KABUL, 25 Nov— Ajoint patrol of Americanand Afghan security forceskilled a civilian and twoarmed insurgents duringan operation in the south-ern province of Zabul, theAmerican military com-mand said Sunday.

The American ac-count, however, clashedwith a report by a topelected Afghan official inthe region, who said thatfour civilians had beenkilled.

Civilian deaths in

military operations againstfighters with the Talebanand al-Qaida have been anincreasing source of ten-sion between the UnitedStates and the Afghan gov-ernment. President HamidKarzai has harshly criti-cized the Americans andNATO troops, saying theyare insensitive to protect-ing Afghan civilians.

Col Greg Julian, anAmerican military spokes-man in Kabul, said in aninterview that details of theclash, which occurred

Thursday morning, werestill under investigation.

But he said a fight be-gan when the insurgents at-tacked the soldiers "andwere attempting to get theirweapons," suggesting closecombat. The coalition sol-diers shot and killed the in-surgents, Julian said, and astray bullet killed the civil-ian, a woman. Four other ci-vilians were also woundedin the fight, the Americancommand said in a briefstatement, though it wasunclear whether the victimswere hit by coalition or in-surgent gunfire.

Iraq security pact posesdetainee dilemma for USCAMP CROPPER, 25 Nov— The US military is rush-

ing to build criminal cases against some 5,000 detain-ees it deems dangerous—including suspected mem-bers of al-Qaeda in Iraq— because the proposed secu-rity pact with Iraq would end its right to hold prison-ers without charge.

The agreement, which is to be voted on by Iraqilawmakers Wednesday, is primarily intended to set atimetable calling for American troops to leave Iraq bythe end of 2011. But it also calls for control of secu-rity matters to shift to Iraqi authorities.

If passed, the deal would mean US troops could nolonger hold people without charge as they have sincethe 2003 invasion that ousted Saddam Hussein. Be-ginning Jan. 1, all detentions would have to be basedon evidence, and the US would have to prosecute pris-oners in Iraqi courts or let them go.—Internet

Syria rejects US claimsit is aiding terrorists

DAMASCUS, 25 Nov— Syria on Monday rejected USallegations that it is allowing terrorist networks to useits territory to attack Iraq.

US Embassy charge d'affaires in Damascus, MauraConnelly, told a security conference of Iraq's neighborsheld in Syria on Sunday that militant groups continueto receive weapons, training, funding and guidancefrom abroad.

She was apparently referring to Syria and Iran.Washington has repeatedly accused both countries ofallowing militants to cross into Iraq. In October, USforces raided a Syrian village over the border from Iraqin an operation that Washington said targeted an al-Qaida in Iraq leader.

Two delegates who attended Sunday's conferencequoted Connelly as saying in a closed session that“Syria is supporting and giving a safe haven to terror-ist networks.” The delegates spoke on condition ofanonymity because of the sensitivity of the matter.

US missile-warningsatellite fails

WASHINGTON, 25 Nov—A Northrop GrummanCorp US military satellite used to track enemymissiles stopped working in mid-September,underscoring the urgent need to keep a programme forreplacement satellites on track, a defence official andseveral analysts said on Monday.

The US Air Force had no comment, but Space Newsreported on Monday that the Pentagon’s chief weaponsbuyer John Young has signed a memorandum askingCongress to provide 117 million US dollars in fundingin fiscal 2009 for a new satellite to hedge against apotential gap in satellite coverage around 2014.

“There is no gap today in US missile warning, butthe apparent loss of a satellite means there is anincreased danger of a gap down the road because theredundancy of the existing constellation has beendiminished,” said Loren Thompson at the Virginia-based Lexington Institute.

Thompson said he had learned of the problem withthe Defence Support Programme (DSP) satellite fromseveral sources, and it underscored the urgency ofgetting the new Space Based Infrared Satellite (SBIRS)system being developed by Lockheed Martin Corpinto orbit. —Internet

HOUSTON, 25 Nov—Two shuttle Endeavour astro-nauts finished the last of four spacewalks outside theInternational Space Station on Monday, completingrepairs and maintenance meant to restore the outpostto full power.

Stephen Bowen and Shane Kimbrough returnedto the station's Quest airlock at 7:31 p.m. EST (0031GMT) after a six-hour, seven-minute outing.

It was the third spacewalk for Bowen andKimbrough's second since the shuttle arrived at thespace station on 16 November for what was sched-uled to be an 11-day visit.

NASA managers decided on Monday to extendEndeavour's stay by one day in hopes of achievingone of the mission's prime goals: producing water sam-ples from a urine purification system in time to returnthem to Earth with the shuttle.

The device, which was carted into orbit aboardEndeavour and installed in the station’s Destiny labo-ratory, has been shutting down due to a suspected me-chanical problem.

While Bowen and Kimbrough worked 225 milesabove the planet outside the station, crew mate DonPettit and station commander Mike Fincke made asecond round of modifications to the urine recycler'scentrifuge.

The device is needed to separate solid particlesfrom liquid as part of the distillation process. The pu-rified urine is treated and combined with water recov-ered from the air and other sources to become drink-ing water.

Wind power meets recorddemand in Spain: industry group

MADRID, 25 Nov—Wind power supplied a record43 percent of all electricity demand in Spain, which isbeing lashed by heavy winds and rain, for a brief pe-riod on Monday, the Spanish wind power associationsaid.

Spanish wind farms generated 9,253 megawattsof the total demand of 21,264 megawatts at around 5a.m. (0400 GMT), a moment when energy useage waslow because most Spaniards were still asleep, it saidin a statement. The previous record of 40.8 percentwas set in March, also during a stormy day.

Wind power generated a maximum of 10,263megawatts in Spain shortly after noon on Monday, compared to the production record of 10,880 mega-watts set in April.

The energy source will likely account for nearly11 percent of all electricity demand in Spain duringall of 2008, the association said. Spain, along withGermany and Denmark, is among the three biggestproducers of wind power in the European Union. High-protein mealsmay help over-weight burn fat

NEW YORK, 25 Nov—Higher-protein meals mayhelp overweight andobese people burn morefat, the results of a smallstudy suggest.

Research has shownthat overweight peopleare less efficient at burn-ing fat after a meal thanthinner people are. In thenew study, Australian re-searchers looked atwhether the protein com-position of a meal affectsthat weight-related gap.

They found that over-weight men and womenburned more post-meal fatwhen they ate a high-pro-tein breakfast and lunchthan when they had lower-protein meals. That is, theadded protein seemed tomodify the fat-burningdeficit seen in heavy in-dividuals. “Our researchsuggests that people withhigher body fat burn fatbetter after a high-proteinmeal than people withlower levels of body fat,”lead researcher Dr.Marijka Batterham, of theUniversity of Wollongongin New South Wales toldReuters Health.—Internet

Going green saves money, spinsprofits in coal-addicted Poland

KISIELICE, 25 Nov—Standing in the shadow of amassive windmill, Mayor Tomasz Koprowiak thinkspart of the answer to Poland kicking its coal habit isblowing in the wind and growing in farmers' fields.

“Our new straw-fired heating plant serves 80 per-cent of the community and is saving everyone money,”Koprowiak says of Kisielice, a poor north-eastern ru-ral municipality of 6,500.

He is something of a pioneer in Poland, wheregreen energy is still rare in a rapidly growing economyalmost entirely reliant on coal for electricity and heat.

The fossil fuel is largely responsible for the 2004EU member's annual 300 million tons of CO2 green-house gas emissions—1.1 percent of the global annualtotal and nearly twice the annual EU per capita aver-age. But Kisielice's enterprising mayor insists he is moreinterested in saving money than the environment.

“You don't have to be an ecologist to go green,” hesays. “People are interested in cheaper heat, promotingecology wasn’t really a factor in our decision to go green-- it just really paid-off.” The switch in 2004 from im-ported oil and Polish coal to plentiful local straw to fuela three megawatt central heat and hot water plant hasbrought 1.3 million zlotys (340,000 euros, 425,000 dol-lars) in annual savings, Koprowiak boasts.—Internet

Some breast cancers maynaturally regress: study

LONDON, 25 Nov—Researchers whotracked breast cancer rates in Norwe-gian women proposed the controversialnotion on Monday that some tumorsfound with mammograms might other-wise naturally disappear on their own ifleft undetected.

But leading cancer experts ex-pressed doubt about the findings andurged women to continue to get regularmammograms, saying this screeningtechnique unquestionably saves lives by

finding breast cancer early on when it ismost treatable.

Dr. Per-Henrik Zahl of the Norwe-gian Institute of Public Health in Osloand Norwegian and U.S. colleagues ex-amined invasive breast cancer ratesamong nearly 120,000 women age 50 to64 who had a mammogram -- an X-rayof the breast used to find evidence ofcancer -- every two years over a six-yearperiod.

LIVERPOOL, 25 Nov—Liverpool will look to thereturn of talismanic skipper Steven Gerrard to helpguide them into the knockout stages of the ChampionsLeague as they seek a victory over Marseille here onWednesday.

Gerrard was badly missed as the Reds blew a greatopportunity to pull clear at the top of the EnglishPremier League with a lacklustre display in Saturday'sgoalless draw at home to struggling Fulham.

But the England midfielder has now recoveredfrom the groin muscle injury that also forced him tomiss his country's friendly win in Germany earlier thismonth and is set to start the Group D clash.

The failure to overcome Fulham on a day whenChelsea also dropped points has been a source offrustration in the Liverpool dressing room.
