Snowmobile “Snowmobile” means a self-propelled vehicle designed for travel on snow or ice or a natural terrain steered by wheels, skis, or runners. 2. Operate “Operate” means to control the operation of a snowmobile. 3. Operator “Operator” means a person who operates or is in actual control of a snowmobile. 803.02 Restrictions It shall be unlawful for any person to operate a snowmobile under the following circumstances: 1. On private property of another without the express permission to do so by the owner or occupant of said property. 2. On public school grounds, park property, playgrounds, recreational areas and skating rinks when prohibited by the proper public authority. 3. In a manner so as to create loud, unnecessary or unusual noise so as to disturb or interfere with the peace and quiet of other persons. 4. In a careless, reckless, or negligent manner so as to endanger the safety of any person or the property of any other person. 5. Without having such snowmobile registered as provided in Minnesota Statutes 84.81 through 84.88. 6. If fourteen years of age but less than eighteen years of age without having in his possession a valid snowmobile safety certificate issued pursuant to the provisions of Minnesota Statutes 84.86 7. While under the influence of intoxicating beverages or narcotics or habit forming drugs. 8. Without a lighted head and tail light when required for safety. 9. If under the age of fourteen years, on public property, including, but not limited to, streets, alleys, and highway within the city. 803.03 Use in Parks Notwithstanding the prohibitions of this section, the park board of the city shall have authority to supervise and regulate events or programs in which snowmobiles are used. The park board shall have the authority to designate city parks, playgrounds, recreational and skating rink areas that they shall deem available for the use of snowmobiles. 803.04 Equipment All snowmobiles operated within the city shall have the following equipment: 1. Mufflers which are properly attached and which reduce the noise of operation of the vehicle to a minimum, and no person shall use a muffler cutout, bypass, or similar device on said vehicles. 2. Adequate brakes, head and tail lamps and reflective material as prescribed by Minnesota Statutes, Chapter 84, and regulations promulgated thereto. 3. A safety or so-called “dead man” throttle in operating condition: a safety or “dead man” throttle is defined as a device which, when pressure is removed from the accelerator or throttle causes the motor to be disengaged from the driving track. 803.05 Parking Subdivision 1. Manner. No owner or operator shall leave or allow a snowmobile to be or remain on public property when the motor is running or when the key is in the ignition switch. Subdivision 2. Location. No person shall park a snowmobile on a boulevard, street, alley or highway within the city. 803.06 Sidewalks No person shall operate a snowmobile on a sidewalk or boulevard except to make a right angle crossing.
