l The main focus of the evaluation study was to collect sufficient information to determine the program’s alignment with the first five of seven strands and the guiding principles from the Center for Applied Linguistics.

In general, instruction in the Dual Language classrooms was unacceptable in the following ways: l Low expectations held children back from
performing at high achievement levels. l Students were disengaged, off task, and not
accountable for learning.
