Apex Consulting Inc. / DB Consulting Group Inc. 01/2012-09/2012CENTERS FOR DISEASE CONTROL AND PREVENTION (CDC) – Data Analyst

Public Health Labor Force Analyst. Sole analyst/programmer responsible for exploring the use of Bureau of Labor Statistics data for completing an enumeration of the public health workforce in the United States.

Visiting researcher at the Bureau of Labor Statistics, Washington, D.C. from March, 2012 through June, 2012. While at BLS’s Washington D.C. headquarters used Occupational Employment Statistics (OES) microdata and U.S. Office of Personnel Management (OPM) data to support the CDC’s enumeration initiative. Developed numerous SAS programs, reports and estimates to facilitate analysis and planning for the public health workforce in the United States.

Researcher and co-author of a scientific paper describing this project, its methods, results, and recommendations for future efforts in support of the enumeration of the United States Public Health Workforce.

The SetFocus SQL Server Master’s Program is an intensive, hands–on, project oriented program where participants gain knowledge and valuable experience putting the SQL Server skill set to use in a simulated work environment. This training program focused on MS SQL Server 2008 R2, T-SQL, SSIS and SSRS.

Technical Specialist – Performance Management and Capacity Planning 1998-2011MEDCO HEALTH SOLUTIONS, INCORPORATED, Franklin Lakes, NJ

Performed all phases of performance management including programming in SAS to analyze SMF/RMF, CMF, FreezeFrame and other data sources to report on and analyze performance in a large z/OS computing environment.

Developed techniques for forecasting long range and short term capacity requirements, resulting in better planning for hardware upgrades and fewer disruptions due to capacity constraints. Utilized zPCR to evaluate upgrade proposals and technology shifts which contributed to better upgrade planning.

Monitored the production and development environments for performance issues, which were documented and reviewed with development personnel. These activities resulted in a well-tuned environment and optimized utilization of the z/OS systems. Cost avoidance was achieved by minimizing expenditures for Capacity on Demand for the production environment as well as by eliminating problems that often wasted 10% or more of resources allocated to the development system.

Developed a fully automated health check system that compared FreezeFrame samples for production CICS systems on a daily basis. Potential problems were highlighted in a short e-mail based report. This approach saved staff time and afforded the performance team the ability to review the system on a wider scope than had been possible previously as well as to identify processing problems before Peak Period started.

Developed the ‘Weekly Reader’ report that performed a high-level weekly comparison of MIPS utilization. This enhanced the ability of the performance team to identify increases in system utilization and to work with responsible areas to correct problems and reduce disruptions to the system. In addition to conserving system resources, this resulted in manpower savings.

Supported efforts to reduce MIPS utilization for projects spanning several years from 2007 through 2010. Reductions at the system and application levels resulted in thousands of MIPS saved in the Data Center. Savings for 2010 are estimated at $2,000,000. Similar savings were generated in the three preceding years.

Acted as project manager for a two year Mainframe Re-architecture effort for the z/OS environment. Completion of this effort to split to multiple LPAR architecture allowed us to successfully process transactions during periods of high seasonal activity. Eliminated 100% of all service disruptions that occurred during our peak processing month.

Served as a co-coordinator for our bi-annual Disaster Recovery tests, which resulted in successful tests with all primary objectives met. These tests supported our management team’s priority to demonstrate our Disaster Recovery capabilities.

Technical and Managerial positions in Database Administration and Performance Management 1984-1998AUTOMATIC DATA PROCESSING, INCORPORATED, Jersey City, NJ Various technical and managerial assignments in Database Administration and Performance Management and Capacity Planning, progressing from Junior Systems Programmer to Senior Director over the course of my career with ADP.

Technical responsibilities included all phases of database administration and software support. Database administration experience with IDMS and DB2 in the MVS environment as well as Sybase and SQL Server on UNIX and NT platforms. Provided development and production support for several applications.

As a member of the Performance Measurement group was responsible for SMF/RMF data integrity and reporting,

capacity planning and system performance monitoring.

Management responsibilities included software evaluations and recommendations, development support, production support, working with team members to manage project deliverables, budget preparations, hiring decisions, and salary and performance administration.
