Introduction
1
The aim of this report is to address
the Design and Detail of the project.
The project being a market built behind a
listed facade. The works to the facade and
the construction of the market building
will run in tandem with one contractor
(Paye) winning both tenders. The market
is separate building and is wrapped by the
facade.
The report will address the authors attitude
towards the site and the principle design
strategy.
The report will give an introduction to
the projects site context and the factors
that were taking into consideration during
the design process.
The report will be divided into 3 sections.
An introduction to the project consisting
oda brief introduction to what is being
proposed.
Section 2 will deal with the Design and
construction of the project it will give
a detail investigation to the principlebuilding fabric and material choices and
the process involved through manufacture.
This will be describe through annotated
diagrams describing the advantages and
disadvantages of the choices made.
Section 3 will outline the Design and
performance of the building fabric. It
will give a detailed analysis of how the
building performs in terms of the internal
environment. It will also address the
strategy for accustics, re, and daylight.
This will al be conveyed using annotated
diagrams to demonstrate the proposed
strategies. Any diagrams including the
forzen set of GA Drawings, and important
material not enclosed in the text will beinclude in the appendix.

The project from inception is set in 2009.
This is when the High street 2012 scheme
was initiated. Under the high street 2012
scheme it was set about to create a high
street that London could be proud of during
the Olympics as the this ribbon of road
from the city of London to Stratford was
high lighted as the returning leg of the
marathon to the Olympic stadium.
Although the decision in may 2010 that the
marathon was now not returning via this
link work still continued to enhance the
high street as it will still be used a the
major route for ofcials and spectators to
the Olympic site.
These Group of building were selected in
march 2009 for rejuvenation of the facade.
But due to the monumental disrepair of the
building itself it was proposed that and
building tting of this new regenerated
area would be commissioned, to work with
the restored facade.
With high street 2012 as the client for
the project and working closely with them
after appointment in July 2009 a building
tting to the area and paying close
attention the community plan for the area
was proposed. Taking the form of a market
an extension of the high street if you
like set about a designing challenge with
a tight construction period with denitive
end date in mind.

The Site Is Accessed from Whitechapel High
Street and Whitechurch Passage,although
presently only no:65 and 67 have dual access
64/65a, 66 and 68 are accessed solely from
the High Street.
The site is located at 64-68 Whitechapel high
street. It is in the heart of the whitechapel
high street conservation area. These group of
building have been selected for restoration
under the high street 2012 scheme. The
building are of historical interest and have
fallen into state of disrepair due to years
of neglect. The site is a prime location as
it is marks the gateway from the city along
the once proposed Olympic route to Stratford.

Site Orientation
The orientation of the building is facing
north and as shown is shadowed by the
surrounding building to the south of the
site. This will have to be addressed in
the design as gaining light from the roof
will be paramount to give the space as
much natural light as possible.

The Listed Facade
As the work taking place on 64-68 Whitechapel
High Street is within the Whitechapel High
street Conservation area implemented in
1997 to preserve what is left of the old
building stock in the area.
When High Street 2012 announced its plans
for 64-68 Whitechapel High Street, Tower
Hamlets and English heritage Awarded
a grade II Listing to the facade when
restoration works are complete.
Due to the listing on the facade works
being carried out will have to pay
particular interest as clauses with in the
listing state that the facade cannot be
penetrated.
This will create a serious design
constraints when design the structure
and for M&E Services. Close attention to
these elements and an alternative will
have to be sought. Due to the building
behind being independent of the facade.
Careful attention to detail to protecting
the facade and how it is propped and
structurally reinforced will have a strong
inuence on the design. Strong detail
design will take place in order to achievea method of facade retention.

Urban block scale will be an importantdesign constraints presently the building
has a mansard roof so keeping with in
perimeters is paramount. Alternatively
stepping the building back at the parapet
level will relieve this Constraint.

Legal Issues
Site Boundary
High Street 2012 in February 2009 imposed
a compulsory purchase order on 64-68
whitechapel High Street as it was deemed
the owner had allowed the building to
degenerate due to years of neglect.
The legal boundaries obtained from the
Land Registry shown below outline the
legal boundaries of each of the buildings
within the block.
The new proposal seeks to amalgamate allthese boundaries into one complete site
generating one building within the new
site boundary.
As shown in the diagram the site is like
a peninsula accessed on three sides. The
fourth edge is the party wall with 69
Whitechapel High street and this will
conjure up legal terms to be adhered to.
The architect will have to issue a 3 metre
notice to the owner/occupier of this plot.
Other consideration will be the rights of
way and safety to pedestrians. The close
proximity to the High street will call for
TFl to be notied. Demolition works will
also call for TFL to be notied due tothe proximity of the underground railway
network.

Party Wall
64-68 Whitechapel High Street has a legal
boundary with no.69, This in turn will
engage The Party Wall etc. Act 1996. A 3
metre notice (see Appendix)of works will
have to be issued before construction.
As the works to be carried out will involve
new foundation and the raising of the
mass to match the existing mass of the
front elevation it is deemed necessary to
construct a new Party wall.
To over come this a notice will be issued
under the service Work to Existing Party
Wall. The time frame for service of notice
for such works will mean a notice issued
2 months prior to work commencing on site.
The contents of the notice will entail:
Name and address of Building owner Proposed works, including the foundation
requirements and will be accompanied
with a full set of planning drawings
to convey the works to be carried out.
The Notice will also outline the proposed
start date for work to commence.
Problems may arise if the Adjacent owner
serves a counter notice within 1 month
requesting work to be carried out. The
building owner must comply. But if the BO
does not consent within 14 days a period
of dispute will be entered. Due to the
denitive end date for works this will at
all cost avoided unless the counter notice
has unreasonable demands.

Due to the proximity of The Site to adjacent
building provisions under section 6 of the
Party Wall Act etc. 1996 will have to be
enforced.
As the existing building is to be demolished
and site works including excavation to the
basement will take place a 3 metre notice
will have to be issued, not just to no.69
but also to no.s 5 - 9 Whitechurch Lane and
to London Metropolitan university Central
House as these all fall within 3 metres of
the site. Also TFL will have to be issued
with this notice due to the proximity of
the Access to Aldgate underground station.
This notice will have to be issued in
relation to building adjacent to the site
with a 3 and 6 metre radius.
The service time for such notice will be1 month.
The notice will have to contain all
details regarding excavation and include
the Depth and position of the excavation
to take place. This notice will have to
be accompanied by a full set of planning
drawings outlining all the issues.
They will also have to show a set of
setting out drawings in relation to the
proposed structure.
The excavation works and demolition works
will all have to adhere to Tower Hamlets
COCP.

Programme:
After the completion of the Compulsory
Purchase order High Street 2012 engaged
with the Architect to address the notion
of programme. Speed is of the essence as
there is a denitive end date that of the
London 2012 Olympics.
Client through tender appointed the
architect and the design team consultant
and each then set about adopting the
programme.
The Programme for the proposed building
behind the facade is to create multiuse
retail spaces with competitive rental
rates with that of the newly refurbished
Whitechapel market. The programme also
working closely with London metropolitan
university will seek to set aside retail
pitches for design students to utilise
as a start up space for entrepreneurial
pursuits.
The basement of the building will house
an exhibition space with associated Audio
visual equipment giving the building
another purpose and allowing it to be
utilized by different community groups for
specic venue requirements.
As one of the existing tenants of the
building is a cafe, provisions will be
made to accommodate this business within
the design with consultation with the cafe
owner in relation to layouts and specic
kitchen and storage requirements.

Plug in Units
The concept is to have a range of plug in
units arranged around a ramp that climbs
through the building.
The Ramp and the external new shell have
structural implications. They help without
the need for buttressing the front facade
in keeping it upright.
The Restored facade acts merely as a
wrap for the building the public face
the internal spaces will be in complete
contrast to the external appearance.
The concept Behind the design is to create
a form with multiple functions.
Taking inspiration from Cedric Prices Fun
Palace the building I want to achieve is a
multi- function community hub.

The ground oor is an extension of the
high street with small retail units and a
cafe. Located here is the reception desk
that visitors can gain information about
the building and where security will be
present. It is from the ground oor where
the visitors can nd the circulator ramp .
The ramp lets the customer ascend through
the building to the multiple retail units
through out the building and the bar/
restaurant on the third oor.
Located in the basement is the back of
house spaces consisting of the Kitchen
that services the cafe and the Restaurant
via a dumb waiter that is situated nest the
riser.The administrative ofce are alsolocated in the basement oriented again
the front wall so as to garner natural
light through light wells located in the
pavement above.
The ramp is a concrete self supportive
structure that spreads the load to the
slab. Its is precast and lowered into
place on site.
The remaining Structure is steel, with astructural frame in place to prop up the
front facade.

Structure
The Structure of the market building is a
mixture of in-situ concrete and structural
steel frame. The Steel frame was chosen
due the site constraints and it can be
easily manufactured of site and craned
into position and bolted together.
The steel frame then enables the oor
slabs to be lowered into place.
The ramp is an independent structuremanufactured of site as one reinforced
concrete element. It is design to be self
supporting and spreading the load to the
slabs at its connection point.
The structure rest on reinforced concrete
piling this method of foundation was chosen
due to the soil quality of London.

support the structure are bored and poured along with
the ground source hear pump.

crannied into place
As most of the structure is constructed of site the
steal columns and beams can be crannied in and bolted
together allowing speed to the construction.
The main decorative structural steel column can now
begin to be seen.

on site.

Litra Con
Litracon is a combination of Optical Fibres
and ne concrete. it can be produced as a
prefabricated building blocks and panels.
Due to the small size of the bres,
they blend into the concrete becoming a
component of the material like a small
piece of aggregate.
Thousands of optical glass bres form a
matrix and run parallel to each other
between the two main surfaces of eachblock.
As load bearing structures can be built
using these blocks, as the glass bres
do not effect the comprehensive strength
value of the concrete.
So as to continue on the movement them
within the design the use of these block
on the facade on to whitechurch passage
will be utilised.
Because the block become translucent the
movement behind the facade will be evident
along the passage it will also act as
beacon lighting up the dark passage way.
This material was chosen as its quite cheapand an alternative to a mass of concrete
and will give the rear facade a nished
feel at the same time allowing the public
to see what is going on in the building.

Litra Con Prototype
A prototype was constructed to test weather
this method works. From the model made
it clearly demonstrates the translucent
quality of the concrete.
Using foam board as form work bre threads
were stitched trough forming a tight weave
then the ne aggregate mixed concretes was
pored in and let go of and set. the result
with a light behind it makes the concrete
seem translucent.

The building is heated via a ground source
heat source pump that is constructed when
with the pile foundation.
The restoration works to facade has created
a cold bridging problem as the facade is
only being glazed using single pane sash
windows.
Taking this into consideration and this
being market the space will be left to
rely on the ground source heat pump. theregulation of temperature is not really an
issue as the building faces north so no
much heat gain in summer via the glazing.

The Building has raised oors to allow
access to M & E services through out
the building to market stalls. Services
will include water, Power and telephone
services.
Each market stall can then plug in to these
services through oor boxes were sockets

Fire Strategy
As the building is an open volume the re strategy is an
important.
The occupancy load factor which is measured by the number
of people per square metre states that in a commercial
building the number of people is 6.
Taking this into consideration and examining travel
distance.
In a commercial building for stage 1 evacuation it is set
at 40 meters in the market a no point with the building areyou more than 20 metres from the escape route this also
takes care of stage 2.
The escape stairs provided are to a size conducive the
O.L.F and distance.
A down turn in the slab creates a curtain to help prevent
the spread of smoke up through the building.

The aim of the design is to retain the existing urban scale and the
relationship to adjoining buildings within the block. The Top oor is
set back so as not to disrupt the Restored Facade.

From the opposite side of the road the new top oor does not impose on
the urban scale. The new Stair core to the front is the only modern
element but it is offset by the adjoining modern addition.
