As we head into December, Christmas becomesmore of a reality. Our lights have now been switchedon and on 6th December, our main Christmas Tree– the Rotary Clubʼs Tree of Light – will be officially lit.The ceremony, to be performed by Olympicdressage double gold medallist Charlotte Dujardinfrom Newent and Gloucesterʼs own singing starMary-Jess Leaverland, will take place on 6thDecember at 6pm outside the Guildhall in EastgateStreet.
The same evening we will be holding our secondNight Market – a repeat of our successful event inthe Summer. This time we will be extending it fromKings Square into the Gate Streets to accommodateall of the stallholders.
On 15th December, Gloucester Cathedral will host“Carols on the Hour” every hour from 11am til 4pm,with the Cathedral Choir singing carols for 30minutes in this wonderful setting. Admission is free. There is also a Christmas market in the Cloisters, selling unique and seasonal gifts. The Cathedralshould, in my view, play a big role in our cityʼsChristmas celebrations. The Lantern Procession forthe Christmas lights switch-on finished with aninformal service at the Cathedral and, for me,nothing is more magical than the Christmas Eve
service at theCathedral withliterally hundreds ofpeople attending.
That otherspiritual home ofGloucester, theKingsholm RugbyStadium, will behosting two gamesin the run-up toChristmas – LondonIrish on 15thDecember andExeter Chiefs on the22nd. A couple ofback-to-back homevictories wouldcertainly help to putme in the festivemood.
Christmas is atime when we all generate more waste. So can Iplease remind you whenever possible to reduce, re-use or recycle. We hope to minimise any disruptionto the collection cycle over the festive period – andwe certainly wonʼt be going back to the days of along break between Christmas and the New Year. For the latest information about our Christmas refuseand recycling arrangements visit the council websiteat www.gloucester.gov.uk.
On behalf of the City Council, I wish you and yourfamily a very happy and peaceful Christmas andeverything you hope for in 2013.

Financial Considerations of investing in
Buy-to-Let Properties
Investing in the rental market is a medium to longterm investment, with average periods of investmentranging between five to ten years.
Do not tie up all savings into buying an investmentproperty, as funds will not be as accessible as froma bank or building society.
Put aside money for any unexpected expenses thatmay occur, including repairs to the property andgeneral maintenance.
If the property is mortgaged, put aside monies forvoid or empty periods where there is no rentalIncome.
Consider the rental return on the property whenit is let. Between 6% and 10% is the nationalaverage
Set aside enough money for income tax, replacement of items due to wear and tear thatnaturally occurs in a let property.
There is growth within the industry but thefollowing points are quite evident :
The sector is dominated by ‘small’ Landlords. Housing Associations are getting involved There is some low quality stock in poor locations.

‘Tis the season to be jolly’ etc. etc, and hopefully it willbe a lovely crisp bright month with plenty of sun. Thereis even time to do some planting still before the coldestweather of the season arrives in January/February, so ifit’s suitable and not too waterlogged or frozen, containergrown deciduous trees and shrubs can still be planted.
Now, Christmas trees. I’m sorry but it has to be a realtree as far as I am concerned – the drop resistant onesare lovely, although quite pricey but probably worth it ifyou don’t want to be picking needles out of the shagpiletill Easter! However whatever tree you buy if it has a cutend it will need watering every day. Saw off the bottomfew inches when you get it home as you would with cutflowers and put the base in a container of water and topup regularly.
Plant of the month has to be holly or to give it itsproper name Ilex. The variegated variety grown as astandard (like a pom-pom) will be full of berries andlooks so lovely flagging a nice front door.
Now for some ideas for Christmas prezzies for thelovely gardener in your life or even to buy yourself (goon, you deserve it - you’ve been tending that garden allyear!) Things that I would like in my stocking, right firstlySarah Raven does brilliant plant labels which are blackand the pack of 10 with a white pen comes in at£7.50 a pack. Next I use the cheapest gloves forgardening and the ones I like are Showa 310 gloveswhich are sold for builders etc. Look at the webpagewww.bexpress.co.uk/showagloves. They are great valueat only just over £2 a pair so to make the postage andpacking worthwhile you need to buy several pairs at atime. Now for something expensive and lovely howabout a personalised solid oak bench £355 fromwww.notonthehighstreet.com? Of course if you reallywant to show how much you love your other half whynot buy them a garden replanting design, or makeover? This could ensure that your garden is easy maintenancein the future (and thus cut down on your workload –think about it!), see my website for details. Right, plugover with – just to say I wish you all a Merry Christmasand a Happy New Year in the garden!

Cloudy2Clear Windows – Service With A Smile! It’s been a crazy few months for Cloudy2Clear Windows. The company which specialises in repairing windows which are steamed up, broken or damaged by replacing the panes – not the frames has grown rapidly as homeowners take advantage of their services. Managing Director Paul Spiller feels that it’s all about service. ‘Our product is simple. If your double glazing is misted up we can replace the glass at a fraction of the cost of a new window, in any type of frame, and with a new 5 year
guarantee. But it’s not just about saving people money, although that obviously helps. Many tradespeople have struggled since last year and I honestly feel that during the good times a minority perhaps didn’t focus on customer care as much as they should have done. We make sure we turn up when we say we will, do the job the customer requires and leave their house as clean as a whistle. I often get comments back from customers on how they really didn’t expect that sort of service which, in a way, is very sad for the service industry as a whole.’
Cloudy2Clear service the Gloucester, Cheltenham, Stroud & Tewkesbury areas and approach is a major factor in his success. ‘The truth is that it’s not just the personal satisfaction that I get from doing a good job but also it makes good business sense.
I get a huge amount of business from friends and family of people I’ve done work for, which just goes to show how much a little bit of effort is appreciated.’ So, if your windows are steamed up, broken or damaged give Paul a call for a free quotation on 0800 61 21 118 and he’ll be happy to help!

In April 2013 we will witness the biggestchange to the Pay As You Earn system sinceits inception just after thesecond world war. Itʼs calledReal Time Information (RTIfor short) and will requireall employers to informHMRC before or at thesame time as any wagepayment is made. All sound simple toyou? Not inbusiness andtherefore nothingto do with you?Wrong on bothcounts. We are told that
the system has beendesigned as part of the Governmentʼscrackdown on benefit cheats. Of course if ithelps to achieve that, we are all in favour. Quitewhether and how HM Revenue and Customswill be able to use all the data to good effectis yet to be proved. For employers it will mean changing
business disciplines to ensure that they havethe relevant information available, that theirsoftware will cope and that their employees areaware of the data that is being submitted aboutthem. Will those changes to business disciplines
affect you as an employee? There may bealterations to pay frequency (especially if youare paid weekly), to the way in which you arepaid or an increase in questions from theauthorities, especially if the information flowwithin HMRC is not 100% fluent.I suspect a lot more will be written about RTI
in the coming months.

Wishing you all a wonderfulChristmas and great New Year.As this year draws to an end
I thought I would take theopportunity to give you asummary of the last twelvemonths. It has been a challenging
period for your local policewith numerous nationalcommitments that we have supported.
We have made many changes in how wedeliver our services to you and had be “smarter”in howwe carry out our daily business, mainly drivenby the requirement to save millions of pounds.I believe my team have carried out stunning work,
they have worked tirelessly to ensure that you areall safe and have arrested hundreds of offenders -driving crime rates down month on month.Yes we still have concerns over some crime areas
but we are tackling these each day, the criminals whoreside within our communities should be fearful asmy team will continue to target them actively.Over the festive period please spare a thought for
some of the less fortunate who live in ourcommunities.Every year around this time we have an increase
of vulnerable people. There are many causes forthis but if you can help in any way please do. If youhave elderly neighbours please check on them, ifyou see homeless people on our streets asking formoney please consider buying them a hot drinkinstead of giving them cash. Every little thing that youcan do will, I promise, make a huge difference tothe lives of these individuals. Finally please spare a thought for my team of
officers - we all have families and most of us areworking over the entire festive period.I am working with my colleagues on New Year’s
Eve so, if any of you are out and about in our greatcity, say hello to the police officers that are patrollingyour streets. We are all there to keep you safe andto ensure that you have a great time.Wishing you and your families a Happy Christmas
and peaceful New year, look forward to speakingto you all again in 2013 :-)
