51 www.drivesncontrols.com June 2015 GAMBICA SUPPLEMENT n Ensuring that industry has a bigger role in European standards G AMBICA has always seen participation in regulation and standards as a key part of what we do, representing our industry’s view to European and international regulators and standards bodies. We are represented on more than 100 BSI committees which, in turn, influence European and international standards in our sectors. We interact directly with UK and European governments and are active in Europe through organisations such as Orgalime, CAPIEL and CEMEP for engineering and product-related representation. Standards and regulation are often linked and one area we have been actively involved in is the use of harmonised standards to demonstrate compliance to legislation. For some time now, industry has been politely requesting inclusion as an observer to the regulatory Committee on Standards (CoS). This is the body that makes decisions on implementing standardisation requests from the European Commission. These decisions invariably have an impact (be it positive or negative) on European companies using harmonised standards to show compliance with EU product legislation. Moreover, standards work is undertaken mainly by industry experts who contribute their expertise free-of-charge to develop European standards – equating to some 95% of the standards development costs. So why not involve industry as one of the accepted “observers” that Regulation EU 1025/2012 on European Standardisation denotes to four categories of stakeholders? The recent Competitiveness Council conclusions stressed “the need for the European Standardisation system to remain inclusive, transparent, market-driven and efficient, and to be fit for the future”. The ‘Ingress’ (INdustry GRoup on European Standardisation Strategy) platform has therefore been born from the common wish to inform European policy-makers about industry’s interests and priorities for using harmonised standards in the framework of Regulation EU 1025/2012. So far, 16 European industry associations have teamed up within Ingress, with the numbers expected to rise rapidly – not surprising when one considers the enormity of the issues at stake. GAMBICA is a participating member of three of these European associations – Orgalime, CAPIEL and CEMEP – so our involvement and influence is assured. According to Orgalime’s director-general, Adrian Harris: “Harmonised standards have been one of the great success stories which helped Europe’s internal market to take off and develop. But these standards must always be relevant to manufacturing companies whose markets both in Europe and worldwide depend on them. It is therefore disingenuous to believe that the European Commission and Member States can go on discussing the future of European standardisation and how it can best support the application of European legislation and policies without manufacturing industry, its main stakeholder being involved!” On Tuesday 24 March, a letter was sent to Mrs Elżbieta Bieńkowska, Member of the European Commission for Internal Market, industry, Entrepreneurship and SMEs explaining: “We are pleased to inform you of the official launch of the INdustry GRoup on European Standardisation Strategy (Ingress) which aims to inform European policy-makers about manufacturing industry’s interests and priorities in the area of harmonised standards in support of the application of European legislation and policies.” Ingress is an industry alliance which was established through the joint efforts of its 16 founding members.
