DEPARTMENT: AGRICULTURE BRIEFING ON ANNUAL REPORT 2003/04 to the Portfolio Committee on Agriculture and Land Affairs DEPARTMENT OF AGRICULTURE OCTOBER 2004 DEPARTMENT: AGRICULTURE Introduction PRESENTER:Ms Bongiwe Njobe Director-General DEPARTMENT: AGRICULTURE 3 4 5 Introduction the DoA structure DEPARTMENT: AGRICULTURE PROGRAMME 2 Farmer Support and Development PRESENTER:Sam Malatji Acting Assistant Director-General AIM The Programme Farmer Support and Development focuses on developing national policies for farmer settlement, food security and rural development, agricultural risk and disaster management. It also focuses on the registration of co-operatives. Policies are aimed at ensuring the restructuring of the agricultural sector to promote equity, competitiveness, sustainability and growth as well as transformation to support the long-term vision of a united and prosperous sector DEPARTMENT: AGRICULTURE 7 The programme comprises five directorates Farmer Settlement provide support for the settlement of commercially viable farmers from previously disadvantaged communities, with the primary focus on implementing the Land Redistribution for Agricultural Development (LRAD) programme. Financial Services and Co-operatives provides training and institutional support to agricultural co-operatives and develops policies and programmes for co-operatives in the sector. It also implements, monitors and designs agricultural credit schemes to broaden access to financial services for small holder producers. Food Security and Rural Development develops policies in food security, managers early warning systems for food security, finances special projects aimed at achieving household food security and facilitates the implementation of the integrated food security and nutrition programme Agricultural Risk Management develops agricultural risk and disaster management systems to ensure that agricultural enterprises can anticipate disasters and grow and develop in the aftermath of natural disasters. Registrar of Co-operatives is responsible for the administration of the Co-operatives Act that facilitates registration of all co-operatives in South Africa. This function will be transferred to the Department of Trade and Industry and the focus of the Department of Agriculture will be on supporting the development of agricultural co-operatives. Bill is being discussed further with National Treasury and Department of Provincial and Local Government to consider linking it with the Disaster Management Act, 2002 (Act No.57 of 2002) Registrar of Co-operativesTranser of the function to Department of Trade and Industry Transfer completedTransfer to be completed by end of March 2004 Transfer to Department of Trade and Industry still in progress DEPARTMENT: AGRICULTURE PROGRAMME 3 Trade and Business Development Aim To promote trade, international and domestic market access, Black Economic Empowerment and interacts with the National Agricultural Marketing Council PRESENTER:Attie Swart Assistant Director-General DEPARTMENT: AGRICULTURE 10 DEPARTMENT: AGRICULTURE 11 DEPARTMENT: AGRICULTURE PROGRAMME 4 Economic Research and Analysis AIM ERA supports the collection and management of national agricultural statistics as well as the monitoring of production and marketing trends. The programme researches and renders advice on agricultural economic and policy issues and also provides support and sets norms for production and resource economic services PRESENTER:Rodney Dredge Acting Assistant Director-General DEPARTMENT: AGRICULTURE 13 Programme 4: Output/target/status for 2003/04 P 4:ERA (Economic Analysis) Output: Reports on constraints and opportunities in the agricultural sector. Target: 3 comprehensive reports published by March Status/comment: Quarterly economic review and forecast reports published. Released brochure on citrus industry. Report on medium-term economic review of the sector not released yet. Scope of the report was broadened to cover period from P 4:ERA (Statistics) Output: Statistical reports on trends in and the economic performance of the agricultural sector. Target: 5 statistical reports published by March Status/comment: Reports published: Abstract of Agricultural Statistics; Trends in the Agricultural Sector; Economic Review of the South African Agriculture; Crops and Markets; and Statistics on Fresh Produce Markets.
