The bill was drafted after nationwide consultations with various stakeholders, people living with HIV, communities at risk of HIV, healthcare workers, children's organisations and women's groups. The bill provides redressal against discrimination in the private sector. It also ensures the informed consent of the person should be taken before testing for HIV treatment or research. FDI war: BJP refuses to budge, Congress backs government

New Delhi, Nov 30 (IANS) The deadlock over allowing foreign eq-uity in India’s retail market deep-ened Wednesday as the Bharatiya Janata Party (BJP) rejected the gov-ernment’s plea for toning down its adjournment motion on the issue and the Congress not favouring a rollback by the government.

BJP leader L.K. Advani con-veyed to Finance Minister Pranab Mukherjee that the wording of the adjournment motion moved by the BJP on FDI in retail was non-nego-tiable, informed sources said.

At the end of the day, marked by intense political activity, Mukher-jee called up Advani in another bid to end the deadlock over the FDI in multi-brand retail, but failed to make any headway.

Advani made it clear that the only way to go was to follow the sugges-tion given by Sushma Swaraj, the leader of opposition in Lok Sabha, at the all-party meeting, chaired by Mukherjee, Tuesday.

Sushma Swaraj had suggested at the meeting that the government should roll back its decision on the FDI in retail and start a discussion on price rise before this issue was cleared by the union cabinet.

The latest move by Mukherjee to break the deadlock came even as Prime Minister Manmohan Singh spoke to leaders of allies Trinamool Congress and DMK after attend-ing a meeting of the Congress core committee to find a way out of the impasse in parliament on the FDI issue.

The BJP has demanded that nor-mal business be suspended in parlia-ment to focus on FDI with a strongly worded adjournment motion de-manding revocation of the retail reforms. “If the government even wants to suggest they want to change the wording of the adjournment motion moved by me, I am making it clear there will be no change,” said the BJP’s Murli Manohar Joshi.

The Congress core committee met for a second time, in the evening, but failed to evolve a way out.

According to Congress sources, Manmohan Singh explained to lead-ers of the DMK and Trinamool, each of which have 18 Lok Sabha MPs, the need to avoid a political crisis over the FDI issue.

Since these patients require frequent visits to hospitals for treatment, they would be given an extra Rs.120 for meeting their monthly travel expenses,” said Chief Minister Oomen Chandy.According to the Kerala State Aids Control Society (KSACS), there

New Delhi, Nov 30 (IANS) The par-liamentary standing committee on law and justice, examining the Lokpal bill, Wednesday remained divided over bringing the prime minister under the anti-graft ombudsman even as Anna Hazare threatened to launch a protest if the legislation is not passed in the winter session which ends Dec 21.

Chairman of the panel Abhishek Manu Singhvi told a news channel that among the three options being considered are to include the prime minister fully but defer prosecution, exclude him absolutely and to include him but with substantive exclusion on subject matter under the Lokpal.

“We have not reached the stage of adoption, rejection or dissension on the prime minister,” he said.

But sources said opposition mem-bers from the Bharatiya Janata Party,

the Communist Party of India and the Communist Party of India-Marxist plan to give dissent notes to the panel on the issue.

New Delhi, Nov 30 (IANS) Polling between 60 percent to as high as 80 percent was recorded in byelections held Wednesday to eight assembly constituencies in six states. Around 50 percent voter turnout was regis-tered in the Kolkata South parliamen-tary constituency where also by-poll was held.

By-polls were held for two assembly seats each in Haryana and Himachal

Pradesh and one each in Odisha, Bi-har, Jharkhand and Karnataka.

In Himachal Pradesh, by-polls were held in Renuka and Nalagarh constit-uencies, while in Haryana polling was held in Adampur and Ratia. The by-election was held for the Laukaha seat in Bihar, for Mandu in Jharkhand, the Umerkote seat in Odisha and the Bel-lary Rural seat in Karnataka.

New Delhi, Nov 30 (IANS) With the political battle intensifying between Kerala and Tamil Nadu on the Mul-laperiyar dam issue, Kerala Chief Minister Oommen Chandy is to come here Thursday to meet Prime Minister Manmohan Singh. After a cabinet meeting, Chandy claimed in Thiruvananthapuram that the prime minister was “already convinced” of his state’s demand for a new dam in place of the 116-year-old structure.

He said he would once again take up the issue with the prime minister and added that he would write to Tamil Nadu Chief Minister J. Jayalalithaa, explaining Kerala’s position on the Mullaperiyar issue.

The dam in Kerala’s Idukki dis-trict supplies water to Tamil Nadu. The MPs from Tamil and Kerala Tuesday sought Manmohan Singh’s intervention to resolve the complex issue.

Kolkata, Dec 1 (IANS) Alleging that the Congress was constantly using the Central Bureau of Investigation (CBI) to settle scores with political opponents, the Bharatiya Janata Party (BJP) Wednesday said the federal in-vestigative agency had turned into a "Congress Bureau of Investigation".

"The Congress is constantly using the CBI against political opponents," BJP president Nitin Gadkari said dur-ing an informal talk with mediaper-sons here.

Asserting that it was prepared for mid-term polls in the country, the Bharatiya Janata Party (BJP) Wednes-day exuded confidence of crossing 170 Lok Sabha seats on its own.

Party chief Nitin Gadkari also said the BJP-headed National Democratic Alliance (NDA) headed would ex-pand with lot of others joining it once the BJP crossed the 170-mark in seat tally whenever the elections were held.

"We are ready for it," Gadkari said when asked whether his party was

ready for mid- term polls. "But I am no astrologer that I can

tell you when elections will be held… I don't know. Anything can happen in cricket and politics," he quipped.

Asked about the number of seats the BJP was expecting, he said: "At any cost we will go over 200 on our own".

He said once the BJP tally reached 170, those keeping away from his par-ty would join in and the NDA will be expanded.

New Delhi, Nov 30 (IANS) Tibetan spiritual leader the Dalai Lama on Wednesday spoke at the Global Bud-dhist Conference, but scrupulously avoided commenting on the post-ponement of the India-China bound-ary talks that was triggered by his par-ticipation in the conclave.

A scheduled press conference to be addressed by the spiritual leader was also abruptly called off. The decision to cancel the press conference was taken in view of the latest diplomatic row between India and China.

In a development that may irritate China, a new international Buddhist body headquartered in New Delhi was formed amid Beijing’s attempts to pro-ject itself as the real Buddhist nucleus of the world.

“It’s a political question. No com-ments,” the Tibetan leader, who has been living in India since 1959 after fleeing from China, said when asked by TV news channels to comment on Chinese objections to his participation

at the four-day Global Buddhist Con-ference that ended in the evening.

In his valedictory address, the Dalai Lama focused primarily on the impor-tance of Buddhist values of compas-sion and harmonious living in a world beset by stress and violence.

The boundary talks between spe-cial representatives of India and China, scheduled for Nov 28-29, was postponed last week over differences over the Dalai Lama’s participa-tion in the Buddhist conference in New Delhi.

New Delhi, Nov 30 (IANS) In an incident of road rage, a 50-year-old journalist, working with a promi-nent web newspaper, was arrested in the capital for shooting at a man after the victim’s car had brushed against his, police said on Wednes-day.

Journalist Arun Kumar Pandey was arrested from Vasant Kunj in south Delhi at 2 p.m. for firing at

Jagbir Singh, 60, who miraculously escaped as the bullet hit his belt buckle, a police official said.

The incident took place at Church Road, 100 metres away from Fortis hospital in Vasant Kunj sector A in south Delhi.

Police said Pandey, a resident of Raj Nagar in Ghaziabad, Uttar Pradesh, was on his way to Andhe-ria Mor from Mahipalpur when his

Hyundai i-10 was brushed by Sin-gh’s car, an Esteem, while the latter was trying to take a u-turn.

The two alighted from their cars and entered into an altercation. Two of Singh’s relatives, who were also in the car, joined in the quarrel.

In a fit of rage, Pandey fired twice in the air and once at Singh with his licensed automatic pistol, police said.

New Delhi, Nov 30 (IANS) Delhi Police on Wednesday claimed to have busted a major module of the homegrown In-dian Mujahideen terror outfit by arresting six of its suspected activists, including a Pakistani national, for their al-leged involvement in three attacks last year.

Two AK-47 assault rifles, a pistol and some explosives have been re-covered from these Indi-an Mujahideen suspects, arrested last week.

Confirming the arrests, Home Min-ister P. Chidambaram said police were probing their possible involvement in the Feb 13 Pune German Bakery blast,

New Delhi, Nov 30 (IANS) Delhi Fire Service (DFS) plans to upgrade the fire-fighting facilities in the city by procuring high-end devices like two foam fire fighting tenders to combat chemical fires and six ve-hicles to reach congested areas, an official said on Wednesday.

“We will soon procure two high-capacity foam fire fighting tenders to douse chemical fires where wa-ter is ineffective and we will also procure portable spectrograph, a device, which helps in identifying the chemical in the fire. This will help the fire fighters to use the right method for dousing the fire,” said DFS Director A.K. Sharma speak-

ing at a three-day “Safety Conven-tion”.

The conference on safety con-vention, which started on Wednes-day, was organised by the Institute of Engineers, Safety and Quality Forum.

Besides this, the DFS is also

planning to get six fast response vehicles equipped them with latest state-of-the-art basic fire-fighting equipment, he said.

Apart from this the DFS control system will also be modernised with latest global positioning sys-tem (GPS)-based tracking system.

“The GPS automatic vehicle tracking system will help in im-proving the response time of fire-fighters by finding the shortest route to the fire spot,” said Sharma.

Durban, Nov 30 (IANS) The annual climate summit got into stride on Wednesday, with bureaucrats from 192 countries making some progress over the vexed issue of transferring green technologies to poor nations at cheap rates.

But the negotiators remained dead-locked on the most troubling issue of the extent to which each country should reduce its carbon emissions. At best, this summit could reach a weak agreement that would not help much in combating global warming, nor in adapting to its effects, delegates said.

The stalemate that has been going on for years continued to dog the Nov 28-Dec 9 summit of the UN Frame-work Convention on Climate Change (UNFCCC) in this South African port city, with developing nations in-sisting that rich countries be legally bound to reduce the emissions that are warming the world, and meeting with refusal from countries like Can-

ada, Japan and Russia unless emerg-ing economies make similar pledges.

At stake is the future of the Kyoto

Protocol, which legally binds rich countries to reduce emissions, but whose first commitment period runs out in another year. Conference President Maite Nkoana-Mashabane, South Africa’s minister for Interna-tional Relations and Cooperation, said: “Durban will be the decisive moment for the Kyoto Protocol.”

The UN’s Intergovernmental Panel on Climate Change (IPCC) has con-siderably diluted an earlier stand strongly linking extreme weather events to climate change.

It now says it has “low confidence” in any observed long-term increase in tropical cyclone activity. It also states that it is “likely” that the global frequency of tropical cyclones “will either decrease or remain essentially unchanged”.

This goes against the strong em-phasis it placed on the connection be-tween climate change and cyclones in its fourth assessment report released in 2007.

London, Dec 1 (IANS/RIA Novosti) Britain has ex-pelled all Iranian diplomats from its territory after the British embassy in Tehran was stormed by a crowd, said the British Foreign Sec-retary William Hague.

Hague told the country’s parliament Wednesday that the Foreign Office demand-ed “the immediate closure of Iranian embassy in Lon-don”.

“Staff must leave within the next 48 hours,” he added. “If any country makes it impossible for us to operate on their soil they cannot ex-pect to have a functioning embassy here.”

Britain evacuated all its diplomats from Iran Wednesday.

“It is not possible to maintain an embassy under these circumstance

and these threats and actions,” Hague told members of the parliament.

Iranian protesters stormed the Brit-ish Embassy in Tehran Tuesday after rallying against sanctions the Britain imposed on Iran earlier this month.

The crowd, mostly students, at-tacked the embassy compound, tore down the British flag and replaced it with Iran’s.

Islamabad, Dec 1 (IANS) German Chan-cellor Angela Merkel telephoned Paki-stan Prime Minister Yousuf Raza Gilani on Wednesday, requesting the country to change its decision of boycotting the upcoming Bonn conference, Xinhua reported.

Pakistan decided to boycott the conference on Afghanistan’s future to protest against NATO bombing of two Paki-stani posts at the week-end in which 24 soldiers were killed.

The boycott decision was taken at a cabinet meeting chaired by Gilani in La-hore.

“The German Chancellor expressed her desire that Pakistan’s attendance in the Bonn conference was of utmost im-portance to Germany and stressed upon that Pakistan’s representation was essen-tial for making the conference meaning-

ful,” said the Pakistan prime minister’s office in a statement.

“The prime minister stated that Paki-stan holds Germany in the highest esteem

and attaches highest importance to peace, stability and sovereign-ty of Afghanistan, the statement said.

Replying to Merkel’s request, Gilani said that since Germany and Pa-kistan shared excellent relations in the past and also the German for-eign minister was the

first to express solidarity with Pakistan and also condolences to the families who were killed in the NATO/ISAF attack, he would refer the matter to the parliamen-tary committee on national security to take the decision.

The conference is to be held in Germa-ny’s Bonn city Monday (Dec 5) to discuss Afghanistan’s future.

Moscow, Nov 30 (IANS/RIA Novosti) Aisha Gaddafi, daughter of slain Libyan leader Muammar Gaddafi, has urged Libyan people to overthrow the new government which came to power “with the planes of NATO”.

“My father has not left, he is al-ways among us,” CBS News quoted Aisha Gaddafi as saying in an audio message broadcast on Syria’s al-Rai television Tuesday.

“Do not forget the orders of your father urging you to continue fight-ing, even if you no longer hear his voice,” Aisha said.

Gaddafi, who had ruled the coun-try for almost 42 years, was captured and executed by rebels near his home town of Sirte Oct 20.

Aisha, her mother Sofia, and Brothers Hannibal and Moham-med, accompanied by their children, crossed the border into Algeria Aug 29 after the fall of Tripoli. Aisha de-livered a child in an Algerian clinic hours after crossing the border.

CBS News said Aisha could face extradition for her statements, as she and her family members had vowed not to make any public appeal after receiving refugee status in Algeria.

Kabul, Nov 30 (IANS) A leader of the Haqqani network was detained in Afghanistan on Wednesday, Afghan forces and the NATO-led International Security Assistance Force (ISAF) said. The leader, whose name was not disclosed, was arrested in Pul-e Alam district of Logar province, 60 km south of Kabul, Xinhua reported cit-ing a NATO press release.

The man conducted attacks against NATO troops and dis-tributed weapons throughout the area.

The Haqqani network is the military wing of the Taliban operating in Ka-bul and the eastern prov-inces along the border with Pakistan.

New Delhi, Nov 30 (IANS): A fort-night after giving consumers relief for the first time in almost three years, India’s fuel retailers again cut petrol prices Wednesday -- by 65 paise a litre, excluding state taxes and levies -- bringing further suc-cor to vehicle owners. The price cut, effective midnight Wednesday, move may help the United Progres-sive Alliance (UPA) government in a price rise debate in parliament in the ongoing winter session of par-liament as opposition parties are likely to highlight the high cost of

petrol during the debate. IndianOil Corp (IOC), the largest of the three state-run oil marketing companies

(OMCs), said a fall in global crude prices was the reason it could bring down prices of petrol.

New Delhi, Nov 30 (IANS): Com-munications Minister Kapil Sibal Wednesday met chiefs of leading tel-ecom service providers such as Bharti Airtel, Reliance Communications, Idea Cellular, Tata and Vodafone to discuss the issue of 3G roaming and spectrum pricing, official sources said. The meeting which saw partici-pation from telecom czars including Sunil Bharti Mittal of Bharti Airtel, Anil Ambani of Reliance Commu-nications, Kumar Mangalam Birla of Idea Cellular, Ishaat Hussain from Tata and Vittorio Colao of Vodafone took place after the operators sent a letter to the prime minister seeking

his intervention in the 3G intra-circle roam-ing (ICR) issue last week. According to official sources, issues such as 3G roaming and spectrum pricing were discussed in the meet-ing however no formal assurances were given by the government on anything. Airtel, along with Vodafone and Idea Cellular, had en-tered into a roaming agreement to offer 3G services in the circles where they could not win the 3G spectrum.

However, the tel-ecom regulator and the enforce-ment cell of the tel-ecom department said the agree-ment was illegal. The operators last week expressed discontent and sought the prime minister’s inter-vention in the ICR issue, saying that

the government should refund the 3G licence fees if such pacts were not allowed.

New Delhi, Nov 30 (IANS): The Delhi High Court Wednesday re-served its order on an NGO’s plea seeking direction to the Central Bu-reau of Investigation (CBI) to probe a Rs.67,000 crore purchase order by Air India for 111 aircraft. After hearing arguments from both the petitioner and the central government and the national carrier, a division bench of Acting Chief Justice A.K. Sikri and Justice Rajiv Sahai Endlaw said: “The judgment is reserved.” “Our specific query is whether the PAC (public accounts committee) can recom-mend the investigation or not,” Act-ing Chief Justice Sikri asked earlier, seeking to know if the PAC had the right to set up a CBI inquiry or look

into the criminality of the issue. The court was hearing a public interest litigation (PIL) filed in 2010 by NGO Centre for Public Interest Litigation (CPIL) through counsel Prashant Bhushan. “The petitioner requests this court to direct the CVC to con-duct a thorough inquiry into aircraft acquisition deals of Air India and its loss of market-share by giving up profitable routes and timings, and the role played by the civil aviation min-istry,” the CPIL said.

“If the CVC finds a prima facie case, it can then get the matter inves-tigated through the CBI as per law,” the petition said. Opposing the plea, Additional Solicitor General A.S. Chandhiok said: “The CAG report is

under consideration before the PAC which would submit its report to par-liament, which is supreme.” Bhush-an told the bench that material was available for ordering criminal inves-tigation into the deal which caused a huge loss to the exchequer. Bhushan also referred to a report of a parlia-mentary committee saying that it had raised concerns on the issue.

The PIL alleged that the ministry through its decisions and actions drove the Air India and the erstwhile Indian Airlines into heavy losses. The NGO said even parliamentary committees, in their reports, recom-mended a probe into the fleet expan-sion way back in 2010 but no action was taken.

New Delhi, Nov 30 (IANS): The country’s policymakers Wednesday expressed concern over GDP grow-ing at its slowest pace in more than two years at 6.9 percent in the quar-ter ended Sep 30, but added that the situation is expected to improve by the end of this fiscal. Finance Min-ister Pranab Mukherjee said the government would do its best to im-prove the situation. Mukherjee said the overall Gross Domestic Product (GDP) growth has slowed in the last two quarters mainly because of poor performance of mining and manu-facturing sectors. Growth of the manufacturing sector slumped to 2.7 percent for the quarter ended Sep 30, 2011, as compared to 7.8 percent dur-ing the same quarter of the last fiscal. The mining sector growth slowed to 3.2 percent during the quarter under

review from 8 percent during the cor-responding quarter of 2010-11. The GDP growth in the first six months of the current financial year slowed to 7.3 percent from 8.6 percent during the same period of last fiscal, official data showed Wednesday.

Deputy Chairman of the Plan-ning Commission Montek Singh Ahluwalia forecast a similar growth pattern for the third quarter, add-ing that the GDP growth for the fis-cal is expected to be between 7 to 7.5 percent. He also did not rule out the possibility of a small slippage in fis-cal deficit target. Meanwhile, Chief Economic Adviser to the finance ministry Kaushik Basu blamed the slowdown on global factors and sluggish decision-making. How-ever, he was optimistic about future growth.

Brussels, Nov 30 (IANS): Eurozone finance ministers agreed Tuesday to expand a rescue fund and to turn to the International Monetary Fund (IMF) for help to contain the spreading debt crisis. The finance ministers’ meeting raised two possible approaches to beef up the European Financial Stability Facility (EFSF): by allowing EFSF fund to guarantee 20 percent to 30 percent of potential losses incurred by inves-tors who buy bonds of governments in financial trouble, and by creating a common investment fund to attract foreign investors to buy eurozone gov-

ernment bonds. Klaus Regling, head of the EFSF, said he could not put a single figure on the scaled up EFSF, which EU leaders had hoped would reach one tril-lion euros. Market participants have fears that the fund would not reach that amount, reported Xinhua. The EFSF alone might not be able to solve all the problems. Finance ministers have agreed to turn to the IMF for help, mainly through bilateral loans to “ad-equately match the new firepower of the EFSF” and “cooperate more close-ly”, Eurogroup chairman Jean-Claude Juncker told a news conference.

It has achieved this milestone within just 17 months of acquiring Zain’s mobile operations in 16 African countries and added 14 million new mobile customers during this period,” the company said in a statement.

Oil firms increase jet fuel price by 3.70%New Delhi, Nov 30 (IANS): State-owned oil marketing com-panies (OMCs) Wednesday in-creased the prices of aviation tur-bine fuel (ATF) by 3.70 percent, effective from Dec 1. This is the second such increase in Novem-

ber. The OMCs had increased jet fuel prices by 1.95 percent on Nov 15. The latest hike is expected to further burden the industry, which has seen many airlines re-porting losses owing to the high cost of jet fuel.

They sit on a mat in a modest building, innocent eyes wander-

ing while a blackboard in the back-ground reads "all is well". Parvati and Amar (names changed) are as talented and active as anyone else their age but have been discarded by their kin for being HIV positive.Parvati is a student of Class 6 in a Karnataka government school and has been the topper of her class while Amar is the captain of his school. For 35 children living in Makkala Dham, Belgaum a hostel for children with HIV/AIDS, life is about the struggle to get their right to dignity. Most of them are orphans, shunned by rela-tives. But now fighting for them is a man who himself has the virus.Mahantesh Mali, 38, is founder of the Spandana Network of Positive Peo-ple, an organisation dedicated to sup-porting people with HIV/AIDS which runs the hostel. The organisation won the Women and Child Development Ministry's National Award for Child Welfare this year.For Mali, who has been fighting HIV/AIDS and the discrimination as well, meeting the financial requirement for his hostel is the biggest challenge. He gets some grants from NGOs and pools the resources from individual

donors."We find individual donors, some may give ration for a month or two, some pay the electricity bill. Some doctors help us by looking after the children," Mali told IANS.The only support from the govern-ment is a promise to provide Rs.500 per month for every child, but the promise is still trapped in red tapes. Such is the financial condition of this social crusader that when Spandana was awarded by the ministry, he had to borrow money for his travel to Delhi.But the Rs.3 lakh reward given to Spandana Nov 14 could not be cashed till now as there are no branches of Patiala Bank, the issuing bank of the draft, in Belgaum."It will take some time, I will have to send the draft to Delhi to get it cashed," Mali said .As he continues with his struggle for the rights of others suffering from HIV/AIDS, his own story is no less interesting. He had a happy life working in a local factory. But shortly after his marriage in 1993, he was detected with HIV/AIDS.Mali was soon reduced to a mere skeleton, without any hope. In 1994, he weighed only 28 kg, and

could not even drink water. His wife became his main support and moti-vated him to live positively and come back to a normal life.Gradually, with help from counsel-lors at the district hospital, Mali started Spandana, a network of peo-ple with HIV/AIDS. The Makkala Dham was started by Spandana in December 2008.With the hostel running now in a rented accommodation, his dream now is to have his own building for it."If we have our own building, we can accommodate more children," he

said, adding that he has not been able to pay the rent for the present build-ing for the last two months.The children at the hostel go to local government schools and are trained in painting, music, yoga and spir-ituality by volunteer teachers at the hostel.For these kids discarded by all, Mali and the others here are their family. One of the girls is in fact going to be married, her groom being HIV posi-tive as well."We have a child whose parents had died and he lived in a temple. The neighbours would give him some left-overs. Another girl had gone to her relatives a few weeks back; she was beaten by her uncle and sent away,"

an emotional Mali said."One boy was turned out of a child welfare committee hostel when they came to know he was HIV positive. These chil-dren need extra care, they have to be given medicines every 12 hours, they have so many health

problems; who will take care of them?" he asked.

Mali himself is now living with minimum medication. His wife Rama, who is also HIV positive, runs

a beauty parlour at Chikori, 60 km from Belgaum. The couple has an HIV negative son."Nobody dies of AIDS, they all die of fear and stigma," Mali said, adding, "it is our job to spread awareness and things are changing".He said over 300 children have been tracked in Belgaum alone who need support, but due to dearth of resourc-es, they are unable to help them."The government should step in to provide support to these children," he added.The visit to the hostel was arranged by the Centre for Advocacy and Re-search.

A few weeks ago, I went to Nehru place and parked my car in the official MCD parking area. The attendant gave me a parking slip which I did not really look at. When I was leav-ing he came and asked me for Rs. 30 I paid him although I was a little suspicious as to how come the cost had increased as normally it is not more than Rs. 10 and I had barely parked my car there for but an hour. Later on, I found the slip and took another look at it and realised that the parking atten-dant had torn the slip in such a manner that it looked like Rs. 30 was the parking cost for a car, when actually it was for a tempo or larger HCV, and it was really Rs. 10 for a car. I let the incident slide until I went back a few days later and again the attendant asked me for Rs. 30 This time I was prepared and I gave him a piece of my mind threatening consequences.

Although he initially retaliated, he quick-ly calmed down and started apologizing for trying to cheat me and begged me not to go to the police. I thought this was just one errant attendant trying to make a few bucks, but when I went back there again a few days ago, another one did the same thing. There is evidently some sort of nexus there which preys upon people who they feel will be easy targets, gener-ally women like myself. I think that this is something that the MCD or Delhi Police should look into seriously as Nehru place may only be one of many locations where such practices are taking place.

Chidambaram visits Jharkhand, Odisha to review Maoist operations

Ranchi/Bhubaneswar, Nov 9 (IANS) Union Home Minister P. Chidam-baram Wednesday visited the Mao-ist-affected states of Jharkhand and Odisha to review operations against the rebels and also implementation of the developmental schemes in areas hit by Leftwing extremism.

In Ranchi, Chidambaram said he was reasonably satisfied with the im-plementation of Integrated Action Plan (IAP) in Jharkhand’s Maoist districts.

“I am reasonably satisfied with IAP implementation going in Jharkhand districts. More needs to be done. There has been significant success in Maoist operations between June and

October,” Chidambaram told report-ers.

He said “Jharkhand is one of the most Maoist affected states of the country. There are 14 battalions of CRPF and two battalions of Cobra forces are in Jharkhand. There are enough forces to deal with the Maoist menace in the state.”

The meeting was attended by Jharkhand Chief Minister Arjun Munda, state police Chief G.S. Rath and other senior got officials. Sources said Chidambaram asked the state government to implement central schemes properly in the Maoist af-fected districts.

Chamoli (Uttarakhand)/New Delhi, Nov 9 (IANS) Congress president Sonia Gandhi Wednesday hit out at Team Anna and said the party and the UPA government were com-mitted to a strong anti-corruption ombudsman (Lokpal). Team Anna member Arvind Kejriwal expressed hope the bill would be passed in the winter session of parliament.

The main opposition Bharatiya Janata Party (BJP) said that Gandhi’s comments “reflects their views”.

Welcoming Sonia’s statement, read out in absentia in Chamoli (Utt-

arakhand), Kejriwal expressed hope “the Congress would keep its word and pass the legislation in the winter session starting Nov 22”.

Hitting out at Team Anna for threatening another agitation on the Lokpal bill, Sonia Gandhi said “Corruption cannot be fought by speeches, so I don’t understand why this noise.”

She also reminded Team Anna that “It was the National Advisory Council (NAC) headed by me which had first started public consultations for a Lokpal”.

Kolkata, Nov 9 (IANS) Breaking the ice after three years, West Bengal Chief Minister Mamata Banerjee Wednesday personally called up her predecessor and arch-foe Bud-dhadeb Bhattacharjee to invite him to the 17th Kolkata film festival starting Thursday. This is the first time the film festival is being held after Bhattacharjee demitted office following the Left Front’s rout in the April-May assembly elections. The festival is considered Bhattacharjee’s brainchild. Banerjee told Bhat-tacharjee, an avid film buff, “it will make me happy if you come for the inauguration”. However, the former chief minister cited pre-occupation with another programme which will keep him away.

New Delhi, Nov 9 (IANS) Sanjay Chaudhary, a close aide of jailed former Jharkhand chief minister Madhu Koda, was arrested in Dubai Wednesday on an Interpol red corner notice, the CBI said, adding it would initiate steps for his extradition. Chaudhary is ac-cused of investing Koda’s dubious funds by using his contacts in the alleged siphoning of public money.

New Delhi, Nov 9 (IANS) The Congress Wednesday said the Haridwar stampede, in which at least 20 people were killed, occurred due to insufficient ar-rangements by the Uttarakhand administration.At least 20 people were killed and 40 injured in the stampede that occurred Tuesday when massive crowds had gathered near the Ganges for a religious meet in the temple town.

Notice to CBI on bail plea of Kanimozhi, four others

New Delhi, Nov 9 (IANS) The Delhi High Court Wednesday sought the CBI’s reply by Dec 1 on the bail pleas of DMK MP Kanimozhi and four other accused in the 2G scam and asked the jail officials for a medical report on accused Cineyug Films founder Karim Morani.

A notice was issued to the Cen-tral Bureau of Investigation (CBI) after hearing arguments on behalf of Kanimozhi, Kalaignar TV chief Sharad Kumar, Karim Morani and Kusegaon Fruits and Vegetables Pvt. Ltd. directors Asif Balwa and Rajiv B. Agarwal.

The court also directed Tihar Jail superintendent to submit a medical report on Morani, who has sought bail on health grounds. Appearing for Kanimozhi, a senior advocate contended bench that the trial court ignored the CBI’s willingness to al-low bail to the five accused.

“A set of accused who came in ap-peal against the trail court bail de-nial order are not made accused in the principle charge sheet, in which former communications minister A. Raja is named,” said the defence counsel.

Mumbai, Nov 9 (IANS) The Bom-bay High Court Wednesday reject-ed the bail application of Lt. Col. Prasad Purohit, one of the prime accused in the Malegaon 2008 blast case, a legal official said.

The court, while rejecting the bail application on grounds that “prima facie material was avail-able against” Purohit, said that a detailed order would be delivered soon, according to advocate Sharif Shaikh, an intervener appearing in the matter on behalf of family members of a victim in the blast.

“The state had opposed the bail plea stating that the investiga-tions into the Malegaon blast was transferred from the state Anti-

Terrorism Squad to the National Investigation Agency (NIA) vide a notification last April,” Shaikh told IANS.

He said the grounds for opposing bail were since the NIA investiga-tions are still continuing, granting bail to Purohit could hamper the ongoing probe into the terror in-cident in the minority-dominated town in Nashik district of north Maharashtra.

Prasad was among 11 accused in the blast case, including Sadhvi Pragnya Singh Thakur. Alleged to be linked to a right-wing organiza-tion, Purohit has been continuously in custody since his arrest for his role in the blast case.

Jammu, Nov 9 (IANS) The Uni-fied Command Wednesday evening asked the two panels looking into the question of revoking the Armed Forces Special Powers Act (AFSPA) to “speed up” their recommenda-tions.

The two panels, with two Corps Commanders of the Indian Army, Director General of Police and

Principal Secretary, Home, were constituted in September last year to suggest the areas from where the Disturbed Area Act and AFSPA could be lifted. But the panels were not able to finalise their recommen-dations.

Official sources told IANS at the conclusion of more than three-hour-long meeting of the unified com-

mand held in the civil secretariat and chaired by Chief Minister Omar Abdullah and senior army com-manders, that it has been decided to “speed up the work and make rec-ommendations about the removal of AFSPA as early as possible”.

“However, no deadline has been suggested at the meeting,” the official told IANS.

Sharma did not press for a stay of the trial court framing charges.The framing of charges was Tuesday put off by the Gujarat High Court till Nov 21. Sharma told the apex court that the high court had itself extended the stay and thus, there was no immediate need for action.

However, there should not be a window or door directly facing the main entrance to the room.

The Sacred Centre: As per Vaastu, the living room represents the heart of the home, with the centre of the room as its soul. The center of the house is often kept empty as it is thought of the place of Brahma the creator and is the most holy place of your property. For this reason, it is never recommended to position an occasional table in the middle of a living room, especially if the table is loaded with ashtrays, cups, plates etc. The center of anything is sacred and should therefore be kept empty. If you must have a small table in the living room, try to position it off – centre so that the place of Brahma retains its holiness and continues to bestow its blessing.

Ceiling: The ceiling in any room is very important, but in the living area it is even more, as the Ch’i bounces off the ceiling and back down to the people below, so if the ceiling is not uniform the rebounding Ch’i will create an uncomfortable atmosphere and most people find it hard to relax.

Lighting :All living things are naturally drawn towards light, so if you leave a light on in any area where you would like to see more activity it will be beneficial. This is a particularly effective cure to use in the relationship, knowledge or health area. Dim lighting can create headaches and depression, so bringing more light into your life is also likely to lead to an improvement in your health. Lighting is unique in that you can quickly change the appearance and ambience of the Living room at the flick of a switch .By using a range of lighting in a room, you can change the mood from bright and lively to subdued and inti-mate to suit the appropriate occasion.

Furniture : The largest pieces of furniture in this area are likely to be the sofa and chairs, cabinet for books and music etc. placing these items in the southwest of the room is sup-ported by Earth and its predominant guna tamas, they can serve as a block that prevent prana from escaping. If possible, place your chair or sofa along the south wall, so that while sitting one is facing north. In Vaastu this direction is known as Kuberasthana and bestows wealth and power on those facing it. Try to avoid L-or a U- shape furniture configuration. Chairs and sofa should not be placed directly facing each other, except over the dining table. Try to position them at 45 or 90 degree angles to each other. Also avoid keeping chairs under the overhead beam.

Photos :Photos of yourself can influence you more powerfully than anything else in your home. When you see your self looking happy and joyous in a photo, this sinks deep into your subconscious mind, programming you for more happiness. A photo in which you look stern or unhappy, or one where you were unhappy at the time it was taken, will be a constant affirmation for unhappiness. I wanted to talk to you about a report I saw in The New York Times that said that air pollution in New Delhi was worse than it was in Beijing.

And while there are obvious steps to take regarding any kind of pollution anywhere certain types of deciduous plants consume up to one-third of all oxygenated volatile organic compounds worldwide (‘OVOCs’ are an important contributor to what makes smog smog); one oyster can clean up to 50 gallons of water a day, which is why bundles were dumped into the waters around New York City and Boston it doesn’t hurt to think a bit creatively, too!

One year I was taking a taxi cab through Cambridge, Massachusetts. The driver quickly pointed out that not only was he from Turkey, but that tomorrow was Thanksgiving, too, where the food everyone eats is turkey. Would attaching filters to the lights that line the Rajpath start to help? Probably not! What about rolling a carpet of grass across the Rajpath and Janpath just for the day? Cute. It’d inspire a lot of cartwheels, but: NO!

that will recycle old cars and use them as building material for the new structure. The building is designed as a giant lung that would clean New Delhi’s air through a series of large-scale

greenhouses that serve as filters.

Bangalore, Nov 30 (IANS) While century-breaks con-tinued to rain in the IBSF World snooker champion-ship, and eight Indians qual-ified for the knock-out stage, 26-year old Omar Alkojah provided a lot of cheer for Syria by defeating twice Asian champion Yasin Mer-chant 4-3 in a cliff-hanger en route to the knock-out round here on Wednesday.

The defeat notwithstand-ing, Merchant progressed to the knock-out round along with Pan-kaj Advani, Manan Chandra, Brijesh Damani, Anuj Uppal, Kamal Chaw-la, Alok Kumar and IH Manudev. Of the lot, only Advani came through

Saqib takes six-shot lead in Western India junior golf

Mumbai, Nov 30 (IANS) Saqib Ahmed of Bangalore increased his lead to six shots following an even-par 70 in the second round of the Toyota IGU Western India Juniors Golf Championship at the BPGC on Wednesday. Saqib, who shot 69 on the first day is now one-under 139 for two days and six clear of Aman Raj (75-71).

Yash Jindal (75-72) and Yashas Chandra (71-76) were tied for third at 147.

However, the day's best score came from young Viraj Madappa in Cat-

egory B, where he shot two-under 68 and moved to the top. He was second overall at 140, one behind Saqib.

New Delhi, Nov 30 (IANS) India striker Rajpal Singh was named in the Delhi Wizards squad for the inaugural season of the World Series Hockey (WSH) that starts Dec 17.

Pakistan's Shakeel Abbasi, Dutchman Martijn de Jager and New Zealand's Matias Minz and Patrick Harris have also been named in the 21-member squad that would be led by Argentine Lucas Villa.

The squad will be coached by Dutch legend Roelant Oltmans. The 57-year-old had coached the 1990 World Cup-winning Dutch women's team and he also guided the Dutch men's team to win the

1996 Olympic Gold in Atlanta and the 1998 World Cup at Utre-cht.

"It is always a great pleasure to be associated with Indian hockey. I am glad that Wizcraft has cho-sen me to coach and mentor the Delhi Wizards team. At Delhi Wizards, we have a good mix of youth and experience, including some of the best-known interna-tionals. I am confident that this squad has what it takes to form a winning team and I am looking forward to working closely with the boys. New Delhi, Nov 30 (IANS) Indian tennis star Ma-hesh Bhupathi has broken the silence on his split with Leander Paes, saying it was his partner's deci-sion to part ways in the same year when they re-reunited on the court after nine years.

The Indian-Express announced their latest split last week and will be seen in action in 2012 with different partners. Paes is likely to team up with Czech Republic's Radek Stepanek while Bhupathi will play with compatriot Rohan Bopanna, who has parted with long-time partner Aisam-Ul-Haq Qureshi of Pakistan.

"I guess everyone has their own opinion. Lean-der just felt that we were possibly a little too old on the tour and not able to gel on a consistent basis. He felt that our team needed fresh legs on either side. That was his point of view," Bhupathi told CNN-IBN.

Paes-Bhupathi had joined hands at the start of the year in their bid to win the Australian Open, the lone Grand Slam they have not won in their doubles career. They got back also keeping in sight the 2012 London Olympics.

Bhupathi said he was at loss of words explaining the rationale behind Leander's decision.

Qureshi rules out bitterness with Bopanna after split

Karachi, Nov 30 (IANS) Pakistan's tennis star Aisam-ul-Haq Qureshi on Wednesday ruled out any bitterness with India's Rohan Bopanna after their split on the ATP doubles tour, saying his former doubles partner is his friend and will even come to at-tend his wedding.

Qureshi, 31, joined hands with Bo-panna in 2007, the time when Indo-Pak diplomatic relations were at a boiling point, and were together till the World Tour Final which conclud-ed in London last week.

Their unique partnership was hailed and appreciated by different circles and was described as a symbol of friendship between the rival coun-tries, Xinhua reported.

The pair dubbed as "Indo-Pak ex-press" was currently ranked at career high ninth position. They got world fame when they reached the US Open doubles final in 2010.

"Some months ago Bopanna told me that in order to qualify for 2012 London Olympics he has to play with an Indian partner. Although it was shocking for me, I respect his deci-sion," said Qureshi, while talking to local media.

While Bopanna has already told the Indian media that he would make his team with veteran compatriot Mahesh Bhupathi in 2012, Qureshi is hopeful of teaming up with Dutch-man Jean-Julien Roger at the Austral-ian Open in January.

Lakra to lead Indian women's hockey team in ArgentinaNew Delhi, Nov 30 (IANS) Asunta Lakra will lead the 18-member In-dian women's hockey squad in two quadrangular international tour-naments in Argentina from Dec 7 as part of preparations for the next year's Olympic qualifiers.

The first tournament will be held in the capital city of Buenos Aires Dec 7-11 while the second will be held at Parana Dec 14-18. Besides hosts Argentina, Ireland and South

Africa are the other participating teams.

Court questions government on hockey coach's plea

New Delhi, Nov 30 (IANS) The Delhi High Court on Wednesday issued notice to the central government and Hockey India (HI) after taking note of a hockey coach's plea alleging that the latter was threatening players to prevent them from taking part in the World Series Hockey (WSH) tourna-ment starting next month.

The tournament, a joint initiative of the Indian Hockey Federation (IHF) and Nimbus Sport, is to be held in the country between Dec 17 and Jan 22, 2012. Lucknow, Nov 30 (IANS): Bollywood star Salman Khan, his bodyguard and five others have been booked for assault-ing a social activist during a promotion of a movie in Uttar Pradesh's Kanpur district in August this year, police said Wednesday. A case against Salman, his bodyguard Shera and five unidentified people was registered at the Kakadev police station Tuesday. "The FIR has been lodged on direc-tions of a local court. According to the complainant Bharat, an ex IITian, he was roughed up by Khan's bodyguard Shera and other security personnel after he approached the Bollywood actor to present him a cap," police Inspector Bhupendra Singh Rathi told reporters in Kanpur, some 80 km from Lucknow. Though Bharat, who runs an NGO, had approached the police at the time of incident, no case was registered. "The FIR has been registered under various sections of Indian Penal Code (IPC), including 147 (rioting), 323 (voluntarily causing hurt) and 504 (intentional insult with intent to provoke breach of peace)," said Rathi .

'Dam 999' director moves Supreme Court against ban

New Delhi, Nov 30 (IANS): The director of the film "Dam 999", which has been banned in Tamil Nadu for supposedly taking a pro-Kerala stand in the Mullaperiyar dam row, Wednesday said he had filed a petition in the Supreme Court challenging the move. The film has been made with a "global view" as dams have collapsed in Brazil, China and other countries and the ban by the Tamil Nadu government was unjustified, director Sohan Roy told

a press conference. The film deals with the miseries of people following the collapse of a dam. But its critics say it tries to portray the dispute over the century-old Mullaperiyar Dam, which is situated in Kerala and supplies water to Tamil Nadu. Panic spread among the residents in four districts of Kerala recently follow-ing some earthquakes. Kerala has demanded the construction of a new dam, but Tamil Nadu says the old dam is safe.

Late Amy's dress fetches over 40,000 pounds

London, Nov 30 (IANS): Late singer Amy Winehouse's polka dot dress from the cover of her "Back to Black" album has fetched over 40,000 pounds at an auction. The chiffon dress, by Thai designer Disaya, was taken by a south American fashion museum and the proceeds will go to the Amy Winehouse Foundation, set up by her father Mitch in her memory, reports contactmusic.com. It was expected to raise between 10,000 pounds and 20,000 pounds, but ended up fetching much more. Winehouse died in July following a lengthy battle with alcohol and drugs. Her father Mitch, who set up a foundation in her name, was at the auction to witness the winning bid come in from Museo de la Moda in Santiago, Chile. "We are very proud to be helping these deserving causes and have been overwhelmed by the support the foundation has received. We are willing to consider a wide range of projects, as there are so many great organisations out there working with young people in need," Mitch said. Moscow, Nov 30 (IANS/AKI): A purse that once belonged to Italian movie diva Sophia Loren was bought at an auction by a Russian buyer for $287,000, The Voice of Russia re-ported. Proceeds from the sale of the Georgio Armani purple leather bag will go to a charity for the treat-ment of sick children in the isolated Siberian Kemerovo region. In October, Loren launched a charity mara-thon in Kemerovo, aimed at helping sick children. She traded her purse with regional governor Kemerovo for a sable sole, the report said. The buyer was reportedly a business-man from the east Siberian city Krasnoyarsk. Funds from the charity have paid for the treatment of 228 children and another 100 will receive treatment by the end of the year.
