navigation service providers;

Level 2: (Inter State)-For coordinated contingency plans involving two or moreStates;

Level 3: (Regional)-For sub-Regional or Regional contingency plans, detailingcontingency arrangements affecting airspace users or servicesprovided outside the contingency airspace

Each State’s overall contingency readiness was categorized asRobust, Marginal or Incomplete for both Level 1 and Level 2plans according to the following scale:

- Robust (80-100% implementation)

- Marginal (40-79%)
