Tony Sergi welcomed everyone and proceeded to chair the meeting. 2. Site Plan Condition for an Extensive Dust Study Required by Public Health –

Roger Finkenbrink and Matt Lawson (Public Health) Dust Mitigation Plan requirements to be reviewed within the Comprehensive

Development Guidelines and Financial Policies Manual working group. The finalized plan will be included in the Construction Management Plan. A meeting has been set for March 3, 2017 for the working group to review. Public Health has been invited. Plan should include action plan to respond to complaints.

3. New Business Design Review Panel – proposed direction and recommendation report appearing before Planning Committee February 28, 2017. Sourcewater Report – Proposed direction.

Phase 1 will be going to Planning Committee for approval February 28th Phase 2: Suzanne Mammel requested a status update on the Parkland Dedication

Reserve. Staff to follow-up with Finance and Public Works. Steve Robichaud reminded everyone parkland credits must be included in the

discussion. Action: presentations to be distributed 6. Staging of Development Update – Presentation by Alvin Chan and Guy Paparella

Draft Presentation provided status update. The development community indicated that the presentation highlights the need for Site Plans. Action: Budget Presentation that went before GIC February 3, 2016 to be distributed to the DILG.

7. Goss Trap Issue – Suzanne Mammel

This item has been moved to the Comprehensive Development Guidelines and Financial Polices Manual Working Group agenda.

8. Construction Management Plans and Building Inspections prior to

Construction – Binu Korah and John Morgante Presentation provided. Note that moving forward, the City will require a geo-technical

report for tall buildings. Action: presentations to be distributed 9. Other Business

GRIDS workplan and woodlands strategy going before Planning Committee February 14, 2017. The design review panel report will be going before Planning Committee February 28, 2017 with a recommendation that the pilot project be made permanent. Source water process changes for small scale servicing in rural zones will be going before Planning Committee for approval in March.

MINUTES 1. Welcome

Steve Robichaud welcomed everyone and proceeded to chair the meeting. 2. Design Review Panel (DRP) – Timing of DRP advice for Planning

Applications The purposes of this Special DILG was to have a follow-up conversation to determine what impact the Design Review Panel (DRP) has on the DILG. The DILG has some concerns with inconsistent feedback from the DRP. Additionally they prefer not to go before the DRP before an application is complete because it has a potentially negative effect on timelines for complete applications. They pointed out that prior to complete application they lack the firm details. They also expressed concerns that because the DRP is a public meeting information could be presented to the public prematurely, particularly when a development is at an idea stage and not a complete application. A further concern the DILG raised is the amount of time and money spent to attend DRP before complete application and then again after complete application. The duplication is seen as unnecessarily costly.

Steve Robichaud suggested that DRP could be valuable prior to complete application when there is a fundamental shift in the land use. This point was countered by suggesting that fundamental shift in land use could be addressed at the pre consultation stage. The DILG would prefer that the requirement to go before DRP occurred after the complete application stage of the process but would also like DRP to be voluntary option prior to complete application. Steve Robichaud shared that DRP shouldn’t slow down the approval process because there is a DRP offered each month of the year subject to activity levels. It was suggested that an Urban Design Expert sit on the DRP. Staff will consider the feedback and report back on outcomes at the next DILG meeting.

Subject: Continuous Improvement Team Process Review – Minor Site Plan Approval for Temporary Sales Pavilions / Trailers

BACKGROUND

The Hamilton-Halton Home Builders Association (HHHBA) raised concerns relating to the approval process for Temporary Sales Pavilions / Trailers. As part of the Continuous Improvement Team (CIT), the Planning Division reviewed the Minor Site Plan Approval process for Temporary Sales Pavilions / Trailers. Specifically the requirement for Minor Site Plan Approval and the time it takes to process the application in comparison with other Municipalities was evaluated in order to identify opportunities for process improvements.

Currently, at the City of Hamilton a Minor Site Plan Application for a Temporary Sales Pavilion / Trailer is typically approved within 2 to 3 months, however in some instances approval can take up to 6 months or longer if there are issues identified through the circulation process which may include but are not limited to site servicing, grading, drainage, or zoning deficiencies.

OBSERVATIONS

Five Municipalities were contacted to compare submission requirements and processing time (see Figure 1). Three of the five Municipalities require Site Plan Control and the turnaround time for approval varies from one month to approximately 6 to 9 months.

In comparison with other Municipalities, the requirement for Site Plan Approval remains to be a best practice. There is value in the review process to ensure no negative impacts on surrounding land uses, and to review grading and drainage, parking, vehicular access and maneuvering. The City’s goal is to ensure that new development, including temporary structures are accessible, safe and functional, thereby making Minor Site Plan approval a necessary step in the process.

Through this review, it was identified that the current process does lack clarity on the City’s expectations as to what details and information is being evaluated through the

Minor Site Plan Application for Temporary Sales Pavilions / Trailers. There is a need to establish guiding principles and performance standards to assist the applicant when preparing a submission. The goal is to achieve a result of final approval following the initial circulation, rather than generate a list of outstanding matters.

Further, staff assessed the application circulation list and the number of departments / external agencies circulated for commenting to ensure that only key functional design elements are being reviewed for Temporary Sales Pavilions / Trailers.

OUTCOME

As a result of this review, it was determined that clarity is required regarding the details being evaluated through the Minor Site Plan process for Temporary Sales Pavilions / Trailers which are identified below. The Minor Site Plan Application form will be updated to include the following information that will assist Applicant’s in preparing a submission:

• Zoning conformity (placement of building(s), showing all required setbacksand dimensions);

• Vehicular access, parking and maneuvering areas;• Parking area surface treatment (Note: in some instances, if less than five

(5) parking spaces are being proposed, the parking area may have agranular surface);

• Pedestrian movement and barrier-free design (including walkways andramps);

• Grading, drainage and storm water management;• Site servicing;• Location and details of existing vegetation and natural features;• Location of plant material, planting beds and sodded areas (new and / or

existing landscaping);• Building elevations (North, South, East and West), building material

details; and,• Building height (identified from grade as defined).

Furthermore a scoped circulation of the Minor Site Plan Application would be appropriate to improve the total time required for file management and processing. Only the following departments / agencies would be circulated for commenting unless a specific site feature triggers additional review:

• Building Division, Building Engineer and Zoning;• Growth Management Division, Development Engineering;• Engineering Services Division, Corridor Management Section;• Environmental Services Division, Forestry and Horticulture;• Natural Heritage Planning (if applicable); and,• Conservation Authority (if applicable).

NEXT STEPS

Staff will be proceeding to implement the revised submission requirements and scoped circulation process.
