 This document is intended to guide regions in the process o preparing, developing

and completing regional efcient lighting strategies, taking into account the

integrated policy approach  promoted by the nited !ations Environment

"rogramme #!E"$%&lobal Environment 'acility #&E'$ en(lighten initiative(

 The purpose o a regional efcient lighting strategy is to assist regional institutions

and national governments that have mandates concerning efcient lighting and

environmentally sound management( )t *ill help to ocus priorities by developing

common vision and goals, such as completing a regional transition to energy

efcient lighting by the +1- global target date. shared ob/ectives. and aligned

processes, such as identiying resources re0uirements and responsibilities and

tracking perormance to ensure transparency( Such eorts *ill ensure a coherent

strategy *hich *ill save time, eort and resources, and provide a systematic plan to

ensure the success to transition to energy efcient lighting(

2n integrated policy approach ensures that all pertinent policy aspects related to

energy efcient lighting are considered in the development o a regional efcient

lighting strategy( 'ollo*ing an integrated policy approach *ill signi3cantly increase

the likelihood o a successul transition to efcient lighting, leading to 3nancial,

energy and environmental bene3ts, and *ill also streamline the process or those

involved in designing and implementing policies( Each region should determine ho*

the elements o the integrated policy approach 3t *ithin their o*n conte4t and

ensure that all relevant authorities and stakeholders are involved to guarantee a

consensus%based process in the development o a regional efcient lighting

strategy(

 The development o a regional efcient lighting strategy may also acilitate the

adoption o efcient lighting !ationally 2ppropriate 5itigation 2ctions #!252s$

*hich may lead to increased access to 3nance or implementing the actions

identi3ed in the strategy( 5oreover, a regional efcient lighting strategy

demonstrates the commitment o a region and its constituting countries to

 The &lobal Efcient Lighting "artnership "rogramme *as launched in +11 as part

o the !E"%&E' en(lighten initiative to support countries in the development o 

national and regional efcient lighting strategies( Such strategies direct the phase%

out o inefcient lighting products and result in more innovative and energy efcient

lighting technologies in the market( The initiative has set the target to achieve theglobal phase%out o inefcient incandescent lamps by the end o +1-(

 To assist regions in developing regional efcient lighting strategies, en(lighten

recommends ollo*ing an integrated policy approach( This methodology ensures

that all pertinent policy elements related to energy efcient lighting are taken into

account( This includes our strategic priorities9

Transition to Energ$ E%cient &ighting Toolit, presently available on the

en(lighten *ebsite in 3ve languages9 2rabic( English, 'rench, Russian and Spanish(

Establishing an integrated regional efcient lighting strategy *ill ensure the long%

term elimination o other inefcient lamp technologies *hich *ill ultimately result insigni3cant energy and 3nancial savings( Regions should then determine ho* each o 

these priorities 3t *ithin their o*n speci3c conte4t( This process *ill involve all

relevant authorities and stakeholders to determine speci3c regional priorities and

preerred paths to achieve them( Relevant regional stakeholders include9

intergovernmental organiBations or trade and harmoniBation, regional

commissions, regional energy centres, energy efciency agencies, ministries o 

energy, ministries o the environment, private sector organiBations and civil society

groups(

;n the basis o this approach, en(lighten proposes a region%led process to develop a

regional efcient lighting strategy *ith stakeholders rom countries o the region

leading its development, a regional institution providing advice and logistical

support and en(lighten providing methodological support, guidance and technical

e4pertise throughout the process(

Committee

 To acilitate taking the steps proposed, a ocal point should be designated, either

*ithin a selected regional body, a national government or in a designated third

party( The ocal point must have the appropriate authority to act as a champion and

shepherd the integrated regional efcient lighting development process, rom

pro/ect conception to completion( The ocal point *ill be responsible or ensuring the

overall pro/ect coordination, coordinating stakeholder8s contribution and meeting

the agreed timelines(

 The ocal point *ill engage support rom key interested stakeholders to orm a small

core group, the regional coordinating committee( The composition and shape o this

group *ill dier across regions but may include relevant regional institutions,country representatives, supporting e4perts, bilateral and multilateral donors and

nited !ations agencies( The regional coordinating committee *ill meet regularly

throughout the strategy development process and contribute to strategic decisions

on regional priorities, activities, timelines and budgets(

 The general dimensions and ocus o the strategy are matters to be decided upon

early, by the regional coordinating committee( )n particular, decisions about the

scope o the regional efcient lighting strategy have to be made even beore

stakeholders are involved9 7hat lighting technologies and applications *ill beconsidered in the strategyG 7hat sectors *ill be coveredG 7hat is the speci3c

geographic scope o the strategyG )t might be decided by the committee that

number o speci3c technologies and issues *ill be e4cluded rom the scope o the

strategyHi so, the /usti3cation should be clearly articulated(

 The development o the strategy is a process that re0uires human and 3nancial

resources, so available 3nances and other resources Ihuman, technical, etc(% and

regional efcient lighting status report *ill be prepared to provide a general

overvie* o the region8s lighting situation, including past and current eorts,

activities and stakeholders related to energy efcient lighting( The report *ill serve

to inorm regional stakeholders about the baseline situation in the region #*ith input

rom each country$ and *ill constitute a key resource to help identiy the

opportunities and gaps related to the region8s integrated transition to energy

efcient and sustainable lighting(

Ta!ing Stoc! of the Current Energy and Electricity #se for $ighting

2ter available data has been identi3ed and gathered, the current energy situation

in relation to lighting *ill be assessed, both at the regional and national scales(

Dierent lighting aspects *ill be described thoroughly, such as the current energy

Drafting of the Regional E.cient $ighting Strategy Document 

 The regional efcient lighting strategy document *ill be drated in close

collaboration *ith the leading regional institution and the sponsoring institution, as

appropriate( The responsibility or putting together the drat document *ill be

clearly de3ned( This *ork could be undertaken by either by the regional ocal, by a

member o the regional coordinating committee, or by an e4ternal consultant( The

selected e4pert *ill conduct intervie*s and convene meetings *ith relevantstakeholders *hen needed( 2dditional e4perts could be hired to provide technical

andJor strategic advice on speci3c components o the strategy( The drat strategy

should be as succinct as possible, to ensure it is *idely read and internaliBed(

 The 3nal step in strategy development is the high level political endorsement, *hich

should be obtained ater the public consultation process is complete( This should be

done at the appropriate stage, depending upon the regional governmental process

and political conte4t( 2 high level meeting might be organiBed to ormaliBe this step

and demonstrate that the region is politically committed to implement the strategy,

including promulgating necessary legislation or establishing the legal rame*ork

and authority or setting binding re0uirements, and coordinate the efcient lighting

strategy *ith other high level regional and international strategies and agreements

or conventions #climate change, energy, =asel <onvention, 5inamata <onvention,

and others$(
