1. INTRODUCTION

1.1 Background.

1.2 Project town- Jiribam The town is located on the western most boundary of the State, adjoining Cachar district of

Assam. It is a Sub-Divisional Headquarter and administratively, it is under the Imphal East District in a distance of 225 Km. There are no identified slums in State of Manipur. However, there are urban poor living in poor housing conditions (slum like condition) on scattered plots own by the individuals. There is no cluster of 15 houses of Urban poor in the town which could be taken as slum pocket. Therefore, the present project is a “whole town approach” and in-situ.

1.3 Objective.

The basic objective of IHSDP Scheme is to strive for holistic slum development with a healthy and enabling urban environment by providing adequate shelter and basic infrastructure facilities to the slum dwellers of the identified urban areas. There are no notified slums in Manipur as per 2001 Census. But slum-like situation prevails. According to NSSO, ‘undeclared slums’ were defined as “if 20 households live in a compact area with a collection of poorly built tenements, mostly of temporary nature, crowded together usually with inadequate sanitary and drinking water facilities in unhygienic condition”. In the case of towns in Manipur, no compact area with 20 or more households fulfilling the conditions of NSSO exists. Rather, poorly built tenements with inadequate facilities are there in scattered plots owned by individuals. Hence, the objective of this Project Report is to:

Out of 27 towns eligible to be covered under Integrated Housing & Slum Development Programme (IHSDP), Manipur Government has decided to take up Thoubal town in Thoubal district and Jiribam town in Imphal (East) district during the year 2007-08. Thoubal town was considered taking into account its population as per 2001 Census and Jiribam town was considered due to the remoteness of its location and distance from the Capital city of Imphal. While prioritising these towns, the existing infrastructure, economically and socially disadvantaged section of the populace were taken into consideration. This Project Report is for IHSDP of Jiribam town.

To take up construction of houses in scattered plots owned by individuals, rather than going for cluster approach;

To provide basic services to urban poor, who inhabit in slum like conditions in scattered plots, even if they are not fulfilling the criteria of NSSO for ‘undeclared slums’ vis-à-vis number of households in an area.

1.4 Scope of Work.

The consultants are responsible for the following:-

To review the existing housing and infrastructure status of the urban poor of the town; To assess the requirement of housing and infrastructure through consultative process; To assess the requirement of private land, if any, for the project; To suggest suitable project phasing, if required; To suggest the investment plan; Reforms to be undertaken and their present status; Requirements of capacity building of the public representatives/ officials of the local town

committee/ local administration; To amend or modify DPR if so advised by SLCC or Appraiser.

1.5 Study Approach.

As per data collected, there are urban poor (BPL families) scattered in the various localities of the town.. A socio-economic survey for the whole town was studied in detail to find out its existing conditions and requirements. Based on this survey, this project proposal is made to serve as best as possible the different requirements of the urban poor.

1.6 Methodology.

The methodology conceived for this study will reflect a clear understanding of the

developmental issues of Manipur in general and the project town of Jiribam in particular. We have evolved a comprehensive, realistic, scientific and systematic scheme of work program to undertake this challenging exercise.

We have structured our methodology for conducting the assignment into six major

activities. These activities clearly outline the requirements of the assignments laid down. The activities are:-

Activity 1: Project Mobilization and Preliminary Discussion. Activity 2: Review of past development efforts. Activity 3: Review of existing status. Activity 4: Assessment of future requirements. Activity 5: Survey of BPL. Activity 6: preparation of DPR. To detail out further, the activities are divided into various tasks, listed sequentially in the

task schedule. The flow of activity and tasks are shown below:

Strategy for Informal Settlement development We feel that a strategy needs to be evolved for the development of Informal settlement in

the town. For them, we have identified some broad components for Slum Development that includes: a) Physical Development / Improvement

2. TOWN PROFILE

2.1 PHYSICAL CHARACTERISTICS

OVERVIEW OF JIRIBAM TOWN

2.1.1 Establishment of Jiribam Town:

Jiribam was notified as a small town in 1973 under the Assam Municipal Act, 1923. Township Committee was also constituted to address the local area interest of the people. It came under the Manipur Municipalities Act, 1976 and further under the Manipur Municipalities Act, 1994. It was upgraded to a Municipality in 1984. Jiribam Municipal Council (JMC) has 10 wards.

2.1.2 Geology:

The soil formation of Jiribam consists of sandstone and shale of tertiary age thrown into long

folds. The rocks are the continuation of those rocks forming Lusai hills and Cachar hills and probably laid down in delta or estuary of a large river discharged from Himalayan ranges during the tertiary period. The formation is predominantly argillaceous and comprises mostly of shale, mudstone and suma group of grayish, fine to very fine grained massive sandstone is also found in Jiribam region whence, the rock type of Jiribam town and its region is chiefly shale, siltstone and hardstone.

2.1.3 Soil:

Certain types of soils are found in Jiribam town and its environs that are mainly well drained except in few flat lands. It varies from sandy to loam and clayey to loam having variety of colours from yellowish to bluish grey. The plain has a formation of fertile alluvial deposition by the Jiri river.

The moisture holding capacity of these soils is low due to porosity in nature and also

irresponsible deforestation, despite fair percentage of clay soil, thereby causing extreme dryness in dry season. Red soil is chiefly found on the slopes of hills/ formation whereas the nearby town (Non- built up areas) contains brown soil in general.

The soil in Jiribam region is capable of imparting substantial oxygen to plants for their

growth. They also have a capability to retain soil moisture and maintain its supply throughout the growing season of certain crops.

2.1.4 Climate:

According to the prevailing weather condition, there are three seasons namely, Dry season,

rainy season and Cold weather season. Jiribam town enjoys moderate climate following its tropical location. It is influenced by S-W monsoon. The climate is humid tropical characterized by short winter and long summer with heavy rainfall. It is neither too hot nor too cold throughout the year.

2.1.4 Rainfall:

Jiribam town lies under the direct influence of S-W monsoon and rainfall is abundant

compared to other places of the state. Most of the rainfall (90%) is in the form of precipitation. About 20-30% of annual rainfall occurs during the pre-monsoon season in the month of May whereas about 60-70% of rainfalls occur in rainy seasons, second half of June to September, ranging from 1000mm to 1600mm. It continues till November in small quantity while that of pre-monsoon is in the form of thunder and showers. A meager quantity of frost is also found in between second half of December.

2.1.5 Temperature:

Jiribam is humid with moderately hot temperature. Dry season falls in the month of May and

June which is the hottest season. The hottest temperature is recorded in May, which is about 40’C. Temperature falls down from this period and is very pleasant in autumn season, which falls around September to November. The coldest/ lowest temperature is recorded in the period between second half of December to first half of January (i.e., below 2.78’C) at late night. However, days are comfortably warm even in this period, which is the same even in the rainy season.

2.1.6 Humidity:

Jiribam is highly humid throughout the year. The highest relative humidity occurs during monsoon season, more than 96%. It is maxium of 100% & minimum of 79% in June. While that of the lowest falls in the month between October to December. The relative humidity, as a whole in Jiribam town and its region is usually higher than the rest of the state.

2.1.7 Wind: The topography of the region is such that the capability of wind occurrence is high in these

features and winds are usually moderate and high in Jiribam areas with incidence of severe winds (cyclone). The period between March and July sees South-West monsoon periodic strong winds activity from south or southwest, accompanied by some other forces. In the post monsoon season and in the early winter, these winds blow gradually to a northerly direction.

2.1.8 Cloudiness:

Jiribam is one of the cloudiest regions in the state with thick and heavily clouded skies during

May to September, particularly at some higher reaches. It is less severe after monsoon season and disappears only in the cold season except being effected by some western disturbances.

2.1.9 Environment:

The people of Jiribam are living in a very risky life from geological point of view owing to its

type of rocks formation and its physiography. The instability and non-compaction of the soil strata is liable to cause a terrible catastrophe due to certain factors like tectonic activities, action of heavy rainfall and underground flow, etc. As the region is confined to the earthquake prone zone – V, the shear zones and seismic activities of varying magnitude pass through the state.

2.2 REGIONAL SETTING & LOCATION:

2.2.1 Location and Linkage.

Jiribam Sub-division is located to the western part of the state, bordering in the east by the Tameglong District and on the south by the Churachandpur District. The Cachar district of Assam makes the Northern and western boundary of Jiribam Sub-divison. Jiri river is the demarcation line dividing Jiribam Sub-division with the state of Assam. On such location Jiribam town lies just on the northern tip of the Sub-division, encircled by the Jiri river almost all sides except east. The cardinal location of Jiribam is 93’29’ E Longitute and 25’15’ N Latitute.

Jiribam is the western gate of the state and it is the largest and the most important Urban

center in the Western part of Manipur acting as a commercial and administrative center. The town is situated at a distance of 223 km from Imphal city, the state capital. It enjoys heavy rainfall and the climate is moderately hot and humidious compared to other parts of the State.

It is linked by NH-53, while passing through the breath of the state, connecting Silchar town

of Cachar district in Assam and with rest of the country. Jiribam is the only rail-head in the state.

Jribam is the commercial and sub-divisional headquarter. It is linked with all the important towns and city and many villages within and outside the state, acting as subsidiary commercial center in the state. A vast hinterland resources area for the economic development of the town, the district as well as the state should be materialized in modern India since its influence extends throughout the state.

The topography of Jiribam town is plain interrupted by a ridge in the middle. Topography of

Jiribam is the extension of Cachar valley. The plain has a formation of alluvial deposition by the Jiri river. And it is a fitting nomenclature that this sub-division is named after this resourceful Jiri river. The ridge runs north to south from the centre of the town and intermingles with the highland of Aglapur. On both the sides of the ridge there are alluvial plain. Most of the settlements are found on this highland. The plain area is fertile due to alluvial soil and is generally used for cultivation. The general slope of the town is from north to south.

Much variety of natural vegetation is found to keep the greenery of Jiribam & its environs

constant. This region is favourable for the development of the town & its hinther land and for its future widespread.

Drainage system of Jiribam region is greatly influenced by Jiri River, which flows North to

South. And a number of nullahs & streamlets that joined each other forming small streams, which in turn joined Jiri rivers in various points.

2.2.2 Historical growth of the town:

Jiribam town is the Sub-divisional headquarter of Jiribam Sub-divisionin the Imphal East

district of the state. Although Jiribam is located at a distance of 223 Km. from Imphal but due to its topographical characteristics it is attached to Imphal East district for administrative reasons. Jiribam has distinct characteristics surrounded by Jiri river at Jiri Ghat. Silchar is only 45 Km. from Jiribam. The National Highway No. 53 links Jiribam with Imphal. Infact Jiribam is the face of Manipur for a visitor coming from Assam. A metre gauge railway line connecting Jiribam with Silchar is the only rail head of Manipur.

Jribam has a long history of its own, Settlement at the present town started some time at the

beginning of the Century around 1904 A.D. The local administration was look after by a Darwan for the Darbar of the king of Manipur. Jiribam became a Mauja in 1940 and the office of the Maujadar was locate at Kalinagar. By this time Jiribam was becoming an importat centre of trade & commerce. The present Jiri bazaar was established around 1940. Jiribam became a full fledged administrative office of Sub-Deputy collector in 1950. In 1959 it was upgraded to Sub-Divisional Head quarter.

Jiribam was declared as Notified Area in 1973 and subsequently Small Town Committee was

formed. It was upgraded to a Municipality on 27th September, 1984. Jiribam was a trade centre from its inception due to its strategic location. Jiri bazaar was well known during British period also. With the assignment of the administrative work of the Sub-division, there was a repid immigration of Government and Semi Government official of the town, its fuctional characteristics too took a new shape. With more then 80% of the working population engage in non-agricultural pursuits, Jiribam has duel characteristics, administrative as well as trade centre.

2.2.3 Demography: Growth of Population

The population of Jiribam town is increasing very rapidly. In 1951 the present town was only

the seat of SDC’s office and its population was only 668. In 1961 when the SDC’s office of Jiribam was upgraded as Sub-divisional headquarter, its population rose to 1,458. The decadal population variation at Jiribam town during 1951-61 was 118.26%. The population of the town further rose to 3,518 in 1971 with a decadal variation of 141.28%. Jiri bazar, the then Sub-divisional Headquarter was given a status of town by declaring it as notified area in 1973. The population of the town further increased to 4,392 in 1981, 5946 in 1991 and 6423 in 2001. A recent House hold survey of Jiribam Municipal Council in 2006 gives the population figure of 7257. Density

The gross density of Jiribam town was 1099 persons per Sq.km in 1971. The density of population rose to 2007 persons per Sq.km in 2001. The projected figure for 2031 is 4,308 persons per Sq.km.

It is influenced by many factors like work participation, immigration and migration, etc. The sex ratio in the town gradually increased from 917 in 1971 to 1,042 females per 1000 males in 2001 as shown in the Table below. However, there is a marginal decline in the sex ratio to 1,034 females per 1000 males in the Household survey conducted by the Jiribam Municipal Council in 2006.

2.2.3 ECONOMY The existing function of the Jiribam town comprise of administrative head quarter of the sub-division and as a growth centre, which provides medical, educational and commercial facilities to the region in and around. According to 2001 census 80% of its working population is engaged in non agricultural activities and the main function of the town is categorised as “Services” The town functions as a market centre for its vast rural hinterland. The commercial function of the town which not only provides an opportunity to the rural people to sell their agricultural, horticultural, and riverine products and buy the commodity of daily necessities but also provides direct employment to the people of the region. Thus the function of the growth centre providing employment opportunity and raising the rural economy goes along way to solve the problem of rural urban migration and for a balance development of the region. The third important sector is tertiary sector where Government servants played a vital role. About 20% of the population engaged in Government offices which resulted more income than the secondary sector. Meanwhile, the percentage of Agriculture, Labour & household industry are relatively low.

According to 2001 census the total work force of the town was 1643, of which 1297 are male worker and 346 are female. And of the total working population of the town, the percentage of working force engaged in primary, secondary and tertiary activities are 15.28%, 4.34% and 80.34% respectively. Agriculture

Agriculture is one of the important sector of the economy of the region.According to 1981 census of the total working population, 28% in the town area and 42% in the Master plain area are still engage in agriculture. Horticulture is one of the important sector of economy of this toen. Plantation farming like the experiment in tea plantation, rubber plantation is successful and promises a bright future on this sector of the economy.

Industry

Industrially Jiribam as a whole is a back ward Sub-Division, there is not even a medium size industry in the whole of the Sub-Division. In Jiribam town there is no big or medium size industries are found. According to Town Planing Department survey conducted in 1984, there are 35 industrial units in the town which are mostly cottage, domestic and serving industries. The industries are like, tailoring, watch repairing automobile workshop, embroidery and knitting, jewellery works, bamboo and cane work, rice milling, carpentary works etc.This industrial establishment employ about 105 persons.

In 1985 Government of Manipur has established an Industrial complex at Kadamtala covering

an area of 15 acres of land, which is supposed to bost the industrial development in the region. The raw material for the industries are supplied from Gauhati, Silchar, Imphal and

surrounding areas. The finished product s have got ready market locally. In fact the bamboo and can works of this region are well known.

For the industrial backwardness of the region the factors like, unavailability of raw materials,

lack of markets for finished goods, power shortage, lack of financial assistance, lack of technical manpower etc. are responsible.

Trade & Commerce

Jiribam town has been known for its commercial activities since its inception. The Jiri bazaar

is well known during the British period also. There are two bi-weekly market at Jiribam, one at Jiri Bazar and and another at Gularthol. Inspite of its historical role as the centre of trade and commerce. Jiribam lacks basic facilities for commercial activities. Most of the shop buildings are kutcha and semi-pucca by nature. The markets are out grown without plan and do not have basic amenities. A Market complex under the Ten Percent year marked fund for Northeast is nearing completion at the heart of the town.

According to the socio-economic survey conducted by JMC in 2006, there are about 609

shops and 775 vendors establishment in the town.The commodities dealt by these shops are grocery, hardware, stationeries, cloting, medicines, machinery spare parts, motor parts, electrical goods, construction materials etc. These commodities are mainly brought from Silchar which is only 45 kms from the town.

3.0 STATUS OF MASTER PLAN 3.1 Introduction

The State Government in exercise of the powers conferred under Sub-section (3) of section

23 of the Manipur Town and Country Planning Act 1975 has approved the Greater Jiribam Master Plan; vide No 1/15/85-LSG(TP) dated 9th November, 1994 and published in the Manipur Gazette No. 327 dated 6th November, 1996.

The Plan Period for the Greater Jiribam Master Plan is taken as 1981 to 2011 in which

assessment for all kinds of the project requirement is based with a view to all important influencing factors to respond to the emerging needs.

The need of a Master Plan for Jiribam has been obvious to arrest and rectify the chaotic

growth of the town and also to provide guidelines for harmonious development in future. The plan has been prepared with a view to acquainting the general public as well as the persons who control and guide the developments in the town with the problems which are faced by the people, and the manner in which those should be attempted. The proposals embodied in the due have been derived after conducting requisite surveys and making proper analysis of the existing physical and socio-economic conditions. The master plan would serve as a basic structure on which all the future physical developments are to take place in an economically viable and socially harmonious manner.

The plan allocates adequate land for residential, industrial, commercial, public and other

uses. The circulation pattern aims to inter connect the different sector of the town to carry its function efficiently. In the matter of housing, the objective to achieve a more even distribution of densities over the entire planning area.

3.2 Existing Land Use

The existing land use pattern of Jiribam Town is determined by the way the land is utilized for

residential , commercial, industrial, educational, public & semi public uses and recreational purposes. The residential zone and the built up areas are located along the NH-53 (Imphal Cachar Road) and Jiri-Tipaimukh (Man Bahadur) Road. The land utilized for commercial and industrial purposes is very limited in the Master Plan area. There is a very good network of roads in Jiribam town. Maximum area is occupied by agricultural fields followed by hills and vacant land.

The Master Plan for Greater Jiribam town has been prepared for a projected population of 25,582 persons by 2001 A.D. The Master Plan aims at providing better transportation and communication, community facilities, amenities, housing, and a healthy environment for urban inhabitants. The proposed Master Plan area covering about 3,539 acres (1.432 hectares) or 14.30 Sq Kms has been divided into five different units/zones of self sufficiency. It is envisaged to establish one urban nuclei consisting of minimum infrastructure and community facilities with better communication system.

Division of such sectional/zone will help in smooth functioning and progressive

implementation of the Master Plan proposals phase wise. During the time of implementation of these units may be sub-divided into sub units according to the convenience for preparation of detailed layout plan and development schemes. Then sectional infrastructure, community facilities and amenities will be developed in each unit for self sufficiency.

4.0 EXISTING INFRASTRUCTURE STATUS

4.1 HOUSING STATUS & TRENDS

In 1971 there were 702 houses in Jiribam town which increased to 1189 in 1991. The number of houses increased to 1282 in 2001. According to Household survey conducted by the Jiribam Municipal Council there were 1406 houses in 2006 in the Jiribam town.

Except few houses most of the houses are kutcha/thatched roofed houses. As per the Socio-

Economic survey conducted by the JMC in 2006, there were 149 pucca, 255 semi-pucca and 770 kutcha houses. There are no organized residential colonies at Jiribam. There are a few organized but isolated residential colonies for government employees. They are sparsely built up and these colonies are attractive to look at, and also healthy to live in but are very much ill planned to provide the facilities of a standard neighbourhood. Actually, the pattern of residential development does not provide Jiribam town with an urban scale which should have contained hierarchy of facilities at different levels. The Table below gives the prevailing housing conditions in the town.

4.2 PHYSICAL INFRASTRUCTURE 4.2.1 Water Supply Status & Trends

There is no adequate water supply to the Jiribam town. The tape water is supplied to the town from Alipur Water supply reservoir which has capacity of 30,000 gallons water. But this scheme falls too short to meet the drinking water need of the town.

Therefore, some new additional water supply schemes are necessary to be taken up to meet

the requirements of the growing population. A separate DPR for Augmentation of Jiribam Water Supply Scheme, at an estimated cost of

Rs.5.76 crore has been approved by the State Level Sanctioning Committee under UIDSSMT and release of central share is expected soon.

4.2.2 Power Status & Trends.

Power Grid Corporation of India has a switch gear system at Kadamtala, Jiribam to feed the

electrict power from Loktak Hydel Project to North Eastern Power grid system at Poilapool in Cachar District of Assam. The electrict power is supplied to Jiribam town by 11kv. Line from Poilapool in Assam. There is adequate and sufficient power supply in the town.

4.2.3 Transportation System Status & Trends

Roads is the major means of movement of the people & goods of Jiribam region. The

inadequacy of transportation & communication facilities poses certain problem for development of the region in various fields.

Jiribam and its region is entirely endowed with linking facilities, the NH-53 passes through

the town thereby providing access to each side from its hearth location (i.e., Imphal & Silchar). The town has a number of subsidiary roads like state highways, district roads & village roads diverging from the town. The state Government is taking effort for the execution & improvement of new roads. Jiribam town is connected by Nh-53 to Imphal & Silchar. J.T. (Manbahadur) Road links Jiribam with Tipaimukh in Churachandpur District. There are other State High Way, ODR & IVR village roads like Kadamtala road, Champanagar road, Aglapur road , Kalinagar road etc

The railhead at Jiribam connect the Manipur with the rest of India via Silchar having a length

of 54 km. The worth mentioning roads within the state through the town which serves for movementr of

traffic are as below: i) Jiribam to Imphal : NH-53 having a total length of 223 km is the main road

connecting rest of the state. ii) Jiribam to Tipaimukh : J.T. Road (Manbahadur Road) connect Jiribam with the

southern part of the state with a total road length of 98 km. iii) Jiribam to Silchar : NH-53( New Cachar Road) having a length of 45 Km. it is the

only road which connect Jiribam with other state of India via Assam state. iv) Jiribam to Silchar Rail Road : This is the only Railhead in Manipur, which connect

Manipur with other part of India by railway, having a length of 54 Km. The average rate of vehicle moving in Jiribam town is maximum in the period between 9.30

to 10.30 AM, as many as about 800 vehicles and become about 500 nos. in between 11.00 to 12.00 Noon. There are a good number of different types of vehicles in Jiribam town where two- wheeler & three wheeler holds a plurality. There are number of Autos, Sumos, Buses serving within Jiribam town and other intra-district and inter- State buses and maxi cab for public movement. Jiribam is the main receiving & distributing center of goods for Jiribam sub-Division.

The majority of the roads are much undulated and needs regular repairs owing to dilapidation

as it effects vehicle movement, which further results into delaying & damage to vehicles and other sorts of road accident.

As per enrolment list the percentage of children in the age 6-10 years for which compulsory education is given is 7.10 percentage of the total population. According to the existing enrolment list the number of pupils in the age group of 11-15 and 16-19 years and is about 23.37 and 8.56 percent respectively. According to the Socio-economic survey conducted by the Jiribam Municipal Council in 2006, there are11 Pre-Primary, 13 Primary, 7 High and 1 Higher Secondary School at Jiribam town. According to the 2001 census the literacy of Jiribam Town is 5,247 (81.84%) persons, out of which 2797(88.9%) are male & 2450 (74.8%) are female and the gender gap appears pretty obvious at 14.1% within the existing Jiribam Town area.

HEALTH FACILITIES

There is only 1 (one) Community Health Centre of the State Govt. with 4 doctors and 10

nurses. There are 3 private clinics in the town which are well equipped. Since the hospital has to impart facilities to a vast rural hinterland, so the hospital is always over crowded. A 50 beded Hospial by the State Government is under construction at Jiribam.

5. URBAN POOR PROFILE

5.1 Slum Profile

Manipur has no slum population according to 2001 Census of India. According to NSSO,

‘undeclared slums’ were defined as if 20 households live in a compact area with a collection of poorly built tenements, mostly of temporary nature, crowded together usually with inadequate sanitary and drinking water facilities in hygienic condition.

5.2 Overview of Urban poor in Jiribam Town

The Urban poor (BPL families) are scattered in the different localities of the town. These are identified by poor housing and infrastructure conditions. The BPL families are having land but could not construct their own houses and so they are living in poor & pathetic housing condition. Many of the families are also not having proper toilet and bathroom. The Urban poor do not have proper access to infrastructure facilities. Some of the Urban poor areas are shown in the following pictures.

As per socio-economic survey conducted by the Jiribam Municipal Council in 2006 of the

whole town, average number of persons per family is 5.16.. Of the occupation found among the Urban poor, 41.46% consist of Primary , 56.09% consist of Secondary and 2.43% consist of Tertiary. Average income is Rs 2794/month and Rs 93/day. As per the record maintained by the Jiribam Municipal Council, there are 597 household below poverty line (BPL+AAY). Hence, the present scheme aims at upliftment of the housing condition of the stated below poverty line. Ward wise breakup of the BPL families is shown below:

5.3 Infrastructure Status of the Slum Areas. 5.3.1 Housing A socio-economic survey was conducted by Jiribam Municipal Council in 2006. In the survey

it reveals that 10.60% are staying in Pucca houses, 18.14% in semi-pucca houses and 71.26 in Kutcha houses.

extremely poor. Many houses still have Thached roof, makechift old CGI sheet roofs & mud walls. Since, Manipur experiences high rainfall almost throughout the years, the houses, especially the thatched ones and makechift old CGI need to be upgraded to make them favourable for human habitation. There are 350 thached houses and 124 nos. of makechift houses which required immediate attention.

There are as many as 706 numbers of houses which need to be constructed new in the Town,

out of which 597 number of houses belong to BPL and AAY families. The condition of some of these houses may be seen from the following pictures.

5.3.2 Water Supply

There are as many as 255 households are still depending on stream/natural water source for their water supply and the existing storage tank for these water points are in dilapidated condition as shown in the pictures below.

Generally the drainage system in the Urban poor areas are neglected. In most areas road side

drains are absent and the storm drains are unhealthy and dangerous for the people dwelling near them as can be seen from these pictures.

5.3.8 Open Spaces Open spaces/parks and playground are required to be developed in the town. Even if they are

available, they are not properly developed. 5.3.9 Community facilities Community centres are not available in some of the localities . Community health centres are

also not available in some of the localities as indicated above.

6.1 Population Projection

Population projection is the basic criteria and is necessary for assessing socio-physical infrastructure requirement of a particular town including the utility and feasibility for housing, transportation facilities, certain institutions and many other infrastructures. There are certain assumptions on which projection of future population is based, like mortality rate, political, economic and social stability, public utilities and services, natural calamity, etc., and is done on Arithmatic Mean method, Changing Increase Rate Method, Geometrical Progression Method and Increamental Increase Method of which Arithmetic Mean Method has been selected for population projection to workout the requirements of Jiribam town as given in the followings:

6.2 Future Demand and Demand Gap

Housing Projection:

The increasing trend in population of town entails the housing shortage to be in a qualitative manner. It is formidable to make a correct appraisal and projection of housing shortage while it is in great demand as it influences many critical detailed factors in the identification of complex affairs. Considering the inadequacy of requirement and also non-availability of required data, a preliminary projection of housing requirement is made on the existing and a foresighted shortage as shown below:

7.0 PROJECT DESCRIPTION

7.1 Component wise requirement

The project proposals have been derived as per the guidelines of IHSDP. All the components considered under this project proposal are eligible under IHSDP. The components considered are as follows:

i) Housing

From the above chapters it may be concluded that there 597 BPL families in the town

and 574 houses which require replacement urgently. Hence, at the first instant, the present project is for the construction 288 units of houses for the Urban poor which require immediate replacement as the scheme focuses on providing quality houses for Urban poor. These 288 beneficiaries will be identified by conducting a bio-metric survey within month of the project approval.

Housing for single family occupancy comprising of two rooms, kitchen and detached toilet

and bathroom is proposed since most of the beneficiaries are also at present living in separate houses/families and they are having their own plot of land for constructing a house. It is thought that the beneficiaries would benefit the most with this kind of design. This unit was design as per the provisions of the Jiribam Municipality Building Byelaws and to resist seismic forces as Manipur lies in the Seismic Zone-V.

ii) Water Supply

Although, the Augmentation of Jiribam Water Supply Scheme has been approved by the State Level Sanctioning Committee (SLSC) under UDISSMT, to meet the immediate requirements, 10(ten) numbers of community ring-wells in each ward of the Municipality has been proposed.

iii) Sanitation No separate community toilet is proposed since, individual toilet units have been proposed for

each housing units.

iv) Storm Water Drain Although, there is lack of pucca drains in the town, there is a systematic and adequate net

work of natural dranage system in the town. However, the Jiribam Municipal Council has proposed to submit a separate DPR for storm water drainage under the UIDSSMT very shortly.

v) Roads / Pathway

A separate proposal for all types of town roads/ pathways is being submitted by the State Government under UIDSSMT, which would also covered the roads and pathways of the settlements of urban poor (BPL families). Hence, no proposal is made in the present DPR.

vi) Street Lighting 233 nos. of Street lights (Fluorescent Lamp) are proposed to be provided along a total length

of 2.4 Km on approach roads in the town on the existing poles. vii) Solid Waste Management

A separate project of Sanitary Landfill Project at Patchou has been sanctioned by the GOI

under Ten Percent Year-marked Fund for the North East in 2006, which is under work-in-progress. Hence, no proposal is made in the present DPR.

viii) Community Facility

Since, there is insufficient community facilities like community center in the town a

community shed has been proposed at a central location of the town. ix) Private Land Acquisition. Land acquisition of private land is not expected to be required since the identified

beneficiaries are having their own land for construction of their own houses and the infrastructure facilities are proposed on localities where land is already available.

The actual component wise physical requirement of Jiribam town is given in the table below. The actual component wise financial requirement is also given in the table below.

The detail requirement, actual position, estimate and requirement of fund for all the

components are covered as below. 7.2 Land Tenure All the identified beneficiaries have their own land.

7.3 Details of Identified beneficiaries A Bio-metric survey would be conducted for the identified beneficiaries in one month time by

the Jiribam Municipal Council to finalised the list of 288 beneficiary families proposed in the present DPR.

7.4 Adoption of Schedule of Rates Manipur State PWD Schedule of Rates 2006, which is the latest SOR, is adopted for the

purpose of cost calculation.

7.5 Proposed Density The density in the proposed/identified localities is expected to remain same 2,267 person per

sq km as present since, the project is to be implemented in-situ.

7.6 Conformity with Town’s Master Plan The proposal is conforming to Jiribam Town Master Plan

7.7 Requirements of Approvals

The proposal is made in consultation with the appropriate authorities as well as the concerned Jiribam Municipal Council.
