VIRGINIA PILOT FOR LOCATING TECHNOLOGY• Expected to begin by summer 2006 and last 1 year• Small task team representing stakeholder groups, as
well as six sygma black belts from GE• The purpose is to research and implement new and
existing technologies that appear to have great potential to significantly enhance the communication of accurate information among excavators, one – call centers, underground facility operators and facility locators.

Practice Statement: Public education programs are used to promote compliance.
Practice Description: A single entity is charged to promote comprehensive and appropriate programs to educate all stakeholders about the existence and content of the damage prevention laws and regulations. This is not meant to discourage individual stakeholders from providing educational programs.

D.I.M.P. Summary of Key Findings
• Excavation damage prevention presents the most significant opportunity for distribution safety enhancement.
• States with comprehensive damage prevention programs that include effective enforcement have a substantially lower risk of excavation damage to pipeline facilities and related consequences.
• Federal legislation should be enacted to support implementation of effective damage prevention programs at the state level consistent with the required elements.
• The current reauthorization Bill before committee, should it pass, will probably offer incentives for states wishing to adopt an effective enforcement plan re their 1 call laws. There is much discussion on potential consequences for those states not wishing to implement a State Enforcement Plan.

• Locates are completed on time >98% of the time in VA and MN
• Better trained locators provide better locates
• Decrease in damages (>50%) results in substantial cost savings

Pipeline Safety Improvement Act of 2002
• “Within 1 year after the date of the enactment of this Act, the Secretary of Transportation shall, in conjunction with the Federal Communications Commission, facility operators, excavators, and one-call notification system operators, provide for the establishment of a 3-digit nationwide toll-free telephone number system to be used by State one-call notification systems.”
