Drinking water asset management program (AMP) status.
AMP impacts from Michigan’s new Lead & Copper Rule.
Update on service line materials inventory/replacement pilot grant program.
Drinking Water AMP Status
540 systems required to submit AMPs.
90% received.
36 supplies received violation notices for failure to submit.
Asset Management Plan Criteria
Financial Capacity Demonstration
AMP must include an annual operating budget Five year budget with all water system related expenses.
AMP must include currently approved rate structure.
AMP must include legal authority for rate setting.
AMP must include a plan to close any anticipated funding gaps, i.e. rate increases, loan/grant funding, etc.
AMP Review Status 540 water supplies required to submit AMPs
484 AMPs received
22 AMPs approved with remaining in the process of DEQ review.
Typical issues include missing inventory information, CIPs and budgets showing adequate funding.
District engineers will provide review letters based upon plan criteria elements.
Michigan Revised Lead and Copper Rule: Lead Service Line Replacement & Asset Management Plan Flexibility
Beginning 1/1/21 services lines shall be replaced at a rate of 5% per year, not to exceed 20 years unless an alternative schedule in an asset management plan is approved by the department.
Material Service Line Replacement Funding Options
Pilot Grant Background
$9.5 million awarded to 18 water systems to use for AMP work, LSL inventory, and LSL replacement.
Goal for pilot is to capture lessons learned and example practices for other water systems to use.
Work continues through May.
Pilot Grant Status
Lessons so far:
Many approaches and techniques for service line inventory efforts.
Methods and contract documents for FULL lead service line replacements.
Cost estimate data for these types of projects.
AMPs and NPDES Permits
• All future permit renewals for municipalities with current flows
greater than 0.5 MGD will have asset management conditions added to
their permit.
