We wish to raise cash again for the local Rainbow Children's Charity. The local children love to see Santa and it is a great start for the Christmas Season. We need your support. We also need volunteers for collecting and assisting the driver marshalling the float and the towing vehicle. Please help us raise cash for such a worthwhile charity. Cllr ALEX DONALD Save Our Green Belt The Council are currently preparing a new Local Plan to take account of changes to the Mayor's London Plan and the National Planning Policy Framework published in 2012. This is the one occasion where developers can make a bid to take areas out of the Green Belt. There are 47 separate areas in Havering which have been identified, some of these are in Harold Wood ward and in Emerson Park ward and also close to the borders of these wards. The majority of these sites have been identified by developers for residential. The Council’s own officers have clearly stated that Green Belt land is not required to meet Havering's housing target and the timetable for this work is lengthy and will involve public consultation on proposals and an examination in public. Public consultation will take place later this year/early next. Please be assured that your three ward councillors are very clear that we will fight to keep our Green Belt intact and preserve our environment for the future. This is a developing picture and we will keep you updated on developments. Please do write in to the Planning Department in Mercury House to register your support to keeping Havering's precious Green Belt. HMOs Article 4DirectionsUpdate

The recentmotionproposed byyourResidents’AssociationCouncillorsat a fullcouncilmeeting inMarch has

gone out to consultation andresidents were invited to takepart.Havering Council is proposing tobring in two article 4 directions totackle the increase of homesbeing converted to houses inmultiple occupations (HMO’s) inthe borough.HMO is a building, or part of abuilding that is occupied by morethan one household and wheremore than one household shares- or lacks - an amenity, such as a

bathroom, toilet or cookingfacilities. Landlords can currentlyconvert a house into a HMO forup to 6 residents withoutplanning permission.The Council has made two Article4 Directions to remove thesepermitted development rightsand, if approved, landlords will infuture need to seek planningpermission to change a houseinto a HMO.Two Directions have been made,the first covers Brooklands,Romford Town, Heaton andGooshays wards. The secondDirection covers the whole of theBorough, except Brooklands,Romford Town, Heaton andGooshays wards.Before the Directions are giventhe go-ahead, a consultationperiod must take place andsubject to a successfulconsultation period and theDirections being agreed by theCouncil, both Directions wouldcome into effect in 12 months’time.

Battle of BritainService 2015On the 70th Anniversary of TheBattle of Britain in September2010 I was fortunate to beallocated a Spitfire for a flypast atthe Battle of Britain Service at theMilitary Cemetery situated at therear of St Andrew’s ChurchHornchurch.I am delighted to announce thatthis year on the 75th Anniversaryof The Battle of Britain, I haveonce again been fortunate to beallocated a Spitfire for a flypast.As 2015 is such an importantanniversary, the Battle of BritainMemorial Flight have beenswamped under with applicationsor ”bids” for their aircraft to takepart in displays and flypasts.Displays have to be paid for butflypasts are free.At the end of 2014, FlightLieutenant Parkinson MBE (whoflew our Spitfire in 2010) and whois now the BBMF OperationsOfficer together with SquadronLeader Mason, the OfficerCommanding the Flight, receiveda 200 page spread sheet listing all800 “bids” for their aircraft.

After two days a provisionalpencil draft of a programme hadbeen made after poring overmaps and computers.After another three days theoriginal 800 “bids” had beenreduced to 300. Discussions tookplace with the RAF Events Teamwho allocate the Red Arrows andother RAF aircraft to make anagreed programme, then everyvenue has its own file.As I had made a very strong casefor a Spitfire I was overjoyed toreceive an acceptance letter inMarch.So, if you attend St Andrew’sMilitary Cemetery on Battle ofBritain Sunday 13th September2015 between 10-00am and 10-15am you will see our ownSpitfire as it does three low passesover us.

Gerpins Lane TipPlease note we have received thefollowing warning.A friend went to the Tip last weekand after showing his DrivingLicence at the gate he put it backin his wallet and then put thewallet in the side tray of his cardoor. We Are FestivalupdateAt a residents debrief meeting,which was poorly attended, theorganisers recognised there hadbeen some shortcomings in thetransport arrangements on theSaturday evening, which they willseek to address. Complaintsgenerally were down, especially inrespect of noise. Concern aboutarrangements at UpminsterStation was raised to ensure non-festival goers and festival goerswere kept separate. Theyconfirmed they will be applying fora license for 28th and 29th May2016. The license will seek acapacity of 25,000 for each day, thesame as this year. In additionthere was confirmation they will
