ELECTION CHANGES DUE TO COVID-19Recognizing the threat COVID-19 continues to pose to public health, Governor Gavin Newsom signed Executive Orders N-64-20 and N-67-20 and the State of California chaptered Assembly Bill 860 and Senate Bill 423, which make changes to the November 3, 2020 General Election. This election will be different in several ways.

What has changed?

Vote by Mail ballots will be mailed to all active registered voters in California.

• To minimize risk of exposure to COVID-19, we strongly encourage voters to use the ballot mailed to them and return their voted ballot at a secure ballot drop box starting 28 days before the Election or by mail.

More Ballot Drop Boxes will be located throughout the County to provide voters additional no-contact locations to return ballots directly to our office.

Remote Accessible Vote by Mail Voting option is available to all registered voters.

In-Person Voting at Polling Places will be available beginning Saturday, October 31 – Tuesday, November 3, 2020.

• Precincts and polling places are being heavily consolidated, so there will be approximately 50 fewer in-person voting locations.

Vote Early! Long Lines will occur at Polling Places on Election Day if voters wait to vote. If you need to vote in-person, you have 28 days before the election to vote and return your ballot. Either at our offices starting October 5, or at your Polling Place starting October 31.

In this year’s elections, some polling places will have translated sample ballots that voters can use as a reference when voting. The polling places that will have them are determined by the Secretary of State. To find out if your polling place will have a translated sample ballot, or to request to have one sent to you before Election Day, please visit our website or call our office. Requests must be received no later than 7 days before Election Day. If you need assistance when voting, you may bring up to two people with you to your polling place, as long as they are not representatives of your employer or your union. Bring a family member or friend! Accessible Voting

The following resources are available to assist voters. To apply for assistance, please complete and return the application on the back of this guide.

Remote Accessible Vote by Mail (RAVBM) System. Voters can vote their ballot independently on their own computer using their personal assistive device (including mouse) to make their vote selections, download, and print their ballot. The voter will then use either the envelope that came with their Vote by Mail packet or their own envelope to return the voted ballot and signed declaration. RAVBM ballots can be returned in the same way as all other Vote by Mail ballots and have the same deadlines for receipt. For more information see the Remote Accessible Vote by Mail page in this guide or visit our website at www.sbcvote.com/RAVBM.

Language Assistance. Voters can call our office and speak with an operator in Spanish or can ask for language assistance in other languages through an interpreter service. Bilingual (English/Spanish) staff will be available at all Election Offices and Polling Places and if needed, staff can use the interpreter service by telephone.

All voting materials are available in Spanish. Precincts identified by the State as requiring Chinese, Korean and Tagalog will have language assistance available for the specified precincts.

Election Materials in other formats. Audio CDs and large print versions of the information printed in this guide and the State Voter Information Guide are available upon request.

Additional Resources Provided

Curbside Voting. Curbside Voting is available at all Election Offices and Polling Place locations for voters unable to come into the designated location. Voters can use curbside voting by: • Calling 1-800-722-8683 in advance to request curbside voting at the Elections Office or Polling

Place; or • By asking someone to let the clerk outside the Polling Place know they need assistance; or • By following the curbside voting signs to the designated parking space and ringing the bell for

assistance or calling 1-800-722-8683 once arriving at the Polling Place.

Accessible Voting System. Each Elections Office and Polling Place will have three (3) ImageCast X® (ICX) ballot marking devices with ballots available in English and Spanish, and the following: • an audio option that reads the ballot in both languages to you through headphones; • a universal plug for personal assistive devices if needed; and • large print and black/white contrast.

Other Aides Available at the Polling Place Upon Request. Easy grip pens and Handi Lens Magnifiers are available upon request.

Personal Assistance Marking Your Ballot. A voter can bring up to two (2) people to assist them with marking their ballot. Assistance CANNOT be provided by your employer or an officer or agent of a union you are a member of. Due to COVID-19 and capacity limits at polling places, the voter may be asked to use the Curbside Voting option. A Ride to your Polling Place. Transportation to and from Polling Place locations may be available on Election Day to senior citizens and to persons with mobility impairments. Most transportation services require that you schedule as much as two weeks in advance. For information on scheduling services and fees, please contact the agency directly. Remote Accessible Vote by Mail (RAVBM)

For the November 3, 2020, General Election, all voters will receive a ballot in the mail. Santa Barbara County will begin mailing voters their official ballots on October 5th.

You can also vote with Remote Accessible Vote by Mail. RAVBM lets you: Download, mark, and print your ballot at home Use your own assistive technology to read and mark your ballot Select the English or Spanish for your ballot

RAVBM is not “internet voting.” You must print and return your marked ballot.

You must request your RAVBM ballot by October 27th How to vote from home (accessibly!) with RAVBM: 1. Request an RAVBM ballot access link

By submitting the application on the back of this guide, or contact the Elections Office by phone at 1-800-722-8683 by email at [email protected] or on the web at www.sbcvote.com/RAVBM.

2. Mark your ballot Use the access link to open your ballot. Mark the ballot on your own computer, with your own assistive technology, if needed.

3. Review and print your ballot Review your ballot choices and make any corrections. Download and print your ballot.

4. Seal and sign your ballot return envelope Put your RAVBM ballot in the return envelope you received in the mail with your official ballot. Only vote and return one ballot, either the one mailed to you or the RAVBM ballot. It is a crime to vote twice. Sign the voter’s declaration (punched holes tell you where to sign). Seal the envelope.

5. Return your ballot by Election Day By mail. Your envelope will include pre-paid postage! At any secure ballot drop box in California. At any in-person voting location or at any County elections office in California.

VOTE SAFELY with Your Vote by Mail Ballot All California voters will receive a vote by mail ballot for the November 3, 2020 election. Your county elections office will begin mailing ballots, similar to the one pictured below, beginning October 5, 2020.

Voting by mail is SAFE and EASY.After marking your choices on your ballot, simply:

Seal it. Secure your ballot inside the envelope from your County Elections Office.

Sign it. Make sure the signature on your ballot envelope matches the one on your CA driver license / state ID, or the one you provided when registering. Your County Elections Office will compare them to protect your vote.

Return it. By mail - Make sure your ballot is postmarked by November 3, 2020. No stamp required!

Track it. You can confirm the County Elections Office has received your ballot at the Secretary of State’s My Voter Status look-up tool at: https://voterstatus.sos.ca.gov/

Ballots postmarked on or before Election Day can be counted if signed and received by November 20. Ballot drop boxes are open 24-hours per day from 8am on October 5 – 8pm on November 3. County Elections Offices open Monday – Friday, beginning October 5:

Find your polling place on the back cover of this guide or call the County Elections Office at 1-800-SBC-VOTE or 1-800-722-8683.

The Elections Office has attempted to locate Polling Places that are accessible to all voters; however, in some cases we need to use a location that didn’t meet all the accessibility requirements. Because of this fact, we are offering curbside voting at all our Election Offices and Polling Places. We have also

identified why a polling place was considered inaccessible on the List of Polling Places contained in this guide. This will help you determine if it is inaccessible to you.

What do I do once I am inside the Polling Place? 1. You will be asked to provide your name and address and if you will need any assistance. 2. You will then be asked to sign the Official Roster Label containing your information. 3. You will then be provided your ballot. Please make sure your ballot matches the Sample Ballot in this guide

and follow the instructions on the ballot. 4. Vote your ballot at one of the voting booths and use the disposable secrecy sleeve to cover your vote

choices. Then take it to the clerk near the ballot box who will ask you to deposit your ballot in the ballot box.

What to do if… You received a vote by mail ballot and want to vote at your polling place:

• Take your ballot you received in the mail to the polling place and give it to the check-in clerk; or

• If you do not have your ballot to turn in, the check-in clerk will see if a valid ballot has been cast by you. If not, you will be issued a ‘live’ ballot to vote. If we are unable to sufficiently determine that a ballot hasn’t already been cast by you, you will be issued a provisional ballot which will be counted as long as you haven’t already voted in this election.

You changed your name and did not reregister: 1. Let the check-in clerk know. They will give you a new voter registration card to complete. 2. You will need to sign your new and old name on the Official Roster Label.

You didn’t provide your California driver’s license number when you mailed in your voter registration and you are voting for the first time: You will be asked to show a form of identification when you go to vote at the polling place. There are 30 forms of identification that can be used. To see a list of accepted forms visit https://www.sos.ca.gov/elections/hava-id-standards/. You are at the wrong polling place location or you are listed at a different address:

• You will be given a form to complete to update your address. • If you are at the wrong polling place, you will be given the option to go to your correct polling place or to use

the ImageCast X® (ICX) ballot marking device. • If you don’t want to vote using the ICX ballot marking device, you have the option to vote provisionally using

that precinct’s ballot. Only the contests you are eligible to vote on will be counted.

You need assistance marking your ballot: • You may ask to use the ImageCast® X (ICX) ballot marking device to vote independently. • You are allowed to bring up two (2) people to assist you with marking your ballot. • Assistance CANNOT be provided by your employer or an officer or agent of a union you are a member of. • Tell the check-in clerk that you need assistance voting your ballot. A Poll Worker is able to assist if needed. • You and your assistant(s) will be asked to complete the Assisted Voter form of the Official Roster.

Vote Safe! Vote Early! Vote By Mail!

Dear Voter:

Pursuant to the Governors Executive Order, all California voters will be delivered a ballot in the mail for the November 3rd Presidential General Election!

California Elections Officials are conducting the State’s first all-mail ballot election. For Santa Barbara County, this means there will be approximately 230,000 ballots mailed to voters a month before the November 3rd election!

Voting is easy – we have created several options for you to cast your ballot and ensure that your vote is counted. The most important thing to remember is to avoid long lines and vote early!

Options for voting:

• IN PERSON VOTING LOCATIONS: If you don’t have your mail ballot, we will have 35 in-person voting locations set up across the county for you to get a replacement ballot beginning Saturday, October 31 (Boo!) through Election Day, Tuesday, November 3, 2020. You can also register to vote and cast a ballot at any one of these polling locations. But don’t wait until the last minute! Avoid long lines and vote early!

• VOTE BY MAIL: Have your local postal carrier deliver your ballot to County Elections. But remember there are 230,000 ballots to be returned. Vote Early! Give your postal workers time to return your ballot by putting your ballot in the mail at least seven days prior to Election Day. Blue postal boxes are always recommended. No postage required!

• COUNTY ELECTIONS DROP BOX: Secure Ballot Drop Boxes are strategically placed throughout the county. Ballots must be deposited in the Ballot Drop Box no later than 8 p.m. on Election Day November 3, 2020. But don’t wait – Vote Early!

• DROP OFF YOUR BALLOT: Your ballot can be returned at one of our three County elections offices located in Lompoc, Santa Barbara and Santa Maria. These offices are open 29 days prior to Election Day.

VOTE SAFELY & EARLY at Polling Place Locations

Polling Places in Santa Barbara County will be available for three days prior to and on Election Day, November 3, 2020. Each Polling Place location will offer:

• Obtaining a replacement ballot;

• Returning the vote by mail ballot mailed to you;

• Voting on an accessible voting machine;

• Language assistance;

• Registering and voting on the same day. You can help keep voting locations safe for voters and election workers in these three ways:

Locate your Assigned Polling Place Location. Voters have been assigned to a specific Polling Place to help reduce the number of voters going to any one location. Your assigned Polling Place is printed on the back cover of this guide. There are certain areas throughout the county that do not have a Polling Place location due to low voter population. These voters are required to vote by mail.

Avoid Long Lines. Vote early. If you visit your Polling Place location in person, go before Election Day to help with physical distancing. We especially encourage older adults and people with underlying medical conditions to avoid long lines and crowded Polling Places by voting early. Follow safety procedures. Protect your health and the health of other voters and election workers at Polling Place locations by wearing a mask, washing/sanitizing hands, keeping 6-foot social distance from other people, and bring your own ballpoint pen to sign in and use while voting.

Things to be aware of before going to either an Election Office or Polling Place: • Voters arriving without a mask will be provided one or may need to vote in a designated

location;

• Voters will be asked to follow safety protocols such as maintaining 6-foot social distancing, use hand sanitizer, follow the direction of the clerks there to assist voters.

• Lines will be formed outside the location (regardless of weather conditions) with voters allowed to enter as space is available.

Expect long lines and wait times due to the limited number of voters allowed into a location at a time and the safety protocols we will be following. Additionally, the number of Polling Places available has been reduced by more than 50 locations, with precinct sizes as large as 10,000 voters.

Because I deeply care about education and am frustrated that in the 32 years I have lived in Santa Barbara, we have been unable to improve the academic performance of the public schools.

Every year I look at test scores of the students in our schools, and it never ceases to amaze me how poorly we are doing. In most schools in Santa Barbara, more than 50% of students aren't proficient in math or English. In some schools the percentage is much higher. Now, with this inexplicable decision to close our schools, we know more students will fall behind academically.

Education and Qualifications: I taught in the English Department at SBCC for twenty years (1995-2015). I understood that for many of my students, Freshman Composition would be their last English class. So every semester, I committed to a syllabus reading list that included writings noted for their profundity and eloquence. Authors whose enduring ideas elevated the human spirit. I then learned of a program developed at a Chicago community college, the Great Books Curriculum. Upon returning from the conference, I proposed the GBC for SBCC, and upon its approval, subsequently served as its Coordinator until my retirement. During those years, GBC expanded its outreach to include students from Middle College and Santa Barbara High School. In 2014, the College faculty placed my name in nomination for the Hayward Award for Excellence in Education. Santa Barbara City College is now grappling with both the Pandemic's financial impact as well as lowered enrollment. As a professional photographer, I joined SB Ad Club board organizing a public service campaign for Dyslexia Awareness Resource Center. Working there changed my life, I learned I'm dyslexic. It was the beginning of decades of advocacy, working with parents whose children are denied their rights to a free and appropriate education. Education and Qualifications: During the pandemic, the voice of the community on our school board is vitally important and the depth of experience I have matters. Born and raised in Santa Barbara, I graduated from our public schools, and am the only parent of a SBUSD student on the board. I've worked in the White House, the Senate and have led national environmental, financial security and academic organizations. In our community, I've made free meals more available for low-income children. I've advocated for women on the Planned Parenthood Board and as Chair of the County Commission for Women. Education and Qualifications: Leadership, Innovation and Accomplishment. As a former 5-term Board President, my leadership culminated in greater Board transparency, financial stability, sealed bid procurement, new water and investment policies. During the drought I supported policies designed to reduce water usage and appropriate rebate and incentive programs.

The pandemic health crisis and related economic collapse require careful consideration of our customers' needs and concerns. These are not ordinary times and unique solutions to problems may be necessary and appropriate.

In this difficult time, I supported polices for lower customer water rates and continue to support policies that limit district costs including programs to apply modern technology for individual customer water management.

I am a former Director of ACWA, the public water district advocate. My experience, including attorney, appointed public official, national bank and private water company director, civil grand jury member and HOA president enables me to effectively perform my duties and accomplish goals and objectives.

CHAPTER 1. Privileges of Voters 14000.(a) If a voter does not have sufficient time outside of working hours to vote at a statewide election, the voter may, without loss of pay, take off enough working time that, when added to the voting time available outside of working hours, will enable the voter to vote.(b) No more than two hours of the time taken off for voting shall be without loss of pay. The time off for voting shall be only at the beginning or end of the regular working shift, whichever allows the most free time for voting and the least time off from the regular working shift, unless otherwise mutually agreed.(c) If the employee on the third working day prior to the day of election, knows or has reason to believe that time off will be necessary to be able to vote on election day, the employee shall give the employer at least two working days’ notice that time off for voting is desired, in accordance with this section.
