32 (DEFENCE AGREEMENT BETWEEN THE UNITED       STATES­SPAIN 

Facing the danger threatening the Western World, the governments of the United States and Spain, desiring to contribute to the maintenance of international peace and security… have agreed on the following: 1.­ On behalf of the United States… the concession of support to Spain by way of supply of war equipment… with the possible co­operation of the Spanish industry… in order to better the equipment of their Naval and Military forces … 2­ the Spanish government authorizes the United States government… to develop, maintain and utilize for military purposes, together with the Spanish government, such areas and facilities in territory under Spanish jurisdiction that are appropriate for the proper authorities of both governments… the government of the United States is authorized to prepare and improve the agreed areas and facilities for military use and to achieve the necessary construction to that purpose, and to station and house the indispensable civil and military personnel therein… 3.­ The areas which, by virtue of this Agreement, are prepared for joint use , will remain below Spanish flag and command…
