What is the DP-PAF?
“assessment tool to measure the extent to which Development Partners adhere to the common agreed principles for aid delivery”
Why do we need the DP-PAF?
• Instrument to selectively monitor the implementation of the PD, AAA and Ghana Aid Policy and Strategy
• Tool to stimulate improvements in the behavior of Development Partners, both as a group and individually.

Survey questionnaire returns and challenges
Concerns of Respondents• Size of the DP-PAF – limited to meaningful
and strategic indicators to GoG;
• Quantitative vs Qualitative dimension;
• The need for common understanding of basic definitions;
• The annual assessment;
• Lack of country specific indicators;
• Bias to financial cooperation tools.
What is being assessed?
• Consist of 23 indicators and a qualitative section
• 9 were taken from the PD monitoring survey to reduce transaction costs

The Assessment: Process
• The assessment would be conducted by an independent evaluator.
• The DP-PAF also allows for peer performance review among DPs.
• Parliament and civil society would play a role in this assessment to encourage “open and frank dialogue” on the results
The Assessment: Process (2)
Engage the independent evaluator:
• to conduct the review of DP performance in 2010 against the indicators set out in the DP-PAF matrix;
• update the matrix for 2012 and 2013 by refining or setting new targets if necessary;
• improve the process of monitoring DPs as well as the dialogue platform.
