FEMA Region II

From its Regional office in New York and its Caribbean Area Division in Puerto Rico, lead by Jerome Hatfield, FEMA Region II works in partnership with the emergency management agencies of New York, New Jersey, the Commonwealth of Puerto Rico and the Territory of the U.S. Virgin Islands to prepare for, respond to, recover and mitigate from disasters.

Caribbean Area Division (CAD) The mission of the CAD is to coordinate emergency management

programs in the Commonwealth of Puerto Rico and the Territory of the U.S. Virgin Islands.

The CAD functions as a satellite office for Region II in San Juan, Puerto Rico, providing a permanent FEMA presence in an area which is vulnerable to recurrent hurricanes and flooding, and is also located within a major earthquake risk zone.

The presence of the CAD has enabled FEMA to significantly reduce response time to any disaster in the Caribbean jurisdictions.

Region II All Hazards Catastrophic Plan: USVI and PR have completed Hurricane, Earthquake and Tsunami Catastrophic Plans

Disaster Declaration Process Disaster takes place

Effective response exceeds local and state governments, and voluntary agencies capabilities and Federal aid is needed.

Governor makes disaster declaration request Includes Preliminary Damage Assessment (PDA), dedicated resources, type of requested aid, and agreement on funds cost-sharing

Mission Assignments It is a work order directing completion of a specified task to another

federal agency as appropriate to perform or contract the work. It is granted when the state identifies a shortfall or need that

overwhelms local/state response capabilities. The assistance is subject to the cost-sharing provisions applicable to

the event. The recipient shall agree in advance to reimburse FEMA for the non-federal share of the work.

The work of a mission assignment is limited to debris removal, emergency protective measures, emergency communication, and emergency public transportation.
