This letter is to request an Early Work Amendment #1 for release of the following work packages:
1. Historic Lighting Manufacturer Pre-construction and Mock-ups. 2. Quarry, Transport, and Storage of the Rawlins Sandstone required for the
Capitol Exterior. 3. Selective Investigative Demo Package for the Capitol building.
Total Amount of Amendment #1 = $1,081,777
These scopes have been identified by JE Dunn and the team to be part of an Early Work Amendment package, which is required to maintain the Project schedule. Attached is a summary of the items included in this Amendment along with the associated cost. Also included are copies of the individual proposals for each item that detail out the schedule, cost, clarifications and details associated with each scope of work.
We are requesting an Amendment #1, to be executed by 4/27/15, to include the items noted above.

Dear Suzanne,
As outlined in our Subcontracting and Procurement Plan and our Historic Lighting Procurement Work Plan letter, JE Dunn has identified key scopes of work that we recommend follow a design-assist approach, including the Historic Lighting Manufacturer for the Capitol Building.
This highly specialized scope of work includes complete restoration and replication of historic light fixtures for the Capitol, along with the integration of new LED illumination technology. We have found that only a select few manufacturers are capable of performing the work as required for this project.
Requests for Qualifications were distributed to the following: • Casper Tribune (Public Advertisement) • Manufacturers recommended by the project team • Any other parties who expressed interest in this scope of work
Qualification and bid responses were received from the following firms: • Crenshaw (Floyd, VA) • St. Louis Antique Lighting (St. Louis, MO) • Rambusch Decorating Company (New Jersey, NJ)
No RFQ responses were received from resident WY manufacturers / contractors.
We have openly reviewed all bid responses with the Dept of A1CM and the design team, and recommend awarding this trade package to Crenshaw. Their (low) bid of $3,304,417 has been deemed responsible, and aligns with the overall budget for the project.

We hereby submit a "Request Bid Waiver" per Wy Stat 16-6-1001 which states that such a waiver may be obtained if:
• The work to be performed is specialized, or of such a scale that it can be more suitably performed by out-of-state contractors;
• No Bids were received from Wyoming Resident contactors.
For this work package both criteria above apply.
Upon approval of this bid waiver request, we also seek approval to award a subcontract to Crenshaw for preconstruction services and proof of concept mock ups in an amount of $174,800.
We ask for your formal response by April 20t h so that we may engage Crenshaw for the historic lighting preconstruction and mock-up work.

Proposed Scope of Work: Quarry, transport and storage of 11,000 ft3 of Rawlins Sandstone blocks from the historic quarry site located on private land in accordance with the Quarry License Agreement between the State of Wyoming Department of Administration, Construction Management Division and The Overland Trail Cattle Company LLC dated 2/26/15.

Clarifications o Given the urgency, proprietary nature, and complexity of this quarry work, we assume
the State shall grant a bid waiver and allow JE Dunn to contract directly with Strid Marble and Granite Company of Cheyenne, WY.
o All work shall be in accordance with Strid Marble and Granite Company's proposal dated 4/8/15, and in accordance with the Quarry License Agreement between the State of Wyoming Department of Administration, Construction Management Division and The Overland Trail Cattle Company LLC dated 2/26/15.
o Because there are many unknowns with this work, this proposal is considered a contract allowance. Strid Marble & Granite Company's proposal includes a highly-educated estimate of quarry costs, a 20% contingency, and a fixed fee.
o The work includes the extraction of 11,000 ft3 of Rawlins Sandstone from a mix of three existing quarry faces. Block will be transported to Strid Marble & Granite Company's yard and stored until a fabricator is under contract by late 2015.
o Design details and quantities have not yet been fully developed for the project. Based on the information available, we have roughly estimated needs for the project between 9,000 — 12,000 ft3. This estimate assumes there is 70% waste when fabricating stone.
o This proposal includes 11,000ft3 of block material, and does not include additional blocks for future use. Once quantities of stone can be better estimated, and waste/loss factors are better known, we can adjust the quantity of block material extracted. See attached proposal for incremental cost increases beyond 11,000 ft3.

o The State of WY is leading the efforts to gain access to the site and obtaining necessary permits for quarry operations. To allow ample fabrication time, all material needed in 2016 must be quarried by 9/1/15 in order to meet the project schedule.
o Includes JE Dunn management time between the time our preconstruction contract expires (6/1/15), and the time of the GMP (8/21/15). Note that this budget will be reconciled when the final general conditions budget is set.
o Key components of Strid Marble and Granite Company's proposal: o Strid needs 30 days-notice to mobilize and start quarry operations. o Includes road improvements to access the site o Includes trucking-in water as needed o Includes reclamation as required by the agreement (minimal) o Typical block size will vary and may be approx. 8 tons to 12 tons in weight o 3 or more tractor loads of blocks will be transported to Cheyenne each week o Strid's contract will be based on Reimbursable Cost plus fixed fee. o Strid's proposal is based on a fixed fee of $50,000 for 11,000 ft3 of material. o Includes 20% cost contingency within Strid's proposal. JE Dunn is carrying 5%.
• Unknowns include: o BLM right of way requirements o Timing of Air Quality and Water Quality Permits o Color and quantity of each quarry face needed o Yield/loss of stone from quarry operations o Minimum/maximum block size required o Presence of protected wildlife that may affect quarry operations o Timing of Air Quality and Water Quality Permits o Weather conditions
