4.2 The Environmental Assessment Practitioner

I, , declare that – General declaration:

• I will comply with the requirements for EAPs as stipulated in Regulation 13(1) of the EIA Regulations, 2014;

• I act as the independent environmental practitioner in this application

• I will perform the work relating to the application in an objective manner, even if this results in views and findings that are not favourable to the applicant

• I declare that there are no circumstances that may compromise my objectivity in performing such work;

• I have expertise in conducting environmental impact assessments, including knowledge of the Act, regulations and any guidelines that have relevance to the proposed activity;

• I will comply with the Act, regulations and all other applicable legislation;

• I have no, and will not engage in, conflicting interests in the undertaking of the activity;

• I undertake to disclose to the applicant and the competent authority all material information in my possession that reasonably has or may have the potential of influencing - any decision to be taken with respect to the application by the competent authority; and - the objectivity of any report, plan or document to be prepared by myself for submission to the competent authority;

• I will ensure that information containing all relevant facts in respect of the application is distributed or made available to interested and affected parties and the public and that participation by interested and affected parties is facilitated in such a manner that all interested and affected parties will be provided with a reasonable opportunity to participate and to provide comments on documents that are produced to support the application;

• I will ensure that the comments of all interested and affected parties are considered and recorded in reports that are submitted to the competent authority in respect of the application, provided that comments that are made by interested and affected parties in respect of a final report that will be submitted to the competent authority may be attached to the report without further amendment to the report;

• I will keep a register of all interested and affected parties that participated in a public participation process; and

• I will provide the competent authority with access to all information at my disposal regarding the application, whether such information is favourable to the applicant or not

• all the particulars furnished by me in this form are true and correct;

• will perform all other obligations as expected from an environmental assessment practitioner in terms of the Regulations; and

• I am aware that a person is guilty of an offence in terms of Regulation 48 (1) of the EIA Regulations, 2014, if that person provides incorrect or misleading information. A person who is convicted of an offence in terms of sub-regulation 48(1) (a)-(e) is liable to the penalties as contemplated in section 49B(1) of the National Environmental Management Act, 1998 (Act 107 of 1998)

Written the Amajuba District Municipality Public Transport Plan (PTP) Report in the KwaZulu Natal province. This was done according to the National Land Transport Transition Act (NLTTA). This also included analysing bus contract information and assessing routes and corridors and advised on the best mode of transport for a particular route or corridor. Furthermore, this also included preparing an Operating Licence Strategy Application Process Flow Chart.

Proposed Pump Stations, KwaZulu Natal.

Prepared a Construction Traffic Management Plan for 6 Pump Stations to be built in KwaZulu Natal as a result of the New Multi-Products Pipeline (NMPP). Some of which have been constructed.

2010 Soccer World Cup Transport Planning, Cape Town. Prepared the 2010 Soccer World Cup Transport Planning Development Framework for Cape Town.

OR Tambo District Municipality Integrated Transport Plan, Mtata.

Co-ordinated and prepared the OR Tambo District Municipality Integrated Transport Plan (ITP) in Mthatha in the Eastern Cape province, taking into account of the Integrated Development Plan (IDP). Faunal Assessments

South Africa comprises a region of high biodiversity with high levels of endemism.

According to the National Environmental Management: Biodiversity Act (NEMBA) (Act

no.10 of 2004), biodiversity is defined as:

“the variability among living organisms from all sources including, terrestrial, marine

and other aquatic ecosystems and the ecological complexes of which they are part

and also includes diversity within species, between species, and of ecosystems”

I have conducted a number of faunal assessments throughout my employment from

March 2015 to my current position. These assessments were centred on the description

of available faunal micro-habitats within the study area and the health and

functionality of these habitats to support species of conservation concern. As the

majority of faunal species are secretive, nocturnal and in the case of some amphibians

and reptiles seasonal (due to their ectothermic physiological strategies), the availability

and suitability of foraging and breeding habitats identified during the site investigation

was used in conjunction with distributional data to determine the likelihood of

occurrence of species of conservation concern within the larger study area. This

method is particularly effective when there are time restraints imposed on a project as

it can be done irrespective of season

I have conducted faunal assessments based on the scientific principles of carrying out

current infield data collection techniques including the following:

Mammals: The study area is traversed and all direct and indirect mammalian signs such

as spoor, scats, hair, territorial markings, den sites, shelters, burrows and feeding signs

are noted. These tracks and signs encompass all evidence of the presence of

mammals within the area (Van de Heever et al., 2017). These signs are then confirmed

by utilising available databases, field guides and literature.

Herpetofauna: Opportunistic observations are recorded while traversing the study

area. Specific habitat types are selected where active sampling are focused, primarily

surrounding important Herpetofaunal habitats. These include rocky areas, moribund

termite mounds, fallen logs, holes in trees and watercourses. Positive identification of

amphibian species is then determined by visual sightings coupled with acoustic signals.

Acoustic signals serve four major purposes including:

• Advertisement calls- Produced by males in order to attract females during the

breeding season;

• Spacing and aggressive calls- Produced to ensure males keep separated within

calling sites;

• Release calls- Produced by females in order to be released by males during

amplexus or when individuals are not ready to mate; and

• Distress calls- Call produced by both sexes in molested by potential predators

Avifauna: Walking transects are conducted within each faunal micro-habitat identified

within the study area. The use of visual identification, acoustic identification and nest

identification as well as feathers are utilised during the study. Any identified Red Listed

species roost sites and habitats are noted for inclusion in the faunal sensitivity

assessment.

Finally, I evaluate the impacts of the proposed development and suggest relevant

mitigation measures to avoid or mitigate associated negative impacts.

Avifaunal Assessments

I have conducted a number of Avifaunal Assessments throughout South Africa. Projects

were primarily associated with power line and substation projects and to a lesser

degree Solar Photovoltaic arrays. Overhead power line infrastructure is known to

negatively impact various avian species through direct mortality and disturbance of

birds and indirectly through the removal of natural habitats. Studies identified important

avian habitats and ability of these habitats to support populations of Red Listed

species. Walking transects are conducted within each faunal micro-habitat identified

within the study area. The use of visual identification, acoustic identification and nest

identification as well as feathers are utilised during the study. Any identified Red Listed

species roost sites and habitat are noted for inclusion in the sensitivity assessment. The

assessment will determine the sensitivity of the site from an avifaunal perspective and

determine negative impacts associated with the development. Finally, management

recommendations to mitigate negative and enhance positive impacts are suggested.

I am currently completing my FGASA level 1 course through the Wilderness Leadership

School. Furthermore, I recently completed a track and signs course through African

Nature Training (ANT) and was award a Level 2 tracking certificate.

I am a confident, hardworking individual who is able to convey information in a

concise and efficient way. I am also able to address large audiences. I have an

absolute passion for South African Wildlife and will stop at nothing to achieve my

goals.
