This deliverable 10.2 ‘Compilation of communication and dissemination material’ gives an overview of what has been done to approach EU ports and get them actively involved in delivering a useful and valuable industry performance tool through the PORTOPIA project and to disseminate the results of the project inside the European port sector and beyond. Firstly, the components of the communication and dissemination strategy are discussed along with an overview of the tools that were used to pursue this strategy, i.e. the specific PORTOPIA communication tools and the ESPO communication tools. Furthermore, an overview of the press articles about PORTOPIA is given and the academic dissemination of the project is discussed. Finally, a short overview is given of the port authorities that were actively involved in the PORTOPIA project.

Summary Report

Work Package 10 (WP10) “Stakeholder Management, Communication and Dissemination” is led by the European Sea Ports Organisation (ESPO), which is supported in these tasks by the University of Brussels (VUB). This deliverable 10.2 ‘Compilation of communication and dissemination material’ gives an overview of what has been done to approach EU ports and get them actively involved in delivering a useful and valuable industry performance tool through the PORTOPIA project and to disseminate the results of the project inside the European port sector and beyond.

A first part of this deliverable focuses on the communication strategy that was followed (2.1 Components of the strategy) and the tools that were used to pursue this strategy (2.2 Strategy tools). These tools include in the first place, the specific PORTOPIA communication tools (2.2.1 PORTOPIA communication tools): the PORTOPIA website (www.portopia.eu), social media, publications and dissemination material, and the events organised by PORTOPIA. Additionally, the ESPO communication tools were used to communicate about PORTOPIA. These are presented in 2.2.2 ESPO communication tools and include the ESPO internal communication through meetings, circulars and internal newsletters (ESPO12), as well as external communication via the ESPO website (www.espo.be), press releases, Port of the month and Port pro of the month articles, the external newsletter (Monthly overview), ESPO twitter, publications and events organised by ESPO. Furthermore, thanks to a cooperation agreement between ESPO and the European Federation of Inland Ports (EFIP), the inland ports were also involved in the project and informed about its results. Hence, the EFIP communication tools used for this purpose, i.e. the internal memos, meetings, annual reports and EFIP twitter, are also discussed in this deliverable. Moreover, since the start of the project, a lot of articles have been published about PORTOPIA in various magazines and on different websites. This has helped to disseminate the progress and the results of the project even further. An overview of these articles is given in 2.2.3 PORTOPIA in the press. Finally, 2.2.4 Academic Dissemination provides more information on the academic events and articles that discussed the PORTOPIA project.

A second part of this deliverable gives a short overview of the port authorities that were reached and actively involved in the PORTOPIA project (3 Involvement of Port Authorities). The overview includes a classification according to the different modules, i.e. the Rapid Exchange System (RES), governance, environment and user perceptions.

This deliverable 10.2 ‘Compilation of communication and dissemination material’ gives an overview of what has been done to approach EU ports and get them actively involved in delivering a useful and valuable industry performance tool through the PORTOPIA project and to disseminate the results of the project inside the European port sector and beyond. Firstly, the components of the communication and dissemination strategy are discussed. Secondly, this deliverable gives an overview of the tools that were used for this strategy, i.e. the specific PORTOPIA communication tools and the ESPO communication tools. Furthermore, an overview of the press articles about PORTOPIA is given and the academic dissemination of the project is discussed. Finally, a summary of the port authorities that were actively involved in the project is given.

1.1 ESPO’s role and contribution

The European Sea Ports Organisation (ESPO) represents the port authorities, port associations and port administrations of the seaports of 23 Member States of the European Union and Norway at EU political level. ESPO also has observer members in Iceland and Israel.

The participation of ESPO in the project and in particular as leader of WP10 aimed to ensure the involvement and active participation of EU port authorities in the setting up of the European Ports Observatory/Platform and in the development and implementation of port-related indicators. The ports’ direct input to the project was key to define the structure, activities, products and services of the PORTOPIA platform in a way that such platform provided value to the port industry. In this way, the project guarantees the best value and sustainability of the platform after the four years project duration. European port authorities are the main providers of data and part of the key users of the platform and as such, they were put at the centre of its development.

In addition, the internal structure of ESPO guaranteed the direct involvement of port professionals from different fields of expertise (port environment managers, rail port experts, CEO’s, commercial managers, etc.) and from different levels within the ports’ organisations (top management, middle management, etc.) through the different relevant ESPO committees and meetings.

Moreover, ESPO’s structure ensured that the geographical and functional/commercial diversity of the EU port system was represented in the project and ensured the access of the consortium to EU ports for the practical application of the project and necessary data collection.

The ESPO secretariat, which consists of port experts and supporting staff, was the interface between the port authorities and the project partners, ensuring a coordinated and streamlined approach to data and feedback requests.

Finally, ESPO has a cooperation agreement with EFIP, the European Federation of Inland Ports. Thanks to this cooperation, the European inland ports were also involved in the PORTOPIA project and the project progress and results were easily communicated to the inland ports through EFIP.

1.2 VUB’s role and contribution

While ESPO’s role was mainly oriented towards the port industry and more specifically the port authorities and associations, VUB provided the general representation of the project towards other high-level stakeholders from both academia, the port industry (the associated partners) and policy making, as well as the link to the academic members of the consortium and the bridge between academia and industry. As such, VUB proactively searched for opportunities to present the project to both industrial and academic stakeholders, and also answered external demands.

Furthermore, VUB coordinated and stimulated the academic dissemination of the project’s results during academic conferences and within scientific dissemination channels, oriented at both academia and industry. An essential link was played by the PortEconomics.eu platform, which regularly published PORTOPIA related content. On the scientific level, the project’s results were submitted to various conferences, for example the ESPO Conferences, and journals, through scientific papers. The main academic forum was the International Association of Maritime Economists (IAME), and the Port Performance Research Network (PPRN), where PORTOPIA had a fixed slot during the annual meetings of the network.

The coordinator, prof. dr. Michaël Dooms, also disseminated the project results to stakeholders in Asia (China) and Africa during industry conferences such as the PAPC and PMAESA conferences, as the objective of the project was to develop a global outreach of the project (cfr. WP9 – Benchmarking).

2 COMMUNICATION AND DISSEMINATION STRATEGY

2.1 Components of the strategy

At the beginning of the PORTOPIA project, the ambitions for WP10 ‘Stakeholder Management, Communication and Dissemination’ were described in Deliverable 10.1. They included:

- To ensure an increasing involvement and active participation of EU port industry stakeholders in setting up the European Ports Observatory and in the development and implementation of indicators;

- To disseminate to the whole port community and to any interested stakeholder the progress of the project, and the results and outcome of the project.

Besides ambitions, the project partners also saw some challenges:

- An efficient strategy and recognition programme was needed to involve ports in a continuous was;

- A geographical balance and representation of port authorities and stakeholders was important;

- Effective channels of communication had to be found.

In order to tackle these challenges and achieve these ambitions, an elaborated strategy including two main components was developed. Below, these components of the strategy are discussed.

2.1.1 Using the ESPO Network

The consortium chose to make use of the ESPO network and its well-established communication tools. The benefits of this are:

- The ESPO network includes ports from all over Europe, which helped to disseminate the progress of the project to all European ports and to create a geographical balance of the ports involved in the PORTOPIA project.

- ESPO does not only communicate with the management of the ports, but also reaches employees from other fields of expertise within the port authorities, for example environmental managers, commercial managers and the statistics departments. Consequently, information about the PORTOPIA project could reach all the different layers within the organisation.

- The ESPO technical committees meet several times every year. These meetings provided good opportunities to meet people from the European port authorities and to discuss the project with them.

2.1.2 Focus on digital media

It was decided to mainly focus on digital communication channels like websites, social media and digital newsletters. The main reasons for this choice were:

- Digital communication channels allow to reach a wide and general public that not only includes port authorities, but also other port industry stakeholders.

- Digital media are not limited to certain countries, but can easily go beyond Europe and reach interested people from all over the world.

- The use of social media is free of costs. This means that a lot of people can be reached with a minimum of costs.

In the course of the project, the dissemination through social media was intensified after some suggestions by the reviewers. In order to reach a broad and general public and to be as accessible as possible, it was decided to focus mainly on Twitter and Facebook.

In addition to the focus on digital media and the use of the ESPO network, PORTOPIA representatives also participated in meetings and events. For several of these occasions, publications, leaflets and/or gadgets were created to generate more visibility for the project.

2.2 Strategy tools

This section includes a detailed overview of the communication tools that were used to disseminate information about PORTOPIA. It is divided into four parts.

First of all, the communication tools that were specially created for the PORTOPIA project will be described. These are the PORTOPIA website, social media channels, publications and dissemination material. Furthermore, events organised by the PORTOPIA consortium are also presented in this section. The second part focuses on the ESPO communication tools which were used for the dissemination of PORTOPIA. These include ESPO’s external and internal communication tools, as well as events organised by ESPO. The third part gives an overview of press articles in which PORTOPIA was mentioned or discussed. Finally, the fourth part zooms in on the academic dissemination of the project, providing an overview of academic articles in which the project was mentioned and the academic events or conferences during which PORTOPIA was discussed.

2.2.1 PORTOPIA communication tools

2.2.1.1 Website: www.PORTOPIA.eu

Since the beginning of the project, a dedicated website was set-up, i.e. www.PORTOPIA.eu.

This website was restructured in Autumn 2014 to adequately address the different needs and elements of communication (articles by ports, events, academic articles, blog, etc...).

In 2016 and 2017, ESPO, in cooperation with Glintt, made some improvements to the website in order to facilitate dissemination. These improvements included augmenting the upload capacity, the set-up of a dedicated page where the approved deliverables could be shown, a contact button, a tool to track users/visitors of the website, a tool to organise the registrations of events and a tool to add a photo gallery to news items.

Views and visitors

During November 2017, there were 2233 unique visitors1 on the PORTOPIA website. These visitors don’t only come from Europe. In fact, they are geographically widely spread, as is shown in Figure 1.

The top 10 of countries from where the PORTOPIA website is most visited is shown in Table 1. This table also shows the number of views2 from that country in the given period.

Content of the website

The ESPO secretariat managed the content of the PORTOPIA website.

Until 28 November 2017, 127 posts were published in total. These posts include both the news items and the blog posts. The News items mainly focused on experiences of ports with port performance, the governance trends in ports, the importance of ports for international trade and studies on the port sector in general. The blog section of the website focused on interviews, updates on the status of the project and articles written by port professionals.

For the period of 365 days ending on 28 November 2017, the section on the aims and objectives of the project, the home page and the event page of the Final Event on 9 November 2017 were most frequently consulted. A list of the fifteen most popular pages and posts in this period can be found in Table 2.

2.2.1.2 Social Media

The PORTOPIA project has its own Twitter, Facebook and LinkedIn accounts. After some suggestions by the reviewers, the dissemination through social media was intensified in the course of the project. In order to reach a broad and general public and to be as accessible as possible, it was decided to focus mainly on Twitter and Facebook.

The information below was last updated on 29 November 2017.

Twitter

The Twitter account of PORTOPIA, @PORTOPIA_EU, was set up in October 2013. Since then, 157 tweets were sent. These tweets focused mainly on facts about ports and port performance, experiences from port professionals with port performance, announcements of events etc. Furthermore, @PORTOPIA_EU also retweeted interesting tweets from other people and organisations from the sector.

The PORTOPIA Twitter account reaches an audience of 341 followers. This audience is mostly male (58%) and between 25 and 44 years old (69%). As Table 3 shows, most followers live in Europe.

The PORTOPIA tweets are being liked, retweeted and commented by followers. The 5 top tweets of @PORTOPIA_EU are shown in Table 4. This top 5 is based on the number of ‘Impressions’, which is the number of times that users saw the tweet on Twitter. Consequently, this amount gives an idea of the reach of the tweet. ‘Engagements’ gives the total number of times that user interacted with the tweet.

Table 4 shows that most of the top tweets were posted in 2017. This can be explained by the fact that ESPO took the suggestions of the reviewers to focus more on social media into account. Consequently, a renewed strategy was launched at the end of 2016 – beginning of 2017. This is also clearly shown in Figure 2 which presents the increase of the number of tweets and number of followers of the PORTOPIA Twitter page.

Facebook

Since October 2013, PORTOPIA has its own Facebook account (https://www.facebook.com/portopia), which is followed by 669 people and liked by 696 people. Through the Facebook page, ESPO disseminates relevant news about the project, as well as news on port performance in general.

The people who like the PORTOPIA Facebook page are mainly male (54%) and aged between 25 and 44 years old.

While most of the followers live in Europe, there are also people from outside Europe who follow the PORTOPIA Facebook page. This is shown in Table 5.

After some suggestions of the reviewers, ESPO intensified its communication strategy, including social media more intensively. This is also visible in the evolution in the number of followers of the PORTOPIA Facebook page (Figure 4). On 1 November 2016, there were 616 followers, while on 30 November 2017 the Facebook page counted 669 followers.

Youtube

Since the start of the project, four short movies have been created about PORTOPIA. These movies were disseminated through the ESPO YouTube channel (https://www.youtube.com/channel/UC7ETNVSaj2EDuMJrviHMWOQ), the dedicated PORTOPIA YouTube channel (https://www.youtube.com/channel/UCLT_sx2jxLKdAtRnPMnTckg) and the PORTOPIA Facebook page.

a) PORTOPIA Service Cloud General Presentation

This was the first movie that was created to present the PORTOPIA project to the general public. It was published on the ESPO YouTube account (https://www.youtube.com/watch?v=OMnj5-C2EXE) on 22 May 2014. From the launch of this video until 29 November 2017, the movie has been viewed 344 times. This movie was also disseminated through the PORTOPIA Facebook page. Via this channel, the movie was viewed 160 times until 29 November 2017.

b) Presentation PORTOPIA Service Cloud

On 11 December 2015, ESPO published a second PORTOPIA movie on its YouTube account. The movie was viewed 72 times (status 29 November 2017). (https://www.youtube.com/watch?v=1kidWtgG634)

c) PORTOPIA Project : Port users perception on port performance - Tutorial on the online tool (Voice) & PORTOPIA Project : Port users perception on port performance - Tutorial on the online tool

On 17 February 2017, two new PORTOPIA movies were released. Both these movies give a tutorial on the online tool that aims to measure port user satisfaction. In the first video (https://www.youtube.com/watch?v=S7Bot3UF-Cw) a voice explains the working of the tool. In the second video (https://www.youtube.com/watch?v=tByVOJk46DA) everything is shown to the viewer without additional spoken comments. Both of these videos were disseminated via the PORTOPIA YouTube account. The video with the voice-over has been viewed 70 times, the other one has 47 views (status on 29 November 2017). Furthermore, the version without the voice-over was also disseminated through the PORTOPIA Facebook page. Through this channel, the movie was viewed 383 times by 29 November 2017.

LinkedIn

In the first year of the project, a LinkedIn page of PORTOPIA was created. However, in the course of the project, the emphasis was laid on Twitter and Facebook and less attention was given to the LinkedIn account. The reason for this shift is that a wider and more diverse public could be reached through Twitter and Facebook than via LinkedIn.

2.2.1.3 Publications and dissemination material

PORTOPIA Leaflets

Three leaflets have been created to promote the PORTOPIA project. All three leaflets are enclosed in the Annexes.

The first leaflet, ‘PORTOPIA in 10 steps’, was printed in 2014 and explains the project’s aims and key aspects in 10 points. The leaflet was distributed during for the first time

during the ESPO Conference 2014 and was also used for dissemination of the project during other events and meetings.

The second leaflet was created in 2015. It provided an update of the projects that were being developed within the PORTOPIA service cloud, an update on the new and improved indicators and other information concerning the progress of the project. The leaflet was distributed for the first time during the ESPO Conference 2015. Afterwards, it was distributed during other meetings and events.

The third PORTOPIA leaflet was designed and distributed in 2017. The main focus of this leaflet was a presentation of the four main tools that had been developed within the project to support port performance measurement: RES+, environmental performance reporting, a better understanding of European port governance and the online tool to measure users’ perspectives on port performance. The leaflet was first distributed during the ESPO Conference in 2017 in Barcelona and at other meetings and events.

European Port Industry Sustainability report

On 23 March 2016, the first European Port Industry Sustainability Report was officially released at the PORTOPIA Port Performance Conference in Lisbon. The report can be consulted on both the ESPO website (http://www.espo.be/media/news/EuropeanPortIndustrySustRep2016-dimished.pdf) and PORTOPIA’s website (http://www.PORTOPIA.eu/wp-content/uploads/2017/07/EuropeanPortIndustrySustRep2016.pdf) .

Following the projects on the development of European port performance, such as PORTOPIA and PPRISM, the Sustainability Report consolidates relevant outputs of these projects, but at the same time it aims to be much more than that, integrating data and insights from other sources such as UNCTAD, OECD, World Bank, Eurostat, PortEconomics.eu, selected academics and selected private data suppliers.

The Sustainability Report 2016 contains six sections:

- Market Trends and Structure indicators;

- Socio-Economic indicators;

- Environmental and Occupational Health, Safety and Security indicators;

- Logistic Chain and Operational Performance indicators;

- Governance indicators;

- User Perceptions on Port Quality indicators.

The report aims at providing the port industry stakeholders an integrated overview of the state of the European Port Sector in various performance domains, including global benchmarks.

An updated version of the European Port Industry Sustainability report was launched during the Final Event of PORTOPIA on 9 November 2017 in Brussels. This report includes the same sections as the 2016 reports and provides updated data on these topics. The report is available at http://www.portopia.eu/wp-content/uploads/2017/11/FINAL-Sustainability-Report-2017.pdf.

Both of the reports are included in the Annexes of this deliverable.

In order to increase the visibility of PORTOPIA during events, three different roll-ups were created.

The first one, mostly used by VUB, includes a short introduction of the PORTOPIA project. A second roll-up presents the PORTOPIA service cloud. The third roll-up, which was mainly used by ESPO, featured the slogan “Ports are great, let’s show it” and asked people to join PORTOPIA.

PORTOPIA Meter

In 2014, ESPO produced a PORTOPIA gadget for dissemination purposes, i.e. a meter with “Ports are great, let’s show it!” printed on the side. The meter was created as a visual reference to measuring performance. It was distributed for the first time during the ESPO Conference 2014 in Gothenburg. From then on, the gadget was offered at various ESPO events to promote the culture of transparency and to involve ports in port performance measurement.

Save the Date postcards

To announce the Final Event of PORTOPIA, organised on 9 November 2017 in Brussels, Save the Date postcards were created. These postcards were disseminated at various occasions, of which the most important one was the ESPO Conference 2017 in Barcelona. At this conference, there were around 300 participants. After the ESPO Conference, the postcards were distributed at other events like the GreenPort Congress 2017 in Amsterdam or the EFIP General Assembly meeting in Paris (12-13 October 2017).

PORTOPIA pens

ESPO ordered pens with the PORTOPIA logo printed on them. These pens were distributed for the first time on 9 November 2017 during the Final Event of PORTOPIA and are further being distributed at other meetings and events.

PORTOPIA notebooks

On the occasion of the Final Event on 9 November 2017, ESPO also created PORTOPIA notebooks. These were distributed during the Final Event and other meetings like the ESPO General Assembly.

PORTOPIA backpacks

For the Final Event on 9 November 2017, backpacks were created with the logo of PORTOPIA and the slogan “European ports work, let’s show it!”. These backpacks were used as goodie bags and distributed during the Final Event. The backpacks were filled with several PORTOPIA and ESPO publications, the PORTOPIA pens and the notebooks.

Advert in GreenPort Handbook

For the GreenPort Congress taking place on 10-13 October 2017 in Amsterdam, a handbook was published. PORTOPIA had an advert of 1 full page in this handbook. The advert focused on the Final Event of 9 November 2017. (see Annex)

2.2.1.4 Events organised by PORTOPIA

In this section, only the events organised by PORTOPIA are described. Besides these events, PORTOPIA representatives were present at numerous events, meetings and workshops to disseminate information about PORTOPIA. In the beginning of the

project, most PORTOPIA events were organised in the context of ESPO meetings and conferences. These events organised by ESPO will be discussed in 2.2.2.3 ESPO events. A list of the academic events where PORTOPIA was represented is given in 2.2.4.2 Conferences and events.

PORTOPIA workshop in Lisbon 2014

On 17 and 18 September 2014, the consortium organised PORTOPIA workshops back-to-back with the meeting of ESPO’s Economic Analysis and Statistics (EA&S) committee on 19 September. The workshops and meeting took place in Lisbon (Portugal).

Workshop 1 and 2 focused on the user interface and the RES dashboard. The central theme of workshop 3 was modal split, while socio-economic considerations were discussed during workshop 4. Furthermore, during the fifth workshop, the port profile was discussed. Workshop 6 focused on connectivity and workshop 7 looked into benchmarking. Finally, during the last workshop, sustainability reporting was the main theme.

These workshops were open to the members of the EA&S committee, as well as to all other interested ESPO members. Almost 40 people participated in the workshops.

PORTOPIA Port Performance Conference 2016

On 23 March 2016, experts and stakeholders of the port industry gathered in Lisbon (Portugal) for the PORTOPIA Port Performance Conference to reflect upon the performance of the port industry in the EU and the further need to develop performance insights on the industry level. During the conference, the ‘PORTOPIA Sustainability Report’ (2016) as well as the postcards of the ‘Top 10 environmental priorities of ports’ were officially presented to the wider public.

PORTOPIA Final Event on 9 November 2017

On 9 November 2017, PORTOPIA organised a final event in the BNP Paribas Auditorium Marais in Brussels.

The Final Event featured three sessions. During the opening session, the project coordinator Prof. dr. Michaël Dooms (Vrije Universiteit Brussel, VUB) presented the main achievements of the project. This presentation was followed by a more detailed explanation of the four main PORTOPIA components, i.e. the Rapid Exchange System+, environmental dashboards, port governance and user perceptions. Finally, a live demonstration of these tools in the PORTOPIA Service Cloud was given by Pedro Santos (Glintt).

The second session was called ‘Inside the European Port Industry’ and focused on the added value of the project outcomes for the European port industry. The session was opened by Aernoud Willeumier (Port of Rotterdam Authority). Afterwards, port professionals discussed their experience in measuring port performance and had a look at the challenges for European ports.

The third session of the day, ‘Beyond the European Port Industry’, focused on how port performance is measured globally. Prof. dr. Theo Notteboom (Shanghai Maritime University, Ghent University, University of Antwerp, Antwerp Maritime Academy) opened the session with ‘A global analysis of port industry performance indicator availability’. This presentation was then followed by a panel discussion with port industry stakeholders.

For the closing session, ESPO had invited DG MOVE. Konstantinos Rigas and Christos Pipitsoulis were present and gave a short presentation.

2.2.2 ESPO communication tools

The participation of ESPO in the project and in particular as leader of WP10 ‘Stakeholder Management, Communication and Dissemination’ aimed to ensure the involvement and active participation of EU ports.

Indeed, the internal structure of ESPO guaranteed the direct involvement of port professionals from different fields of expertise (port environment managers, rail port experts, CEO’s, commercial managers, etc.) and from different levels within the ports’ organisations (top management, middle management, etc.) through the different relevant ESPO committees. Moreover, the presence of a geographical and functional/commercial diversity of the EU port system within ESPO’s structure, ensured that the progress and results of the PORTOPIA project were communicated to this wide variety of ports.

Finally, ESPO has a cooperation agreement with EFIP, the European Federation of Inland Ports. Thanks to this cooperation, the European inland ports were also involved in the PORTOPIA project and the project progress and results were easily communicated to the inland ports through EFIP.

Consequently, ESPO also used its own existing communication tools to disseminate information about PORTOPIA. First of all, information about the project was shared internally with the ESPO members during meetings of the ESPO committees, in circulars, in the internal monthly newsletter (ESPO12) and via the ESPO-PORTOPIA internal newsletter. Additionally, ESPO communicated about the PORTOPIA project through its external communication channels: the ESPO website, press releases, the Port of the month and Port pro of the month articles, the external monthly newsletter, the ESPO Twitter account and various publications. Thirdly, during conferences where ESPO provided speakers as well as the annual ESPO conferences between 2014 and 2017, the PORTOPIA project has received special attention, for example thanks to presentations, a stand of the platform, gadgets, etc.

2.2.2.1 Internal communication

Executive Committee, General Assembly and Technical Committee meetings

The PORTOPIA project has been on the agenda of the ESPO General Assembly, Executive Committee and Technical Committees.

The General Assembly sets the overall ESPO policy. It consists of three official delegates with voting right per member country and meets twice a year. The Executive

Committee is responsible for the daily policy-making of the organisation, consists of one representative per member country and meets about five times a year. A series of Technical Committees provide technical recommendations to the Executive Committee on specific subjects which fall within their scope of competence. Those Committees bring together active professionals of the port sector and of the national port organisations of all EU maritime member states and observer members. Technical committee members are port practitioners with proven expertise in the field of the Technical Committee for which they are appointed. Typically, the work of the committee involves the analysis of EU proposals, the preparation of position papers, recommendations, expert opinions as well as responding to surveys and other queries. In addition to its primary advisory role, the committee also functions as platform for the exchange of best practices and know-how.

The ESPO Technical Committees that were involved in the PORTOPIA project are:

− The Economic Analysis and Statistics Committee, as the leading PORTOPIA committee, which focuses on Data collection, Economic analysis including forecasting, Port performance and benchmarking, EU statistical directives, EU R&D programmes.

− The Intermodal and Logistics Committee which addresses the role of ports in the logistics chain, hinterland connections and TEN-T, modal shift and co-modality, modal and logistics policies and customs and administrative procedures.

− The Port Governance Committee which is involved in the strategies of port authorities, concession policy and port services, port financing and charging, institutional aspects and management reform and finally port-city relations.

− The Sustainable Development Committee which is devoted to environmental management in ports, port development, planning and nature conservation, pollution (air, water, waste, noise), climate change and environmental corridors.

− The Passenger Committee (as from 2015 renamed as ESPO Cruise and Ferry Port Network) which is devoted to cruise and ferry specific issues, passenger rights, border control, passenger port interface and city-port relations.

− The Marine affairs Committee, which addresses maritime safety and security, bringing together the harbour masters of the ports.

− The Labour and Operations Committee follows the EU Social dialogue between employers and employees in ports.

In addition to being continuously in contact through the ESPO secretariat, each Technical committee meets twice every year, involving the participation of an average of 20 members in each meeting. Ad hoc meetings are also called when needed.

Circulars

The ESPO secretariat communicates towards its members in the (abovementioned) Executive Committee, General Assembly or the Technical Committees through circulars, i.e. electronic messages containing information on various topics (e.g. policy developments, events, meetings, etc.). Circulars are being sent to members via email and are accessible to members via the ESPO website, where a dedicated online platform exists where members can consult the relevant circulars.

Throughout the project, members were continually updated on relevant developments regarding the PORTOPIA project. Those circulars contained information about the progress within the project, requests for feedback on PORTOPIA-related topics, invitations and agendas of meetings or events where the PORTOPIA project would be discussed, etc. Below one can find a chronological and thematically organised overview of the circulars sent about the PORTOPIA project. The circulars include those that were sent to the different Technical Committees, the Executive Committee and the General Assembly.

A distinction is made between those circulars that were specifically targeted to the respective Technical Committee or to the General Assembly and Executive Committee (called “Targeted” circulars) and those circulars which were addressed to multiple Technical Committees or included the General Assembly or Executive Committee (“Shared” circulars). In case the circular was addressed to multiple receivers, the other receivers are listed next to the title between brackets.

ESPO12

The “ESPO12” is an internal monthly newsletter that summarises the developments linked to ESPO and complements the more detailed circulars that are issued on individual topics and meetings on an ad hoc basis. The ESPO12 gives an overview of what happened during the past month and reaches the 346 port professionals represented in the ESPO Technical Committees.

The ESPO12 newsletter also includes an overview of pending issues on which ESPO seek members’ feedback. This can range from answers to consultations, comments on draft position papers and confirmation of members’ participation to ESPO meetings. Each ESPO12 concludes with a preview of the month ahead.

In the context of ESPO12, the ESPO secretariat informs members on the events and progress regarding PORTOPIA in a general way. This communication tool gives the ports the opportunity to receive continuous and up-to-date information. It also strengthens the link between PORTOPIA and ESPO ongoing initiatives.

• ESPO-PORTOPIA Internal Newsletter

The ESPO-PORTOPIA internal newsletter aimed to serve as a forum to present the progress of the PORTOPIA project in a detailed way and to get the ports involved in the ongoing work. The newsletter was sent internally to all the ESPO members.

The first edition of the newsletter was sent on 20 December 2013 and focused on a general description of the project. It introduced the short-term tasks and outcomes of the project to ESPO’s members. The newsletter was organised in different sections. One section was devoted to publicise future events and request contribution to the content of the website and social media linked to the project. A second edition of the newsletter was sent to ESPO members on 4 March 2014.

After two editions of the internal newsletter, it was decided not to produce this kind of newsletters anymore. The reason for this was the fact that ESPO members were already informed about the PORTOPIA project through the ESPO circulars, meetings, ESPO12 and ESPO press releases, which made an additional newsletter redundant.

2.2.2.2 External communication

ESPO Website

Since the start of the project, PORTOPIA has always been included on the ESPO website (www.espo.be). Before the development of a new website in 2016, the PORTOPIA logo, including a hyperlink to the PORTOPIA website was seen on the homepage of the ESPO website. Furthermore, the website included important studies, reports and surveys on port performance (e.g. Port Performance Dashboard), port governance (e.g. Fact-Finding report), environmental performance (e.g. ESPO/EcoPorts Port Environmental Review), the ‘European Ports Work’ publication which includes information on PORTOPIA, etc. Additionally, the ESPO website included a separate section called ‘Projects’. This section focused on projects organised or supported by ESPO: ESPO Award, PPRISM, EcoPorts, PORTOPIA. The part on PORTOPIA brought visitors directly to the PORTOPIA website. Finally, the website also included a section called ‘Statistics’, focusing on the Rapid Exchange System and Eurostat data on maritime transport.

Since the beginning of 2016, ESPO has a new website, which is more user-friendly, more attractive and enables a better communication towards ESPO members. The new website includes two sections dedicated to PORTOPIA. First of all, the section ‘Port Performance’ under ‘Our knowledge’ (www.espo.be/knowledge#port-performance) gives some general information on both PPRISM and PORTOPIA and it includes a hyperlink to the PORTOPIA website. Secondly, the ESPO website contains a page called ‘Fact and Figures’ (www.espo.be/fact-and-figures). On this page, visitors can find traffic data for EU ports (including RES and Eurostat data), information about EU ports governance and environmental facts and figures (including a link to the EcoPorts website).

Press Releases

Since the beginning of PORTOPIA, ESPO has sent 16 press releases about the project. (status on 29 November 2017) These press releases are sent to the entire contact database of ESPO, which counts more than 5000 contacts including all the ESPO members, port professionals, policy makers, members of transport organisations and associations, and lots of interested individuals, both in Europe and beyond. Some of the ESPO press releases have been picked up by industry magazines and/or websites. An overview of this can be found in 2.2.3 PORTOPIA in the press.

Monthly Overview

The Monthly Overview is ESPO’s monthly external newsletter. This newsletter gives an overview of all the ESPO press releases that were sent during the past month, along with the Port of the month/Port pro of the month interview, a calendar of ESPO meetings and meetings of the European institutions. In 2017, the external newsletter has also featured a separate section on PORTOPIA. This section provides an overview of the articles that were published on the PORTOPIA website during the past month and information on PORTOPIA events.

The Monthly Overview is sent to the entire contact database of ESPO (more than 5000 contacts), which includes all the ESPO members, port professionals, policy makers, members of transport organisations and associations, and interested individuals, both in Europe and beyond.

ESPO Twitter: @ESPOSecretariat

ESPO has used its own twitter account to communicate about the PORTOPIA project. In this way, all the 1493 followers of ESPO were informed of the progress and results of the project. The information below was retrieved on 29 November 2017.

The followers of the ESPO Twitter account are mostly male (56%) and are largely aged between 25 and 44 (73% of the followers). The ESPO Twitter reaches people all over Europe, with Belgium, United Kingdom, Spain, Netherlands and Italy as top 5.

ESPO publications

a) European Ports work

In 2014, ESPO produced a publication named “European Ports Work”. The purpose was to present the European port sector to the new European Commission and the European Parliament. It was first distributed during the ESPO Award Ceremony on 4 November 2014, which took place in Brussels with the assistance of around 200 port and wider community representatives.

The publication integrated PORTOPIA indicators and outcomes throughout the entire publication and included a separate section on the goals and progress of the PORTOPIA project. The publication was also distributed at other ESPO events and external events where ESPO was represented.

Given the success of the first “European Ports Work” publication, ESPO decided in 2015 to create a second edition. This publication gives a comprehensive overview of the European port sector and includes PORTOPIA figures. The publication is available on the ESPO website (http://www.espo.be/publications/european-ports-work) and is disseminated to ESPO members and the wider port community during relevant meetings, events and conferences. The full text of the publication is also enclosed as an Annes.

b) Annual reports

The ESPO Annual reports are published every year on the ESPO website and were also available in printed version until 2015. Furthermore, a press release with a link to the report is sent to the complete database of ESPO (more than 5000 contacts), including port professionals, port stakeholders, policy makers and academics as well.

The ESPO annual reports include a section with statistics. The statistics for containers are produced on the basis of RES data (PORTOPIA) and Eurostat.

c) Fact-Finding report “Trends in EU Port Governance 2016”

In 2015, ESPO conducted a fact-finding survey amongst its members. The results of the survey were bundled and published in the brochure “Trends in EU Port Governance 2016”. This report was officially presented for the first time during the ESPO Conference 2016 in Dublin, informing all ESPO members, policy makers, academia and other members of the port industry of the results of the latest fact-finding survey. Since then, the publication has been disseminated during relevant meetings, events and conferences and is available on both the ESPO (http://www.espo.be/publications/trends-in-eu-ports-governance-2016) and PORTOPIA websites (http://www.portopia.eu/?p=1235). The full text is also enclosed in the Annexes.

The report was translated into Italian. It was picked up by various media worldwide and it was cited in academic articles. Furthermore, key figures, data and graphs from the report are constantly being used within ESPO and for port presentations in various international conferences and seminars.

d) Top 10 Environmental Priorities for ports

On 23 March 2016, the “Top 10 Environmental Priorities of European Ports” was officially presented at the PORTOPIA Port Performance Conference in Lisbon. For dissemination purposes, the “Top 10 Environmental Priorities of European Ports” were printed on a postcard. Since the official launch of the postcards, they have been disseminated to ESPO members and the wider port community during ESPO meetings and other relevant meetings, events and conferences.

In October 2017, ESPO generated an update of the top 10 environmental priorities of European ports. Again, a postcard with the top 10 of 2017 was created. These postcards were distributed during relevant meetings, and will still be distributed in the coming year.

The digital versions of both of these postcards are included in the Annexes.

e) EcoPorts leaflet 2017

On the occasion of the 20th anniversary of EcoPorts, the main environmental initiative of the European port sector, a leaflet was created in 2017. This leaflet presented the new look and feel of EcoPorts and launched the updated EcoPorts tools.

The leaflet must be seen as a way to mobilise ESPO members to share data on environmental issues/indicators. The first step to become an EcoPorts member is to answer a number of questions about the port. EcoPorts data are confidentially shared with PORTOPIA.

The EcoPorts leaflet was distributed for the first time during the ESPO Conference 2017 in Barcelona and has since then been disseminated at various meetings and events. A digital version of the leaflet is enclosed in the Annexes.

2.2.2.3 ESPO events

ESPO Conference 2014

This event was given crucial importance by the consortium in terms of port participation and project dissemination. It took place in Gothenburg (Sweden) on 15-16 May 2014.

During the opening session, the consortium provided an outlook for European Ports based on the first results achieved by the project. During the second day of the conference, the participants gathered around a dedicated roundtable session led by Prof. Michaël Dooms (VUB). Participants were invited to interact with the consortium partners and play directly with the PORTOPIA cloud system where their data is stored. The session focused on four main questions:

- How to ensure full transparency on how and where the data are saved and used?

- How can PORTOPIA support the European Port Industry with meaningful (performance) data?

- How to develop intelligent, relevant and anonymous benchmarking that is useful to the port sector?

- How should PORTOPIA approach all the different organisations and needs of the port sector?

Moreover, a permanent PORTOPIA Help Desk was set up and available during the entire duration of the ESPO Conference 2014. Interested port authorities were supplied 'live' with their user credentials to start and verify their individual data and explore the potential of the PORTOPIA Service Cloud in terms of data storage, management and analysis.

Port authorities could explore their Port Profile, which is created within the PORTOPIA Service Cloud on the basis of data available from different sources, for instance EcoPorts, Governance Fact-finding survey, PPRISM, etc. This basic Port Prolife shows, among other features, the main characteristics of a port in terms of markets, commercial activities, connectivity, institutional framework and functions of the port authority. As host of the ESPO 2014 Conference, the Port of Gothenburg kindly agreed to share its port profile as an example.

Participants could also get a preview of the new ESPO Rapid Exchange System (RES+), which was being developed within the PORTOPIA project. Furthermore, a 6-minute video was produced and presented at the conference. It is also available on the ESPO YouTube channel. (https://www.youtube.com/watch?v=OMnj5-C2EXE)

Furthermore, an explanatory leaflet ‘PORTOPIA in 10 steps’ was produced and distributed during the conference. This leaflet was also used in other meetings and communications with ports as it contains the basic information and strategy of the project.

Finally, a PORTOPIA gadget in the form of a meter was made to attract the attention of participants. On the meter, there is an image with the slogan ‘Ports are great, Let’s show it!’.

ESPO Conference 2015

The ESPO Conference 2015 took place on 21-22 May in Piraeus (Greece) and attracted around 300 port professionals and stakeholders. The conference offered an excellent platform for informing external stakeholders about PORTOPIA and for disseminating the progress achieved. A PORTOPIA leaflet had been produced for the event and was disseminated to the conference participants. Furthermore, PORTOPIA had a stand where people could get first-hand information on the project and its developments and to actually access and get familiarised with the PORTOPIA platform. During the breaks of the conference, a slide show including information on PORTOPIA was shown in the conference room.

ESPO Conference 2016

The ESPO Conference 2016 took place in Dublin (Ireland) on 2-3 June and attracted around 300 port professionals and stakeholders. The conference again offered an excellent platform for informing external stakeholders about PORTOPIA and for disseminating the progress achieved. On the second day of the conference, a special session was foreseen to officially present PORTOPIA Deliverable 5.1. “Trends in EU Ports Governance 2016” to the wider public. Furthermore, PORTOPIA again had a stand where people could get first-hand information on the project and its developments and could actually access and get familiarised with the PORTOPIA platform.

ESPO Conference 2017

The annual ESPO Conference 2017 took place on 1-2 June in Barcelona (Spain) and attracted around 250 port professionals and stakeholders. Like every year, the conference offered an excellent platform for informing external stakeholders about PORTOPIA and for disseminating the progress and results. During the first day of the conference, a special session was dedicated to EcoPorts, the main environmental initiative of the European port sector. Port representatives were encouraged to join the EcoPorts network. The first step to become an EcoPorts member includes answering a number of questions about the port. This data is confidentially shared with PORTOPIA. During this session, the participants also received the new EcoPorts leaflet.

As usual, PORTOPIA also had a stand where people could get first-hand information on the project and its developments and could access and get familiarised with the PORTOPIA platform. For the event, a new PORTOPIA leaflet had been created, which was also distributed at the stand, along with Save the Date postcards for the final event of PORTOPIA in November 2017. These Save the Date postcards were also distributed in the conference room. Finally, during the breaks, a slide show including information on PORTOPIA was shown in the conference room.

2.2.2.4 EFIP

ESPO has a cooperation agreement with the European Federation of Inland Ports (EFIP). Thanks to this cooperation, European inland ports could easily be involved in the project and the progress and results of the project could be communicated to them.

To inform the European inland ports about PORTOPIA and to involve them in the project, EFIP made use of its internal communication channels (meetings and memos), of its annual reports and Twitter account @EFIPSecretariat.

Memos

EFIP communicates with its members through ‘Memos’. These memos are electronic messages that are sent to the EFIP members in an email and that are available in the dedicated ‘Members Only’ area on the EFIP website.

EFIP used this internal communication channel to keep the EFIP members informed and involved in the project. Below, a list of the EFIP memos including a reference to PORTOPIA is provided.

3 INVOLVEMENT OF PORT AUTHORITIES Thanks to the focus on digital media and the participation of PORTOPIA representatives in various meetings and events, a wide and general public was reached. This public includes amongst others port authorities, port industry stakeholders, policy makers and interested third parties. In the section below, an overview is given of the port authorities that were actively involved in the project, providing data for the different modules.

3.1 Rapid Exchange system

In 2015, 86 port authorities from 19 EU Member States, Norway and Iceland completed the questionnaire that was the basis for the publication ‘Trends in EU Ports Governance 2016’, also called the ‘Fact-Finding report’.
