Water and wastewater rates have not changed since 2000. Customers will see these new rates go into effect on their January bill. Minimum water usage was changed from 5,000 gallons to 2,000 gal- lons. The rate for minimum usage was raised to $25. Wastewater rates also increased to $16 for the first 2,000 gallons of usage. Payclix will no longer be an option after January 20, 2021. Additionally, the District will no longer accept cash for payments beginning January 1, 2021. New Rate Order Approved The WCID Board of Directors voted unanimously to approve an up-

The Board also increased the Customer

Service Deposit to $200 for standard

3/4” meters. Most homes in the District

have this size meter. Larger meters will

require a larger deposit.

Additionally, the Board voted to increase

water and wastewater tap fees to $3600

each. This rate was effective 12/17/2020.

At a special board meeting held on

Thursday, December 10, the Board of

Directors unanimously approved the sale

of the District’s $14.5 million bond. Dan

Wegmiller of Specialized Public Finance

received five bids for the bond. The win-

ning bid resulted in a net effective inter-

est rate of 2.05% for the bonds.

Approval of the bonds from the Texas

Attorney General’s office is expected

this week and funding/closing is sched-

uled for Tuesday, December 29.

The District’s engineers from Trihydro

will begin preparing a contract package

after the closing of the bonds. Trihydro

will then follow the required competitive

bidding process working to obtain bids

for the construction projects to be fi-

nanced.

Finally, the Board of Directors will be

charged with awarding contracts for con-

struction of the projects. Construction

may begin as early as October 2021.

The largest project the bond is expected

to finance is a new Wastewater Treat-

ment Plant (“WWTP”). The current

WWTP is rated to process 100,000 gal-

lons per day. The new proposed WWTP

will not only be able to process 150,000

gallons of effluent per day, the plant will

be able to produce Type 1 effluent which

is cleaner than the current Type 2 efflu-

ent. Because of this upgrade, the District

also expects to allot bond money to add

drip irrigation around the Point Venture

golf course to help disperse effluent.

Other projects included in this bond are

improving water and wastewater convey-

ance and improving drainage.

Scholarship Applications Available Texas Rural Water Association has announced that the 2021-22 Student Scholarship Cycle is now open. This scholarship program

is designed to help defray the cost of tuition, fees, books, or room and board by awarding funds directly to the student upon proof

of enrollment. The number of annual scholarships and the amount awarded is based upon the number of qualified applicants and

the amount of funds available. In the 2020-2021 award year, the Dwayne Jekel recipient was awarded $3000. Four recipients were

awarded $2000, and five were awarded $1000. The family of Dwayne Jekel endowment has made this special scholarship availa-

ble.

Students who wish to complete an application may do so by going online to https://www.trwa.org/page/StudentScholarships. Eligi-

bility requirements can be found online. Deadline is February 5, 2021.
