After I approached the Council, it was moved within days. The resident then wrote a lovely thank you note “for the very speedy removal” of the fence “only a few days after I reported it. Great service!” Cllr ALEX DONALD Ardleigh Green Bridge Works update During the last month, your three ward Councillors Eagling, Wise and Donald attended a meeting with Council staff and representatives from Transport for London with regards to the proposed closure of the Bryant Avenue Exit with the A127 when the Ardleigh Green bridge works get progressed further. We raised a number of concerns with TFL in respect of the Bryant Ave exit. These being: whether there are any safe alternatives to full, temporary closure of Bryant Avenue as this will cause severe impact to local residents; whether there is adequate access for emergency vehicles during the period of closure; whether servicing and delivery vehicles to businesses and residences in the area will be able to continue satisfactorily during the closure period; whether they can provide adequate means for traffic leaving Bryant Avenue to join traffic on the A12 (for example, by traffic lights and / or adjustment to existing traffic lights) especially to avoid traffic ‘backing up’ in Bryant Avenue We also asked TFL to: confirm that the A127 project works and linked traffic management will not be concurrent with any works linked to Gallows Corner (TfL safety scheme and / or works linked to proposed Kentucky Fried Chicken franchise unit at the junction) demonstrate to the Council’s satisfaction how local rat-running in the wider Harold Wood area will be avoided during the scheme works (including whilst Bryant Avenue is closed for temporary periods monitor traffic throughout the period and liaise with Councillor Donald on this explore with TfL colleagues the scope for compensation to businesses who are adversely affected by the scheme and / or temporary closures liaise with LBH Communications on a comprehensive communications strategy for the wider area including regular progress updates, meetings and exhibitions TFL did advise however that there will be an initial temporary closure periods for Bryant Avenue in September / October 2015 as a ‘pilot’ for the subsequent longer closures starting in July 2016 for approx 9 months in terms of identifying problems, issues and solutions. Ardleigh Green BridgeWorks update

During the last month, your three ward Councillors Eagling,Wise and Donald attended a meeting with Council staff andrepresentatives from Transport for London with regards to theproposed closure of the Bryant Avenue Exit with the A127when the Ardleigh Green bridge works get progressed further.We raised a number of concerns with TFL in respect of theBryant Ave exit. These being:• whether there are any safe alternatives to full, temporary

closure of Bryant Avenue as this will cause severe impactto local residents;

• whether there is adequate access for emergency vehiclesduring the period of closure;

• whether servicing and delivery vehicles to businesses and residences in thearea will be able to continue satisfactorily during the closure period;

Update: KingsPark walkwayThere is now a quicker route fromTesco to the station through theKings Park development. The new

walkway to the station is asfollows: At the end of NightingaleCrescent, turn left onto StClements Avenue, then left againat Gulderose Road. Walk throughthe bollards onto Goldcrest Way(polyclinic on your left, universityon your right). At the end of theroad, turn right onto CopseAvenue, then left onto StClements Avenue where at theend of the road you’ll end up onGubbins Lane and the station.

PompadourPub UpdateThe Residents' group werepleased to propose and supportthe refusal of a planningapplication for a housingdevelopment on the site of thePompadour public house inHilldene Avenue, Harold Hill.The pub which is due to close atthe end of this year had anapplication submitted for a mixof flats and houses which were

considered to be an overdevelopment of the area. Therewere also concerns raised overthe building of flats which wasout of keeping with theimmediate local area as there arenone near to this location. Weexpect the developer will re-submit an application in duecourse and we hope this will befor reduced dwellings and weshall be keeping an eye on this.As ever, your Residents'

We are FestivalI attended the Council's SafetyAdvisory Group debrief on theFestival on 6 July, which includedthe organisers, the police,licensing, environmental health,health and safety and otheragencies. There was generalagreement that the problems ofnoise experienced in previousyears had not been repeated thisyear and the measures theorganisers had put in place i.erepositioning of stages and fewerin number coupled with areduced decibel levels had madea big difference. There had been asignificant in reduction in crimenumbers, although a number ofdrug related incidents werereported. Calls to the Festivalhelpline mainly focused on litterand this was dealt with quickly bya mobile team. The trafficdiversions put in place had to beamended in fast time in light ofheavy traffic and congestion.Transport arrangements didcause significant concern, mainlyon Saturday evening when therewere no black cabs and buses

were unable to cope with thenumbers and in addition withpeople walking along the roads toget to Upminster, clearly verydangerous. The organisersacknowledged this was aproblem. No licensing applicationhas yet been submitted for 2016,although this is expected. Theorganisers plan to hold aresidents feed back meeting inthe near future but no date hasyet been fixed.

BlockedDrivewaysInconsiderate motorists whoblock driveways are a persistentcause of complaint; however thecircumstances in which any kindof enforcement can be appliedhas often been hazy. In order togive a definitive guide of what canand can't be done, the followingshould be of assistance. Recentchanges in legislation (Section 14- London Local Authorities andTransport for London 2003) meanthat a Penalty Charge Notice

(PCN) canbe issuedby thecouncil tovehicleswhich areobstructinga droppedkerb (driveway)whether

there is a car in the drive or not.A PCN can therefore be issuedwhere the kerb has been loweredfor the purpose of:• assisting vehicles entering or

leaving the road• assisting pedestrians crossing

the road• assisting cyclists entering or

leaving the roadAn important factor is that a PCNcan only be issued if an occupiercontacts the council withregistration details and requests aPCN to be issued. This avoids thescenario where a PCNmight beissued to a resident parkingacross their own driveway orwhere legitimate visitors areparked with the occupiersconsent.Any resident requiring this course

of action should call the Traffic &Parking Control Team on 01708432787 or 01708 434698 (after5pm) and provide the registrationdetails whereupon a CivilEnforcement Officer will attend assoon as is practically possible.It is also important to rememberthat the call must be done at thetime the vehicle is obstructing thedrive way as a PCN cannot beissued retrospectively.

do so wespecificallydeployofficersbetween 8pmand 10pm.Thoseofficers havespecific 'hotspots' to visitbut they willtake calls

from the public on 07946 738 495.However, I should note that theremay be times when officers areworking or driving and may notbe able to instantly answer a call,however, the number has a voicemail facility for customers to leavetheir name and telephonenumber. If a call is missed and amessage left then a duty officerwill call the customer back assoon as possible. Alternatively, ifthe customer doesn't wish toleave their details on the voicemail then they should give it ashort time and call back.We are also in a learning phaseand so it may be that officerpatrolling hours and days may atsome point change, perhaps topatrol longer on a Friday orSaturday and less so on otherdays. Beware ofScamsWe have reported previouslyabout the range of scams whichare doing the rounds. Whilst wehope residents awareness is beingraised, I have had reported to mea very distressing scam that took

place recently on a local resident.It was the age old one of 'needingsome roof works done'. Theperson is often charming andpresentable and wins a resident’sconfidence. Once they have thatthey ask for money up front, do abit of work, although unnecessary,and then ask for more money as'it’s more serious and you needmore work done'. More money isdemanded and the resident, whoby now feels an obligation, givesthemmore money. Some is incash where the scammer getsthem to go to the bank or gets theresident to take out a loan andhave it transferred electronicallyinto their bank account. Theresident is sometimes left withdamage that does cost to haverepaired as well as a large loss ofsavings. Regrettably many of thevictims are older residents andalso feel to embarrassed to tellanyone. The message is NEVERrespond to builders or othertrades people who just knock onthe door. Be polite but if possibletake a note of their descriptionand if there is a vehicle, theregistration number and report itto the police and the Council’s

Trading Standards Officer. Thecouncil keeps a list of reputablebuilders and other trades peoplewho have been vetted and aretrustworthy. Never be afraid toreport this as it may savesomeone else being scammed. Itsa despicable crime.

Linda's walkI am putting on the walking bootsagain to raise money for FirstStep. I am walking the last 100kmof the Camino in Northern Spainin August from Sarria to Santiagode Compostela. I am doing thisin 5 days so quite a lot of walkingper day. Having trekked in China,Peru, Nepal and Morocco thisshould be easy, but acombination of the heat and myage will certainly be a challenge! Tackling FlyTippingFly tipping is not only a blight onour landscape but costs Haveringcouncil tax payers around

£750,000 per year to deal with.Last month we put down amotion to Council expressing ourconcerns to Government thatthere is currently no specific fixedpenalty for the offence of flytipping, instead it involves alengthy and expensive process ofprosecution which is far from anefficient or good use of resources.Our motion requested that aFixed Penalty Notice of up to£1,000 be created, that full costsof successful prosecutions areawarded to councils and that anational strategy of sharing bestpractice be considered. We shallsee how the government respond,but in the meantime, if you see flytipping do report it to HaveringCouncil.

Fresh Air inHarold WoodIn 1936 at the age of ten, I visitedan elderly Great-Aunt inRadwinter, Essex and wasintrigued by the village pump. Hercottage had no mains water, gas orelectricity, which was exciting,though the “bog” at the bottom ofthe garden wasn’t so cute. Like thewater cooler today, the pump wasthe meeting place for gossip andputting the world to rights. It gavea focus for community life, just likethe Bulletin is about local affairs,though perhaps the word “affairs”isn’t apt!We now have a village pump inHarold Wood, though it isn’t in anideal spot to stand and chat. By thebus stop, outside the “Co-op”some civic minded benefactor hasinstalled bike racks and a fixedversion of a stirrup pump typecycle pump. My generation knowswhat a stirrup pump is, youngerreaders can Google it!I don’t encounter many local
