1.1 Introduction
The city of Delhi has expanded significantly in the recent past to a city of 19 million persons
as per provisional totals published by Census of India in 2011. Over time, mobility patterns in
Delhi have undergone a paradigm shift with the expansion of urban areas and introduction
of new modes of public transport such as MRT and BRT. However, benefits of these systems
to rural areas as well as unauthorized, resettlement and JJ colonies have been limited.
A new para transit service called the “Gramin Sewa Scheme” have been initiated wherein
high capacity three-wheelers with seating capacity of six passengers excluding driver and/or
one helper have been given permits to ply in these areas. It is a point to point service
providing sustainable, efficient, effective and environment friendly transit service that serves
the needs of a locality by connecting local destinations and providing better access to
popular destinations such as transport nodes, commercial centres etc.
Transport Department, Government of NCT of Delhi has awarded the study on “Designing
Routes under Gramin Sewa Scheme” to Delhi Integrated Multimodal Transit System (DIMTS)
Ltd. to review the existing passenger demand and connectivity options available, and based
on the findings, propose certain routes on which Gramin Sewa may be plied. It would be a
shuttle service that would connect these areas with major nodes in the city.
1.2 Salient Features of Gramin Sewa Scheme (as spelt out by Transport Department)
1. The scheme is open only for New motor vehicles, such as high capacity three wheelers
and similar other vehicles with seating capacity of 6 (six) passengers excluding the driver
and having company fitted body duly approved by ARAI or any other agency as approved
by the Govt. of India for this purpose. These vehicles will be given permits to ply in rural
areas, unauthorized resettlement colonies and J.J. Clusters of Delhi.
2. The vehicle shall ply on clean fuel (i.e. CNG, O.E.) complying with Bharat Stage-III Norms,
fitted with Global Positioning System (GPS) and connect to the Control Room of the
Transport Department as may be decided by the Government.. These vehicles shall be
registered under separate series i.e. DL 2W and will be called as ‘Gramin Sewa’ and shall
be granted contract carriage permit as per provisions of MV Act and rules made
thereunder.
3. The vehicles will operate as ordinary transport vehicle on Contract Carriage Permits
(without fare meter).
4. The colour of the vehicle registered under Gramin Sewa scheme shall be white and it
should have two horizontal strips in the middle of the vehicle of 75 mm each, one in light
blue colour and another in green colour with inscription of ‘Gramin Sewa’ in between
the horizontal stripes.

5. The vehicle will be eligible for registration as Transport Vehicle and grant of Contract
Carriage Permits, subject to fitness, payment of prescribed fees and taxes etc.
6. The vehicles registered as ‘Gramin Sewa’ will be allowed to ply only in rural areas,
unauthorized resettlement colonies and J.J. Clusters upto the Inner Ring Road and will
not in any case cross the boundary of the Ring Road.
7. The vehicles should have First-aid Box & Fire extinguisher.
8. The name, address and telephone number of permit holder shall be painted on the rear
exterior body of the vehicle.
9. The Helpline Number of the Transport Department shall also be displayed on both inside
and outside of the vehicle.
All vehicles shall be required to obtain certificate of fitness under Section 56 of the MV Act
and conform to the prevailing tail pipe Mass Emission Standards and safety norms and
mandatory compliance thereafter.
1.2.1 Delineation of Areas of Operation
The NCT of Delhi has been divided into 13 districts by Transport Department. The Gramin
Sewa scheme is applicable in all, except New Delhi and Central districts. The Inner Ring road
is used as a cordon line and Gramin Sewa would not be permitted to operate in areas that lie
within this screen-line.

1.3 Submission till date
A Draft Report has been submitted on 27.04.2011 titled “Design of Routes under Gramin
Sewa Scheme- Draft Report”.
Suggestions of further routes had been received which have been reviewed on the basis of
the public transport model in Cube Voyager software and incorporated in this report as far
as possible.

2.1 Background
A comprehensive database has been prepared by DIMTS from field studies and secondary
sources pertaining to existing city transport network, travel demand and related socio-
economic data.
Passenger Origin – Destination cum Opinion surveys were carried out among bus and metro
passengers wherein modes used in all legs of the journey were documented.
An online commuter opinion survey was also conducted wherein trip characteristics of the
citizens of Delhi have been documented.
2.2 Data Collection Stage
The following information have been compiled and studied for areas in which the Gramin
Sewa scheme is applicable:
a) Resident population,
b) Employment opportunities,
c) Details of road network,
d) List of city bus services available,
e) Accessibility to metro,
f) Para transit options available, etc.
Thus, data from secondary sources as well as extensive field surveys have been used in the
determination of routes for Gramin Sewa services.
2.2.1 Municipal Wards
There are 272 municipal wards (as on August 2010) under the jurisdiction of MCD, out of
which Gramin Sewa Scheme is applicable in 224 wards. The populations of each of these
wards have been documented from Census of India 2001, which is the latest published data.
The population projections for Delhi made by Census of India have been referred to in
conjunction with the report on Transport Demand Forecast Study done for NCT of Delhi, by
RITES dated April 2010. The same decadal growth rates have been used to forecast the
population of the individual wards for 2011 and 2021.
The population of wards under Gramin Sewa scheme constitutes about 80% of the total
population of Delhi. Maximum population is seen in Deoli Village, Sangam Vihar and
Dakshinpuri extension while Aya Nagar and Laxmi Nagar have the lowest resident
population.
The total population of wards as per Census 2001 and projected for 2011 and 2021 under
the purview of MCD where said scheme is applicable has been presented in Table 2-1.

2.2.2 Transport Infrastructure Assessment
The transport infrastructure of a locality was studied in detail where in the major stage
carriage routes passing through each locality and popular modes of para transit have been
documented. Some areas have been found to have limited access to public transport and
rely heavily on para transit modes and personal modes. The tendency of opportunity cost
based charging by cycle rickshaw operators has been noted.
The road network and development pattern of newly developed areas and villages on the
outskirts of the city have also been surveyed. The road network suitable for operation of
Gramin Sewa services has been identified.
2.2.3 Access to Metro Network
Metro stations act as major attraction points. The road network leading to metro stations
from nearby rural, unauthorized colonies and JJ clusters have been studied. The metro
stations falling in the areas where Gramin Sewa Scheme is applicable is listed below in Table
2-2.

2.2.4 Passenger Origin Destination cum Opinion Survey for Metro Passengers
Passenger Origin Destination cum Opinion Surveys was carried out to document the profile of
metro users such as age, occupation, preferences, etc. The initial origin, boarding and
alighting stations and final destination of passengers, along with travel characteristics such as
distance covered, mode used, time taken, purpose and frequency of trip were also

documented. The ticketing system used by a person has been covered to establish the
comparative popularity of smart cards and tokens.
These surveys have been conducted for one day at all individual metro stations. Surveys have
been done on an unbiased random sample basis, so that all types of metro users can be
represented.
Inputs from this survey were used to appreciate the user profile and their preferences and
also for delineation of the catchment area of metro stations.
2.2.5 Passenger Origin Destination cum Opinion Survey for Bus Passengers
The Passenger Origin Destination cum Opinion survey was conducted on an unbiased random
stratified sample basis on most of the operational routes by trained enumerators. The
selection of routes have been done carefully so that the data captured is representative of the
travel pattern of the city.
Details have been collected pertaining to the origin, destination of passengers, modes used,
trip details such as trip frequency and purpose. The dispersal and access modes of users are
studied in order to understand the relationship of the bus system with other modes,
percentage of change over between routes, routes performing as substitutes between
particular sections.
About 10% of passengers on a particular trip have been covered.
2.2.6 Online Commuter Opinion Survey
An online survey was designed and uploaded in the website of DIMTS. The link was also
available on the websites of Transport Department, Govt of NCT of Delhi and UTTIPEC (DDA).
An advertisement was published in all leading English and Hindi newspapers inviting public
opinion, feedback and suggestions.
The questionnaire had been designed in a lucid and interactive manner. Moreover, a filled up
format was uploaded as a sample.
Travel characteristics of the citizens of Delhi have been captured in detail. Also commuter
feedback has been compiled.
2.3 Provisional Routes proposed by Transport Department
66 routes had been designed by Transport Department and 5060 permits have been issued
on a provisional basis. These routes have been placed in Annexure 2.1. Feedback from
operators, passengers and other stakeholders has been received pertaining to these. These
have been studied in detail.

2.4 Stakeholder Consultation
A meeting was held with officials of Transport Department and DIMTS on 15th April, 2011 to
discuss the scheme in detail.
Several suggestions in the form of modifications to the temporarily allotted routes and new
routes have been suggested by different stakeholders. Some operators have met DIMTS
officials in person to discuss their suggestions and requests.
Each request has been examined minutely, checked for feasibility and have been
incorporated in the recommendations.
2.5 Data Analysis
The data from different field surveys and secondary information were collated together. The
travel demand matrix, computed from analysis of the survey data, was fed into the CUBE
VOYAGER software and the same have been analysed. The potential areas where there is
requirement of connectivity through Gramin Sewa have been identified in light of the
outputs from the model as explained below.
The existing city bus routes have been superimposed on the road network of Delhi and the
areas that require connectivity and mobility options have been selected.
2.6 Identification of Potential Routes
The objective of Gramin Sewa is to meet the needs of individual localities, improve general
circulation within a fixed influence zone and access to higher-capacity transit systems or
attraction centers.
Potential routes were generated for all origin and destinations based on shortest paths in
terms of distance. The demand data on travel pattern of public transport system and para
transit modes was compiled from household survey data and origin/destination surveys
conducted on various operational bus routes, as well as metro stations across the city. The
information on city transport network were collected from past studies and used after
updation.
The route generation process included assignment of the existing trip matrix to the existing
route network and calculation of shortest paths for public transport users, ensuring a
specified minimum number of passengers per road link. The network represented the
demand for para transit, public transport and two wheelers. In the route generation process
a large number of lines were generated between each pair of existing and potential origin
and destination zones in the study area subject to certain restrictions. Routes generated in
earlier stages were aggregated to merge subset routes. Some of the smaller routes were
grouped to form single viable route system. The aggregated route system was utilized for
further analysis.

The routes have been checked for public transport connectivity. Those on which satisfactory
connectivity has not been found but have desirable demand levels, have been selected and
examined as a Gramin Sewa route.
Further, suggestions received from all stakeholders have been considered and a set of routes
have been compiled in the following section in Annexure 2.2.

3.1 Background
The outputs of the CUBE VOYAGER software have been compiled and compared with the
inputs received from different stakeholders. The suggestions have been examined in detail
in terms of road network availability and estimated demand levels. Also, availability of bus
routes on the links have been checked, so that there is no overprovision or competition
between the modes. The final set of proposed routes have been designed based on all inputs
and satisfies most of the routes requested and suggested by various stakeholders.

3.1.3 Estimation of Ridership and Fleet
The frequency of operation has been designed based on demand levels that have been
estimated for each of these routes. Routes with high demand have been proposed to be
operated with a frequency of 1.5 minutes, while a headway of 2 minutes and 4 minutes have
been proposed for routes with moderate and fair levels of demand. The fleet sizes that are
required for each route have been presented in

As per letter placed at Annexure 3.1, the total number of vehicles registered under the
Gramin Sewa scheme as on 16th May, 2011 is 6,153. Since the total fleet requirement has
been estimated marginally higher than the registered vehicles, a total of 14 permits may be
kept on hold temporarily on routes which have high assignment.
3.1.4 Route Operation Strategy
Following suggestions shall be considered while operating proposed routes
1. The origin and destination of a route should be displayed on a vehicle to avoid
deviations in operation.
2. All the routes identified in study shall be tested on the ground initially and necessary
modification can be made based on actual ridership data received during trial period
of few months in ramp up phase.
3. There should be proper marketing and awareness campaign launched while
implementing proposed routes. This will help in building of ridership.
4. Strong enforcement of rules is necessary pertaining to
a. Avoid overcrowding of a vehicle at any time of the day.
b. Adherence to design frequency.
c. Prescribed fare structure
5. On proposed feeder routes, 4 Gramin Sewa vehicles may be replaced by 1 RTV (18
seater + 6 standing) to provide same capacity.
