House Bill 1619
•“HARRISBURG – A bill to allow Pennsylvania to join the Interstate Medical LicensureCompact, which was created in 2013 to permit eligible licensed physicians in one stateto treat patients in other states via telemedicine.”
House Bill 1619—Interstate Medical Licensure Compact (Interstate Compact)legislation—completed its final hurdle in the legislature by passing the Senateunanimously, 49–0.
“The legislation on the way to Gov. Tom Wolf’s desk was sponsored by Rep.Jesse Topper, R-Bedford. It is Topper’s first bill to pass the House and Senate.”
“Telemedicine will be a benefit to many people living in underserved parts of our state,including rural and urban areas. Today’s technology allows a doctor in one state toprovide consultation and treatment to a patient living in another state, possiblyhundreds of miles away,” Topper said in a statement.

•Senate Bill 780 specifically defines telemedicine as “the delivery of health care services provided throughtelecommunications technology to a patient by a healthcare practitioner who is at a different location.”
It also establishes guidelines regarding who can provide telemedicine services, and provides clarityregarding insurance company reimbursement for those services.
Senate Bill 780 provides for the “acquisition, evaluation and transmission of patient information outside of a real-timeinteraction,” clearing the way for physicians to send medical data like patient histories or X-rays electronically in a techniquecommonly known as “store and forward.” The bill also specifically includes “remote patient monitoring” under the umbrellaof the telemedicine definition.
“Telemedicine is especially vital for patients who suffer from chronic illness, seniors who are homebound and families wholive in rural areas where they would have to travel very far to receive medical care. With telemedicine, distance is no longeran impediment to receiving health care services from anywhere in Pennsylvania or across the country. We need to makethis option available for all Pennsylvanians.”
The Pennsylvania Medical Society (PAMED) applauds the reintroduction of this important legislation and credits SenatorVogel for his commitment to advancing a medical technology that may very well change how medical care is deliveredthroughout the Commonwealth.
