a. Command Composition and Organization: The mission of Fighter SquadronTWO ZERO ONEie to provide fleet air defense and air superiority required for strike warfare. As one of the most frequently deployed tactical reserve force squadrons in the Navy, VF-201 has achieved an unprecedented level of combat readiness in all aepects of carrier baaed operations. 1. In accordance with reference (a), enclosures (1) through ( 3 ) are submitted.

2. VF-201 deployed to NAS Key West with seven (7) aircraft from 13-19 March 1988 to conduct Air to Air Gunnery and DACT ~ r i i n i n ~ with VFL45 and VAQ-209. Air to Air Gunnery was conducted in W174A dhfle DACT was conducted in W174BIC. VC-12 provided an A-4 for banner support, VP-45 provided A-4, F-16 adversary support and VAK-208 provided tanker services.

3. Outstanding support was provided by VF-45 and NAS Key West. In particular AZKD, base supply and VAQ-33 provided maintenance the best support available. VP-45 was outstanding in their role as "Red Air". The Blackbirds were more than willing to support whatever training requirements operations needed and conducted coapletely professional briefs and debriefs. Without r doubt this det provided r&s of the beet ACM training received to date and significantly increased VF-201's preparation for FFARP. VAK-208 tanker services were invaluable in providing initial and recurrency training as well as scheduling flexibility.

4 . Weather during the detachment was generally good although crosswinds prevented the A-4 from towing the banner on 5 out of 6 gun sorties. A squadron F-14 towed the banner on a single add on gun sortie. Both AAG sorties utilized circular prtternr and resulted in multiple hits. During this detachment two major leseonr were learned.

a. Loss of AAG sorties could have been prevented if an F-14 in each launch had been onfigured for banner tow. Due to aircraft performance limitation8 the A-4 tr, ctor was restricted to the long rwy which was out of banner crosavind limitations moac of the week. The F-14's performance allows it to tow the banner off a rhorter m y which is within crosswind limitations, Although this was done late in the week, ear1i.r sorties could have been saved. A-4's should still be used ar the primary tow acft with a F-14 configured as a backup.

b. The second lesson learned is more of a revalidation of a previour lerron learned (Tyndall det). Maintenance was able to keep 6-7 jets up at a non F-14 bare by using a logistics shuttle to supplement the maint packup. This ehuttle can consist of a C-12, F-14 wlblivet, KA3, etc and a pre-positioned AK at a rupport base (Oceana/Miramar) to ensure efficient parts support.

3. To ensure maximum a i r c rew p a r t i c i p a t i o n the two week detachment was d i v ided i n t o two one week FFARP's c o n s i s t i n g of an e i g h t s o r t l e sy l labus . This sy l l abus s t a r t e d w i t h a 1V1 s o r t i e , progressed through 2V2 and 2VX scenarios cu lm ina t i ng i n a 4VX s o r t i e . E igh t crews attended the f i r s t week and s i x crews attended the second week. P i l o t s and RIO's were crewed fo r t h e i r e n t i r e week and s e c t i o n i n t e g r i t y was maintained. This p o l i c y helped ensure a maximum l e a r n i n g curve. The a i r c r a f t were conf igured w i t h c h a f f l f l a r e dispensers, TCS and HUD cameras.

4. I n general, the detachment went smoothly and w i thou t except ion a l l a i r c rew charac ter ized the ACM t r a i n i n g as the "best received t o date". VF-43 and VF-45 were thoroughly p ro fess iona l and were more than w i l l i n g t o accomodate our t r a i n i n g ob jec t i ves . Un fo r tuna te l y t he weather caused c a n c e l l a t i o n s bo th weeks t h a t e l im ina ted the 4VX s o r t i e . ..&The squadron'was assigned VF-31 spaces i n hangar 200 which were more than adequate and convenient t o VF-43. Oceana A I M D prov ided superb support. The s t a t i o n ' s supply department d i d n o t a l l o w access t o the r o t a b l e pool u n t i l the second week and o n l y under very s t r i n g e n t cond i t i ons .

As a master j e t base, NAS Oceana was an i d e a l l o c a t i o n f o r FFARP. Hot p i t s were no t r o u t i n e l y used because a i r c r a f t c a r r i e d f l a r e s and TACTS debr ie f t imes c l o s e l y fol lowed land times. 3. The detachment went very smoothly and a l l seventeen p i l o t s qual i f i e d i n two days (a morning and a f te rnoon pe r iod on the 16 th and a morning pe r iod on the 17th). P i l o t performance was good w i t h a squadron l a n d i n g grade average o f 3.165 and boarding r a t e o f 95%. The l a s t per iod on the 17 th was mos t l y accomplished w i t h o n l y 2 wires ( I n l t l a l l y 1 L 2 then 2 L 3). The maintenance e f f o r t was d i v ided between a boat de t and beach det. The beach detachment u t 1 l i z e d ; t h e same spaces i n hangar 200 t h a t the squadron ha$*used d u r i n g FFARP i n A p r i l . Operat ions was provided VF-11's ready room and gear l ocke r . 1. In ~ocordance with reference (a) , enclosures (1) through (3) are subni tted for the VF-201 deployment to Naval Statiqn m v e l t Ruads.

2. Primary goal of the deployment was to successfully launch nine (9) air-to-air missiles, carpleting ccmpetitive exercise requirements on each shot. Included in the nine missiles were FOT&E shots for an AE2+54?4 and an IIIIFS7M. primary missilex day was 11 July with back-up days 12-13 July. Five (5) missiles were shot on 11 July and the other tour were expended on 12 July.

3. Operatiarally there were no major problems. M'WIT was very flexible and rwtive to range schedule changes. AEWF blocked aut the missile range £ran 0800 tro 1700 for VF-201 on all three days which made it very easy to -ate delays. Drone8 were sanewhat of a problem since the Phoenix FOT&E shot required two specially crnfigured -34s. The FOT6rE phoenix shot was rescheduled twice because of drone failures. The back-up phoenix scenario was eventually used.

4. Aircraft were flown into Naval Station Fposebe'1t Roads, P.R. on 09 and 10 July. Final aircraft preparation for the dssil& was capleted on 10 July with flight quat iam oarmencing on 11 July. AU seven aircraft were up and available on all f l ing days. Flight Ops were only cOnducted an 11 and 12 July so maintenance was

e to support the seven aircraft mostly with parts brought with the detachnt fran d NAS Dallas. .

The following is a list of probl-terns encountered and observations during the Rcmevelt Rosds Det:

Missiles - Although missiles were ordered properly and with sufficient lead time, they were delivered just days before the missile shoot and this happened only assistance f ran CAG staff.

- Good support, but equipent was old and often needed repair.

Hangar - Hangar 200 was a typical transient working space. It required cleaning before we started flight operations. The physical condition of the hangar was goor. This hangar needs extensive repair; however, there was plenty of hangar space available.

RrPnp - Extremely dirty. Several EQD walks were required to make the ramp FOD free. Sweeper truck was available but it appeared to be ineffective.

1. In accordance with reference (a), enclosures (1) through ( 3 ) are submitted.

2. VF-201 deployed to NAS ~all~n,witd ken (10) aircraft from 13-27 Augurt 88 for the airwing active duty. The first week of the detachment was devoted mainly to unit level training and Overland Air Superiority Training (OAST). In add'tion to the flight training the squadron also received ground training via strike lectures from the Naval Strike Warfare Center. The second week consisted mainly of Fleet Integrated Strike Training (FIST), Advanced Training Phase ( A T P ) and limited unit level training. The Hunters averaged 18 sorties a day and accomplished matrix training in ACM, MAS/EW, air to ground gunr, LLNAV, air refueling, sam defense, CSAR and strike warfare. Compexes in offensiva/defensive ACM and EW were alrn accomplished.

3. The detachment went very smoothly and the training received was outstanding. The first week tasking was demanding in that the sortie rate, combined with required lelture attendance and RTO requirements exceeded squadron manning capability. Recommend required lectures (i.e. OAST~FIST brief) be spread over two days vice one to ensure all squadron aircrew attend. Also recommend that EW range time be sched~led to maximum extent possible prior to commencement of OAST/FIST/ATP training to preclude range nonavailability for matrix training/compex. VF-201 ha2 extreme difficulty getting any EW range time once strike warfare training began. CAC ops was very flexible and accomodating in scheduling additional ACM/Gunnery range periods. Maintenance support from CAG and GSE was exceptional. Overall a well planned and executed detachment that provided great training opportunities.

2. VF-201 deployed to NAS Miram* with seven (7) aircraft from 12-18 Nov 1988 to conduct a missilex and DACT training with VF-126 and VMFT-401. The objective of the detachment was to successfully employ 6 missiles and to conduct ACM matrix training.

3. The missilex was conducted on the PMTC range and consisted of two forward quarter AIM-54, one forward quarter AIM-7F and two AIM-7F maneuvering drone ecenarios. I n addition, an AIM-7M was expended on a FOTbE scenario. All missiles were successfully launched and both BQM-34 drones were recovered. Tanking support was provided by VAK-~08.

4. At the conclusion of the missilex, limited ACM training commenced using the Papa arear in W-291 and the Yuma TACTS range in R-2301. Sorties consisted of 2v2 DACT w/VF.,126 in the Papa areas and 4vX DACT in TACrS w/VMFT-401 (KFIRS) . Only one day of ACM was possible due to early airlifts on the last day of the detachment.

5. In addition to the flight training, simulators were utilized at Miramar to meet missile firing requirements and aircrew training.

6. Notable observations include:

a. Scheduling adversaries through COMFITAEWINGPAC resulted in one event with VF-126. Visiting squadrons are at the bottom of the priority list for bogey Bupport by Miramar adversary squadrons. Recommend future ACM detachments to Miramar plan on utilizing Dallas A-4's or Yuma KFIRS to augment bogies scheduled through Miramar.

b. Launching BQM drones from an airborne platform (C-130) resulted in minimum time on station for the fighters and increased target time availability f r o m the drone. Recommend that future missilex utilize airborne launched drones when available. This capability results in a smoother, quicker operation which requites less tanker support.
