THE CHALLENGE

• Focus of current attack helicopter training at home station is crew qualification and readiness; includes Table VIII live fire qualifications; limited live collective training at company, battalion and above levels.• Company and battalion level attack helicopter collective training is normally limited to simulations or live training during ARTEPS or at NTC and JRTC. Progress has been realized with respect to DOCC/FECC/ECC training icw recent NTC rotations. • Some collective attack helicopter training opportunities include major training exercises Bright Star, Desert Spring but are not supported by OC packages, MILES/AGES or other instrumentation.• Limited Joint Training opportunities currently exist ensuring synchronization of attack helicopters with other service air elements and integration of Joint and Army air space management and effects coordination cells.

BOTTOM LINE: Requirement exists to provide rigorous, integrated live “dirt CTC” type collective training experience for corps and divisional attack battalions and respective enabling command, control, and ISR elements along with other combined arms systems in a Joint environment. Training will be supported by Observer Controllers, instrumentation and OPFOR, integrated into a “gate and sustainment” training strategy, to ensure readiness of today’s attack aviation combined arms team to meet tomorrow’s operational requirements.

FACTS: CSA Intent/Guidance

• INTENT: “Rigor” - Provide aviation units the same degree of realism and standards we provide ground maneuver units at combat training centers. - Replicate for the air what we replicate for the ground for each MACOM. - Provide a “CTC like” experience with a deep attack capstone exercise utilizing observer controllers, OPFOR, live-fire, instrumentation, electronic warfare, joint and air-ground integration. - Train in a live, constructive, and virtual environment.

• Guidance. - Missions include Joint deep, Army deep, and Army close. - DACE priority is corps, then division attack battalions. - DACE training audience is AC and RC.

FACTS: Joint National Training Capability Report (March 2002)

• Secretary of Defense Rumsfeld direction for Joint training (31 January 2002): “The lesson of this war [Afghanistan] is that effectiveness in combat will depend heavily on jointness, how well the different branches of the military can communicate and coordinate their efforts on the battlefield, and achieving jointness in wartime requires building that jointness in peacetime.”

• Commander, Joint Forces Command, as a result of DPG guidance, directed assessment of “all aspects of Joint training transformation.” The report concludes that requirement exists to: - …“create a global system consisting of Joint training enablers that brings the benefits of live, virtual, and constructive opportunities to the user.” - ...”integrate a globally distributable, world-class OPFOR with a live, multi-service, asymmetrical OPFOR.” - …”support a robust assessment capability to comprehensively measure the change in Joint force capability and would serve to resolve interoperability issues…”
