Description of Site Activities:

Devcon Ltd. or ITW Polymers Europe Shannon, is the European

manufacturing facility for ITW Polymers and Fluids Group. Devcon Ltd.

Shannon has a total of 39 employees. The company operates a five-day week

and the normal operating hours are between 8:00am to 4:30pm. Devcon Ltd

was granted its current licence in November 2008.

The Shannon facility manufactures adhesive surface-coatings, sealants, and

chemical anchoring products. The products are categorised as epoxies,

methacrylates and polyurethane resins. Manufacturing is carried out in two EX

rated areas. The Plexus grades MA300 and MA310 are manufactured in an

EX rated Zone 1 area that came on stream in May 2011. All other products

manufactured onsite are manufactured in an EX rated Zone 2 area. All

products are manufactured according to the ISO 9001-2000 standard. Ninety

percent of the waste generated during production is reworked. No water is

used in the process. Dust collection and extraction systems are applied

throughout the facility. Solid inert waste is disposed off-site in a suitable

landfill-site and a licensed operator treats the solvent waste.

This Annual Environmental Report reports on the period January to December

2013.

Environmental Policy ITW Polymers Europe is committed to the best practices of environmental management. This will be achieved by continuous quality improvement, by waste reduction and recycling programmes in our processes and by encouraging environmental values in all our employees. The Regulatory Affairs Officer with the co-operation of management is responsible for environmental protection and implementation of this policy.

Our Key Policy Objectives To achieve and maintain an Environmental Management System in line with the principles of ISO14001 To prevent pollution from any activity carried out on site To ensure 100% compliance with all aspects of our Integrated Pollution Prevention Control Licence. Ensure compliance with any environmental legislation applicable to our facility and compliance with any other requirements that we must adhere to also. To train and educate all employees in the skills and understanding necessary to minimise risks and to ensure a competent response in dealing with the environmental consequences of any site incident and to enable them to contribute to the attainment of environment targets and goals. To establish relationships with local and national government authorities, industrial agencies and the local community to promote respect of the Environment and build a mutual understanding, in the interest of all. 2 Summary Information

2.1 Emissions to Atmosphere

As per IPPC Licence conditions we monitor for TA Luft Organics Class I, II and III once a quarter. Our detected levels have always been well below any limits set and this year has been no exception. Quarterly monitoring is also completed for our Plexus manufacturing area AEP in line with the request from the EPA for this to be the case. Please see table below for results for Air Monitoring for 2013. Figures are given in mg/Nm3 (where N = Normalised).

2.2 Storm Water Results

Each quarter a sample of storm water is sent off site for analysis for COD check and pH which is completed by BHP Laboratories.

Table 3: Non Hazardous Waste Contractor Details Compactor waste to landfill shows a decrease of about 6 tonnes on 2012 figures which is a very positive improvement as we try to recycle as much dry waste as possible. This is indicated by the increase in cardboard, steel and plastic send to recycling over 2012 figures.

Throughout 2013, effort was made to reduce the amount of hazardous waste that was disposed of compared to previous years and waste that was generated was send for disposal through licensed waste contractors.

Waste volumes are broadly similar to 2012. Quality sample retains, waste 205L plastic drum liners and equipment washings still contribute the highest volumes of waste generated within the plant. We also have used ink cartridges from printers and photocopiers. We donate these to the Temple Street Recycling Appeal/Jack and Jill Foundation. We also participate in the HP recycling program for used cartridges and toners from our main office printers/photocopiers.

2.4 Resource Consumption

Energy consumption in 2013 averaged quite similar to 2011 and can be linked with the level of production at the facility.

2.5 Agency Monitoring and Enforcement

There was one agency inspection in September 2013; where a number of key documents were produced as part of compliance with IPPC Licence conditions. Inspection Non-Compliances:

1. Is there a documented Accident Prevention Procedure (APP) which identifies onsite hazards that could impact on the environment?

Following the Audit, a new APP was written up in October 2013 and submitted to the EPA. This procedure was accepted by the EPA.

2. Based on checking a sample, are bund tests completed in accordance with BS8007 and/or Agency guidance?

Following the recommended corrective action of the Agency, the contractors carrying out the bund tests were contacted to determine why the bunds were not tested exactly according to BS8007. The responses received were submitted to the Agency and deemed acceptable.

3. Waste Management

Waste is now identified with labels and stickers. FIBC bags are stored in a bunded shed in the yard now. An inventory of hazardous chemical waste is now being maintained on site. We will remove waste on a 6 monthly basis in future.

Inspection Observations:

1. Trigger values for emissions to storm water

Results of storm water monitoring are now plotted and any values falling outside 3 standard deviations of the historical data available will be investigated further.

2. Documented Emergency Response Procedure

A raw material list has been added to the emergency response procedure. A hazardous waste inventory is kept separately. The procedure was also amended to indicate the Agency should be notified by phone and via the ALDER system rather than fax. A training session with staff on the updated procedure is still to be carried out.

3. Suitable map and inventory of bunds

An inventory of bunds has been developed including latest integrity test date and scheduled retest date. An updated site map is also in place outlining the location of bunds.

4. Bunded drum storage sheds

Action on this item is outstanding. A chart will be implemented outlining the number of drums that can be stored in the chemstores and flammable storage sheds

5. Bund emptying procedure

Action item is outstanding. The procedure shall be updated to reflect the recommendations of the Agency audit report.

6. Weekly Bund Check Record

Action item is outstanding. The procedure shall be updated to reflect the recommendations of the Agency audit report.

7. Firewater Retention risk assessment

Although not required by our licence, a firewater risk assessment report will be looked at in 2014. The plant has been in the process of and still is changing its stock storage system from just in time to KanBan and when this process is complete a more accurate FWRA can be carried out.

8. Fast Tags on Spill Kits

Fast tags have now been implemented on spill kits in line with the Agency recommendations.

9. Site Contact

The ALDER system has been updated with details of the current site contact for environmental matters

2.6 IPPC Licence Conditions

A number of reports have been completed in accordance with IPPC requirements: - Monitoring continued to be completed every quarter on the Plexus AEP

(as per request from EPA) - An environmental Liabilities Risk Assessment was carried out in 2013 in

line with condition 12.2.2 of our licence - Bund integrity testing for Diesel and Epoxy Resin storage tanks - Integrity/pressure test of underground diesel pipeline Copies of all monitoring reports can be found at the end of this document.

3 Management of Environmental Impacts

3.1 Summary of Environmental Objectives and Targets 2013

In line with our IPPC Licence requirements and ISO 14001:2004 requirements, the following table highlights the Environmental Management Program that is in place for 2013.

• Possible alternatives to the above are being reviewed due to REACH concerns

• If substituted out of product then no Class I Organics will be used on site thus eliminating need for

• Recommendation is to carry this EMP through to 2014 and investigate it further

• Warehouse system is on a timer now so that it only runs when the building is occupied

• Flues on Hoval boiler are being built by a contractor

• New high efficiency burners installed on Hoval boilers

• New higher efficiency cooling tower installed

• Warehouse lights now largely replaced – replaced as the old ones blow out

• All steam piping is now replaced. It does need lagging to be placed on it

• Heat leak survey was completed

4 Assess the efficiency of use of raw materials in all process and reduce waste

• Look at raw materials used and where used on site

• Look at delivery of materials on site

• Review waste lists for the last two years and determine % of raw materials disposed of and form this baseline can be formed to allow for action to be taken

• A log is now kept in the planning/purchasing office of all raw materials, both packaging and chemical raw materials, that are written off and disposed of. Log also tracks the use of solvents for cleaning which is then used to remove solvent quantities from system.

• A new log (started this year) is kept on the L Drive of all goods written off with a value >€250 which is constantly monitored.

• These logs ensure tight monitoring of raw materials and packaging and help ensure against wastage of either.

• Trial batches do incur some raw material write off if they are not successful or the product manufacture does not proceed following trial.

• Raw material disposal as a % of overall hazardous waste disposal to be monitored annually from now on.

5 Complete Environmental Liabilities Review

Samplingwas performed on 27 March 2013. The installation is regulated by the Environment Agency under apermit issued in accordance with The Pollution Prevention and Control Regulations 2000.

EQUIPMENT: The main characteristics of this method are known to be met by the proprietary equipment used for this site protocol. The performance of the equipment (ie pumps, dry gas meters, flow meters and temperature indicators) used in this protocol meet requirements of the method. All equipment will be calibrated where appropriate.

METHOD EVALUATION: This method is applicable to the determination and identification of the mass emission of gas phase organic compounds from stationary emission sources. It can also be used for sampling from ambient and workplace atmospheres at static locations. The range

over which this method has been deemed suitable is 0.5mgm-3 to 2,000mgm-3. The analytical aspects of the species determination are contracted to a UKAS accredited laboratory. The uncertainty is approximately 10% for the analytical determination but increases as the LOD is

approached. The LOD is estimated to be 0.1mgm-3 for a 30-minute sample. These uncertainties combine with those of the measured volume and systematic errors to give a calculated overall uncertainty.

ESTIMATE OF UNCERTAINTY: BS EN methods do not contain an indication of the uncertainty for specific sampling scenarios. It is expected that the uncertainty of the results are to be estimated for each individual test based on the limits of detection, sample volume and the inherent uncertainties of the equipment employed.

THE PRINCIPLE OF MEASUREMENT: Stack gas is drawn anisokinetically directly into a carbon tube concentration system or into a inert capture bag. The gas flow is carefully metered to at between 0.1 – 1 litre per minute with a sample time of greater than 5 minutes. Care is taken to ensure that there is no leakage either in the system or at the sample point. Where stack gas condensation may occur or there is a danger of exceeding the capacity of the capture media, static or dynamic dilution techniques are used. Any dilution gas will be certified as having a content of the analyte of interest below 0.1% of the ELV. The capture phase is stored below 4C prior to analysis. Analysis will be by desorption or (in the case of tedlar bags) carbon tube adsorption and subsequent desorption) with analysis by Gas chromatography fitted with an appropriate detector. The capture medium is analysed by a UKAS accredited Laboratory. The resolution and detection limits are determined by the sample duration and nature of the adsorbed

material but are typically in the order of 0.5 mgm-3.

EQUIPMENT: The main characteristics of this method are known to be met by the proprietary equipment used for this site protocol. The performance of the equipment (ie pumps, dry gas meters, flow meters and temperature indicators) used in this protocol meet requirements of the method. All equipment will be calibrated where appropriate.

METHOD EVALUATION: This method is applicable to the determination and identification of the mass emission of gas phase organic compounds from stationary emission sources. It can also be used for sampling from ambient and workplace atmospheres at static locations. The range

over which this method has been deemed suitable is 0.5mgm-3 to 2,000mgm-3. The analytical aspects of the species determination are contracted to a UKAS accredited laboratory. The uncertainty is approximately 10% for the analytical determination but increases as the LOD is

approached. The LOD is estimated to be 0.1mgm-3 for a 30-minute sample. These uncertainties combine with those of the measured volume and systematic errors to give a calculated overall uncertainty.

ESTIMATE OF UNCERTAINTY: BS EN methods do not contain an indication of the uncertainty for specific sampling scenarios. It is expected that the uncertainty of the results are to be estimated for each individual test based on the limits of detection, sample volume and the inherent uncertainties of the equipment employed.

THE PRINCIPLE OF MEASUREMENT: Stack gas is drawn anisokinetically directly into a carbon tube concentration system or into a inert capture bag. The gas flow is carefully metered to at between 0.1 – 1 litre per minute with a sample time of greater than 5 minutes. Care is taken to ensure that there is no leakage either in the system or at the sample point. Where stack gas condensation may occur or there is a danger of exceeding the capacity of the capture media, static or dynamic dilution techniques are used. Any dilution gas will be certified as having a content of the analyte of interest below 0.1% of the ELV. The capture phase is stored below 4C prior to analysis. Analysis will be by desorption or (in the case of tedlar bags) carbon tube adsorption and subsequent desorption) with analysis by Gas chromatography fitted with an appropriate detector. The capture medium is analysed by a UKAS accredited Laboratory. The resolution and detection limits are determined by the sample duration and nature of the adsorbed

material but are typically in the order of 0.5 mgm-3.

Objectives of Monitoring EMCo Air Quality Consultants Limited was commissioned to measure the emissions to atmosphere

from the Adhesive manufaturing Process at ITW Performance Polymers, Shannon, Co.Cork. Sampling

was performed on 22 September 2013. The installation is regulated by the Irish Environment Agency

under a permit issued in accordance with The Pollution Prevention and Control Regulations 2000.

EQUIPMENT: The main characteristics of this method are known to be met by the proprietary equipment used for this site protocol. The performance of the equipment (ie pumps, dry gas meters, flow meters and temperature indicators) used in this protocol meet requirements of the method. All equipment will be calibrated where appropriate.

THE PRINCIPLE OF MEASUREMENT: Stack gas is drawn anisokinetically directly into a carbon tube concentration system or into a inert capture bag. The gas flow is carefully metered to at between 0.1 – 1 litre per minute with a sample time of greater than 5 minutes. Care is taken to ensure that there is no leakage either in the system or at the sample point. Where stack gas condensation may occur or there is a danger of exceeding the capacity of the capture media, static or dynamic dilution techniques are used. Any dilution gas will be certified as having a content of the analyte of interest below 0.1% of the ELV. The capture phase is stored below 4C prior to analysis. Analysis will be by desorption or (in the case of tedlar bags) carbon tube adsorption and subsequent desorption) with analysis by Gas chromatography fitted with an appropriate detector. The capture medium is analysed by a UKAS accredited Laboratory. The resolution and detection limits are determined by the sample duration and nature of the adsorbed material but are typically in the order of 0.5 mgm-3.

METHOD EVALUATION: This method is applicable to the determination and identification of the mass emission of gas phase organic compounds from stationary emission sources. It can also be used for sampling from ambient and workplace atmospheres at static locations. The range over which this method has been deemed suitable is 0.5mgm-3 to 2,000mgm-3. The analytical aspects of the species determination are contracted to a UKAS accredited laboratory. The uncertainty is approximately 10% for the analytical determination but increases as the LOD is approached. The LOD is estimated to be 0.1mgm-3 for a 30-minute sample. These uncertainties combine with those of the measured volume and systematic errors to give a calculated overall uncertainty.

ESTIMATE OF UNCERTAINTY: BS EN methods do not contain an indication of the uncertainty for specific sampling scenarios. It is expected that the uncertainty of the results are to be estimated for each individual test based on the limits of detection, sample volume and the inherent uncertainties of the equipment employed.

Objectives of Monitoring EMCo Air Quality Consultants Limited was commissioned to measure the emissions to atmospherefrom the Adhesive manufaturing Process at ITW Performance Polymers, Shannon, Co.Cork. Samplingwas performed on 17 December 2013. The installation is regulated by the Irish Environment Agencyunder a permit issued in accordance with The Pollution Prevention and Control Regulations 2000.

APPLIED REFERENCE METHOD

EQUIPMENT: The main characteristics of this method are known to be met by the proprietary equipment used for this site protocol. The performance of the equipment (ie pumps, dry gas meters, flow meters and temperature indicators) used in this protocol meet requirements of the method. All equipment will be calibrated where appropriate.

METHOD EVALUATION: This method is applicable to the determination and identification of the mass emission of gas phase organic compounds from stationary emission sources. It can also be used for sampling from ambient and workplace atmospheres at static locations. The range

over which this method has been deemed suitable is 0.5mgm-3 to 2,000mgm-3. The analytical aspects of the species determination are contracted to a UKAS accredited laboratory. The uncertainty is approximately 10% for the analytical determination but increases as the LOD is

approached. The LOD is estimated to be 0.1mgm-3 for a 30-minute sample. These uncertainties combine with those of the measured volume and systematic errors to give a calculated overall uncertainty.

ESTIMATE OF UNCERTAINTY: BS EN methods do not contain an indication of the uncertainty for specific sampling scenarios. It is expected that the uncertainty of the results are to be estimated for each individual test based on the limits of detection, sample volume and the inherent uncertainties of the equipment employed.

THE PRINCIPLE OF MEASUREMENT: Stack gas is drawn anisokinetically directly into a carbon tube concentration system or into a inert capture bag. The gas flow is carefully metered to at between 0.1 – 1 litre per minute with a sample time of greater than 5 minutes. Care is taken to ensure that there is no leakage either in the system or at the sample point. Where stack gas condensation may occur or there is a danger of exceeding the capacity of the capture media, static or dynamic dilution techniques are used. Any dilution gas will be certified as having a content of the analyte of interest below 0.1% of the ELV. The capture phase is stored below 4C prior to analysis. Analysis will be by desorption or (in the case of tedlar bags) carbon tube adsorption and subsequent desorption) with analysis by Gas chromatography fitted with an appropriate detector. The capture medium is analysed by a UKAS accredited Laboratory. The resolution and detection limits are determined by the sample duration and nature of the adsorbed

material but are typically in the order of 0.5 mgm-3.

AN 14/11/2013 - Unit was tested with millivolt source and found that meter is reading correctly . 0=7pH, -180 = 4pH, 180 = 10pH. However when the probe was tested in known buffers it was found that the zero point and slope are off.

In buffer 7 meter read 6.65pH unit was recalibrated with and read correctly at recalibration point however unit is out at 10pH, now reading 9.44pH. At 4pH the unit is reading correctly at 4.1pH

It is normal for the probe to age with time and I would recommend replacing the probe.

27/11/2013 Replaced Probe and calibrated unit. readings found were 4.01 7.0 and 10.08

Temperature probe was tested against certified thermometer AGB120. certified reading was 20.2C meter was reading 18.7C. Temperature probe was recalibrated.

Unit was tested with millivolt source. 1.0 Executive Summary Chemstore were commissioned by Ms. Niamh Beville ITW Performance Polymers Shannon to carry out Bund Inspection and Testing at the ITW facility in Shannon. The testing was conducted on 28th February 2013 with a Visual Inspection and Hydrostatic testing of the Diesel & Resin Tank Bunds. Our thanks to Niamh for her assistance and hospitality on site.

2.0 Scope The scope of the testing and inspection was limited to the following:

• Carry out a visual inspection

• Hydrostatically test the Diesel & Resin Tank Bunds to BS 8007 Part 9.

• Report findings and make recommendations as appropriate.

3.0 Survey Methodology Hydrostatic Test In line with BS 8007 Part 9, the Diesel Tank & Resin Tank Bunds were filled to the maximum level one day prior to the recording of the initial test readings. Twenty four hours was deemed to be an appropriate interval to allow for settlement and stabilization of the test water level. Fill levels were also set to prevent readings being compromised by overtopping of test water over the bund edge during windy conditions which would affect the readings. Level readings were then taken at a designated point in the bund and recorded daily. As discussed with Niamh on the day of visual inspection the bunds had been previously tested over a 24Hr period. Due to production issues It was felt that the same length of test period would be acceptable on this occasion.

Reference/Control Vessel: In order to recognize rainfall and environmental impacts on the readings, a known good barrel was also partially filled with water to provide a local reference for rainfall and evaporation. An appropriate position was chosen and the reference vessel and bunds were cordoned off as restricted access areas. Level readings were recorded for comparison. Evaporation effects on the various bund level readings will vary depending on exposure to direct sunlight, the levels of air circulation at the bund and the position of the bund in relation to the shade provided by the building. Readings Readings are generally taken at the front right of the bund or other alternate appropriate position. The reading point was marked, the test water level was measured and readings logged. Readings are noted as ‘–‘ to indicate that the measure was taken from the top of the bund to the surface of the test water due to accessibility and accuracy.

4.0 Failure Criteria Two failure criteria apply when testing to BS 8007 Part 9. The first failure criteria is that the total allowable drop in test water level must not exceed 10 mm when reconciled with the Reference Vessel readings. The second failure criteria is a loss of greater than 1/500th of the depth of the bund test water when reconciled with the Reference Vessel readings. Where hydrostatic testing has not been possible, the Inspection Certificate will identify failure issues. .

4.1 Weather Conditions Weather conditions were referenced at the closest weather station at Shannon Airport Weather Station in Shannon, Co. Clare. Over the period 28th February the conditions were generally very good with total rainfall over the period at 0mm while temperatures ranged from 5.3 degrees to 1.5 degrees.
