Dorchester County Library MOBILE LIBRARY (BOOKMOBILE) PURCHASE

Invitation to Bid # 2014-1 Introduction The Dorchester County Library is seeking bids from qualified companies to construct a 2015 Mobile Library (Bookmobile) to be used for library purposes. Qualified firms must have verifiable experience in building a bookmobile and assembling accessories in accordance with Dorchester County Library specifications and conform to the best practices in the industry.

Description of Work Mobile Library vehicle’s primary purpose will be to serve senior citizens in Senior Residences, Assisted Living Facilities and Nursing Homes and young children in Child Care Facilities. It will also be making neighborhood stops, serving families, including both city and rural roads. Easy access for children and seniors with walkers/wheel chairs is critical. Dorchester County has a total area of 573.23 square miles.

While the weather in the Dorchester County Region is usually mild, we do experience extreme conditions on both ends of the spectrum, including summer temperatures of over 100 degrees. The weather can change rapidly and we experience more than average rainfall. Bidders should take into consideration those extremes and bid for a vehicle that will accommodate the weather changes. Terrain in Dorchester County is flat. Most of the roads and streets that this mobile library will travel are paved. The average distance this vehicle will travel round trip, per day, will be approximately 30 miles. This bookmobile will operate 3 days per week with an occasional evening/night special school reading or career program stop. Two Dorchester County Library staff members will always be working on the vehicle.

Bids due on April 18, 2014 (After close date, bids will be reviewed and bid awarded by Dorchester County Library Board) Bid awarded (vendor notified) within 90 days of Bid Opening Pre-construction meeting with selected vendor– Within 45 days of Award Contract Terms PAYMENT TERMS Purchase Order will serve as contract to pay. An in-house final inspection with Library representatives must be scheduled after all work Is complete, all surfaces are cleaned, and indicate that the bookmobile is ready for delivery. Payment will be made within 30 days after delivery and acceptance. PRE-CONSTRUCTION MEETING Vendor will meet with representatives of Dorchester County Library within 45 calendar days of bid award to discuss technical specifications, exterior and interior dimensions and location of equipment before construction begins and before the chassis is ordered. The meeting shall be held at the Jennie Johnston McMahan Headquarters Library. DELIVERY/TRAINING Completed unit shall be delivered to the Dorchester County Library, Jennie Johnston McMahan Headquarters Library, 506 North Parler Ave., St. George, SC by a trained driver from the vendor. . At time of delivery the vehicle must meet all South Carolina registration requirements, including a Certificate of Origin. Training: Minimum of six (6) hours for driver training, training for operation of all components, and maintenance instruction, by a trained vendor representative, upon delivery to the Dorchester County Library. Vendor will also supply two (2) sets of all visual and teaching aids used in training (if available), such as, DVDs, CDs and/or computer disks, for future training of new staff. last 5 years. Please describe any unique features of the constructed bookmobile.

Body Specifications

BODY MOUNTING The mounting system shall be designed to supply adequate support for the floor structure and adequate attachment to the chassis. DOORS One (1) patron entrance doors located curbside, to be equipped with a heavy-duty latch to secure the door in an open position and have bumpers attached. Two windows in each patron door, to allow patrons/staff to check for obstructions on the opposite side of the door, will be the maximum allowable size, lightly tinted. Upper window slides open with a screen, bottom window is stationary. Patron door shall be fitted with Panic Bar hardware with deadbolt lock. The patron door design shall allow the door to fit “flush” in the door opening. A drip rail shall be above the door. Door hinges shall be a full-length 14-gauge stainless steel piano hinge. The doorframe shall be constructed of an extruded aluminum frame for increased strength and be designed to help support the hinge to avoid undue stress on the hinge. When the doors are opened, the hinges, latches, and door checks shall not protrude into the access area. All door hardware shall be heavy duty. Exterior curve-tube handrail shall be permanently mounted on the outside of the patron door vertical on left side of door to be used as a handle. Interior curve-tube handrail shall be permanently mounted on the inside of the patron door diagonally. Vendor and buyer will agree on exact type and placement during the pre-construction meeting. All open edges of doors shall be fitted with automotive type rubber seal, securely fitted so that it will be effective in keeping out moisture, dust, and cold/hot air. AUXILIARY STEP (ELECTRIC) The need for an electric operated auxiliary step on the entrance door will be discussed during the planning of the custom built door with 8” step risers. If found necessary this step will be constructed using a Kwikee 39 series step. Control will be installed located in the driver’s area. A buzzer/warning light will be installed in the driver’s area to indicate the steps are down when ignition switch is turned on. These materials shall be sprayed in a uniform thickness to give maximum protection. Part V

INTERIOR SPECIFICATIONS DATA / NETWORK WIRING Network cabling will be provided for seven (7) total locations: one at each staff desk area (2 desks), one (1) at back shelf under emergency window, one (1) at back shelf behind staff desk, one (1) at each removable computer workstation shelf (2 workstations, and one (1) external wall outlet with lockable weatherproof cover located near the Electrical Shoreline. Cable is required to be CAT6 plenum cable that will terminate in a CAT6 data panel. Location of data panel will be decided at pre-construction meeting with vendor and buyer. Number of outlets and placement of electrical outlets for computer equipment and data wiring shall be decided at the pre-construction meeting with vendor and buyer. Electrical outlet for MiFi Hotspot close to each window. MiFi external antenna and antenna adapter cable installed. Model shall be decided at the pre-construction meeting with vendor and buyer.

CABINETRY A cabinet grade, hardwood veneer plywood shall be used. Plywood shall be constructed using cross-grain and long-grain Poplar and Fir core layers, sanded to ensure a smooth, uniform surface. All cabinetry shall have smooth and rounded edges to minimize injury of patrons and staff. Desks/counters shall be ¾ inch maple or oak plywood, or equivalent, and finished with solid surface material with integral color, to be chosen at the time colors are selected by the buyer. Two (2) Laptop computers two (2) receipt printers will be used. Provisions for one full size printer and air purifier in the staff area shall be included. All cabinetry shall be finished with a wood acrylate or polyurethane, one scaler coat and one topcoat, uniformly applied for a smooth finish. Finish shall not contain formaldehyde, have VOC emissions or exceed a 30%- 40% reflection level. Drawers and cabinets shall have flush style positive marine latches. At least one locking cabinet, drawer, or cupboard shall be provided for storing purses, etc. Provisions for a pencil drawer, file folders (letter size) and library forms shall be provided at the staff desk(s). In the event both generator power and shoreline power enter the unit, a system will be provided to prevent use of simultaneous power from both sources. Wiring shall be EPM 12 gauge, 3-conductor, 600V rated, UL approved, multi-stranded boat cable. All wiring shall be UL approved. All wiring should be color coded: black = hot, white = neutral, green = ground. Wiring shall be labeled with machine printed, clear laminated labels, listing circuit number and/or designation at all termination points All wiring shall adhere to applicable NEC and FMVSS regulations.

120 volt convenience outlets shall be installed and located as agreed upon by buyer and vendor at a pre-construction meeting. Specific outlets needed but not limited to: front desk area for laptop and receipt printer, back area for laptop and receipt printer, outlets behind desk for heaters, and full-size printer (six outlets) and one convenience outlet (accessible to cleaners) with child-resistant cover. Two outlets behind removable shelving for possible future patron work stations. Specific number and type of all interior receptacles shall be determined during the pre-construction process. ELECTRICAL SYSTEM – DC The DC Electrical System shall be a 12VDC, negative ground system rated for anticipated conversion load. The system shall include distribution panel(s) using Type 1 automatic reset circuit breakers, unless connected component manufactures specs require other. Distribution panel(s) shall be mounted in a protected and easily accessible position and shall be protected from water spray. All circuits shall be protected from over current by circuit breakers rated for a minimum of 125% of anticipated load. Each circuit shall be clearly identified with printed labels stating voltage, amperage and the item protected. Wiring shall be labeled with machine printed, laminated labels, stating circuit number and/or designation at all termination points. Auxiliary battery system shall include one Group 31 deep-cycle battery mounted in an exterior compartment and one 12 volt, 75/50 ampere, three stage, fully regulated battery charger with meter wired to the generator and/or shore cord. Battery charger must be fully regulated to prevent overcharging. Charging system shall include provisions for automatic and manual (Jump Switch) battery bank merging to provide redundant battery power for

vehicle and generator starting. System shall provide battery isolation during operation periods when the vehicle engine is not running to prevent depletion of both batteries. Inspection plates shall cover all junction boxes for ease of access. All wiring shall be installed in waterproof conduit of suitable size to pull wire easily and shall be securely fastened to the body structure. All wiring shall be installed in such a manner as to make it easily accessible for replacement or repair. Wiring location to be such that wiring is not subject to excessive heat from the engine manifold, exhaust of engine or generator, muffler, or any other hot items that may expose wiring to overheating. Excess exposure to road splash shall also be eliminated. Wiring installed beneath body shall be secured in such a way that mud or ice will not tear it loose. At points where wiring and/or looms may pass through metal, bulkheads or structural supports it shall be

protected by rubber or plastic grommets.

Splicing is not acceptable. All high-current battery cabling shall utilize full-length cable runs sized to load. Terminals shall be insulated with insulation grip (type II, Class 2), crimped with tolling recommended by manufacturer and sealed in color-coded wrap. Wiring shall be supported on a minimum of 12” centers with insulated, non-conductive clamps. Wire bundles shall be tied with trimmed nylon ties. The entire system shall be installed to modern US automotive standards using best practices available at the time of installation. See “Interior Arrangement” for details. Vendor shall supply professional drawings that show a top view, interior elevation (both left and right) and exterior elevation. Minimum 1 yr. warranty. The generator shall be mounted (side-mounted preferred) on a heavy-duty slide out platform, if necessary for maintenance. Easy access to compartment is a must. Compartment shall be locking and keyed to match other locking compartments. There will be a heavy duty latch to hold the generator compartment open when maintenance is being performed.

The generator fuel line shall be tied into the chassis fuel tank, with a higher feed than the chassis fuel line, so as not to deplete the fuel for the vehicle’s engine ¼ from bottom of tank. The generator shall be mounted so as to not to intrude or interfere with the interior patron space. The generator compartment shall be insulated to reduce heat, noise and vibration being transferred into the interior of the vehicle. The generator exhaust shall be routed on the opposite side of the vehicle as the patron entrance door and as far away as possible from other vehicle doors. The generator shall be mounted according to the manufacturer’s recommendations to maintain proper airflow and control intake of dust, etc. Generator compartment door shall be vented according to manufacturer’s specifications to include a grated service panel. Start/Stop/Preheat controls, power source selector switch and hour meter shall be located on a panel accessible to the staff, not in the patron area, in the interior of the vehicle. Part VI

ADDITIONAL SPECIFICATIONS DELIVERY/TRAINING Completed unit shall be delivered to the Dorchester County Library, Jennie Johnston McMahan Headquarters Library, 506 North Parler Ave., St. George, SC, by a trained driver from the vendor. Invoice and warranties/guarantees must be submitted at the time of delivery of the bookmobile. Dorchester County Library will receive final delivery of Bookmobile within 365 calendar days from Pre-Construction meeting. At the time of delivery, items not conforming to the specifications or to safety requirements will be discussed with the vendor and defects shall be corrected before the unit will be accepted by the Dorchester County Library. Failure to correct defects may result in rejection of the unit and rescission of the contract award. At time of delivery the vehicle paperwork must comply with South Carolina registration requirements. Training: Minimum of six (6) hours for driver training, training for operation of all components, and maintenance instruction, by a trained vendor representative, upon delivery to Dorchester County Library. Vendor will also supply two (2) sets of all visual and teaching aids used in training (if available), such as, DVDs, CDs and/or computer disks, for future training of new staff. INSPECTIONS Vendor will pay for at least two (2) inspection trips (2 nights) to the vendor’s plant (transportation, lodging and meals) for three (3) buyer representatives. If the manufacturing plant is more than 300 miles from the point of delivery, commercial airfare will be required for the Library representatives. If the manufacturing facility is less than 300 miles from the point of delivery, the calculate rate for driving is $.56 per mile round trip – to be reimbursed to the Library. The first trip will be to view the chassis and body shell and lay out the floor plan with the vendor. The second trip will be upon completion of the vehicle so that needed changes can be made at the plant before delivery to the buyer. The manufacturer shall not schedule the final inspection with Dorchester County Library representatives until ALL work is complete, an in-house inspection has indicated that the

bookmobile is ready for delivery, and all surfaces of the bookmobile have been cleaned. This will allow for a thorough and speedy final inspection to be performed, as well as allow for repairs and/or modifications to be made by the manufacturer if the bookmobile is found to not comply with the specifications or safety requirements. LOCKS All locks shall be constructed of all-metal parts. Locks on desks, cabinets, and closets shall be tooled alike. Locks shall be installed on all doors. Two (2) each operator’s manual and maintenance manual Four (4) complete etched key sets for vehicle, doors, and compartments. One (1) manufacturer’s chassis certificate. Option build sheet In addition, the successful bidder will enroll the Dorchester County Library (which will hereafter be referred to as “DCL”) with component manufacturers to receive all technical bulletins and updates for the life of the equipment. This shall include on-site/on-line access to the manufacturer’s service information system at no charge to DCL. The successful bidder will provide DCL with phone numbers of person or persons who would be available to assist in solving technical problems.


PAINTING Exterior colors shall be determined by the buyer at the pre-construction meeting and before the chassis is ordered.

All surfaces shall be properly cleaned and prepared. Primer shall contain corrosion resistant pigments and resins. Extra coats shall be applied around moisture catching moldings, etc. During construction all hidden areas such as overlapping metal, underside of moldings, underside of rubber extrusions at windows shall be cleaned and primed and, where necessary, caulked with sealing compound. All primed surfaces shall be sanded to guarantee surface smoothness.

Four (4) coats of polyurethane paint shall be applied. Each coat shall be properly dried and evenly sanded before the next is applied. A perfectly smooth gloss surface shall be obtained. “Orange peel” surfacing will not be acceptable. All exposed interior portions of the vehicle, including but not limited to, cab doors, patron doors and storage, shall be sprayed with two coats of polyurethane paint over the primer coat.
