OVERVIEW

Turkey is currently the world’s 18th largest economy, with the potential to reach 12th place by 2050. Though only 5 per cent of Turkey is in Europe, the country is nonetheless considered part of Europe and as such is Europe’s sixth largest economy and one of the fastest-growing markets in both Europe and the OECD.

Turkey’s per capita GDP has accelerated from US$ 3,500 in 2002 to US$ 15,300 in 2013. With one of Europe’s highest youth populations (700,000 graduates enter the workforce each year) Turkey’s growth is on course to continue: by 2018, Turkey is predicted to be the world’s second-fastest growing economy.

In addition to a large domestic market of 74 million people, Turkey’s geostrategic position also provides close access to other regional economies, including those of the Mediterranean (including North Africa), Central Asia and the Middle East. Upcoming megaprojects, which include expanding Istanbul’s airport and an undersea rail tunnel under the Bosporus straight, are set to further establish Turkey as a regional hub and Istanbul is a contender for the 2020 Olympic Games.

As Turkey is under negotiations to join the EU (which the Irish government supports), the Turkish government is making concerted efforts to make trading with the country easy for EU members. In 2013, Ireland and Turkey signed a Memorandum of Understanding which is projected to grow bilateral trade from €1.3 billion in 2012 to €3.5 billion by 2023, thus increasing Irish exports of goods and services to Turkey from €803 million to €2 billion. Direct flight routes link Dublin to Istanbul and almost 300 companies with Irish capital are active in Turkey.

TRADE INFORMATIONESSENTIAL CUSTOMS INFORMATION

Ensure the actual value, weight and description of the shipment is clearly stated on all shipment paperwork (Waybill, invoice, ATR, EUR1 certificate, etc.) with no discrepancies in data. Also note the receiver’s Tax ID / Turkish citizenship ID in the shipping paperwork to prevent possible delivery delays. Write ‘Free of charge’ on invoices for non-commercial shipments.

Formal exports are subject to Customs administrative fee, export bonded warehouse fee and brokerage fee. Formal imports are subject to additional Special Clearance Service charges (bonded warehouse fee, brokerage fee, transit under-bond fee, multi-line entry, document handling, proof of clearance, etc.).

Used, renovated, old model goods: in addition to item restrictions, special import permit from Under-secretary of Turkish Foreign Trade is required (spare parts and cards are not allowed).

Credit cards (NI) Send as goods.

Diplomatic mail If value exceeds €75: formal clearance required. Send invoice with shipment. If sent as documents (up to 30 kg per piece and 150 kg per shipment), the receiver mission can complete formal clearance using a ‘courier letter’.

Drugs: prescription & non-prescription For personal use: provide prescription and health report from government hospital. For commercial quantities: sender and receiver to provide Sanitary Certificate.

Electronic equipment Only models produced in current year can be cleared; used/renovated/old model items require special permission from the importer’s Ministry of Industry.

Glass products Glass kitchenware: receiver must provide approval from Turkey’s Ministry of Health and permission from Turkey’s Standards Institute. Goods >100 kg can only be cleared by dedicated Customs administration.

Grain samples Receiver to provide authorisation from Turkey’s Ministry of Health and Ministry of Agriculture.

Labels Temporary import permitted; licence agreement required.

Maps Subject to formal clearance. Obtain authorisation from General Command of Mapping Turkey.

Passports Send as document. Enclose a packing slip with full details of each passport.

Technical drawings / layouts Max quantity: 1 piece.

Textile articles, including samples If origin country is an EU member: include ATR certificate. If origin country is an EFTA member: include EUR 1 certificate. Other origin countries: include Certificate of Origin. Provide Quota Certificate for textiles sent from specific countries. Yarns/fabrics/ribbons: provide invoice with dimensions, quantity, components as percentages, component types. Some articles are subject to temporary import (labels, zippers, etc.).
