City Hall Kuala Lumpur (CHKL) has the
objective to increase the awareness of
‘Principal Submitting Person (PSP) or
“Submitting Person’ (SP) in submitting
application to the One Stop Centre (OSC).
CHKL in partnership with the Malaysian
Institute of Planners (MIP), the Institute of
Architects Malaysia (PAM) and the
Associtaion of Consulting Engineers Malaysia
(ACEM), has produced this Manual on theSubmission of Development Proposal
Applications to the OSC CHKL.
This Manual provides detailed explanations
on the method, process and procedure that
are involved in getting approvals for
development projects within the FederalTerritory of Kuala Lumpur.
This Manual is specific for CHKL as the laws
pertaining to it differ from other local
authorities in the country. The legislation
adopted are the Federal Territory Planning
Act 1982 (Act 267), the Street, Drainage andBuilding Act 1974 (Act 133), Building Bye Law
(Federal Territory Kuala Lumpur) 1985 and
the Earthworks Bye-Law (Federal Territory
Kuala Lumpur) 1988.
This Manual contains information on the
schedule of fees for filing, checklist for plan
submission, application forms and the list of
planning, building and engineering
guidelines.
It also outlines the criteria used by the
internal technical departments of CHKL in the
evaluation and consideration of the
development proposal application.
To provide an even clearer picture of the
whole process, this manual contains
flowcharts for every type of application
involved up to the issuance of the decision.
The use of this Manual shall ensure that every
application to CHKL is comprehensive,systematic and follows all procedures. Hence,
it will be the guide for all involved in the
submission of applications to the OSC CHKL.

I would like to thank and congratulate all
those involved in the production of the One
Stop Centre Manual on Development Plan
Application City Hall Kuala Lumpur. Those
involved included the Malaysian Institute of
Planners (MIP), the Institute of Landscape
Architects Malaysia (PAM)and the
Association of Consulting Engineers Malaysia
(ACEM) together with City Hall and external
technical agencies.
As the capital city, Kuala Lumpur has an
important role to spur development and be
the lead catalyst in the National Key
Economic Areas (NKEA) within the Greater
Klang Valley. Consistent with this, City Hall
Kuala Lumpur strives to improve andstrengthen its delivery and services in order
to stimulate property development in the
city.
The OSC system that was launched by the
Government in April 2007 was implemented
by CHKL from July 2007 to coordinatedevelopment applications through the
evaluation and approval process within the
stipulated timeframe.
CHKL consistently strives to improve its OSC
system from time to time to ensure greater
efficiency in issuing faster decisions with zero
delays.
In October 2010, the OSC was further
strengthened with the launch of the on-line
system known as the KUL-Submission.
This system was developed to enable on line
submission by the PSP/SP 24 hours 7 days a
week (24/7). This system would enable a
more efficient and transparent management
of development applications.
It is hoped that this Manual will provide a
clear guide and information on the OSC
system implemented by DBKL.
Indirectly, the delivery system by CHKL will be
more user friendly, thereby simplifying and
facilitating the process of propertydevelopment in the city.

ONE STOP CENTRE CITY HALL KUALA
LUMPUR
The One Stop Centre (OSC) was launched by the
Right Honorable Prime Minister on the 13th April
2007. The main goal and objective was to
improve on the process and procedure in
considering development applications, a vital
aspect in the government’s ef forts to improve
the public delivery system.
In line with this aspiration the One Stop Centre
City Hall Kuala Lumpur (OSC CHKL) was officiallly
launched on the 3rd July 2007. The OSC CHKL is
responsible to coordinate all development
applications within the Federal Territory Kuala
Lumpur to be processed within the time frame
specified by the Ministry of Housing and LocalGovernment (MHLG).
The OSC system has also given a choice for
applicants to submit development proposals
concurrently. The time frame for the concurrent
application is 4 months compared with the
previous practice of consecutive submissions,
which took 1 to 2 years for processiing.
Additionally, one of the objectives of the OSC is
to encourage Build Then Sell (BTS) projects in
line with the Government’s efforts to reduce
bureaucracy, reduce the time frame for work
process and protect the interests of the public,
namely property purchasers.
The functions of the OSC CHKL are as follows:
i.
To receive development proposals (32 typesof applications)
ii.
Distribute complete development proposals
to the departments for processing and to
technical departments/agencies for
comments;
iii. Monitor copies of the feedback from
technical departments/ agencies;
iv.
Monitor the submission of endorsementpapers from processing departments withiin
the time frame given;
v. Receive comments from internal technical
departments of CHKL and from external
departments/agencies;
vi.
Coordinate all comments and endorsement
from processing departments to prepare the
agenda for the Technical Committee One
Stop Centre (JKTPS) and the One Stop Centre
Committee (JKPS);
vii.
Manage the meetings of the KJTPS and the
JKPS;
viii. Make reports on the status of development
applications to the JKPS;
ix.
Distribute the decision of the JKPS meetingto all technical processing and evaluation
departments;
x. Monitor the issuance of the decisions by
JKTPS and JKPS by the processing
departments within 3 days of the minutes of
meetings.

Development Plan Application through the
OSC Secretariat City Hall Kuala Lumpur will
be in three (3) parts:

Submission Divided into 3 sections which are section A, Band C:
Section A contains submission of
applications specifying the project
categories, type of application by
development and scale;
Section B contains the list of departments
and agencies involved in the process and
evaluation of the proposed development;
and
Section C contains the Process and
Procedure of the Development
Application in OSC that are shown
through flow charts by scale of
development and type of application.
Part 2: Preparation of Application

submission, that is the forms and checklist
used in the OSC registration and technical
agencies involved.

CONDITIONS FOR APPLICATION
1.0 PERSONS WHO CAN SUBMIT
APPLICATIONS
Principle Submitting Persons (PSP) are as follows :
i) A person who is a registered ARCHITECT
under the Architect’s Act 1967 (Act 117) and
any other laws related to the registration of
an architect and is allowed by that law to
practice as an architect
ii) An engineer who is registered as a
PROFESSIONAL ENGINEER under the
Engineers’ Registration Act 1967 (Act 138)
and any other laws related to the registrationof an engineer and is allowed by that law to
practice as an engineer.
iii) A BUILDING PLAN DRAUGHTSMAN who is
registered under the Architect’s Act 1967 (Act
117). A draughtsman has specific limitations
under the provisions of the Act 117
The submitting person (SP) is as follows:
i) A REGISTERED TOWN PLANNERregistered under subsection 15 Town
Planners’ Act 1995 (Act 538)
ii) An engineer who is registered as a
PROFESSIONAL ENGINEER under the
Engineers’ Registration Act 1967 (Act
138) and any other laws related to the
registration of an engineer and is allowedby that law to practice as an engineer.
iii) A LANDSCAPE ARCHITECT registered
under the Institute of Landscape
Architects Malaysia -ILAM

2.0 APPLICATIONS THAT CAN BE
SUBMITTED TO THE OSC
2.1 Categories of Application
The categories of applications that can be
submitted to the OSC are as follows:
Land matters
Planning permission
Building plan
Engineering plan
Landscape plan
Other applications, and
Submission for information and record
2.1.1 Application on Land Matters
An application for approval on land matters
concerning sub-division, change of conditions and
surrender and re-alienation, involves the
approval from the Land and Mines Department
Federal Territories,
2.1.2 Application for planning permission
Planning permission involves applications for
approval of the layout plan, change of land use
zoning, application to increase population density
and application for the approval of the proposed
development. The application for planning
permission encompasses:
Contour plan (for sites above 1 acre) with
intervals of 3 meters ( 10 feet)
Cross section plan showing hill cutting (forsites on hill slopes), and land cut & fill;
A tree plan showing all existing trees ( with a 1
meter girder and above, taken 0.5 meter from
ground level) and the proposed tree cutting /
transfer plan;
Telecommunication layout plan;
A building sketch plan (to be appended with
site plan)
Parking layout plan and accessibility for the
disabled; and
Stormwater Management Plan based on the
Manual on Environmentally Friendly Drainage
(MSMA), Guidelines by the Ministry of Housing
and Local Government and the Drainage and
Irrigation Department.

2.1.3 Application for Building Plan
The application for building plan approval
comprises of: Fire Security Plan;
Sewerage system reticulation plan;
Electricity supply plan;
Detailed plan on waste disposal system;
Sprinkler system plan for the building;
Detailed plan for car parking;
Detailed plan and report on rainwater
management system based on MSMA; and
Pre-construction plan (Signage plan, hoarding
plan, application for permit on access for
construction lorries carrying loads
(earth/construction materials /concrete) and
application for management of construction
waste.
Accessibility for the disabled shall be shownin the building plan.
2.1.4 Application for engineering plan
Applications for engineering plan approvals
comprise of:
Earthworks plan;
Road and Drainage plan
- Plan showing entry point for sewerage (if
the proposal is a single residential
development)
- Master drain/ river reserve plan (if
affected); and
Street lighting plan.
2.1.5 Landscape Plan Application
An application for the approval of a landscape
plan encompasses: Location Plan;
Road and Drainage layout plan
- Road Cross Section Detailed plan
Landscape plan
- Structural planting plan for shade trees and
palms;
- Shrubs planting plan and soft landscape
plan, and- Roof top garden plan

Other applications encompass:

Temporary permit for buildings/ pre-
construction (hoarding/ signage/ construction
waste/ routing for lorries with construction
material loads)

2.4 Scale of development
To ensure faster processing, each proposeddevelopment plan shall be categorized accordingto the scale of development.
The scale of the development will determine thedepartment/agencies that are involved inproviding comments and to forward forconsideration by the OSA committe on large,medium and small scale projects.
The development scale is divided into 3 types: Large scale Medium scale Small scale
2.4.1 Large scale
Large scale projects involve all applications thatinvolve planning policies, technical issues such as:
a. Planning permission to change the land useand increase population density.
b. Planning permission of one or more freestanding building blocks for commerce,industry or institution with height exceeding 5
storeys and floorspace exceeding 5,000 squarefeet.
c. Development of shophouse involving:- 3 lots or more- Height exceeding 5 storeys

City Plan Kuala Lumpur (PBRKL 2020).- Applications exceeding 5 units or height

f. Subdivision- Involviing all lots in highly sensitive
residential areas such as Bukit Tunku,
Taman Duta, Bukit Damansara, Bukit
Persekutuan, Bukit Bandaraya, Sungai

2.4.2 Medium Scale
Medium scale projects involve the followingapplications:
A proposed development that complies with
an approved layout and is not in conflict
with the PBRKL 2020 for the following:
- Residential house : 2 to 5 units AND not
exceeding 3 storeys
- Shophouse: Not exceeding 2 lots AND not
exceeding 5 storeys in height.- A Building block (commercial, industry and
institution not including religious use)
Not exceeding 2 storeys
Total floorspace not exceeding 5,000
square feet
Additions and changes involving a
floorspace area not exceeding 2,000
square feet.
Subdivision of land not exceeding 4
residential lots in line with the area’s
planning guidelines except for sensitive
areas such as Bukit Tunku, Taman Duta,

consideration and decision of the JKTPS/JKPS
meeting. Other than that, there are also
internal technical departments of CHKL that
will comment on the application. (The

projects (all developments) based on the Environmentally
Friendly Drainage Manual (MSMA). The layout/ site plan has to

The rainwater harvesting system for small scale projects
(Bungalow/ Semi-detached/ Terrace). The following shall be
shown on the plan:-
- Mark the proposed system on the layout/ site plan
- Location, type and size of the proposed rainwater harvestingsystem
- Mark on the plan the main element that shows the RWH
system
- Followed by the confirmation by the PSP as follows:
”I confirm the Stormwater Management provided
and to be built comply with the Guidelines of the
Ministry of Housing and Local Government and the
Department of Drainage and Irrigation”
Mark the location of the manhole and telecommunication
cabinet on the proposed site plan and endorsed by any one of
the Network Service Provider licenced by the Communications
and Multi Media Corporation Malaysia (SKMM)
Mark on the plan the refuse chamber/ solid waste collection
centre, recycling centre and bulk waste in the proposed plan;
For multi storey building, mark the location and size of the
refuse chamber on every floor. The plan must also indicate the
entry and exit and road width to the central waste collectionfacility.
Plan for obtaining support on water supply from SYABAS (to be
submitted for all new developments)
