• SARC meetings are held the 2nd Thursday of each month. (Meetings falling on Legal holidays will be rescheduled – contact SARC for revised date)

• Submission dead line is the 4th Thursday of each preceding month. To avoid unnecessary delays, please ensure that your submission includes all required information. Incomplete submissions will be omitted from the SARC agenda until all items are received.

SARC FEES:

• New Construction: $1,500 (New Structure or addition of 50% or more of existing structure)

• Renovation or Addition: $750 (Renovation of existing structure or addition of 49% or less)

• Minor Change: $250 (Color Change, Wind Storm Protection, Landscaping, Product/Material approval)

SEASIDE TOWN COUNCIL FEES:

• Impact Fee – Major $1,500 • Impact Fee – Minor $ 500 • Contractor Deposit - Major $2,500 • Contractor Deposit – Minor $1,000

MISSION STATEMENT: SARC has an important function and responsibility to the entire Seaside community, to evaluate how each project addresses the street or square, defines it, improves it, without taking up more than its fair share of space, light, or air. The decisions of the committee are intended to preserve the importance of the public realm as a whole. It is this careful consideration that has made Seaside the world-renowned community that it is. Submissions to Seaside Architectural Review Committee are reviewed and approved based on this booklet, The Urban Code, architectural merit, and other relevant factors. SARC also reviews qualifications and experience of building professionals (Architects, Designers, Contractors and Tradesmen) to ensure a high standard of design is achieved and executed with commensurate high quality craftsmanship. Florida Statutes require most construction professionals be licensed. The SARC commitment to each homeowner is to; encourage creativity within the code, expedite the submittal process without sacrifice of quality, and offer architectural support in achieving homeowner goals.

DESIGN APPROVAL PROCESS

Seaside Community Development Corporation (S.C.D.C.) reserves the right to approve additions or deletions to this document.

NEW CONSTRUCTION:

Note: “New Construction” is defined as any new free standing structure; or room addition(s) which add 50% or more to an existing structure.

Steps that need to be followed for new construction: STEP 1: REVIEW RELEVANT DOCUMENTS

STEP 2: OBTAIN A SURVEY

Employ a surveyor to obtain survey as required for sketch review. This is necessary in the process of site planning your home site. Survey must provide the following information in 1” = 20’: a. All existing roads, utilities and other improvements b. Property lines with dimensions and bearings c. Elevations at center of lot and property corners d. Centerline elevation of enfronting street (at the center of the lot). e. Locations of all existing trees over 6” in caliper

STEP 3: CHOOSE A DESIGNER

Seaside Architectural Review Committee (SARC) keeps a portfolio of designers and architects whose work is sympathetic with the overall design philosophy of Seaside and is available for your review. You may also wish to review photos and drawings showing different house types, fence details, etc. which may provide ideas for your own building project. Please note: certain Seaside lots dictate the design be prepared by an Architect approved for that location. Please contact SARC to determine if there is a specific list of Architects for your lot. If you wish to use an architect or designer who is not listed, SARC must first approve your selection. Florida’s hurricane resistant building code requires all plans be signed and sealed by an architect or engineer registered in the State of Florida. SARC can provide a list of registered architects and engineers who will work with your designer.

STEP 4: PRE-DESIGN MEETING (Optional): Property owner(s) and Designer are encouraged to schedule a meeting with

SARC &/or Town Architect to ensure clear understanding of the Urban Code and other relevant design and construction requirements. This step is useful to save time and expense.

Visit the home site with your designer and review documents mentioned in steps 1 and 2 with him or her. Discuss your requirements and have your designer produce sketches illustrating design concept and showing how the house will be situated on the site. These drawings will be required at Sketch Review. Note: If you wish to qualify your house for a rental program, please consult with your proposed rental management company about additional requirements that may affect your design.

SARC meets each month on the second Thursday of the month. Plans for each review must be received no later than the 4th Thursday of the preceding month. Review Fee for New Construction is $1,500, SARC review will apply to each new project submitted for review.

STEP 6: SKETCH REVIEW (Optional) Submit by mailing material below to SARC,

P.O. Box 4730, Seaside, FL 32459. This step is to determine if design concept is in accord with the Seaside Urban Code. Plans for sketch review must be received no later than the 4th Thursday of the preceding month. The following is required at Sketch Review: (provide three copies each of the following) a. Form A – Sketch Review Application b. Survey (see step 2 for required information) c. Conceptual Sketches

- sketched plans & elevations - perspective sketches are optional but strongly recommended

d. Site Plan – showing structures, driveways and other proposed alterations to site.

e. Neighborhood Impact Analysis - Site Plan showing proposed structure(s) and all existing &/or approved

buildings within 300 feet. - Architect’s analysis of impact on neighboring properties for sightlines,

view, air, & light. At this point recommendations may be made by SARC to be developed for preliminary approval.

STEP 7: PRELIMINARY REVIEW

Plans for preliminary review must be received no later than the 4th Thursday of the preceding month. This step in the review allows timely incorporation of SARC recommendations, avoiding revisions to final construction documents. . These plans will reflect “schematic” stage of development in an architect’s design process. Design must be presented with the following documents: (provide three copies of each of the following) a. Form B – Preliminary Review Application b. Form C – Architectural Questionnaire. This form answers some basic

questions for SARC and assures the designer’s familiarity with the site. c. Survey – (See step 2 for required information) d. Preliminary Drainage Plan. All storm water must be contained and managed

on site. e. Site Plan – at 1” = 20’ showing:

- roof plan of house with overhang indicated with a dashed line - all setbacks - relationship to all adjacent houses

- picket fence - garbage enclosure - driveway - HVAC location - Electrical service and plumbing entry locations - Any other data relative to placement of house - Location of all trees over 6” in caliper, including those to be removed

f. Floor plans at ¼” = 1’, including dimensions g. Elevations at ¼” = 1’, one for each exposure showing:

- outline of structure - openings, doors & windows - relation to grade level - overall height from enfronting street grade to ridge of roof as it relates to

the N.G.V.D. (National Geodetic Vertical Datum) - roof pitch

h. Neighborhood Impact Analysis (if not submitted with “Sketch Review”) - Site Plan showing proposed structure(s) and all existing &/or approved

buildings within 300 feet. - Architect’s analysis of impact on neighboring properties for sightlines,

view, air, & light. At this point recommendations may be made by SARC to be developed for final approval. STEP 8: FINAL REVIEW

This review is for the purpose of checking construction documents for Seaside requirements and verifying recommendations made at the Preliminary Review have been incorporated. Conformance to all applicable codes is responsibility of owner. Plans for Final review must be received no later than the 4th Thursday of the preceding month. The following documents must be presented: (provide three copies each of the following) a. Form D – Final Review Application b. Form E – Construction Specifications Form completed by Designer c. Site Plan showing:

- water and sewer service - location, dimension and material for walks and drives - limits of construction activity - roof plan with overhangs indicated by dashed line - exterior light location and type - picket fence with garbage enclosure fully dimensioned - HVAC fully dimensioned including enclosure - power meter locations

d. Final Drainage Plan. Professionally engineered plan to ensure that all storm water is contained and managed on site. Exfilteration systems will be considered when designed by Florida licensed engineer.

e. Floor Plans at ¼” = 1’ fully dimensioned - window and door openings - interior walls - room use labeled - roof overhangs as dashed line - all fixtures, cabinets and appliances

f. - exterior elevations at ¼” = 1’ showing:

- materials rendered - dimensioned corner, door & window trim - picket fence elevation

g. Interior elevations at ¼” = 1’ showing: - wall finishes - moldings & trim - fixtures - cabinets

h. Structural Plans at ¼” = 1’ including: - foundation plan dimensioned - floor framing plans - roof framing plans

i. Sections - all major sections at ¼” = 1’ - typical wall section at ¾” = 1’ - details at 3” = 1’ - typical picket fence, railing and deck detail - specific details of all trim elements

j. Schedules for doors, windows, light fixtures & hardware. Cut sheets must be included for all exterior fixtures, hardware, special doors or windows not specified in the Regulations.

k. Color Selections – samples must be provided before painting begins. A section of house at least 3-ft. square must be painted for final approval.

l. Landscape plan showing existing vegetation, and replacement planting calling out size and species of plant. Landscape drawings submitted to the S.A.R.C. must include on the drawing signed certification that no invasive plant material has been used in the plan as noted by the Florida Exotic Pest Plant council.

m. Details and plans for onsite storm water collection system.

STEP 9: SELECTION OF GENERAL CONTRACTOR Contractor may be selected from list of approved general contractors available from SARC or you may request a builder be reviewed for approval by SARC. Be sure your contractor meets all license and insurance requirements outlined in Construction Regulations, page 13.

STEP 10: PRE-CONSTRUCTION MEETING

General Contractor will schedule joint meeting with SARC Representative and Seaside Town Manager to review job site rules, construction schedule and site specific conditions and requirements.

STEP 11: BUILDING PERMITS

Form F – Your contractor must submit The Construction Application to SARC. House must be staked on lot by a licensed surveyor prior to approval of this application. After obtaining an approved Construction Application, your contractor must also obtain a Building Permit from Walton County Building Department.

STEP 12: SITE PREPARATION AND APPROVAL: a. Provide SARC and Seaside Town Council - a copy of the building permit

and any DEP or other required permits. b. Pay Seaside Town Council Fees. c. Accurately establish the boundaries of the lot and the construction by survey. d. Provide approved construction fence to protect boarding properties. e. Clear lot only as is necessary to construct the approved project. Care must be

taken to protect any mature plant material and trees during construction. f. Professional surveyor must accurately stake and establish the structure

boundaries (with no deviation from approved site plan). g. Upon completion of footers &/or pilings and prior to commencement of floor

framing, provide SARC a copy of updated survey which verifies compliance with The Urban Code required set backs and approved site plan

STEP 13: CONSTRUCTION INSPECTIONS

To assure your house is being constructed in accordance with plans and specifications as approved by SARC, the house is inspected several times during construction. These inspections are not intended to inspect structural integrity of the house or compliance with state and country codes. Walton County conducts its own, separate building inspections. However, Walton County and SARC cooperate in scheduling of inspections for greatest efficiency. Generally, county inspection is performed after SARC approval of each stage of construction. It is solely the responsibly of the contractor to notify SARC when the inspection will take place. SARC construction inspections are done at the following intervals: a. Temporary Power b. Foundation/Floor Framing c. Framing – upon completion of dry-in d. Exterior Trim Complete e. Final for Power f. Final Building – upon completion of major structures. This allows your

contractor to apply for a Certificate of Occupancy from Walton County. g. Final Site Complete – when all areas of concern to SARC are completed

including picket fence, driveway, landscaping, etc. An as-built survey at 1’ = 20’ by a licensed surveyor will be required prior to this inspection. Final inspection will release the repurchase option as described in your sales agreement.

ADDITION OR RENOVATION TO EXISTING HOUSE

Note: “Addition or renovation to Existing House” is defined as any major renovation to an existing structure and room addition(s) which add 49% or less to an existing structure.

Form C – Architectural Questionnaire. This form answers basic questions

for the Committee and assures designer’s familiarity with the site. c. Survey – (See step 2 for required information) d. Site Plan – at 1” = 20’ showing:

MINOR CHANGES: Note: “Minor Change” is defined as a modification to the exterior of an existing house for: Color Change, Wind Storm Protection, Landscaping, or Product/Material approval. “Minor Change” also will include design changes or modifications to “Fully Approved” projects after construction has started. It is anticipated homeowners may wish to make improvements or modifications to their home or property during initial construction or at a future date. All changes to approved plans and specifications during construction require prior review and written approval of SARC. SARC Review fee for a “minor change” is $250.00. Submissions should be received no later than the fourth Thursday of preceding month. Request for review of proposed modifications by SARC must include:

a. Form G – Minor Change Application b. Site plan of proposed location of improvements to scale 1” = 20’ c. Letter of intent with description and purpose of improvements d. Drawings by designer at a scale of 1/4 = 1’ as necessary to describe improvements

including but not limited to: dimensions, materials, site location, etc. e. Materials and color sample to match existing if applicable

CONSTRUCTION REGULATIONS GENERAL PROVISIONS 1. Plans for all buildings, alterations and additions shall be submitted to SARC for approval.

Variances shall be based on architectural merit and not on hardship. 2. In addition to the Seaside Urban Code and Regulations, all construction is subject to

Provisions of the Southern Standard Building Code and CABO One & Two Family Dwelling Code and any state or county building codes. All review and inspection procedures described in these regulations and Design Approval Process information are intended to assure compliance only with the Seaside Urban Code and aesthetic considerations. Seaside Community Development Corporation, its affiliates and SARC are not responsible for design or construction defects or failure of building to meet appropriate building codes.

3. All contractors shall be approved by the Seaside Administration. All contractors shall carry

minimum insurance coverage as follows:

a. Worker’s Compensation as required by law b. General Liability: $1,000,000 each occurrence, $1,000,000 personal Injury, $2,000,000

General Aggregate. General contractor shall furnish to owner evidence of above coverage and shall secure it from all subcontractors. General contractor and all subcontractors shall be licensed as required by Walton County Building Department. General contractor shall warrant all materials and workmanship to be good quality and remain so for a period of one year.

4. Construction shall be generally of wood and other historically traditional materials. All wood

exposed to weather shall be KDAT, pressure treated or of a species generally considered decay resistant. Seaside design and construction standards preclude the use of synthetic materials and products.

5. Existing vegetation shall remain undisturbed during construction, except for an area 4 feet

beyond the perimeter of building. Existing foliage shall be protected by roping off from construction activities. It shall be protected from paint overspray and from trash. Sod is not permitted. New planting materials shall be indigenous species or from approved plant materials list. Two trees of a designated species and caliper shall be planted in front of each cottage. See landscaping requirements for additional requirements.

6. Garages, where permitted, shall have a concrete floor with natural or painted CMU walls to

level of base trim on associated house with a wood structure above which shall be detailed in a manner similar to house.

7. White painted wood picket fences are required at street front and path front property lines

except at lot Types I, II, and III. Type VII lots require picket fences at front building setback line and at all other street front or path front lines. Individual fence patterns shall not replicate another on the same street. A gateway and entrance from all streets and footpaths shall be provided. Openings for paths or walkways shall not exceed 4’; openings for

driveways shall not exceed 10’. White paint shall be selected from one of the following manufacturer’s stock numbers:

8. Air-Conditioning Compressors must be located at least 4 feet from property lines and

The General Contractor is responsible for oversight to insure that rules are adhered to.

Seaside Security is the primary compliance officer.

1. Fees IF either a dumpster or port‐o‐let is utilized: (*Impact fee is non‐refundable – construction fee is refunded upon completion of project)

GENERAL CONSTRUCTION REQUIREMENTS 1. Footings:

Foundations are typically 8 x 8 or round tip pressure treated or penta-treated wood piles, elevating finish floor to an elevation 2’ minimum above the existing grade. Crawl space beneath floor joists should be a minimum of 1’6”. Restrictive heights shall be measured from center line of enfronting road. North and South of C30-A pilings and structure to be certified by structural engineer or architect registered in the State of Florida.

2. Roof Structure:

a. roof pitch above the main body shall be 8 in 12 pitch of hip roofs above wrap around porches and ancillary structures shall be 3 in 12

b. monopitches shall not be permitted unless abutting vertical walls c. roofs shall be symmetrical about their peaks d. flat roofs shall be permitted only when accessible from an adjacent enclosed space

except towers, attic space, or loft space at third level and above (Type III not included).

e. rafters: 2 x 6 minimum – 1’ – 6” min. overhang – no soffits – fascias, if any, shall not completely cover rafter tails.

f. purlins: 2 x 2 or 2 x 4 g. gutters: Metal, half round; downspouts: round

3. Exterior Woodwork:

a. Material: all wood exposed to weather shall be of Cedar, Redwood, Cypress or pressure treated Pine.

b. Siding Pattern: (may be rough or smooth) 105 drop siding, 6” wood lap siding, wood shingle, vertical board and batten

c. Trim Pattern: (smooth planed) 2 x 4 or 2 x 6 at corners and openings. Note: Caulk butt joints.

d. Lattice Skirting: Lattice strips to have no larger than 1½” spacing. e. Pine: to be used only when properly finished to prevent moisture from rotting the

wood. 4. Exterior Doors:

a. Wood: recessed ladder-back, recessed two or four panel, French door (true divided lites), glass (store door)

b. Metal: glass (store door) (ANY OTHER DOORS NEED SPECIFIC APPROVAL BY SARC)

c. Hardware: Schlage Plymouth, Baldwin 5030, Kwikset Standard, US Lock Plymouth, or similar: no key in knobs allowed. Bright brass (lacquered finish not recommended), brushed chrome, brushed aluminum, or oiled bronze finish.

d. Garage doors: wood sectional, panel-type, overhead by Crawford, Overhead, or equal. Eight foot maximum width.

e. Sliding glass doors shall be permitted only for access to baths and shall be located behind privacy screens, and shall be coated with white E.S.P. paint.

b. Provide complete hurricane tie-down system consisting of anchor bolts, strapping and clips as required for particular connections within the structure.

8. Roof Cladding

horizontal seams shall be aligned. 9. Exterior Finishes:

a. All exterior colors shall be approved by SARC. A section of house at least 3’ square must be painted with body color and any accent color to be used painted adjacent to body color for final approval.

b. Paint system used must be minimum: 1 coat oil based primer and 1 coat acrylic latex paint

c. Must contain mildew additive d. Trim around openings shall be of a contrasting color in high gloss e. Caulking shall be required around all exterior openings and at other necessary places

where wood is joined and shall be 100% acrylic or paintable silicon. f. When repainting is necessary, original color scheme shall be repeated or a new color

scheme shall be submitted for approval. g. No spray painting on exterior of structures.

10. Electrical, Telephone & Television Service Drops: All service drops shall be underground. Where transformers occur behind picket fence, a gate or removable section in fence will be required for accessibility.

11. Exterior Lights:

Exterior lights shall use light bulbs of 40 watts or less. Lights shall be placed so they do not shine directly at neighbors.

a. All exterior light fixtures shall be approved by Seaside prior to installation b. All entries from streets or footpaths shall have at least one Progress P5204-38

“mushroom light” placed at intersection of path to street or footpath and entry. Light shall be controlled by photocell.

c. Properties near the beach must comply with applicable regulations for “Turtle Lighting” as required by Florida Department of Environmental Protection.

12. Air Conditioning Compressors

Air-conditioning compressors shall be screened so not visible from adjacent property and so sound transmission to neighboring properties is minimized. Screening may be achieved with wood fencing or lattice or thick planting material. If wood screening is used, removable panels for service accessibility must be installed. Units must be located a minimum of 4 feet from property lines.

13. Driveway Surfacing

Driveway surfaces shall be one of following: Gray brick pavers Crushed oyster shells 4” thick compacted White clay over dolomite base Other (to be approved by SARC)

14. Construction Debris

a. Contractor shall furnish trash containers and, at all times, shall keep premises free from accumulation of waste materials or rubbish caused by his operations.

b. Trash shall not be allowed outside designated trash & scrap area and any that does intrude beyond shall be cleaned up immediately.

c. At completion of the work, all remaining waste materials and rubbish shall be disposed of legally, and tools, construction equipment, machinery and surplus materials shall be removed from site.

d. Seaside Town Council shall fine and charge contractor for any clean up of contractor’s building area.

15. Construction Noise, Children, Pets

a. Construction activities shall take place only during times specified by Seaside Job site Rules.

b. Radios are not allowed on construction jobs. c. Children are not allowed on job site. d. Pets are not allowed on job site.

1. Two (2) trees shall be planted within 6 feet of street property line. Trees shall be selected

from Seaside approved plant list and be a minimum of 10 feet high from ground, balled in burlap or equal container.

Exceptions: a. On Ruskin Place lots, one (1) tree shall be required in front of each residence b. Type VII lots on that part of Forest Street with divided roadway shall have two (2) trees

within 6 feet of picket fence line. Credit will be given for existing trees over 10 feet high.

2. At least 50% of lot not covered by house or driveway shall be planted with trees, shrubs, or
