    If 2014 was a year of back-to-basics, then with a steadily improving economy and a stable organizationits time to look forward to new challenges and opportunities created by the BoCCs strategic policyinitiatives.

    We begin 2015 already moving forward. To do so, we need to make adjustments in the Office of theCounty Manager and also to the organization of departments under each Assistant County Manager.Specifically, the organizational changes will create more productive communication and collaborativework efforts; buoy the strategic initiatives; and prepare Lee County for emerging trends and issues. Thisnew organizational structure will mirror and help guide your initiatives.

    You will recall that on Oct. 29 the BoCC in an all-day work session identified managing growth as apriority with the specific initiatives of economic development, redevelopment, transportation,tourism/sports, Conservation 2020, water quality, funding sources (impact fees; roads and transit) andmid-year funding requests. Then at its regularly scheduled meeting of Dec. 2, the BoCC codified theseinitiatives with a 5-0 vote.

    These initiatives will drive the business plan that the Office of County Manager and department directorswill create this year, allowing you and all of us to maintain the expected service levels while also movingto the next level.

    Im looking forward to starting work on the BoCC initiatives, and heres how well get there. Assignmentsto the three existing Assistant County Managers and one additional Assistant County Manager are asfollows:

    Assistant County Manager / Chief Financial Of fi cer (CFO) Pete Winton. Budget, RiskManagement, Finance, CIP/Major Maintenance, Accounting, Asset Management, RevenueForecasting, Economic Forecasting, and County Lands.o The areas under Pete will underpin the continuation budget and the upcoming business plan.

    This office will be a key player in developing and monitoring continuation service levels and

    an Asset Protection Business Plan. Other economic, budget and revenue forecasting as wellas fiscal planning components will buttress Board strategic initiatives.

    Assistant County Manager Doug Meurer. Community Development, Public Utilities (SolidWaste, Utilities), Transportation, and Fleet Services.o Combining the planning resources of Community Development and the Department of

    Transportation will provide transportation-based planning elements; and, these infrastructuregroupings support the planning of development and management of growth. This groupingalso brings together several departments responsible for regulatory review of newdevelopment submittals and comprehensive planning.

    You are all well aware of the untimely passing of Veteran Services Director John Ebling. Ive asked RichBeck, our current Facilities Director and a U.S. Navy Veteran who is active in the Veteran community ofLee County, to assume the role of Veteran Services Director.

    Human Resources will continue to have the leadership and guidance of Stephanie Figueroa, who willcontinue serving as Interim HR Director.

    The fiscal impact of the adjustments described here is $0 because the departmental organizationalchanges create savings.
