Dorchester County has a total area of 573.23 square miles. While the weather in the Dorchester County Region is usually mild, we do experience extreme conditions on both ends of the spectrum, including summer temperatures of over 100 degrees. The weather can change rapidly and we experience more than average rainfall. Bidders should take into consideration those extremes and bid for a vehicle that will accommodate the weather changes. Terrain in Dorchester County is flat. Most of the roads and streets that this mobile library will travel are paved. The average distance this vehicle will travel round trip, per day, will be approximately 30 miles. This bookmobile will operate 3 days per week with an occasional evening/night special school reading or career program stop. Invitation to Bid # 2014-1 Introduction The Dorchester County Library is seeking bids from qualified companies to construct a 2015 Mobile Library (Bookmobile) to be used for library purposes. Bids due on April 18, 2014 (After close date, bids will be reviewed and bid awarded by Dorchester County Library Board) Bid awarded (vendor notified) within 90 days of Bid Opening Pre-construction meeting with selected vendor– Within 45 days of Award Contract Terms PAYMENT TERMS Purchase Order will serve as contract to pay. An in-house final inspection with Library representatives must be scheduled after all work Is complete, all surfaces are cleaned, and indicate that the bookmobile is ready for delivery. Payment will be made within 30 days after delivery and acceptance. PRE-CONSTRUCTION MEETING Vendor will meet with representatives of Dorchester County Library within 45 calendar days of bid award to discuss technical specifications, exterior and interior dimensions and location of equipment before construction begins and before the chassis is ordered. The meeting shall be held at the Jennie Johnston McMahan Headquarters Library. DELIVERY/TRAINING Completed unit shall be delivered to the Dorchester County Library, Jennie Johnston McMahan Headquarters Library, 506 North Parler Ave., St. George, SC by a trained driver from the vendor. . At time of delivery the vehicle must meet all South Carolina registration requirements, including a Certificate of Origin. Training: Minimum of six (6) hours for driver training, training for operation of all components, and maintenance instruction, by a trained vendor representative, upon delivery to the Dorchester County Library. Vendor will also supply two (2) sets of all visual and teaching aids used in training (if available), such as, DVDs, CDs and/or computer disks, for future training of new staff. Bid Requirements The following information must be submitted as part of your bid:

1. A brief company history summary. 2. A list of all clients for whom your company built and sold a bookmobile during the

last 5 years. Please describe any unique features of the constructed bookmobile.

3. A minimum of five (5) references, including name, telephone number and a brief statement from both recent purchasers as well as those who have owned their bookmobile at least five years.

4. A statement that you are not aware of any real or perceived conflict of interest situation that would affect any portion of this Invitation to Bid.

Body Specifications

BODY MOUNTING The mounting system shall be designed to supply adequate support for the floor structure and adequate attachment to the chassis. DOORS One (1) patron entrance doors located curbside, to be equipped with a heavy-duty latch to secure the door in an open position and have bumpers attached. Two windows in each patron door, to allow patrons/staff to check for obstructions on the opposite side of the door, will be the maximum allowable size, lightly tinted. Upper window slides open with a screen, bottom window is stationary. Patron door shall be fitted with Panic Bar hardware with deadbolt lock. The patron door design shall allow the door to fit “flush” in the door opening. A drip rail shall be above the door. Door hinges shall be a full-length 14-gauge stainless steel piano hinge. The doorframe shall be constructed of an extruded aluminum frame for increased strength and be designed to help support the hinge to avoid undue stress on the hinge. When the doors are opened, the hinges, latches, and door checks shall not protrude into the access area. All door hardware shall be heavy duty. Exterior curve-tube handrail shall be permanently mounted on the outside of the patron door vertical on left side of door to be used as a handle. Interior curve-tube handrail shall be permanently mounted on the inside of the patron door diagonally. Vendor and buyer will agree on exact type and placement during the pre-construction meeting. All open edges of doors shall be fitted with automotive type rubber seal, securely fitted so that it will be effective in keeping out moisture, dust, and cold/hot air. AUXILIARY STEP (ELECTRIC) The need for an electric operated auxiliary step on the entrance door will be discussed during the planning of the custom built door with 8” step risers. If found necessary this step will be constructed using a Kwikee 39 series step. Control will be installed located in the driver’s area. A buzzer/warning light will be installed in the driver’s area to indicate the steps are down when ignition switch is turned on. The floor structure shall be constructed in such a way that fumes and moisture will be unable to penetrate the interior. Minimum of 5/8” exterior/marine grade plywood will cover the structural tubing and will be secured with self-tapping flush mounted screws. All screw holes and seams will be filled and sanded smooth prior to the installation of the floor covering. A minimum two inches (2”) of insulation shall be applied under the floor and an undercoating will be applied on the exterior side of the insulation. These materials shall be sprayed in a uniform thickness to give maximum protection. Floor, wheel housings, and skirts shall also be undercoated with an asphalt based or equivalent undercoating to prevent dust and moisture from entering the interior.

ADA ACCESS One (1) Wheelchair/Standee Braun Lift shall be installed in the curbside of vehicle (same side as patron door). Vendor and buyer will agree on exact type, rattle reduction and weight capacity during the pre-construction meeting. It shall be electrically and hydraulically operated and be covered with a non-skid safety covering. Lift shall meet FMVSS and ADA requirements. A dash mounted “wheelchair lift out” light and buzzer shall be installed in the cab instrument panel. Ignition interlock to be installed to prevent starting ignition while the lift is deployed. INTERIOR SPECIFICATIONS DATA / NETWORK WIRING Network cabling will be provided for seven (7) total locations: one at each staff desk area (2 desks), one (1) at back shelf under emergency window, one (1) at back shelf behind staff desk, one (1) at each removable computer workstation shelf (2 workstations, and one (1) external wall outlet with lockable weatherproof cover located near the Electrical Shoreline. Cable is required to be CAT6 plenum cable that will terminate in a CAT6 data panel. Location of data panel will be decided at pre-construction meeting with vendor and buyer. Number of outlets and placement of electrical outlets for computer equipment and data wiring shall be decided at the pre-construction meeting with vendor and buyer. Electrical outlet for MiFi Hotspot close to each window. MiFi external antenna and antenna adapter cable installed. Model shall be decided at the pre-construction meeting with vendor and buyer.

CABINETRY A cabinet grade, hardwood veneer plywood shall be used. Plywood shall be constructed using cross-grain and long-grain Poplar and Fir core layers, sanded to ensure a smooth, uniform surface. ADDITIONAL SPECIFICATIONS DELIVERY/TRAINING Completed unit shall be delivered to the Dorchester County Library, Jennie Johnston McMahan Headquarters Library, 506 North Parler Ave., St. George, SC, by a trained driver from the vendor. Invoice and warranties/guarantees must be submitted at the time of delivery of the bookmobile. Dorchester County Library will receive final delivery of Bookmobile within 365 calendar days from Pre-Construction meeting. At the time of delivery, items not conforming to the specifications or to safety requirements will be discussed with the vendor and defects shall be corrected before the unit will be accepted by the Dorchester County Library. Failure to correct defects may result in rejection of the unit and rescission of the contract award. At time of delivery the vehicle paperwork must comply with South Carolina registration requirements. Training: Minimum of six (6) hours for driver training, training for operation of all components, and maintenance instruction, by a trained vendor representative, upon delivery to Dorchester County Library. Vendor will also supply two (2) sets of all visual and teaching aids used in training (if available), such as, DVDs, CDs and/or computer disks, for future training of new staff. INSPECTIONS Vendor will pay for at least two (2) inspection trips (2 nights) to the vendor’s plant (transportation, lodging and meals) for three (3) buyer representatives. If the manufacturing plant is more than 300 miles from the point of delivery, commercial airfare will be required for the Library representatives. If the manufacturing facility is less than 300 miles from the point of delivery, the calculate rate for driving is $.56 per mile round trip – to be reimbursed to the Library. The first trip will be to view the chassis and body shell and lay out the floor plan with the vendor. The second trip will be upon completion of the vehicle so that needed changes can be made at the plant before delivery to the buyer. The manufacturer shall not schedule the final inspection with Dorchester County Library representatives until ALL work is complete, an in-house inspection has indicated that the

Extra coats shall be applied around moisture catching moldings, etc. During construction all hidden areas such as overlapping metal, underside of moldings, underside of rubber extrusions at windows shall be cleaned and primed and, where necessary, caulked with sealing compound. All primed surfaces shall be sanded to guarantee surface smoothness.

Four (4) coats of polyurethane paint shall be applied. Each coat shall be properly dried and evenly sanded before the next is applied.
