reagents used in the analytical procedure. Used to identify laboratory contamination.NC (Matrix Spike): The recovery in the matrix spike was not calculated. The relative difference between the concentration in the parent sample and the spiked amount was not sufficiently significantto permit a reliable recovery calculation.NC (RPD): The RPD was not calculated. The level of analyte detected in the parent sample and its duplicate was not sufficiently significant to permit a reliable calculation.(1) - Duplicate RPD above control limit - (10% of analytes failure allowed).(2) - Recovery or RPD for this parameter is outside control limits. The overall quality control for this analysis meets acceptability criteria.

N/A = Not ApplicableRDL = Reportable Detection LimitRPD = Relative Percent DifferenceDuplicate: Paired analysis of a separate portion of the same sample. Used to identify laboratory contamination.Surrogate: A pure or isotopically labeled compound whose behavior mirrors the analytes of interest. Used to evaluate extraction efficiency.NC (Matrix Spike): The recovery in the matrix spike was not calculated. The relative difference between the concentration in the parent sample and the spiked amount was not sufficiently significantto permit a reliable recovery calculation.NC (RPD): The RPD was not calculated. The level of analyte detected in the parent sample and its duplicate was not sufficiently significant to permit a reliable calculation.(1) - Method blank exceeds 0.2mg/L stipulated in reference method. No other Quality Control measures affected.(2) - Duplicate RPD above control limit - (10% of analytes failure allowed).(3) - Recovery or RPD for this parameter is outside control limits. The overall quality control for this analysis meets acceptability criteria.(4) - RDL raised due to sample matrix interference.
