Consistent with the Synchronized Local Planning and Budgeting Calendar prescribed in DILG-NEDA-DBM-DOF Joint Memorandum Circular 2016-01, LGUs are expected to revisit and/or update their respective development plans every election year to consider possible change of direction and priorities. With the issuance of Executive Order (EO) No. 27 of 2017, local governments are expected to align their respective development plans and investment programs with the national priorities and strategic thrusts embedded in the Philippine Development Plan (PDP) 2017- 2022 anchored on the Ambisyon Natin 2040. The alignment and complementation of plans and investment programs across different levels of governments are further reinforced through the provisions of the General Appropriations Act (GAA). For this purpose, the DILG conducted a series of initiatives for the localization of the PDP 2017-2022 and the Sustainable Development Goals (SDGs) starting FY 2017 which included the FY 2018 nationwide formulation of Provincial Results Matrices (RMs) based on targets set in the Regional RMs. A number of policies had already been issued to rationalize and strengthen vertical and horizontal linkages of the planning and budgeting systems, converge and harmonize agency policies and initiatives relative to local development planning and public financial management (PFM). These pertinent policies and priorities of the national government should inform the updating and alignment of plans and investment programs of local governments to facilitate an inclusive and more holistic plans and programs in support to the realization of the Filipino’s aspirations for a ‘matatag, maginhawa, at panatag na buhay para sa lahat’ . 2. 1. PREFATORY STATEMENT

4. SCOPE/COVERAGE

All Provincial Governors, Vice Governors, City/Municipal Mayors and Vice Mayors, DILG Regional/Provincial/City Directors, Cluster Heads, City/Municipal Local Government Operations Officers, and others concerned.

5. POLICY CONTENT AND GUIDELINES With the guidance set forth by the PDP 2017-2022 and international commitments, all provinces, cities and municipalities are hereby enjoined to formulate and/or update their local development plans (CLUP/CDP /PDPFP) and investment programs (PDIP/LDIP) In

compliance to the provisions of the Local Government Code of 1991and in accordance with the priorities, prescribed standards and guidelines set by the National Government and pertinent laws and policies relative to local development planning. Guided by the SLPBC provided in DILG-NEDA-DBM-DOF JMC No. 2016-01, LGUs should be mindful of the need to have an approved plan by March 2020 to serve as basis for its annual budget. To ensure the soundness and responsiveness of said plans, LGUs are thus enjoined to adhere and be guided by the following strategies approaches as contained in various National Government policies intended to (i) promote holistic and inclusive approaches to increase responsiveness of local plans and programs strengthen: (ii) ensure consistency and alignment of local development direction, strategies, and priorities with the national, regional, and provincial strategic thrusts, and (ii) strengthen linkage of local plans and budgets,:

5.1 Holistic and inclusive approaches in local development planning

To ensure that local programs, projects, and activities consider prevailing and anticipated realities, developmental trajectory of the broader spatial planning area; and are responsive to the needs of the general populace, marginalized and vulnerable groups, LGUs are enjoined to observe the following: 5.1.1 Adherence to land reclassification and conversion requirements, processes

and timelines Policy References: EO 72, MC 2002-30, RA 8435, MC 54, Joint HLRB, DAR, DA and DILG MC, Special Provisions of GAA 2019 Cognizant of the need to regulate land reclassification and conversion for sustainable development, cities and municipalities are reminded to: 5.1.1.1 adhere to reclassification and land conversion processes prescribed in

existing laws and policies to include, among others, RA 8435: AFMA law; and

5.1.1.2 Timelines prescribed under RA 11032 that has implications in the review and

approval of CLUP and Zoning ordinance. 5.1.2 Adoption of Inclusive approaches

Policy References: RA 8371, RA 11148, DILG MC 2015-77, DILG MC 2016-102, and 2019 General Appropriations Act To ensure responsiveness of plans, cities and municipalities shall, 5.1.2.1 in compliance to the Special Provisions of the GAA 2019:

(a) take into consideration the vulnerability and risk assessment of the Department of Environment and Natural Resources in the development of the CLUP and enactment of Zoning Ordinance;

(b) identify the metes and bounds of the indicative land parcels where families exposed to risks may be resettled into,

(c) upon consultation with populations to be resettled, formally include such target parcels in the updated local shelter plans and provided as annexes to the CLUP through Sanggunian Resolutions, consistent with the Philippine Fisheries Code; and,

(d) take into consideration the economic potential generated by Build Build Build projects by making provisions for the right-of-way of transport and pedestrian infrastructure around and leading to high capacity transport facilities that the HLURB may issue and in a manner consistent with the development of a rational inter-model transport

network articulated in the NEDA’s National Transport Policy Framework and its implementing rules and regulations;

5.1.2.2 As far as practicable, mainstream, applicable sectoral/thematic concerns to

include climate change adaptation and disaster risk reduction, nutrition, conflict-sensitivity and peace promotion, and the welfare of women, Indigenous Peoples, and Persons with Disability, among others, taking into consideration:

(a) prescribed or appropriate analytical tools to effect integration and ensure informed decision-making;

(b) entry points prescribed in the DILG Mainstreaming Framework as contained in DILG MC 2016-102 and other CDP mainstreaming-related issuances of the Department,;

5.1.2.3 Ensure consistency of the PDPFP/CLUP and CDP vis-à-vis

sectoral/thematic plans through the institutionalization of mechanisms for multi-stakeholder dialogue, joint meetings and consultations that will facilitate interface and cooperation among LSBs and local sectoral councils/committee. Among others, (a) The LDC shall ensure that concerned LSBs and local sectoral

councils/committee participate and/or are consulted during the profiling, project call, PPA prioritization prior to CDP and LDIP approval.

(b) As far as practicable, the LDC, Local Peace and Order Council and the

Local Disaster Risk Reduction and Management Office, along with other local sectoral councils/committees, shall convene jointly to formulate joint strategies to address existing and emerging challenges and to ensure that local plans accordingly respond to such challenges;

5.2 Vertical Integration: Consistency and Alignment of Local Development Priorities with

Higher-Level Strategic Thrusts

Policy References: DILG-NEDA JMC No. 2018-01, DILG MC No. 2018-172, JMC 2016-01, 2019 General Appropriations Act Vertical alignment of development thrusts and strategic priorities shall be strengthened to strengthen harmonization, complementation, and augmentation of development plans and investment programs across the different levels of governments. Towards this end, 5.2.1 Provinces shall:

5.2.1.1 ensure that the PDPFP and/or PDIP is anchored in the RDP and RDIP and are consistent and/or contributory to the attainment of the targets committed in the Provincial RMs;

5.2.1.2 provide strategic direction and guidance to its component cities and

municipalities to ensure alignment and complementation of plans and initiatives of constituent cities and municipalities with that of the province. Given this, city/municipal plans and investment programs shall contribute to the attainment of committed targets in the PRMs; and

5.2.1.3 develop and undertake joint programs or augment financial resources of its

component cities and municipalities for the implementation of programs and projects that have significant impacts on the province as a whole.

5.2.2 Cities and municipalities shall:

5.2.2.1 ensure that city/ municipal plans are aligned with the province and that priority PPAs reflected in the LDIP support and contribute to the attainment of the development targets reflected in the provincial RMs; and

5.2.2.2 consider guidance of the province based on the results of CDP assessment

conducted by the province

5.3 Horizontal Integration: Linkage of Local Plans, Investment Programs, and Budgets

In the preparation of their respective LDIPs/AIPs, LGUs are reminded to ensure that:

5.3.1 LDIPs are derived from the long list of PPAs identified in the CDP; 5.3.2 AIPs constitute the annual slice of the LDIP; and 5.3.3 Annual budget funds PPAs included in the AIP particularly those contributing to the

attainment of PRM targets . 5.3.4 LDIP/AIP Summary Form with Climate Change Expenditure Tagging prescribed in the

said JMC is used for the purpose.

5.4 FY 2019 PDP/SDG activities to ensure alignment of Plans and inform updating of plans and investment programs

Policy Reference: MC 2018-172, DILG-NEDA JMC 2018-1 To ensure alignment of local development plans and investment programs to the PDP2017-2022 and the SDGs, the Department, in partnership with NEDA, PSA and PSRTI, shall facilitate a series of field level activities starting July of this year to support provincial strategic direction setting towards strengthening of vertical alignment of plans and convergence of LGU efforts. The FY 2018 accomplishments vis-a-vis committed targets in the PRMs/ NCR-LGU RMs as well as the results of CDP assessment shall provide basis for LGU stocktaking and plan updating. This shall be operationalized by the indicative activities set forth in Annex B. Activities under Localization of PDP 2017-2022 and the SDGs of this MC.

5.4.1 2018 PRM/NCR-LGU Accomplishments

Provinces/NCR LGUs are thus reminded to facilitate submission of accomplishments for FY 2018 targets as committed in their PRMs (Annex B). As prescribed under DILG-NEDA JMC 01 dated November 2018, these are to be submitted on or before 30 April 2019 at the google drive link: https://tinyurl.com/ybhxvrh4

5.4.2 CDP Assessment

5.4.2.1 Provinces are encouraged to continue to pursue assessment of CDPs of

component cities and municipalities within its jurisdiction as prescribed under MC 2018-72. Please facilitate submission of soft copies of assessment results: accomplished BLGD CAT Form 1 and BLGD CAT Form 1-A that are to be submitted on or before 25 January 2019 at the google drive link: https://tinyurl.com/ycbe6e8a as prescribed under said MC.

5.4.2.2 Consistent with the intent to strengthen geographic–based planning and

strengthen linkages with higher-level plans: (a) DILG–ROs are advised to share CDP assessment results of HUCs and

ICCs with concerned Provinces for the province to have a wholistic perspective and grasp of developmental trajectory and strategies within its geographic boundaries. These may also be uploaded at the google drive link: https://tinyurl.com/ycbe6e8a on or before 15 June 2019.

(b) DILG-NCR in collaboration with MMDA, to pursue assessment of CDPs of NCR LGUs. Soft copy of assessment results are likewise to be submitted on or before 15 June 2019,

(c) Cities and municipalities are enjoined to

(c.1) submit their approved CDPs for assessment as a mechanism for evaluating responsiveness and alignment to provincial strategic priorities;

(c.2) consider said CDP assessment tool for use by the Sanggunian

as guidance for assessing if CDPs submitted for approval underwent appropriate participatory processes, is inclusive, and are aligned to higher level plans and priorities.

5.4.3 All LGUs are enjoined to formulate/update their plans guided by committed

targets to the PRMs/NCR LGU RMs and recommendation of the CDP assessment results

5.5 Monitoring and Reporting

To ensure compliance to plan formulation and updating and sustainability of harmonization and convergence efforts, LGU submissions and status reports shall be uploaded by the LGU/ DILG RO to the below-indicated links:

5.6 ROLES OF DILG REGIONAL AND FIELD OFFICES All DILG Regional and Field Offices are hereby directed to ensure effective implementation of this Memorandum Circular. As such, they are expected to: 5.6.1 Take the lead in the FY 2019 PDP/SDG Localization activities ensuring that FY 2018

accomplishments for PRM/ NCR LGU RMs and results of CDP assessments are available prior to the nationwide conduct of the localization activities.

5.6.2 Assist Provinces, RDCs and MMDA in the conduct of assessments of approved CDPs

5.6.3 Monitor, facilitate LGU submission and submit summary reports on LGU status of

submissions as indicated in Section 5.5 of this MC.

5.6.4 Facilitate reconstitution of the LDCprovide technical assistance to concerned LGUs on comprehensive development plan formulation as may be deemed necessary and appropriate;

5.6.5 collaborate/coordinate with other oversight agencies for the provision of technical assistance to LGUs on matters relating to local planning, revenue mobilization, and budgeting; and

5.6.6 Cause the immediate and widest dissemination of this Circular.

6.7 SANCTIONS AND PENALTY

In compliance to sections 106 and 109 of the LGC, all LGUs shall formulate/update their respective PDPFs and PDIPs, CLUPs and CDPs and LDIPs guided by the above-mentioned policies, strategies and approaches. Appropriate administrative cases shall be filed pursuant to Section 60 (c) of the Local Government Code and other existing laws against local officials who are found to be remiss in their responsibility to formulate or update these plans and investment programs.

6 REPEALING CLAUSE All existing issuances issued by this Department, which are inconsistent herewith, are hereby repealed or modified accordingly.

7 EFFECTIVITY This Memorandum Circular shall take effect immediately.

Once the Annex B - Provincial/NCR LGU Results Matrices Progress Monitoring Form has been accomplished, the province may now fill-out the Provincial/NCR LGU Results Matrices Assessment Form. Said form shall serve as mechanism to:(i) reflect gaps that have been identified in the annual accomplishments, (ii) recommendations of the provinces to its component cities and municipallities to address the identified gaps, and (iii) determine the alignement of the targetted indicators of the cities anf municipalities to their respective local plans and priortization.
