ADVANTAGE HEALTH CENTERS OUTREACH AND ENROLLMENT ASSISTANCE WORKER POSITION SUMMARY: Under the supervision of the Director of Operations, Outreach/Enrollment Assistance Workers (O/E Assistants) help to raise awareness of affordable insurance options and provide eligibility and enrollment assistance to uninsured patients of Advantage Health Centers and community organizations and residents in its service areas. DUTIES AND RESPONSIBILITIES: 1. Participate in statewide training on navigating Michigan Medicaid and Health Exchange/Marketplace enrollment process and successfully pass certification to become a Certified Application Counselor (CAC)*; 2. Conduct education and outreach to individuals who are uninsured in order to facilitate rapid access to health insurance through the completion of online Medicaid applications, selection of MCOs, redeterminations, and other enrollment tasks*; 3. Distribute outreach materials to patients, community members, partner organizations and businesses to build coverage option awareness; 4. Provide enrollment assistance (including but not limited to completing coverage applications, gathering required documentation and troubleshooting the enrollment process) for uninsured children and adults to access subsidized, low-cost and free health insurance programs through the health insurance marketplace, Medicaid and the Children’s Health Insurance Program (CHIP)*; 5. Assist patients to complete online applications, follow-through with care, and distribute information in a manner that is culturally and linguistically appropriate for individuals*; 1

POSITION SUMMARY:

6. Provide education on health coverage, engage in follow-up activities and offer renewal assistance for enrolled individuals*;

7. Develop and attend community events in order to promote coverage options and the mission and services of Advantage Health Centers;

8. Utilize Eligibility Verification Systems and various other programs to verify benefit status. 9. Update redetermination information for continuity of benefits*; 10. Facilitate referrals to health and human services agencies and community organizations to provide

ongoing support for enrollment and access to care;11. Other related tasks as assigned.

EDUCATION AND WORK EXPERIENCE:

1. Bachelor degree in health or human services or equivalent experience doing eligibility assistance and/ or outreach. Master’s degree preferred;

2. Experience working in a health care, insurance, or entitlement setting;3. Knowledge health insurance programs and public coverage options;4. Strong communication and interpersonal skills;5. Experience working with homeless and/or low-income individuals;6. Ability to navigate online applications or adapt to technology quickly;7. Working knowledge of Microsoft Word, Excel and E-mail.

KNOWLEDGE, SKILLS AND ABILITIES:

1. Ability to speak effectively before groups to actively engage the public in outreach situations;2. Ability to read and accurately interpret documents;3. Ability to write routine reports and correspondence;4. Ability to communicate clearly and concisely both verbally and in written formats;5. Ability to establish rapport with clients, colleagues and community representatives;6. Ability to interact respectfully with diverse cultural and socio-economic populations;7. Able to work harmoniously with other staff and community members;8. Able to follow oral and written instructions;9. Possesses flexibility, personal integrity and the ability to work effectively with clients, their family

members, staff, and community agencies.

OTHER REQUIREMENTS:

Must possess a valid Driver’s License and provide own vehicle for local and state travel.

SALARY :

$39,600/ year with benefits. This position is non-exempt.
