SYLLABUS DE COURS

COOPERATION, AIDE ET DEVELOPPEMENT AUX 20ème et 21ème SIECLES

Depuis le 20ème siècle les États, les organisations internationales et les organisations non-gouvernementales, les universités ainsi que le secteur privé ont été engagées dans des dynamiques de modélisation du développement, aide et coopération en particulier dans la production de théorie critique ou normative ou de l´instrumentalisation des politiques et méthodes d´interventions, suivi de deux grandes transformations historiques :

Développement économique et social pendant la deuxième moitié du siècle XX, basées sur relations des échanges internationales avec les États.

A partir de la décennie des années 90, réorientation sur les idées et les practiques précedentes, émergence de la pensée libéral vers des instances et normatives fondées sur la diffusion du pouvoir, délégation d´authorité, partenariat du business avec le développement et la coopération décentralisée transfrontalière, entre autres, liée aux questions de la mondialisation.

Ce cours tend à étudier les bases fondamentales de la coopération au développement / l’aide au développement, emergence des acteurs transnationaux, libéralisation et reconvertion des roles dans les structures nationales et supranationales, efficacité, formes d´intervention opposées, en particulier, développementalisme et pragmatisme du marché, les enjeux de la délegation de l’État, difussion des organismes de réglementation indépendant, normalisation et réglementation publique et privée, le développement des capacités, transparence de l’aide.
